In the West Bank, PA officials said that 144 settler attacks were recorded in the Nablus area overnight, including damage to some 120 vehicles and 22 shops. Israeli settlers set a Palestinian-owned vehicle on fire and wrote racist graffiti on nearby walls in Jalud. Israeli settlers also threw stones at Palestinian vehicles traveling near Rawabi and Yasuf. Elsewhere, Israeli settlers set fire to a house and a vehicle and threw stones and sprayed racist graffiti at other houses in Turmus ‘Ayya. Israeli settlers also assaulted 1 Palestinian near Shaab al-Batum in the Masafer Yatta area. Meanwhile, Israeli settlers vandalized some 200 olive trees in Majdal Bani Fadil and Aqraba and vandalized crops and an agricultural structure in Ein al-Beida. Israeli forces violently dispersed Palestinian protesters in Nabi Salih, injuring 2, including 1 minor, with baton rounds. Israeli forces also seized artifacts from an archeological site in Sabastia. Elsewhere, Israeli forces issued demolition notices for 4 homes in Yatta. Separately, Israeli forces began a siege of Jericho after an unidentified assailant opened fire at a restaurant at a nearby settlement; no injuries were reported. In East Jerusalem, Israeli forces sealed the family homes of 2 Palestinians killed during attacks on Israelis on 1/27 and 1/28. The homes in al-Tur and Silwan were sealed in preparation for punitive demolition. Israeli forces also demolished a house in Jabel Mukaber, displacing 2 families. In Syria, Israel conducted airstrikes attacking a convoy of trucks after it entered eastern Syria from Iraq, killing 10 people. (HA 1/29; HA, MEE 1/30)

Israel recorded 35 cases of “nationalist crimes” targeting Palestinians since Friday evening on 1/27. No arrests had been made. (HA, TOI 1/30)

Israeli national security minister Itamar Ben-Gvir released a video showing the family of the accused assailant from the 1/27 shooting removing their belongings from their home before their house was sealed. Israeli police criticized the release of the video saying National Security Minister Ben-Gvir wanted to humiliate the family. (HA 1/29)

In the West Bank, Israeli settlers vandalized more than 100 olive trees near Turmus ‘Ayya. Israeli settlers also vandalized 60 olive trees in Jalud, spraying them with chemicals. Israeli forces demolished 1 Palestinian home in Qibya and 1 Palestinian home east of Jericho. 21 Palestinians were arrested during late-night raids in and around Hebron, Ramallah, Balata refugee camp, Jenin, Qalqilya, and Tubas. In East Jerusalem, Israeli authorities demolished 1 bakery in Shu’fat refugee camp and 1 house under construction in Bayt Hanina. 1 Palestinian was arrested during a late-night raid in Shu’fat refugee camp. In the Naqab, Israel began construction of a new town, Hiran, on the lands of Umm al-Hiran which Israel has slated for demolition. The demolition of Umm al-Hiran and construction of Hiran has been halted since 2017 when Israeli police killed 1 Palestinian man trying to protect his property. Israel imposed a ban on seafood and fish exports from Gaza to the West Bank, saying that 20 tons of fish were attempted to be smuggled from the West Bank to Israel. The collective punishment imposed on fishermen and workers in Gaza affected some 5,500 Palestinians employed in the industry. (HA 11/9; HA 11/10; MEMO 11/11)

Israeli forces arrested 1 Israeli settler accused of attacking Israeli forces and Palestinians. The man was later placed in administrative detention, the only Jewish person out of more than 800 administrative detainees, after an Israeli court only allowed Israeli police to hold him until 11/11. 1 Israeli settler was indicted by the Israeli state prosecutor’s office on terrorism-related charges for assaulting 1 Palestinian man in Sheikh Jarrah on 10/13. (HA 11/7)

U.S. president Joe Biden called incoming Israeli prime minister Benjamin Netanyahu to congratulate him on his election. President Biden told Netanyahu, “[w]e're brothers, we'll make history together … my commitment to Israel is indisputable." (AJ, ALM, AX, HA 11/7)

