Israeli settlers kill 2 Palestinian-owned sheep while attacking Palestinians near Jaba’. Israeli forces raid Jenin, killing 4 Palestinians, including 2 in a drone strike and 2 with live fire, 8 others are injured. Israeli forces also shoot and injure a Palestinian man during a raid in Beit Fajjar. Elsewhere, Israeli forces arrest 20 Palestinians during late-night raids in and around Ramallah, Hebron, Nablus, Salfit, Tulkarm, and Jenin. In Gaza, Israeli forces bomb Rafah, Jabalia refugee camp, Gaza City, Beit Hanun, al-Bureij refugee camp, and Nuseirat refugee camp, killing at least 76 people. More than 32,490 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 74,889 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 444 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,700 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 252 Israeli soldiers have been killed and 1,520 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. Israel asks the U.S. to reschedule a meeting on Israel’s invasion of Rafah. The meeting was canceled by Israeli prime minister Benjamin Netanyahu on 3/26 after the U.S. chose not to veto a ceasefire resolution at the UN Security Council. The Washington Post reports that the U.S. has raised allegations of beatings and torture of Palestinian prisoner Marwan Barghouti with Israel. The Palestinian prisoner Nasser Abu Hamid died of cancer in an Israeli hospital while incarcerated on 7 life sentences. Abu Hamid was sentenced in 2002. The Palestinian Prisoners’ Administration said Abu Hamid died due to Israeli medical neglect. The PA called for a day of mourning and condemned Israel’s decision to hold Abu Hamid’s body for future negotiations. There were rallies in several cities throughout the West Bank and Gaza mourning Abu Hamid. In the West Bank, Israeli settlers attacked Palestinian farmers harvesting olives in Bayt Furik. Israeli forces demolished 1 house under construction near Yatta. Israeli forces also assaulted 1 Palestinian in Bidya before arresting him. 8 Palestinians were arrested during raids in and around Ramallah, Qalqilya, Tulkarm, and Salfit. In the West Bank, Israeli forces violently dispersed a protest in al-Bireh against the treatment of Palestinian prisoners in Israeli jails; 8 injuries were reported. Elsewhere, in Ramallah, Palestinians suffered tear-gas related injuries during an Israeli military raid. Israeli forces also arrested 27 Palestinians during late-night raids in and around Ramallah, Bethlehem, Jenin, Salfit, Qalqilya, Hebron, Abu Dis, and Tulkarm. Israeli settlers with military escort raided an archeological site in Sabastiyya and Joseph’s Tomb in Balata. In East Jerusalem, the Israeli magistrate court ordered the eviction of a Palestinian family of 13 from their home in Silwan. The lawsuit was brought by the settler organizations Ateret Cohanim and Elad. 28 Palestinians were arrested during late-night raids in and around Issawiyya and Silwan. A court in Jerusalem upheld the Israeli Coordination of Government Activities in the Territories decision not to allow the majority of players and staff of the soccer team Khadamat Rafah travel permits to the West Bank for a match in the Palestinian soccer cup championship. The match was originally scheduled for 7/3, but the players and staff had not been able to obtain the permits to travel to the West Bank for the match for more than 2 months. The winner of the final game between Khadamat Rafah and Balata FC would represent Palestine at the Asian Cup. (AP, HA 9/23; AJ 9/25)

In the West Bank, for the 2d day in a row, Israeli forces fired tear gas in and around schools in Hebron, causing dozens of students and teachers to suffer from tear gas inhalation. Israeli forces arrested 12 Palestinians in late-night raids in and around the West Bank Jerusalem district, Bayt Ula, Hebron, Nablus, Salfit, and Ramallah. (WAFA, 4/15; WAFA 4/16)

The hunger strike organized by Palestinian prisoners in Israel ended after 8 days when the Israeli Prison Service (IPS) agreed to install public phones, allowing prisoners to make calls to relatives up to 3 times a week. In a letter to EU foreign policy chief Federica Mogherini, 37 former European officials called on the EU to reject any U.S. peace proposal that does not create a sovereign, territorial contingent, and economically viable Palestinian state. (HA, WAFA 4/15)

