King Abdullah II and crown prince Hussein of Jordan met with PA president Mahmoud Abbas in Ramallah. Israel’s Channel 13 reported that Israel’s defense minister Benny Gantz wanted to join the meeting but was not allowed to by Israel’s prime minister Naftali Bennett, who reportedly feared that their meeting would overshadow the normalization summit (see below). The foreign ministers of the U.S., UAE, Morocco, Egypt, Bahrain, and Israel met in Sde Boker for the 2d day of a 2-day summit comprised of countries that have normalized ties with Israel with U.S. support. At the summit, U.S. secretary of state Antony Blinken praised Israel’s normalization deals but said they were not a substitute for peace talks between Israelis and Palestinians. PA prime minister Mohammed Shtayyeh called the normalization summit a “free reward for Israel,” given the lack of pressure on Israel to end its occupation. Israel’s foreign minister Yair Lapid said after the summit that Israel supports Morocco’s proposal to offer the Sahrawi people limited autonomy as part of Morocco. 68 Democratic and Republican members of the U.S. Senate signed a letter to Secretary Blinken urging him to lead an effort to end the UN Human Rights Council’s commission of inquiry into alleged Israeli war crimes committed during the May 2021 Israeli attack on Gaza. The effort was led by Ben Cardin (D-MD) and Rob Portman (R-OH). (MEE 3/29)

In the West Bank, Israeli settlers razed 20 dunums (5 acres) of land near Jalud. Israeli forces punitively demolished the home of an alleged attacker in Turmus ‘Ayya, displacing his family and damaging nearby buildings as the house was blown up. 8 Palestinians were arrested during late-night raids in and around al-Arroub refugee camp, Hebron, Dahariya, al-Khader, and Abu Dis. In East Jerusalem, Israeli forces delivered a demolition order for a 4-story building in Shu‘fat, which would displace 55 Palestinians. 2 Palestinians were arrested during raids in Isawiya and the Old City. In Gaza, Israeli forces opened fire on residential buildings east of Rafah, causing damage but no injuries. PA president Mahmoud Abbas and other senior PA officials met with 11 U.S. congresspeople in Ramallah, including the chairman of the House Foreign Affairs Committee Gregory Meeks (D-NY), Ted Deutch (D-FL), David Cicilline (D-RI), Abigail Spanberger (D-VA), Sara Jacobs (D-CA), Kathy Manning (D-NC), Brad Schneider (D-IL), Andy Barr (R-KY), Nicole Malliotakis (R-NY), and French Hill (R-AR). Israel charged a Palestinian Israeli imam of Lydda’s largest mosque, Shaykh Yousef al-Baz, with incitement to violence for sharing a movie clip on Facebook showing people killing a police officer. Shaykh al-Baz was arrested on 6/17. (ALM, HA 7/8)

Israeli foreign minister Yair Lapid and Jordanian foreign minister Ayman Safadi met at the Allenby Bridge, where the 2 made agreements for Jordan to buy 50 million cubic meters of water from Israel and to increase the Jordanian export to the West Bank from $160 million to $700 million. Foreign minister Safadi also called for Israeli to halt settlement expansions, maintaining the status quo of the holy sites in Jerusalem, and called evictions of Palestinians from their homes in East Jerusalem a “war crime.” Walla News also reported that Israeli prime minister Naftali Bennett secretly met with Jordan’s king Abdullah II in Amman last week and that PA president Mahmoud Abbas was summoned to meet King Abdullah shortly after his meeting with Prime Minister Bennett. The Israeli high court of justice denied petitions challenging the legality of the nation-state law, ruling 10-1 that the law is not anti-democratic in the eyes of the judges. The dissenting judge is the court’s only Palestinian Israeli judge. Chairman of the Joint Arab List Ayman Odeh called the ruling “racist and anti-democratic.” Adalah said that the court had “enshrined Jewish supremacy and racial segregation as founding principles of the Israeli regime” with its ruling. The U.S. embassy in Israel issued a statement criticizing the Israeli punitive demolition of the house of an accused Palestinian-American assailant in Turmus ‘Ayya (see above); secretary of state Antony Blinken “raised concern directly with senior Israeli officials” about the issue, possibly because the family living in the building are U.S. citizens. In the West Bank, Israeli settlers vandalized 30 olive trees in Jalud. Israeli forces demolished 1 Palestinian-owned home under construction in Bruqin, delivered stop-work orders for 2 houses in Kisan, and delivered demolition orders for 25 houses in al-Sawiyeh. 17 Palestinians were arrested during raids in and around Jalazun refugee camp, Kafr Ni‘ma, Bil‘in, Nablus, Rujeib, Bayt Dajan, Jenin refugee camp, Dheisheh refugee camp, and Hebron; 2 were injured during the raids in Jenin refugee camp. In East Jerusalem, Israeli forces demolished 1 shack in Sur Bahir. 2 Palestinians were arrested in Silwan and Jabal Mukabir. In the West Bank, Israeli settlers set up a tent on Palestinian-owned land in Qusra. Israeli settlers also razed 15 dunams (3.7 acres) of agricultural land planted with wheat in Jalud. Israeli forces seized 1 tent and 1 electric generator in Masafer Yatta. Israeli forces also demolished 1 house near Bethlehem. Elsewhere, Israeli forces delivered a stop-work order for a house in Susiya. 24 Palestinians were arrested during raids in and around Tuqu‘, Bayt Umar, Dayr Jarir, Ramallah, Jenin, and Qabatiya; among the arrested were at least 4 prominent members of Palestinian political parties, including at least 1 who was running in the upcoming Palestinian elections. In a joint statement by a number of PLO parties, the members said that “[t]here will be no elections without Jerusalem, and Israel possesses no veto to this.” (WAFA 4/12; TOI 4/13)