In the West Bank, Israeli forces shot and injured 1 Palestinian trying to enter Israel for work at the separation wall west of Jenin. Israeli forces also seized 1,480 dunams (366 acres) of land near the Shilo settlement, taken from Qaryut, Jalud, Turmus ‘Ayya, and al-Mughayyir villages. 3 Palestinians were arrested during a raid in al-Fasayil. Haaretz reported that the Israeli military police was investigating 16 out of 60 killings of Palestinians in the West Bank by Israeli forces during the 1st 6 months of 2022. Of the 60 killed, 15 were children and 4 were women. Israeli forces killed 70 Palestinians in the West Bank in 2021, 19 in 2020, and 20 in 2019. (HA 7/13)

Palestinians living in the Masafer Yatta area asked the Israeli high court of justice to issue an interim injunction against Israeli military exercises in the area, citing a munition hitting a home during an exercise on 7/6. (HA 7/13)

U.S. secretary of state Antony Blinken said that he had invited the family of the Palestinian American journalist Shireen Abu Akleh, who was killed by Israeli forces on 5/11, to the White House. The invitation comes as the Biden administration has received severe criticism for whitewashing the Israeli killing by not firmly blaming Israel for the killing and by refusing to call for any consequences. It was unclear if President Biden will partake in the meeting. U.S. president Joe Biden landed in Tel Aviv for a 4-day trip of the Middle East that will include meetings with Palestinian, Israeli, and Saudi leaders. In a speech, President Biden voiced support for a 2-state solution but said “even though I know it is not in the near-term.” PA minister of social development Ahmed Majdalani called Biden’s words meaningless, saying Biden seeks to promote Israeli normalization with Arab countries over addressing the situation on the ground. During the 1st day of his 4-day tour, Biden also visited the Yad Vashem. In a prerecorded interview with Israeli Channel 12, Biden emphasized that his trip to the Middle East was about having Israel “accepted as an equal” in the region. Biden also dismissed members of his own party who call Israel an apartheid state and said that he would not remove the Iranian Revolutionary Guard Corps from the U.S. list of foreign terrorist organizations even if that blocked a deal in which the U.S. would reenter the Iran Nuclear Deal. In the West Bank, Israeli settlers allowed their sheep to graze on Palestinian farmland planted with olive tree saplings and chickpeas in al-Khader. Israeli settlers also threw stones at Palestinian vehicles near Burqa. Elsewhere, Israeli settlers vandalized 40 olive tree saplings in Sinjil. Israeli settlers also erected structures on Palestinian-owned land in Jalud. Meanwhile, armed Israeli settlers assaulted 1 Palestinian man and set up a canopy near al-Khader. 2 Palestinian minors were arrested near the Aida refugee camp. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Haram al-Sharif compound to clear the area for Israeli settlers; 15 Palestinians were injured by baton rounds and tear gas, and some 60 were arrested. Nearly 1,000 Israeli settlers toured the compound, waving Israeli flags. The PA and Jordan condemned the dispersal of Palestinians at the compound and the settler visit. In Gaza, 1 Palestinian was arrested near the Gaza fence east of Khan Yunis. In Israel, unknown assailants killed 3 people and wounded 4 others during a knife and axe attack in the Ultra-Orthodox city of Elad. Israel said they had identified 2 suspects from Jenin. PA president Mahmoud Abbas condemned the attack. Thousands of Palestinians commemorated the Nakba by marching to the depopulated village of Mi‘ar in the Galilee. Israel published a declaration signed on 4/12, which seizes 22,000 dunams (5,445 acres) of land south of Jericho for an Israeli nature reserve named Nachal Og in the West Bank. About 6,000 dunams (1,483 acres) are privately owned by Palestinians. King Abdullah II and crown prince Hussein of Jordan met with PA president Mahmoud Abbas in Ramallah. Israel’s Channel 13 reported that Israel’s defense minister Benny Gantz wanted to join the meeting but was not allowed to by Israel’s prime minister Naftali Bennett, who reportedly feared that their meeting would overshadow the normalization summit (see below). The foreign ministers of the U.S., UAE, Morocco, Egypt, Bahrain, and Israel met in Sde Boker for the 2d day of a 2-day summit comprised of countries that have normalized ties with Israel with U.S. support. At the summit, U.S. secretary of state Antony Blinken praised Israel’s normalization deals but said they were not a substitute for peace talks between Israelis and Palestinians. PA prime minister Mohammed Shtayyeh called the normalization summit a “free reward for Israel,” given the lack of pressure on Israel to end its occupation. Israel’s foreign minister Yair Lapid said after the summit that Israel supports Morocco’s proposal to offer the Sahrawi people limited autonomy as part of Morocco. 68 Democratic and Republican members of the U.S. Senate signed a letter to Secretary Blinken urging him to lead an effort to end the UN Human Rights Council’s commission of inquiry into alleged Israeli war crimes committed during the May 2021 Israeli attack on Gaza. The effort was led by Ben Cardin (D-MD) and Rob Portman (R-OH). (MEE 3/29)

