In the West Bank, Israeli settlers with military escort attempted to raid a school in al-Lubban ash-Sharqiya before they were repelled by Palestinians protecting the students. Israeli forces razed agricultural lands in Birin, uprooting 120 olive and almond trees and demolishing 1 well in Khillat al-Furn. Israeli forces also raided Birzeit University, injuring 1 student with a rubber-coated bullet who was protesting the raid. 17 Palestinians were arrested during raids in Deir Abu Mash‘al, Deir Nidham, Kafr Ni‘ma, Bethlehem, al-Walaja, Sa‘ir, al-Shuyukh, Tarqumiyah, Tulkarm, Far‘un, and Kafr al-Labad; Israel also said that it had arrested 11 students of An-Najah University in Nablus, saying they were connected to a Hamas student network. In East Jerusalem, Israeli forces demolished the foundations to a house in al-Tur and demolished 1 house near the Old City. 2 Palestinians were arrested during late-night raids in Wadi al-Juz and Isawiya; Israeli forces confiscated 11,500 NIS ($7,300) during a raid in Sur Baher. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles north of Rafah; no injuries were reported. Israeli Channel 13 reported that a group called Returning to the Mount are praying at the Haram al-Sharif compound by disguising themselves as Muslims while following Islamic practices of prayer, but reciting Jewish prayers. Channel 13 reported that members of the group meet to learn how to appear like Muslim worshippers. (MEMO, TOI 12/14)

The Palestinian prisoners’ club said Israeli prison guards assaulted at least 3 female prisoners in Damon prison when they refused to leave their cell. The 3 prisoners were also transferred to solitary confinement. (MEMO, WAFA 12/19; MEE, MEMO 12/20)

PA and U.S. officials held a virtual meeting discussing economic ties. The meeting was headed by PA economic affairs minister Khaled Osaily and acting assistant secretary of state for Near East Affairs Yael Lambert. (MEMO, WAFA 12/15; ALM 12/18)

Israel’s prime minister Naftali Bennett said settler violence is an “insignificant phenomena” in the West Bank, criticizing Israel’s public security minister Omer Bar-Lev, who on 12/13 brought up the issue in a meeting with U.S. state department undersecretary for political affairs Victoria Nuland. Prime Minister Bennett said that the settlers were the victims in the West Bank and needed the support of the Israeli government. Public Security Minister Bar-Lev subsequently reiterated his focus on settler violence during a trip to Hebron, saying that “it is truly difficult for some to look in the mirror” instead of tackling the issue of extremist settlers. Human Rights Watch (HRW) called on the UN Commission of Inquiry to investigate what HRW have found to be organized discriminatory behavior of Israeli law enforcement agencies when dealing with “Jewish ultra nationalist” and Palestinian citizens of Israel during the May 2021 civil unrest. HRW found that Israeli law enforcement used excessive force when dispersing Palestinians in Lydda while “failing to act even-handedly as Jewish ultra-nationalists attacked Palestinians.” (HRW, MEMO, WAFA 12/14)

Israel’s interior minister Ayelet Shaked announced that plans to construct the Trump Heights settlement in the Israeli occupied Golan Heights had advanced. The Trump Heights settlement, named after former U.S. president Donald Trump, will cover 70 acres. The announcement stated that construction of homes, public buildings, industrial zones, and roads can begin. (HA 12/14)

The Knesset passed the 1st reading of a bill that would allow Israeli police to conduct house raids in Israel without a court-issued warrant. An explanatory note to the bill clarified that the bill was intended for the Israeli police to use “in its battle against serious crime, and particularly serious crime in Arab society.” (Knesset 12/14; MEMO 12/15)

The officer of the Knesset granted the leader of United Arab List Mansour Abbas a security detail, as he was receiving a growing number of death threats. (MEMO 12/15)

