In the West Bank, Israeli settlers with military escort attempted to raid a school in al-Lubban ash-Sharqiya before they were repelled by Palestinians protecting the students. Israeli forces razed agricultural lands in Birin, uprooting 120 olive and almond trees and demolishing 1 well in Khillat al-Furn. Israeli forces also raided Birzeit University, injuring 1 student with a rubber-coated bullet who was protesting the raid. 17 Palestinians were arrested during raids in Deir Abu Mash‘al, Deir Nidham, Kafr Ni‘ma, Bethlehem, al-Walaja, Sa‘ir, al-Shuyukh, Tarqumiyah, Tulkarm, Far‘un, and Kafr al-Labad; Israel also said that it had arrested 11 students of An-Najah University in Nablus, saying they were connected to a Hamas student network. In East Jerusalem, Israeli forces demolished the foundations to a house in al-Tur and demolished 1 house near the Old City. 2 Palestinians were arrested during late-night raids in Wadi al-Juz and Isawiya; Israeli forces confiscated 11,500 NIS ($7,300) during a raid in Sur Baher. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles north of Rafah; no injuries were reported. Israeli Channel 13 reported that a group called Returning to the Mount are praying at the Haram al-Sharif compound by disguising themselves as Muslims while following Islamic practices of prayer, but reciting Jewish prayers. Channel 13 reported that members of the group meet to learn how to appear like Muslim worshippers. (MEMO, TOI 12/14)

The Palestinian prisoners’ club said Israeli prison guards assaulted at least 3 female prisoners in Damon prison when they refused to leave their cell. The 3 prisoners were also transferred to solitary confinement. (MEMO, WAFA 12/19; MEE, MEMO 12/20)

PA and U.S. officials held a virtual meeting discussing economic ties. The meeting was headed by PA economic affairs minister Khaled Osaily and acting assistant secretary of state for Near East Affairs Yael Lambert. (MEMO, WAFA 12/15; ALM 12/18)

Israel’s prime minister Naftali Bennett said settler violence is an “insignificant phenomena” in the West Bank, criticizing Israel’s public security minister Omer Bar-Lev, who on 12/13 brought up the issue in a meeting with U.S. state department undersecretary for political affairs Victoria Nuland. Prime Minister Bennett said that the settlers were the victims in the West Bank and needed the support of the Israeli government. Public Security Minister Bar-Lev subsequently reiterated his focus on settler violence during a trip to Hebron, saying that “it is truly difficult for some to look in the mirror” instead of tackling the issue of extremist settlers. Human Rights Watch (HRW) called on the UN Commission of Inquiry to investigate what HRW have found to be organized discriminatory behavior of Israeli law enforcement agencies when dealing with “Jewish ultra nationalist” and Palestinian citizens of Israel during the May 2021 civil unrest. HRW found that Israeli law enforcement used excessive force when dispersing Palestinians in Lydda while “failing to act even-handedly as Jewish ultra-nationalists attacked Palestinians.” (HRW, MEMO, WAFA 12/14)

Israel’s interior minister Ayelet Shaked announced that plans to construct the Trump Heights settlement in the Israeli occupied Golan Heights had advanced. The Trump Heights settlement, named after former U.S. president Donald Trump, will cover 70 acres. The announcement stated that construction of homes, public buildings, industrial zones, and roads can begin. (HA 12/14)

The Knesset passed the 1st reading of a bill that would allow Israeli police to conduct house raids in Israel without a court-issued warrant. An explanatory note to the bill clarified that the bill was intended for the Israeli police to use “in its battle against serious crime, and particularly serious crime in Arab society.” (Knesset 12/14; MEMO 12/15)

The officer of the Knesset granted the leader of United Arab List Mansour Abbas a security detail, as he was receiving a growing number of death threats. (MEMO 12/15)

The UAE said it had suspended talks with the U.S. on buying 50 F-35 fighter jets, citing “[t]echnical requirements, sovereign operational restrictions, and cost/benefit analysis.” The announcement follows U.S. concerns about the UAE’s relationship to China, including the UAE using Huawei 5G technology. The Trump administration had agreed to allow the UAE to purchase the F-35 fighter jets as part of the UAE’s and Israel’s normalization agreement. The UAE announced on 12/3, during a visit to the country by French president Emmanuel Macron, that it would buy 80 French-made Rafale fighter jets and 12 military helicopters. 18 Democratic members of U.S. Congress wrote a letter to the Treasury and State Departments asking them to put sanctions on 4 foreign surveillance companies, including the Israeli NSO Group, citing the companies’ assistance in human rights abuses. Among the signatories were Senate finance committee chairperson Ron Wyden (D-OR) and House intelligence committee chairperson Adam Schiff (D-CA). (AJ, HA, MEMO, REU 12/15; +972 12/17)