In the West Bank, Israeli forces delivered a punitive demolition notice for a house in Silat al-Harithiya belonging to a family in which 2 are charged with the killing of 1 Israeli settler on 12/20/2021 near the Homesh settlement outpost. Israeli forces razed a tract of land in Jalud in preparation for expanding the nearby Ahiya settlement. 11 Palestinians were arrested during house raids in Qabatiya, Qalandia, al-Ram, ‘Azzun, Beit Fajjar, Biddu, and Beit ‘Anan. Palestinian Israeli Bedouins in several Naqab villages said they had been experiencing prolonged electricity blackouts for 2 weeks. The Israeli Electricity Corporation (IEC) blamed the blackouts on cold weather and illegal electricity hookups. In a recording of a conversation between an IEC representative and a resident, the representative is heard saying that the Israeli police is preventing them from conducting work to mend the situation, a claim the Israeli police denies. The UN agencies UNWRA, UNICEF, and OHCHR called on Israel to release 1 Palestinian teenager held on administrative detention who is seriously ill due to an autoimmune disease and has been held without charges for more than 1 year. (MEMO, WAFA 1/20)

16 Palestinian Israeli Bedouins were indicted for alleged crimes committed during protests against a forestation program meant to displace Bedouins in the Naqab last week. A total of 155 protesters were arrested over several days of protesting. The protesters are accused of throwing stones and burning tires. (HA 1/20)

A PA court in Nablus sentenced 1 Palestinian journalist to 3 months in prison for defaming the PA. (MEMO 1/21)

PA foreign minister Riyad al-Maliki criticized the U.S. Biden administration for not working to reverse the Trump administration’s one-sided policies against Palestinians during a meeting at the UN security council. Foreign Minister al-Maliki also called on the U.S. to pressure Israel into reversing its rejection of a 2-state solution. Al-Maliki also said that the EU, UN, and Russia had agreed to a ministerial meeting about the Palestinian-Israeli situation but that the U.S. had not. Israeli ambassador to the UN Gilad Erdan accused al-Maliki of ignoring “terror attacks” by Palestinians, holding up a stone that allegedly had been thrown at Israeli forces. (AP, HA, WAFA 1/20)

Former Israeli soldiers acknowledged that there is a mass grave of Palestinians killed during the Nakba in 1948 on a beach in the depopulated village of Tantura, where Israeli forces and militants massacred Palestinian prisoners of war. The Israeli government has denied the existence of the mass grave despite it being published in a thesis in 2000. The mass grave site is now a parking lot for the Dor beach built on the depopulated village. The PA foreign ministry called for an international investigation into the massacre aimed at punishing Israeli officials and institutions covering crimes committed by Israel. Israel and Germany signed a deal for Israel to buy 3 submarines from the Germany company ThyssenKrupp. Germany agreed in 2017 to cover $680 million of the price Israel will have to pay. ThyssenKrupp recently raised the price of the submarines from $2 billion to $3.4 billion. (ALM, AP, HA, MEMO, REU 1/20)