The UAE said it had suspended talks with the U.S. on buying 50 F-35 fighter jets, citing “[t]echnical requirements, sovereign operational restrictions, and cost/benefit analysis.” The announcement follows U.S. concerns about the UAE’s relationship to China, including the UAE using Huawei 5G technology. The Trump administration had agreed to allow the UAE to purchase the F-35 fighter jets as part of the UAE’s and Israel’s normalization agreement. The UAE announced on 12/3, during a visit to the country by French president Emmanuel Macron, that it would buy 80 French-made Rafale fighter jets and 12 military helicopters. 18 Democratic members of U.S. Congress wrote a letter to the Treasury and State Departments asking them to put sanctions on 4 foreign surveillance companies, including the Israeli NSO Group, citing the companies’ assistance in human rights abuses. Italy contributed $2.25 million to UNRWA programming in the West Bank and East Jerusalem, and $1.13 million to UNRWA programming in Syria. (WAFA 12/14)

In the West Bank, Israeli settlers from the Kiryat Arba settlement, with military protection, threw stones and bottles at Palestinians in Hebron. Israeli forces raided al-Ibrahimi Mosque, closing it to Palestinians for the Jewish celebration of Yom Kippur. Israeli forces also raided the General Trade Union of Workers in Services and Entrepreneurship Sector in Ramallah, seizing computers and documents. Elsewhere, Israeli forces seized 2 concrete mixers and 1 crane in Qarawat Bani Hassan. 5 Palestinians were arrested during late-night raids in Ramallah, Ya‘bad, and Huwwara. Aid donated by Qatar began distribution in supermarkets and money exchange shops in Gaza. The UN said $40 million will be distributed to vulnerable Palestinians in Gaza. Contrary to previous donations, the Qatari aid is only being distributed to vulnerable families and not to government employees. The Palestinian Prisoners’ Club said the mass hunger strike set to begin on 9/17 had been called off because the Israeli prison service agreed to halt the collective punishment measures put in place after 6 Palestinians escaped Gilboa prison on 9/6. The Commission for Detainees and Ex-Prisoners Affairs said, after a lawyer visited the 4 recaptured Palestinian prisoners who escaped Gilboa prison on 9/6, that Zakaria Zubeidi had been severely beaten and drugged by Israeli forces. He allegedly suffered from a broken jaw and broken ribs for which he was hospitalized, had bruises and cuts all over and had been sedated. The Commission also said Mohammad Arda had been beaten, sleep deprived, and humiliated while in Israeli custody. Both denied Israeli officials’ allegations that they had any interaction with anyone after escaping. In the West Bank, Israeli forces raided Hebron, leading to clashes; 1 Palestinian minor was shot in the head with a rubber-coated bullet, leading him to lose an eye. A video of the incident showed the minor standing in a store with his cousin when an Israeli soldier shot him in his head. 8 Palestinians were arrested during late-night raids in and around Dura, Bethlehem, Nablus, and Jenin; during a raid in Nablus, Israeli forces confiscated 4,000 NIS ($1,200). In East Jerusalem, Israeli police violently dispersed hundreds of Palestinians protesting the evictions of Palestinians in Shaykh Jarrah, injuring 9, including 1 Jewish-Israeli member of Knesset from the Joint Arab List Ofer Cassif, who was beaten by Israeli police dispersing the protest; 4 others sustained injuries from beatings and 4 were hit by rubber-coated bullets. In a letter to the Conservative Friends of Israel, UK prime minister Boris Johnson said that his government opposes the ICC investigation into war crimes committed in the occupied Palestinian territory, saying the ICC does not have jurisdiction over the territory and that the decision to investigate “gives the impression of being a prejudicial attack” on Israel. The PA said the letter to the Conservative Friends of Israel marked a “low point in UK-Palestine relations and undermines the UK’s credibility on the international stage.” Prime Minister Johnson later clarified during a session at the UK parliament that his government believes in the independence of the ICC. In the West Bank, Israeli forces handed notices informing residents that Israel will confiscate 13 dunams (3.2 acres) of land in Hizma. Israeli forces also confiscated 25,000 NIS ($7,000) during a raid in Bayt Furik. 16 Palestinians were arrested during raids in and around Abu Dis, al-Bireh, Dheisheh refugee camp, Kafr Malik, Birzeit, ‘Azun, al-Khadir, Nablus, Hebron, and Dura, including 6 members of the same family during a house raid in Hebron. In East Jerusalem, Israeli settlers with police escort moved into 16 apartments in Silwan that had been sold to the settler organization Ateret Cohanim. Israeli forces banned a children’s event in the Old City, claiming it was funded by the PA. Israel said it would not cooperate with the ICC investigation into alleged war crimes committed in the occupied Palestinian territory after 2 days of meetings between Israeli prime minister Benjamin Netanyahu, Foreign Minister Gabi Ashkenazi, and Defense Minister Benny Gantz. Israel said that its rejection is based on its belief that the ICC does not have jurisdiction over the occupied territory, since it argues that the PA is not a state and Israel is not a party to the ICC. In the West Bank, Israeli forces shot and injured 1 Palestinian, using live ammunition, during a late-night raid in Tubas. Israeli forces also shot and injured 1 Palestinian as Israeli settlers toured Joseph’s Tomb in Nablus; others suffered tear-gas related injuries. Elsewhere, Israeli forces confiscated 30,000 NIS ($9,126) from a family in Dura during a house raid. 3 Palestinians were arrested during raids in Bayt Umar, Yatta, and Tubas. In East Jerusalem, Israeli forces prevented a Palestinian family from celebrating the release of a family member who had spent 11 years in Israeli prison and arrested the former detainee’s brother. A Palestinian man arrested last year by Hamas for participating in a Zoom meeting with Israeli peace activists told AP that he had been tortured and forced to divorce his wife, the daughter of an exiled Hamas official. The man was released in October of 2020, after 6 months in prison. (AP 4/1)