In the West Bank, 14 Palestinians were arrested during late-night raids in and around Bethlehem, Jenin, and Salfit. Israeli forces also raided houses in the Hebron area and set up flying checkpoints around Hebron. A Palestinian demolished his own home in Bir Oneh, west of Bethlehem, to avoid Israeli demolition fees. For the 3d day in a row, Palestinian schoolchildren suffered tear gas inhalation in Hebron after Israeli forces fired tear gas grenades into the yards of 4 different schools. In the West Bank village of ‘Ayn Yabrud, 25 Palestinian-owned cars were vandalized by Israeli settlers. The cars were punctured and sprayed with graffiti spelling “revenge” accompanied by a Star of David. In East Jerusalem, dozens of Israeli settlers protected by Israeli forces stormed Haram al-Sharif through the Moroccan Gate to perform prayers. Seven Palestinian minors were arrested in East Jerusalem during late-night raids, including the son of the PA governor of Jerusalem Adnan Ghaith. As citizens of Israel went to vote in the Israeli general elections, Prime Minister Benjamin Netanyahu’s Likud party handed out around 1,200 small cameras to Israeli right-wing activists so that they could film at polling stations in predominantly Palestinian areas of Israel to intimidate Palestinian voters. Israeli police confiscated dozens of these cameras at polling stations. The Hadash-Ta’al list filed an urgent complaint to the Central Elections Committee to have the cameras removed immediately. In the West Bank, IDF troops violently disperse Palestinians demonstrating outside Ofer Prison near Ramallah in solidarity with Palestinian prisoners; there are no serious injuries (4 Palestinians are arrested). They also violently disperse Palestinians protesting U.S. president Trump’s 12/6/2017 recognition of Jerusalem as Israel’s capital in al-Bireh; there are no serious injuries. The IDF arrests 12 Palestinians during raids near Salfit, Tulkarm, Jenin, and Ramallah; violently assaults and injures a Palestinian at a mobile checkpoint near Ramallah; and patrols near Hebron and Nablus. Israeli forces raze almost 50 dunams (approximately 12 acres) of Palestinian land planted with olive trees, clearing space for the extension of the separation wall near Jenin. Israeli settlers slaughter 20 sheep and steal approximately 70 more from a Palestinian shepherd working near Nablus. They also visit religious sites outside a village near Nablus, sparking clashes between their IDF escort and Palestinian residents in the area; there are no serious injuries. In East Jerusalem, Israeli forces demolish a small Palestinian shop in Bayt Hanina and an agricultural structure and a house in Shu‘fat. They also arrest 5 Palestinian children as they are leaving school in Shu‘fat refugee camp. Along Gaza’s border, IDF troops open fire on Palestinian protesters congregating near al-Bureij refugee camp, causing no damage or injuries. In a meeting of Israel’s security cabinet, IDF Lt. Gen. Gadi Eisenkot says it was a “mistake” to return 2 Palestinian corpses to their families last week. He says that the protocol for returning such corpses has since been changed, but does not offer any details. (TOI 2/21)

Israeli police shoot and kill an Israeli settler after he allegedly attempts to stab 1 of them on the East Jerusalem side of the Hizma checkpoint. They reportedly mistook the settler for a Palestinian. Israeli forces later find the settler’s suicide note, showing that he intentionally attacked them with the goal of being killed. Elsewhere in East Jerusalem, approx. 90 right-wing Jewish activists tour Haram al-Sharif in the morning, marking Israel’s Independence Day. Israeli forces arrest 13 Palestinians during late-night raids in Sur al-Bahir, Silwan, and al-Tur. In the West Bank, Israeli settlers destroy a Palestinian well in al-Khadir nr. Bethlehem. Israeli forces level Palestinian land nr. Salfit to clear the area for settlers from nearby Ariel. IDF troops establish a checkpoint nr. A former Palestinian prisoner dies of kidney failure at a hospital nr. Ramallah. He developed kidney issues as a result of medical negligence while he was in Israeli prison, according to the head of the PA’s prisoners’ affairs comm., Issa Qaraqe. (MNA, TOI, WAFA 5/2)