Israeli Channel 13 aired a program showing NSO Group employees training Ghanaian officials in using NSO’s Pegasus software. Ghana’s government bought the Pegasus software in 2016 to use against political opponents ahead of the 2017 elections. (HA 1/20)

In the West Bank, Israeli settlers attacked Palestinian property in Jalud, vandalizing 1 car and trees, and stealing a generator and construction material. Israeli forces demolished 4 residential structures, 1 agricultural structure, and 1 stone oven in al-Fakhit and al-Markaz, displacing 10. 6 Palestinians were arrested during late-night raids in Nablus, Jenin, Abu Dis, and Qalqilya. In East Jerusalem, Israeli forces demolished parts of a Palestinian-owned house in al-Walaja. 7 Palestinians were arrested during raids in Shu‘fat refugee camp and Isawiya. B’Tselem and the Palestinian Centre for Human Rights published a joint report saying that Israel did not investigate its own deadly response to the Great March of Return protests, despite Israel’s claims to the contrary. The report found that Israel only investigated “exceptional” cases and that only 1 soldier was convicted for wrongdoing and received a suspended sentence and demotion. The 2 human rights groups said in the report that Israel failed to review its own open-fire regulation, which led to more than 200 protesters killed and some 8,000 wounded by live ammunition. 1 Palestinian Israeli woman was sentenced to 2.5 years in prison by an Israeli court for taking 12 photos of restricted areas and allegedly sending them to a Hezbollah contact. (HA 12/2)

U.S. secretary of state Antony Blinken spoke to Israeli prime minister Naftali Bennett in a phone call. The official readout provided by the Department of State said the 2 spoke about COVID-19, Iran, and U.S. opposition to Israeli settlement activity. According to sources speaking to Haaretz, the call was primarily aimed at getting Israel to drop plans to build a new settlement at the Qalandia Airport, called Atarot airport by Israel. German development bank KFW signed a financing agreement worth $10 million with the PA to improve the water supply in Gaza City and Jabalia refugee camp. (WAFA 12/2)

In the West Bank, Israeli settlers stole olive harvesting equipment in Jalud. Israeli settlers also attacked Palestinians harvesting olives near Aqraba, disturbing their harvest. Elsewhere, Israeli settlers with Israeli military escort attacked Palestinians harvesting olives and a member of Rabbis for Human Rights in Awarta, using pepper spray against the member of Rabbis for Human Rights, who was hospitalized. Israeli forces delivered stop-work orders for 12 houses in Duma. Israeli forces also denied Palestinian farmers entry to their lands in Jalud. Elsewhere, Israeli forces seized a tent set up by solidarity activists in Khirbet al-Mufqara and dismantled part of a school in al-Maleh. Israeli forces also violently dispersed a protest in Ya‘bad, injuring 1 with a rubber-coated bullet. 10 Palestinians were arrested during late-night raids in al-Bireh, al-Am’ari refugee camp, al-Zawiya, Beita, and Ya‘bad. In East Jerusalem, Israeli authorities continued to raze Muslim graves at al-Yusufiya Muslim cemetery to make space for an Israeli park near the Haram al-Sharif compound; a video showed Israeli forces ripping a grieving Palestinian mother off her son’s grave before demolishing it. 3 Palestinians were arrested during late-night raids in Silwan. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. A hearing at the Israeli supreme court did not yield a decision on the eviction case of the Dweik family in Silwan. The family of 26 is under threat of eviction by the Israeli settler organization Ateret Cohanim, which claims to own the family’s homes. The Palestinian family has lived on the property for more than 50 years, from when Silwan was controlled by Jordan. (AJ, HA 10/25)