The possible kingmaker in the Israeli elections, Ra’am (United Arab List) chairman Mansour Abbas held a press conference, where he told Jewish-Israelis and Palestinian-Israelis to find common ground rather than focusing on the 2 groups’ differences. Benjamin Netanyahu ally and chairman of the Otzma Yehudit (Jewish Power) party Itamar Ben-Gvir said Abbas was trying to portray himself as a “cute bear,” but that he sanctifies infant killers. Abbas did not say who he intends to support in forming a government. (HA, REU 4/1; ALM, TOI 4/2)

Jordan sent a letter of complaint to the Israeli foreign ministry condemning the Israeli violation of the status quo of the Jerusalem holy sites. Jordan particularly pointed out that Israel continues to allow Jewish worshipers on the Haram al-Sharif compound, which violates the status quo agreement. It was reported that 1,200 Jewish worshipers visited the compound during the recent Israeli Passover holiday. (TOI, WAFA 4/1; JP 4/3)

Saudi foreign minister Faisal bin Farhan Al Saud said during an interview that “the normalization of Israel’s status within the region would bring tremendous benefits to the region as a whole,” but that Saudi normalization of Israel depends on the creation of a Palestinian state. (AJ 4/2)

France, Germany, and the World Bank signed financing agreements, worth $52 million, to help local municipalities in the West Bank respond to the COVID-19 pandemic. (WAFA 4/1)

In the West Bank, Israeli settlers tried to abduct 1 Palestinian man near Husan but ended up robbing him of NIS 25,000 ($7,600), the Palestinian man claimed. Israeli forces violently dispersed Palestinians protesting in Bayt Dajan and Kafr Qaddum, leading to tear-gas related injuries; 1 Palestinian was hit by a sponge grenade during the protest in Kafr Qaddum. 3 Palestinians were arrested during late-night raids in Jenin and Qalqilya. In East Jerusalem, 2 Palestinians were arrested during late-night raids in al-Tur. The PA said that Israel had agreed to vaccinate some 100,000 Palestinian workers from the West Bank who regularly travel to Israel for work. Israeli officials later said that it had not decided whether it would vaccinate the Palestinian workers, but it would discuss the issue. (HA, WAFA 2/19; HA 2/22)