Italy contributed $2.25 million to UNRWA programming in the West Bank and East Jerusalem, and $1.13 million to UNRWA programming in Syria. (WAFA 12/14)

In the West Bank, Israeli forces raided Hebron, leading to clashes; 1 Palestinian minor was shot in the head with a rubber-coated bullet, leading him to lose an eye. A video of the incident showed the minor standing in a store with his cousin when an Israeli soldier shot him in his head. 8 Palestinians were arrested during late-night raids in and around Dura, Bethlehem, Nablus, and Jenin; during a raid in Nablus, Israeli forces confiscated 4,000 NIS ($1,200). In East Jerusalem, Israeli police violently dispersed hundreds of Palestinians protesting the evictions of Palestinians in Shaykh Jarrah, injuring 9, including 1 Jewish-Israeli member of Knesset from the Joint Arab List Ofer Cassif, who was beaten by Israeli police dispersing the protest; 4 others sustained injuries from beatings and 4 were hit by rubber-coated bullets. In a letter to the Conservative Friends of Israel, UK prime minister Boris Johnson said that his government opposes the ICC investigation into war crimes committed in the occupied Palestinian territory, saying the ICC does not have jurisdiction over the territory and that the decision to investigate “gives the impression of being a prejudicial attack” on Israel. The PA said the letter to the Conservative Friends of Israel marked a “low point in UK-Palestine relations and undermines the UK’s credibility on the international stage.” Prime Minister Johnson later clarified during a session at the UK parliament that his government believes in the independence of the ICC. In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling south of Nablus, east of Bethlehem, and near Ya‘bad, damaging several cars and causing at least 3 injuries. 1 of the Israeli settlers was killed when Israeli forces chased after them and the car flipped over; 4 other settlers suffered injuries and were released without charges. Israeli settlers subsequently attacked a police compound in East Jerusalem, leading to clashes and 50 arrests. Later, 1 Palestinian bus driver from East Jerusalem was attacked near the settlement where the Israeli settler, who died earlier, was buried; 2 Israeli settlers used pepper spray and stones and threatened him with a gun as they yelled “Death to Arabs.” Israeli settlers also slashed the tires of Palestinian cars near Hebron and blocked roads near Kafr Qaddum. Elsewhere, Israeli settlers assaulted 1 Palestinian man near Nablus, causing him to need treatment at a hospital. Israeli forces shot and injured 5 Palestinians using live ammunition during raids in Nablus. Israeli forces also demolished 2 Palestinian-owned houses, 1 water well, and 1 agricultural structure in al-Samou, displacing 20 Palestinians, and delivered 1 stop-work order for a water well in Dhariyya. 6 Palestinians were arrested during raids in and around Jenin refugee camp, Jenin, Nablus, al-Mughayyir, and Dahaysha refugee camp. In East Jerusalem, Israeli forces shot and killed 1 Palestinian minor, who had opened fire on Israeli forces near the Haram al-Sharif compound; he was killed as he was fleeing the scene and 1 Israeli soldier was injured as he fell during the pursuit. Israeli forces also raided 3 Palestinian-owned stores in Bayt Hanina, seizing tobacco products with PA labels. 1 Palestinian family started demolishing their own home in Silwan to avoid an Israeli-imposed demolition fee of 70,000 NIS ($22,000). 3 Palestinians were arrested during raids in Silwan and Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 3 nautical miles west of Bayt Lahiya. In Gaza, Israeli forces opened fire on agricultural lands on 3 separate occasions east of Bayt Hanun and al-Bureij; no injuries were reported. Israeli forces also made incursions and levelled 48 acres of farmland planted with peas and potatoes belonging to 7 Palestinian families. In Israel, Palestinian citizens of Israel protested Israeli police inaction in addressing violence in their communities. More than 100 Palestinian citizens of Israel have been killed in communal violence and Israeli police are largely inactive in solving the issue. Special advisor to U.S. president Donald Trump Jared Kushner met with Israeli prime minister Benjamin Netanyahu ahead of a joint trip by Israeli and U.S. officials to Morocco on 12/22 as part of the 2 countries’ normalization deal. (HA 12/21)

As part of the normalization deal between Israel and Sudan, President Trump signed a bill giving immunity to the state of Sudan for future U.S. lawsuits by victims of the 1998 U.S. embassy bombings in East Africa. The bill also provides Sudan close to $1 billion in aid and loans. (AJ, AX 12/22)