PA president Mahmoud Abbas promised a delegation from the 6 Palestinian rights organizations that were classified, by Israel, as terrorist organizations on 10/22 that the PA would take action against the decision. The head of the Israeli Labor party and transportation minister Merav Michaeli also criticized the Israeli government’s decision. Transportation Minister Michaeli’s main criticism was the manner in which the classifications were announced and that it could damage Israel’s relations with its allies. (HA 10/25; MEMO, WAFA 10/26)

Israel’s foreign minister Yair Lapid of Yesh Atid criticized the Israeli government’s decision to publish tenders for 1,300 new settler units in the West Bank. Meretz MK Mossi Raz also criticized the decision. (MEMO 10/26)

In Sudan, the prime minister of the transitional government Abdalla Hamdok was placed in house arrest and 4 cabinet ministers were arrested in a military coup. Sudan’s interim government made moves to normalize relations with Israel in 2020 after a deal was made with the U.S. to take the country off the list of state sponsors of terror and to erase state debt to the U.S. Later in the day, the U.S. announced that it would freeze $700 million in aid for Sudan and that the normalization deal with the U.S. and Israel will have to be reevaluated. Local Palestinian activists said Israeli settlers had built hundreds of housing units in the Keida settlement outpost near Jalud in recent weeks. (WAFA 8/1)

The Israeli government approved plans to allow an additional 15,000 work permits for Palestinian construction workers from the West Bank, bringing the total work permits for West Bank construction workers to 80,000. Israeli officials said the move was made because of a shortage of construction workers in Israel and because “employing Palestinian workers in Israel has diplomatic and security benefits.” (HA, MEMO 8/1; ALM 8/2)

Haaretz reported that Israeli public security minister Omer Bar-Lev of the Labor party ordered his ministry officials and Israeli police officials to submit all proposed demolitions in bedouin communities in Israel and East Jerusalem to him. Officials speaking to Haaretz said that Public Security Minister Bar-Lev does not have the authority to revoke demolition orders, but that the new process could delay the demolitions. (HA 8/1)