Israeli prime minister Benjamin Netanyahu approved delivery of extra water rations from the Jordan River to Jordan almost a month after the request was made. It had been reported that Prime Minister Netanyahu was stalling the request because of his personal deteriorating relationship with Jordanian king Abdullah II. It was also reported that U.S. secretary of state Antony Blinken had asked Israel to send the extra water to Jordan. Prime Minister Netanyahu also held a joint press conference with U.S. secretary of defense Lloyd J. Austin III in Jerusalem. During the conference, which was held 1 day after Israel attacked the Iranian Natanz nuclear site, Netanyahu called the Iranian government a “fanatical regime.” When asked about the attack on the nuclear site, Netanyahu did not say whether it was an Israeli operation but did say, “[m]y policy as prime minister of Israel is clear: I will never allow Iran to obtain the nuclear capability to carry out its genocidal goal of eliminating Israel.” (AJ, HA 4/12)

The Lebanese outgoing minister of public works Michel Najjar signed a decree that extended Lebanon’s maritime border claim by 550 square miles. The decree still needs the approval of the defense minister, prime minister, and president before it becomes valid. (AJ, AP, HA, REU 4/12; REU 4/13; REU 4/15)

The EU imposed sanctions on 8 Iranian officials in response to the crackdown on protests in November 2019, when some 1,500 people were reportedly killed by Iranian forces. Iran denies that the death toll was that high. The UN said at least 304 people were killed. The EU is in the process of mediating between the U.S. and Iran to get the U.S. to rejoin the Joint Comprehensive Plan of Action. (AJ, ALM, HA, REU 4/12; ALM 4/13)

In the West Bank, Israeli settlers attacked 1 Palestinian man in Jalud with sticks and rocks; when Israeli forces arrived, they fired stun grenades at other Palestinians trying to help the man being assaulted. The man was later taken to a hospital for his injuries; Yesh Din released a video of the incident. The same group of settlers also uprooted olive, pine, and cypress seedlings and damaged power lines in the area. Israeli forces shot, injured, and arrested 1 Palestinian man in Qatanna. 3 others were arrested at military checkpoints near Tulkarm and Taqqua. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported but there was reported damage to fishing nets. The PA said it will ease the COVID-19-related lockdown by reopening schools for pupils in grades 1-6. The PA also extended the COVID-related state of emergency for another 30 days. (WAFA, WAFA 4/3)

Jordan said it had foiled a “malicious plot” against the country and put around 2 dozen people in house arrest, including former crown prince and half-brother of King Abdullah II, Prince Hamzah bin Hussein. Jordan said that an Israeli national with ties to the Mossad, Roy Shaposhnik, was aiding the plot and had arranged for Prince Hamzah and his wife to be flown out of the country on a private jet. Shaposhnik told Axios that he was not part of the plot, nor in the Mossad, but said that he did offer assistance to Prince Hamzah because of their friendship. Shaposhnik was previously an advisor to then prime minister Ehud Olmert. In a recording sent to BBC, Prince Hamzah said he was sent into house arrest because he was associated with critics of the Jordanian government and then criticized corruption and lack of freedom of speech in Jordan, but denied being part of a plot. Among the other people put under house arrest were Sharif Hassan bin Zaid and Bassem Ibrahim Awadallah, who are both members of the royal family. Awadallah is also a former minister of planning and finance. Prince Hamzah was crown prince from when his father King Hussein died in 1999 until 2004. A number of Jordanian allies including the U.S., the PA, Saudi Arabia, Egypt, the UAE, and the Arab League expressed support of Abdullah II. Israeli prime minister Benjamin Netanyahu did not comment on the situation, but defense minister Benny Gantz expressed support for Abdullah II. In the West Bank, Israeli settlers attacked Palestinians in Huwwara, causing bruises. Israeli forces violently dispersed a protest in Kafr Qaddum, injuring 2 with live ammunition; others suffered tear-gas related injuries. Elsewhere, Israeli forces blocked a road between Qusra and Jalud. 1 Palestinian was arrested during a late-night raid in Hebron. In East Jerusalem, 2 Palestinians were arrested during late-night raids in Issawiyya; during a raid, clashes ensued, leading to tear-gas related injuries. In Israel, Israeli protesters demanding the resignation of Prime Minister Benjamin Netanyahu clashed with police in several places throughout Israel. 38 people were arrested and hundreds were fined as the Israeli government had sought to ban the protests, citing COVID-19 transmission concerns. According to Haaretz, tens of thousands protested throughout Israel, including in front of Netanyahu’s official residence for the 15th Saturday in a row. (AJ, HA, WAFA 10/4)