In the West Bank, 1 Israeli settler was found dead; Israeli police said she had been killed. Israeli settlers attacked Palestinian farmers in Susiya, causing moderate injuries. Israeli settlers also attacked Palestinian herders with stones in Ayn al-Hilweh, injuring 1. Elsewhere, Israeli settlers uprooted olive saplings in Haris. 3 Palestinians were arrested, and 1 vehicle was seized during late-night raids in Anabta, Huwwara, and ‘Azun. In East Jerusalem, 1 Palestinian started demolishing his animal shelter in Silwan to avoid a fine of 38,000 NIS ($12,000). 2 Palestinians were arrested in Issawiyya. Hackers said to be linked to Iran tweeted that they hacked the Israeli state-owned Israel Aerospace Industries. The group Pay2Key have hacked Israeli companies in the past weeks, demanding ransom money. (HA 12/19; HA 12/20)

The Canadian research laboratory Citizen Lab said in a report that Saudi Arabia and the UAE were likely behind cyber attacks on 36 Al Jazeera journalists. The journalists had their phones hacked with spyware made by the Israeli spyware company NSO Group. (GND, HA, TOI 12/20; AJ 12/21)

In the West Bank, Israeli forces ordered a Palestinian family to leave their 2 mobile homes and stop further construction north of Jericho. Separately, Israeli forces seized a mobile home in Bayt Dajan. In Gaza, Israeli forces fired an artillery shell and flare bombs east of al-Bureij; no injuries were reported. In Israel, Israeli forces shot and injured a man crossing from Jordan to Israel south of the Sea of Galilee. Israeli authorities said another man managed to flee and that Israeli police found a bag containing 9 handguns, 6 rifles, and NIS 500,000 ($143,000). (HA, WAFA, WAFA 5/20; PCHR 5/21)

At the UN Security Council (UNSC), the UN envoy to the Middle East Nikolay Mladenov told the council that Israel annexing part of the West Bank “would constitute the most serious violation of international law . . . [and] close the door to a renewal of negotiations.” He further stated that “Israel must abandon its treat of annexation.” Mladenov also called on the Quartet to take up a more active role. EU representatives at the UNSC also called Israel’s plans a violation of international law, expressing concern. In turn, Israel’s envoy to the UN Danny Danon told the council that “[a]ny decision on the topic of sovereignty will be made solely by the Israeli government with coordination with the American administration.” Separately, the Russian foreign minister Sergey Lavrov told the new Israeli foreign minister Gabi Ashkenazi that Russia opposes Israel’s annexation plans during a call. In the West Bank, Israeli forces arrested 9 Palestinians, including 8 during late-night raids in and around al-‘Arub refugee camp, Nablus, Jenin, and Ramallah; and 1 at a military checkpoint in Hebron. During the raid in al-‘Arub refugee camp, Israeli forces confiscated 2,000 NIS ($578). Israeli forces also razed some 100 dunams of agricultural land near Hebron and delivered demolition notices for 4 homes in Yatta. In East Jerusalem, Israeli forces arrested 11 Palestinians at the Haram al-Sharif compound, including 5 in the morning and 6 in the evening. The 6 arrested in the evening were taken into custody because they were chanting “nationalistic slogans” at Israeli police. A video of the incident shows Israeli forces kicking 1 of the Palestinians in the head during the arrest. In Gaza, Israeli forces opened fire northeast of al-Bureij; no injuries were reported. An Israeli soldier who placed a snake inside a Palestinian family’s car during a search on 12/23/2019 in Bayt Furik received 18 days of prison. His continued employment for the IDF will be reevaluated by the end of his sentence. (TOI 1/7)

Iran retaliated to the U.S. assassination of Qasem Soleimani on 1/2 by striking 2 U.S. military bases in Iraq, causing damage; no injuries were reported. (AJ, AJ, AJ, CNN, FOX, HA, WP 1/8)