In the West Bank, Israeli settlers set up mobile homes outside of the Shvut Rachel settlement near Jalud to expand the settlement. Israeli forces demolished several structures in Khirbet Humsa after demolishing more than 30 structures on 7/7. Israeli forces also demolished 1 large Canaanite-era cemetery near al-Khader to expand a settlement road; the cemetery was dated around 2300 to 1550 B.C.E. Elsewhere, Israeli forces demolished a large water tank in Bayt Dajan. Palestinian students from Birzeit University held a sit-in protest at the university for the mass arrest of 33 students on 7/14 by Israeli forces in Turmus ‘Ayya, were the students were visiting the family who were victims of a punitive demolition on 7/8. All of the 33 students were released the same day. 10 Palestinians were arrested during late-night raids in and around ‘Asira al-Qibliya, Marah Rabah, Deir Qaddis, Abu Dis, and ‘Anin. In East Jerusalem, 1 Palestinian was arrested during a house raid in al-Tur. In Gaza, Israeli forces opened fire on Palestinian agricultural lands east of Khuza‘a; no injuries were reported. The Intercept and Local Call reported that Israeli settlers and soldiers had cooperated in the deliberately killing at least 4 Palestinians on 5/14, a day where Israeli soldiers and settlers ultimately killed 11 Palestinians across the West Bank. In videos obtained by B’Tselem, it is evident that Israeli settlers stand side by side with Israeli soldiers firing automatic rifles at Palestinians trying to protect themselves from a settler raid in ‘Urif. Haaretz said that documents they had examined revealed that the Israeli defense ministry had worked with a Jewish National Fund subsidiary, Himanuta, to purchase Palestinian-owned land in the West Bank and to prevent Palestinians from accessing the land in question. The deals between Himanuta and the defense ministry were made in 2018 and 2019. Among the purchases were a 1,000-dunam (250 acres) plot of land near the Hamra settlement, which Israel closed off to its Palestinian owners more than 50 years ago; a plot of land near Ramallah; the home of the Bakri family in Hebron; and a 218-dunam (54 acres) plot of land near the Argaman settlement. The New York Times reported that Israel is refusing to extricate a Mexican former federal prosecutor, Tomas Zeron De Lucio, who is wanted for falsifying evidence, torture, and misuse of the NSO Group’s Pegasus spyware. According to NYT sources, Israel is refusing the extradition because of the country’s perception of Mexico as supportive of Palestine. The Canadian cybersecurity research group Citizen Lab said that spyware from the Israeli company Candiru was used to spy on more than 100 activists from several countries including Saudi Arabia, Israel, Hungary, Indonesia, the UK, Palestine, Iran, Lebanon, Yemen, Spain, Turkey, Armenia, and Singapore. Spyware was installed on the users’ computers using the Microsoft operating system Windows. Microsoft said it had updated its software to close the hole in its security. 1 of the ways the spyware infected users’ devices was when a user clicked on a URL set up by the attacker. The Israeli high court of justice denied petitions challenging the legality of the nation-state law, ruling 10-1 that the law is not anti-democratic in the eyes of the judges. The dissenting judge is the court’s only Palestinian Israeli judge. Chairman of the Joint Arab List Ayman Odeh called the ruling “racist and anti-democratic.” Adalah said that the court had “enshrined Jewish supremacy and racial segregation as founding principles of the Israeli regime” with its ruling. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters in Shaykh Jarrah, injuring 1 journalist and arresting 1. U.S. chair of the senate foreign relations committee Bob Menendez (D-NJ) said, after Israel demolished the building housing the offices of AP and Al Jazeera, that he was “deeply troubled by reports of Israeli military actions that resulted in the death of innocent civilians in Gaza as well as Israeli targeting of buildings housing international media outlets.” Menendez is known as 1 of the staunchest supports of Israel among the senate Democrats. In the West Bank, 3 Israeli settlers were shot by unknown assailants during a drive-by shooting by an Israeli settlement near Yasuf; 1 of the settlers was said to be in critical condition. An Israeli supreme court judge postponed the eviction of 6 Palestinian families from their homes in Shaykh Jarrah until 5/6. The judge said the 6 families, 27 people, had to “reach an agreement” with the Israeli settlers set to displace them from their homes in the East Jerusalem neighborhood. The 6 families rejected having to reach an agreement with the settlers, maintaining that the land belongs to them. House representative Betty McCollum (D-MN) introduced the “Defending the Human Rights of Palestinian Children and Families Living Under Israeli Military Occupation Act,” which specifies Israeli actions that the U.S. should not be funding, including the detention of minors, destruction of Palestinian property, and annexation of Palestinian territory. The bill also specifies annual oversight of the U.S. aid to Israel. Gregory Meeks (D-NY), the chairman of the U.S. House of Representatives Foreign Affairs Committee said that he and some of his colleagues were concerned after Reuters reported that the Biden administration had approved the sale of weapons to the UAE by the Trump administration. The sale process had been paused since Biden took office, but Reuters reported that Biden had approved the sale on 4/13. Rep. Meeks said he and the foreign affairs committee would review the sale. Israeli prime minister Benjamin Netanyahu approved delivery of extra water rations from the Jordan River to Jordan almost a month after the request was made. It had been reported that Prime Minister Netanyahu was stalling the request because of his personal deteriorating relationship with Jordanian king Abdullah II. It was also reported that U.S. secretary of state Antony Blinken had asked Israel to send the extra water to Jordan. Prime Minister Netanyahu also held a joint press conference with U.S. secretary of defense Lloyd J. Austin III in Jerusalem. During the conference, which was held 1 day after Israel attacked the Iranian Natanz nuclear site, Netanyahu called the Iranian government a “fanatical regime.” When asked about the attack on the nuclear site, Netanyahu did not say whether it was an Israeli operation but did say, “[m]y policy as prime minister of Israel is clear: I will never allow Iran to obtain the nuclear capability to carry out its genocidal goal of eliminating Israel.” (AJ, HA 4/12)