The Israel Prison Service (IPS) suspends the family visitation rights of the Palestinian prisoners who went on hunger strike on 4/17. IPS has also reportedly confiscated the phones, clothes, and sheets of 7 prisoners who joined the strike; and denied lawyer Jawad Boulus’s request to visit his client Marwan Barghouti, the Fatah leader who is credited with organizing the strike and who is being held in solitary confinement. Meanwhile, dozens of Fatah supporters set up a tent in Tuqu‘ nr. Bethlehem to show solidarity with the prisoners. A Palestinian prisoner in Israel’s Ramon Prison dies of a stroke. He was severely beaten by Israeli guards in 2003, and his health has deteriorated ever since. Hours after his death, a group of Palestinian prisoners declares a 3-day hunger strike in solidarity with their deceased comrade. In a meeting with Israeli PM Netanyahu in New York, Republican presidential candidate Donald Trump says that, if elected, he will “accept the long-standing Congressional mandate to recognize Jerusalem as the undivided capital of the State of Israel,” according to a Trump campaign press release. Netanyahu later meets with Democratic candidate Hillary Clinton, and she pledges to oppose “any attempt by outside parties to impose a solution to the Israeli-Palestinian conflict . . . including the UN,” according to a press release from her campaign. In Israel, a suspected Palestinian stabs and injures a Jewish Israeli in Rahat nr. Beersheba, then flees the scene. Later in Ashqelon, Israeli forces shoot and kill a Sudanese national after he allegedly stabs and injures an Israeli soldier. Meanwhile in the West Bank, IDF troops confiscate the work permits of a number of Palestinians trying to cross into Israel nr. Jenin (a PLO spokesperson says 10 permits have been revoked so far, and that the Israelis decided to do so hours after lifting the closure of nearby Qabatiya on 2/6). Hamas and Fatah officials meet in Doha to start a new round of mediated talks on Palestinian national reconciliation. Palestinian chief negotiator Saeb Erakat and PA intelligence chief Majid Faraj deliver the long-anticipated letter fr. Pres. Abbas to Israeli PM Netanyahu and his chief negotiator Yitzhak Molcho at a meeting in Jerusalem. Netanyahu pledges to respond in writing within 2 wks. While the letter is not released publicly, a draft version was leaked to the press by a Palestinian source on 4/15, with the disclaimer that that the text might change before it was given to Netanyahu. Of note: PA PM Fayyad had planned to deliver the letter, but pulled out at the last minute. While there is no official comment as to why, various Palestinian sources say (WP 4/18) that Fayyad either (1) disagreed with the content of the letter or (2) thought it would be inappropriate for him to hold a high-level meeting with Netanyahu on the same day as an annual rally in support of Palestinian prisoners in Israeli jails. Fayyad had opposed early drafts that threatened to dissolve the PA if there was no significant progress toward peace. Under the terms of the deal, Israel picked which prisoners to free and picked mostly Fatahaffiliated West Bankers as a gesture to Abbas; none are mbrs. of Hamas or Islamic Jihad or were involved in killing or wounding anyone; Palestinians complain that “many of those being released were due to get out within months anyway. . . . Stone-throwing Palestinian youths clash with IDF at the Beitunia checkpoint where some of the Palestinian prisoners freed by Israel are released, leaving 10s of Palestinians and 1 IDF soldier injured. Elsewhere in the West Bank, the IDF patrols in Jenin in the morning and in 3 villages nr. Jenin, Qalqilya, and Salfit in the evening (firing tear gas at stone-throwing youths in Jenin); makes a brief incursion into Qalqilya where they set up 2 checkpoints, detain 2 PA security forces officers for several hours, and summon 1 Palestinian for questioning. Jewish settlers block a Palestinian road nr. Moshe Zouhar settlement outpost nr. Qalqilya. Israeli naval vessels fire on Palestinian fishing boats off the Gaza City shore, detaining 1 boat and questioning 4 Palestinians (3 are released, 1 is sent to Israel for an unrelated medical issue). Gaza’s Interior Min. drops requirements for Gazans to register in advance of leaving Gaza through the Rafah crossing. The Israeli Housing Min. published tenders for construction of 1,028 Jewish settlement units in East Jerusalem (500 in Har Homa, 348 in Beitar Ilit, and 180 in Givat Ze’ev). The Gaza Central Drug Store receives an urgent shipment of medicine and supplies fr. the West Bank, enough to replenish its stores for several weeks (see 12/6/12). IDF chief of staff Lt. Gen. Benny Gantz announces that in light of the dramatically increasing number of covert foreign operations Israel has undertaken in the past year, the Israeli DMin. has formed a new operational branch called the Depth Corps specifically to handle special operations “deep in enemy territory.” The new branch (separate fr. the existing Northern, Southern, and Central Commands) will be headed by former special operations commander Maj. Gen. Shai Avital and will pull and coordinate resources fr. the military’s various elite commando units on an ad hoc basis, depending on the mission. While Israel does not confirm or deny covert operations abroad, media reports over the past year have indicated that Israel has carried out operations in Sudan (targeting arms traffic to Hizballah and Hamas), Iran, Lebanon, and Syria.