In the West Bank, 4 Palestinians were arrested during late-night raids in and around Nablus and Bayt Duqqu. During the raid in Bayt Duqqu, clashes erupted between Israeli forces and Palestinians; no injuries were reported. During the raid in Nablus, Israeli forces seized a vehicle and 2 computers. During a different late-night raid in Bayt Umar, Israeli forces seized 1 vehicle, 500 Jordanian Dinars ($700) and 3,500 NIS ($1,000). Israeli settlers attacked Palestinian vehicles traveling near the Homesh settlement, causing damage to 25 vehicles and injuries to Palestinians from shattered glass. Israeli settlers also attacked 2 Israeli police officers disguised as Palestinian technicians at the Bat Ayin settlement. The 2 settlers were arrested by the Israeli police officers. In Baghdad, Iraqi protesters attacked the U.S. embassy after funerals were held for the 25 members of Kata’ib Hezbollah who were killed in U.S. airstrikes in Iraq and Syria on 12/29. Protesters managed to enter the embassy compound and ignited several fires. It was reported that the U.S. ambassador and staff were evacuated from the embassy before the protesters entered the compound. U.S. forces remained inside the embassy throughout the attack. According to an Associated Press reporter, a loudspeaker urged the protesters to leave, saying “the message was delivered.” U.S. president Donald Trump said in a tweet that Iran orchestrated the attack on the U.S. embassy in Iraq and that he holds Iran “fully responsible.” As the events were unfolding, U.S. secretary of defense Mark Esper said that the U.S. was deploying some 750 additional troops to the Middle East. In the West Bank, 2 Palestinians and 1 Israeli peace activist were injured by Israeli forces using rubber-coated bullets during the weekly anti-settlement protest in Kafr Qaddum. 2 Palestinians were arrested: 1 at a checkpoint near Qalqilya; and 1 during clashes in Bayt Umar. Israeli forces also seized 15,000 NIS ($4,200) during a house raid near Tulkarm. In Gaza, 1 Palestinian was killed and some 65 wounded by Israeli forces during the 77th weekly Great March of Return protest. This brings the death toll stemming from the Great March of Return to 228. Later, unidentified persons launched 2 rockets from Gaza toward Israel, both landing inside of Gaza. In Israel, Palestinian citizens of Israel protested for the 2d day in a row against Israeli police’s inaction amidst an uptick in violence in the community, including in Nazareth, Umm al-Fahm, Tamra, Majdal Krum, and Kafr Kassim. Unidentified Palestinians launch an incendiary balloon from Gaza into southern Israel, where it lands in an open area, causing no damage or injuries. Later, hundreds of Palestinians gather along the border fence near Jabaliya refugee camp to continue the Great March of Return. IDF troops violently disperse them, injuring 3 protesters (1 Israeli soldier is reportedly injured when a Palestinian throws an explosive across the border fence). Israeli artillery then shell 2 Hamas observation posts in the area, causing damage. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Khan Yunis, Jabaliya refugee camp, and Rafah, causing no damage or injuries. In the West Bank, Israeli settlers assault a Palestinian shepherd and steal 2 of his sheep in the northern Jordan Valley. Settlers also assault a Palestinian vegetable vendor in Jenin, causing minor injuries. IDF troops arrest 4 Palestinians during late-night raids in and around Tubas, Hebron, Tulkarm, and Jenin; and patrol near Qalqilya and Hebron. One raid in Tulkarm sparks minor clashes with stone-throwing Palestinian minors; there are no reported injuries or arrests. In East Jerusalem, Israeli police seal al-Rahma Gate leading into Haram al-Sharif. The move reportedly comes in response to certain Palestinian officials praying at the gate last week. Implementing legislation passed in 7/2018, Israel’s security cabinet approves a deduction to the monthly transfers of tax revenues to the PA equal to that which the PA distributes in stipends to Palestinians imprisoned in connection with serious crimes against Israelis and the families of Palestinians killed in connection with such crimes. The cuts are expected to total NIS 502,697,000 (approximately $138 million) over a 12-month period. In response, a PA spokesperson calls the Israeli decision “arbitrary” and says that it will be “given a priority” in the Palestinian leadership’s discussions in the coming days. Hamas security forces forcibly prevent PA security forces from staffing the Palestinian side of the Kerem Shalom border crossing, according to the PA (Hamas claims that the PA troops left of their own free will). A senior Hamas official says that Hamas is carrying out “necessary security measures.” Sources in Gaza say that Hamas suspects the PA security forces are allowing Israel to transfer espionage equipment into Gaza. Hamas is reportedly demanding that PA staffers in Gaza submit to questioning and background checks. (HA, TOI 2/17)