The Lebanese outgoing minister of public works Michel Najjar signed a decree that extended Lebanon’s maritime border claim by 550 square miles. The EU imposed sanctions on 8 Iranian officials in response to the crackdown on protests in November 2019, when some 1,500 people were reportedly killed by Iranian forces. Iran denies that the death toll was that high. The UN said at least 304 people were killed. In the West Bank, Israeli settlers attacked 1 Palestinian man in Jalud with sticks and rocks; when Israeli forces arrived, they fired stun grenades at other Palestinians trying to help the man being assaulted. The same group of settlers also uprooted olive, pine, and cypress seedlings and damaged power lines in the area. Israeli forces shot, injured, and arrested 1 Palestinian man in Qatanna. 3 others were arrested at military checkpoints near Tulkarm and Taqqua. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported but there was reported damage to fishing nets. Jordan said it had foiled a “malicious plot” against the country and put around 2 dozen people in house arrest, including former crown prince and half-brother of King Abdullah II, Prince Hamzah bin Hussein. Jordan said that an Israeli national with ties to the Mossad, Roy Shaposhnik, was aiding the plot and had arranged for Prince Hamzah and his wife to be flown out of the country on a private jet. Shaposhnik told Axios that he was not part of the plot, nor in the Mossad, but said that he did offer assistance to Prince Hamzah because of their friendship. Shaposhnik was previously an advisor to then prime minister Ehud Olmert. In a recording sent to BBC, Prince Hamzah said he was sent into house arrest because he was associated with critics of the Jordanian government and then criticized corruption and lack of freedom of speech in Jordan, but denied being part of a plot. Among the other people put under house arrest were Sharif Hassan bin Zaid and Bassem Ibrahim Awadallah, who are both members of the royal family. Awadallah is also a former minister of planning and finance. Prince Hamzah was crown prince from when his father King Hussein died in 1999 until 2004. A number of Jordanian allies including the U.S., the PA, Saudi Arabia, Egypt, the UAE, and the Arab League expressed support of Abdullah II. Haaretz reported that the Israeli Jerusalem municipality had asked the court for local affairs to reactivate demolition orders against 70 structures in al-Bustan, which would displace 1,500 Palestinians. The Israeli municipality wants to place a tourism park named The King’s Garden where the 70 structures are located, but plans for the structure demolitions have been suspended during the negotiations between residents and the municipality. 60,000 COVID-19 vaccines provided by the WHO COVAX program to the PA arrived in Israel. 40,000 will be shipped to the West Bank and 20,000 to Gaza. PA health minister Mai al-Kaila said the PA will wait to use the AstraZeneca vaccines until the WHO confirms that they are safe to use. Many EU countries have suspended using the AstraZeneca vaccines after 1 otherwise healthy Danish woman died and 3 Norwegian health workers were in severe condition from blood clots after receiving the vaccine. A day after receiving criticism from Palestinian NGOs about the COVID-19 vaccination distribution, the PA admitted that some vaccines earmarked for health workers had gone elsewhere. 1,200 of 12,000 vaccines had been given to the Palestinian national football team, government ministers, presidential guards, and members of the PLO executive committee. 200 were sent to Jordan to be given to members of the royal court. The Israeli high court of justice ruled that Israeli officials must explain why the Jerusalem cable car project was approved at Israel’s national infrastructure committee and not through the Jerusalem district and planning committee and why they have categorized the project as a transportation project and not a tourism project. Israeli prime minister Benjamin Netanyahu said that the Israeli defense ministry and the civil administration’s higher planning committee will approve 800 new settlement units in the Itamar, Beit El, Shavei Shomron, Oranit, Givat Ze’ev, Tal Menashe, and Nofei Nehemia settlements and settlement outposts. Prime Minister Netanyahu also said on Facebook that “[w]e’re here [in the West Bank] to stay. We’re continuing to build the Land of Israel.” Leader of the Israeli opposition Yair Lapid of the Yesh Atid party called the announcement of the new settlement units “irresponsible,” citing the U.S. presidential transition on 1/20. France’s foreign ministry, the Organisation of Islamic Cooperation, Egypt, Saudi Arabia, and the PA denounced the settlement expansion. PA president Mahmoud Abbas issued 3 presidential decrees, 2 of which critiques say serves to bolster the power of the PA presidency ahead of potential elections later this year. 1 decree allows the PA president to select judges instead of approving judges, who would be selected based on seniority. The decree also allows the president to force Palestinian judges to retire 5 years before the set retirement age of 70. A 2d decree establishes administrative courts, which can hear petitions against officials and institutions, previously a duty of the High Court of Justice. The president of the administrative court is appointed by the PA president. (HA 1/28)