In a statement released by Israeli prime minister Benjamin Netanyahu, he announced that the president of Equatorial Guinea, Teodoro Obiang Nguema Mbasogo, assured him that he would move the country’s capital to Jerusalem from Herzliya. The statement did not say when the move would happen. (AP, HA 2/19)

In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling south of Nablus, east of Bethlehem, and near Ya‘bad, damaging several cars and causing at least 3 injuries. 1 of the Israeli settlers was killed when Israeli forces chased after them and the car flipped over; 4 other settlers suffered injuries and were released without charges. Israeli settlers subsequently attacked a police compound in East Jerusalem, leading to clashes and 50 arrests. Later, 1 Palestinian bus driver from East Jerusalem was attacked near the settlement where the Israeli settler, who died earlier, was buried; 2 Israeli settlers used pepper spray and stones and threatened him with a gun as they yelled “Death to Arabs.” Israeli settlers also slashed the tires of Palestinian cars near Hebron and blocked roads near Kafr Qaddum. Elsewhere, Israeli settlers assaulted 1 Palestinian man near Nablus, causing him to need treatment at a hospital. Israeli forces shot and injured 5 Palestinians using live ammunition during raids in Nablus. Israeli forces also demolished 2 Palestinian-owned houses, 1 water well, and 1 agricultural structure in al-Samou, displacing 20 Palestinians, and delivered 1 stop-work order for a water well in Dhariyya. 6 Palestinians were arrested during raids in and around Jenin refugee camp, Jenin, Nablus, al-Mughayyir, and Dahaysha refugee camp. In East Jerusalem, Israeli forces shot and killed 1 Palestinian minor, who had opened fire on Israeli forces near the Haram al-Sharif compound; he was killed as he was fleeing the scene and 1 Israeli soldier was injured as he fell during the pursuit. Israeli forces also raided 3 Palestinian-owned stores in Bayt Hanina, seizing tobacco products with PA labels. 1 Palestinian family started demolishing their own home in Silwan to avoid an Israeli-imposed demolition fee of 70,000 NIS ($22,000). 3 Palestinians were arrested during raids in Silwan and Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 3 nautical miles west of Bayt Lahiya. In Gaza, Israeli forces opened fire on agricultural lands on 3 separate occasions east of Bayt Hanun and al-Bureij; no injuries were reported. Israeli forces also made incursions and levelled 48 acres of farmland planted with peas and potatoes belonging to 7 Palestinian families. In Israel, Palestinian citizens of Israel protested Israeli police inaction in addressing violence in their communities. More than 100 Palestinian citizens of Israel have been killed in communal violence and Israeli police are largely inactive in solving the issue. As part of the normalization deal between Israel and Sudan, President Trump signed a bill giving immunity to the state of Sudan for future U.S. lawsuits by victims of the 1998 U.S. embassy bombings in East Africa. The bill also provides Sudan close to $1 billion in aid and loans. (AJ, AX 12/22)

In the West Bank, 1 Israeli settler was found dead; Israeli police said she had been killed. Israeli settlers attacked Palestinian farmers in Susiya, causing moderate injuries. Israeli settlers also attacked Palestinian herders with stones in Ayn al-Hilweh, injuring 1. Elsewhere, Israeli settlers uprooted olive saplings in Haris. 3 Palestinians were arrested, and 1 vehicle was seized during late-night raids in Anabta, Huwwara, and ‘Azun. In East Jerusalem, 1 Palestinian started demolishing his animal shelter in Silwan to avoid a fine of 38,000 NIS ($12,000). 2 Palestinians were arrested in Issawiyya. Hackers said to be linked to Iran tweeted that they hacked the Israeli state-owned Israel Aerospace Industries. The group Pay2Key have hacked Israeli companies in the past weeks, demanding ransom money. (HA 12/19; HA 12/20)

The Canadian research laboratory Citizen Lab said in a report that Saudi Arabia and the UAE were likely behind cyber attacks on 36 Al Jazeera journalists. The journalists had their phones hacked with spyware made by the Israeli spyware company NSO Group. (GND, HA, TOI 12/20; AJ 12/21)

In the West Bank, Israeli settlers set up 4 caravans on Palestinian-owned property north of ‘Abwayn; the outpost was dismantled by Israeli forces the same day. Israeli forces raided the family house of an alleged Palestinian attacker near Nablus and took measurements in preparation for a punitive demolition of the property. Israeli forces also demolished 1 house under construction and delivered 1 demolition order for a carpentry shop in ‘Araba. 13 Palestinians were arrested during raids in and around Bethlehem, Hebron, Ramallah, Qalqilya, Biddu, and Qatanna; during a raid in al-Fawar refugee camp, Israeli forces assaulted 2 Palestinians, fracturing the nose of 1 of them; they also claimed that Israeli forces stole 5,800 NIS ($1,700). The Israeli high court of justice ruled that 1 Israeli settler outpost with some 50 homes, Mitzpeh Kramim, is to be evacuated. The court found that the settler outpost was built in bad faith as the authorities knew it was being built on Palestinian-owned land. (AJ, HA, REU 8/27)

Israeli foreign minister Gabi Ashkenazi said in a news conference with German foreign minister Heiko Maas that, “I think it’s very clear and it’s very tangible that Israel government policy moved from annexation to normalization.” (HA 8/27)

U.S. secretary of state Mike Pompeo met with Omani Sultan Haitham bin Tariq Al Said in Oman to advocate for the Gulf state to normalize ties with Israel. Oman was the 5th stop on Secretary Pompeo’s Middle East trip, having visited Israel, Sudan, Bahrain, and the UAE prior. (HA, REU 8/27)