An Israeli court in Lod ruled that screening or distributing the movie Jenin Jenin from 2002 by Mohammad Bakri should be banned and copies of the movie destroyed. Bakri was also ruled to pay $55,000 to an Israeli soldier who appears in archival footage used for the movie and $16,000 for the cost of the trial. The foreign ministers of Germany, France, Jordan, and Egypt met in Cairo to discuss reviving peace talks between Israel and Palestine. The quartet expressed willingness to work closely with the U.S. to map steps toward peace. In a statement, the 4 called for a Palestinian state with East Jerusalem as its capital. According to the Jerusalem Post, the 4 countries had tried to invite the Israeli and PA foreign ministers to the meeting, but both were unable or unwilling to travel for the meeting. U.S. billionaire and mega-donor to Benjamin Netanyahu, Donald Trump, and Israeli settlements Sheldon Adelson died. Adelson had recently flown the convicted Israeli spy Jonathan Pollard to Israel from the U.S. so he could immigrate after being released from parole, and he bought the U.S. ambassador’s house in Tel Aviv from the U.S. state department earlier in 2020. An Israeli military court convicted the prominent Palestinian activist Issa Amro of 6 of 18 charges against him, including obstructing Israeli forces’ activities and assaulting 1 Israeli settler. Amnesty International has called the charges politically motivated and Amro denies the charges against him. He will be sentenced on 2/8. Sudan announced that it had signed on the normalization deal between Israel, Bahrain, and the UAE after Sudan was formally removed from the U.S. list of state sponsors of terrorism in December. The agreement was formalized by the Sudanese justice minister Nasredeen Abdulbari and U.S. treasury secretary Steven Mnuchin. The U.S. has also agreed to settle Sudan’s debt to the World Bank and granted Sudan immunity from prosecution related to the 2 U.S. embassy bombings in east Africa during the 1990s. In Washington D.C., thousands of anti-democracy Donald Trump supporters protested at the U.S. Capitol building after attending a Trump rally by the White House on the day that the U.S. congress was to confirm the electoral college vote win for president-elect Joe Biden. Hundreds of protesters stormed the Capitol building while the legislators were debating the electoral college votes, taking over the senate chamber while legislators were evacuated. 1 protester was killed in the Capitol building and 4 others died due to “medical emergencies” during the violent protest, including a police officer. At least a dozen U.S. police officers were injured and several dozen protesters were arrested. After the Capitol building was secured, U.S. members of congress certified President-Elect Biden’s win. Israeli prime minister Benjamin Netanyahu and U.S. ambassador to Israel David Friedman signed an agreement on scientific cooperation, which extends the area that the U.S. considers Israel to Israeli settlements in the West Bank and the Golan Heights. In a statement, Ambassador Friedman said that the agreement “remove[s] geographic restrictions . . . These geographic restrictions are no longer consistent with U.S. policy.” According to Haaretz, the American casino magnate Sheldon Adelson, who is a major donor for U.S. president Donald Trump and the Ariel University in the Ariel settlement, where the signing ceremony was held, has been pressuring the U.S. administration to fast-track the agreement. Member of the executive committee of the PLO Hanan Ashrawi said that President Trump is seeking to bolster his position in the presidential race by making “a clear recognition of Israel’s annexation of Palestinian territory,” calling the U.S. an active participant in war crimes.