In the West Bank, Israeli forces ordered a Palestinian family to leave their 2 mobile homes and stop further construction north of Jericho. Separately, Israeli forces seized a mobile home in Bayt Dajan. In Gaza, Israeli forces fired an artillery shell and flare bombs east of al-Bureij; no injuries were reported. In Israel, Israeli forces shot and injured a man crossing from Jordan to Israel south of the Sea of Galilee. At the UN Security Council (UNSC), the UN envoy to the Middle East Nikolay Mladenov told the council that Israel annexing part of the West Bank “would constitute the most serious violation of international law . . . [and] close the door to a renewal of negotiations.” He further stated that “Israel must abandon its treat of annexation.” Mladenov also called on the Quartet to take up a more active role. EU representatives at the UNSC also called Israel’s plans a violation of international law, expressing concern. In turn, Israel’s envoy to the UN Danny Danon told the council that “[a]ny decision on the topic of sovereignty will be made solely by the Israeli government with coordination with the American administration.” Separately, the Russian foreign minister Sergey Lavrov told the new Israeli foreign minister Gabi Ashkenazi that Russia opposes Israel’s annexation plans during a call. Israeli forces razed 5 dunams (1.2 acres) of Palestinian-owned land west of Bethlehem. 3 Palestinian families were issued stop-work orders for construction on their homes near Qalqilya. Some 50 Israeli settlers with Israeli force escort toured an archeological site in Sabastiyya. 10 Palestinians were arrested during late-night raids in and around Tulkarm, Awarta, Dura, Ramallah, Madama, and Jalazun refugee camp. During a raid in Salfit, Israeli forces confiscated 50,800 NIS ($14,000) from 3 different families. In East Jerusalem, Israeli forces demolished part of a Palestinian-owned home in Jabal Mukabir. 10 Palestinians were arrested during late-night raids in Issawiyya and Silwan. Israeli prime minister Benjamin Netanyahu said he had decided to request immunity from prosecution by the Knesset in the 3 criminal cases against him. The Knesset House Committee has to discuss Prime Minister Netanyahu’s request according to Israeli law, and if the committee approves his request, it will go to a vote in the Knesset. However, the House Committee is not expected to assemble before the March elections as it has not been appointed since the Knesset was 1st dissolved in April 2019. Netanyahu also resigned his positions as minister of Health, Welfare, Agriculture, and Diaspora Affairs as required by the indictment against him in the 3 criminal cases. Israeli settlers attacked Palestinian vehicles traveling near the Homesh settlement, causing damage to 25 vehicles and injuries to Palestinians from shattered glass. In Baghdad, Iraqi protesters attacked the U.S. embassy after funerals were held for the 25 members of Kata’ib Hezbollah who were killed in U.S. airstrikes in Iraq and Syria on 12/29. Protesters managed to enter the embassy compound and ignited several fires. It was reported that the U.S. ambassador and staff were evacuated from the embassy before the protesters entered the compound. U.S. forces remained inside the embassy throughout the attack. According to an Associated Press reporter, a loudspeaker urged the protesters to leave, saying “the message was delivered.” U.S. president Donald Trump said in a tweet that Iran orchestrated the attack on the U.S. embassy in Iraq and that he holds Iran “fully responsible.” As the events were unfolding, U.S. secretary of defense Mark Esper said that the U.S. was deploying some 750 additional troops to the Middle East. Two days after Israel’s security cabinet ordered a deduction to the monthly transfers of tax revenues to the PA, PA president Mahmoud Abbas says, “We reject the tax, we don’t want it.” The deductions are set to total NIS 502,697,000 (approximately $138 million), which is purportedly equal to the amount that which the PA distributes in stipends to Palestinians imprisoned in connection with serious crimes against Israelis and the families of Palestinians killed in connection with such crimes. The monthly transfers of tax revenues typically total NIS 800 million (approximately $220 million), which amounts to about a third of the PA’s budget. “Frankly, if we are left with only 20 or 30 million shekels, which is the sum paid to families of martyrs, then we will pay them to the families of martyrs,” Abbas adds. Palestinian farmers export between 280 and 300 tons of produce to Israel per day, and the ban is expected to cost the Palestinian economy approximately NIS 1 million (approximately $265,545) per day. After the IDF announced the discovery of a 4th Hezbollah-built cross-border tunnel on 12/16, UNIFIL states that 2 of the 4 were built in violation of UN Security Council Resolution 1701, which ended the 2006 Israel-Lebanon war. “UNIFIL has requested the Lebanese authorities to ensure urgent follow-up actions in accordance with the responsibilities of the Government of Lebanon pursuant to resolution 1701,” a UNIFIL statement reads. UNRWA commissioner general Pierre Krähenbühl says that the agency has almost entirely made up for the budget shortfall caused by U.S. president Trump’s decision to slash U.S. support for UNRWA earlier this year. During a meeting with settler leaders, Israeli PM Netanyahu promises to invest NIS 800 million (approximately $230 million) in roads and other infrastructure development in the West Bank, starting in 2018. After yet another day of heightened tensions at Haram al-Sharif, the Israeli security cabinet decides to remove the metal detectors installed at the entrances to the sanctuary after the deadly attack, on 7/14 in the evening. A senior Israeli official says that some cameras installed on 7/23 will be removed as well. In a statement, the cabinet says it has “accepted the recommendation of all of the security bodies to incorporate security measures based on advanced technologies and other measures instead of metal detectors to ensure the security of visitors and worshippers in the Old City and [at Haram al-Sharif].” According to the Israeli press, the new measures include heat-sensing “smart cameras” with facial recognition technology, and that their installation will be part of a NIS 100 m. Following a day of Israeli-Jordanian tensions and negotiations over the deadly attack in Amman on 7/23, the Jordanian authorities allow the staff of the Israeli Embassy in Jordan, including the security guard who killed the 2 Jordanians, to return to Israel. The Israeli authorities first allow Jordanian police to hear the guard’s description of the incident. With rumors to the contrary circulating on social media, the Israeli press reports that Jordan did not condition the release of the guard on the removal of the metal detectors at Haram al-Sharif.