Israeli forces shoot and kill a Palestinian youth in the Old City of Jerusalem after she allegedly attempts to stab an Israeli police officer at Damascus Gate, causing no injuries. Palestinian witnesses say that she did not pose a threat to the police, and that she was “executed in cold blood.” Elsewhere in East Jerusalem, the Israeli police open a new station in Shu‘fat r.c. It’s the first of 5 new stations planned across East Jerusalem as part of the NIS 1 b. plan to increase security announced in 8/2016 (see JPS 46 [1]). Meanwhile, Israeli forces arrest 6 Palestinians during late-night raids in Silwan and the Old City. Along Gaza’s border, Israeli forces conduct limited incursions to level land nr Dayr al-Balah and Khan Yunis. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. In the West Bank, Israeli settlers assault Palestinian farmers protesting the expansion of a settler bypass road nr. Ramallah; there are no serious injuries. IDF troops confiscate surveillance tapes, arrest 8 Palestinians, and issue 2 arrest summons during late-night raids in and around Bethlehem, Qalqilya, and Hebron; and patrol nr. The Egyptian authorities open the Rafah border crossing for the 2d of 3 planned days. They also announce that the crossing will be open an additional day on 5/9. (WAFA 5/7)

The IPS releases footage, taken on 4/27 and 5/5, purportedly showing Marwan Barghouti eating cookies and candy in his prison cell. Barghouti, the Fatah leader who organized the Dignity Strike, is currently being held at Kishon Prison. Some IPS sources say that they provided him with the food to see if they could get him to break his strike. Barghouti’s lawyer and various Palestinian leaders dismiss the videos as forgeries. Israel’s Ministerial Comm. for Legislation approves a new version of the so-called nation-state bill, which would cancel Arabic’s status as an “official language” of Israel and codify Israel’s status as the “national home of the Jewish people”. Disagreements over previous drafts of this bill led to the dissolution of the Knesset and national elections in 3/2015 (see JPS 44 [3, 4]). Unlike earlier drafts, the version approved today does not subordinate Israel’s democracy to its Jewish character. (HA, JP, TOI 5/7)

An Israeli settler on a motorcycle runs over and seriously injures an elderly Palestinian outside Duma village nr. Nablus; he dies later in the day. It is unclear if the collision is an accident or an intentional ramming attack. Elsewhere in the West Bank, IDF troops conduct raids in al-Am‘ari r.c. nr. Ramallah overnight, arresting 1 Palestinian and sparking clashes with stone-throwing residents; 4 Palestinians are injured. IDF troops arrest 4 more Palestinians during late-night raids and house searches in Jenin and around Bethlehem. Israeli forces uproot around 500 olive trees outside a village nr. Salfit. Overnight, unidentified suspects throw Molotov cocktails at a structure in an Israeli settlement nr. Nablus, causing damage. In East Jerusalem, Israeli police escort around 100 Jewish settlers and 13 Israeli archaeologists on a tour of Haram al-Sharif, and bar Palestinian maintenance workers from entering the sanctuary. They arrest 2 Palestinians during raids in Ras al-Amud, the Old City, and Silwan. In Gaza, 8 Palestinians are injured when a tunnel collapses in e. Gaza City. In Israel, dozens of Palestinian protesters gather outside the Barzilai Medical Center in Ashqelon in solidarity with hunger-striking prisoner Bilal Kayed. The Israeli police announce a NIS 1 b. (approx. $260 m.) plan to increase their presence in Palestinian areas of East Jerusalem by adding 1,200 officers and 5 new outposts in Ras al-Amud, Jabal Mukabir, Silwan, Issawiyya, and Sur al-Bahir. The outposts will be headquartered in buildings that already offer civic services, such as national insurance and post, reportedly to stop them from becoming sources of tension, as police outposts in East Jerusalem have been in the past. In Gaza, a 10-year-old Palestinian girl dies of kidney failure. Her father says she was on the list of infirm Palestinians waiting to travel to Egypt or Israel for treatment, and that a Palestinian in Jenin offered to donate a kidney to her, but the Palestinian Authority (PA) delayed and blocked the transfer. He specifically blames the minister of health, saying he “killed her when he refused their request to transfer the girl to a hospital in Israel to get a transplant.” Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. al-Bureij r.c. overnight. IDF troops conduct late-night raids and house searches in Tulkarm and 1 nearby village, 2 villages nr. Hebron, and 1 each nr. Jenin and Bethlehem, arresting 7 Palestinians and confiscating NIS 15,000 (around $3,935). In East Jerusalem, Israeli forces level 5 acres of land nr. Issawiyya, uprooting a number of cypress and olive trees and demolishing several agricultural buildings in the process. IDF troops shoot and fatally injure a 3d Palestinian youth at a checkpoint n. of Bethlehem after he allegedly attempts to stab in Israeli soldier (he succumbs to his injuries later in the day). In the evening, Israeli forces shoot and kill a 4th and 5th Palestinian after they allegedly attempt to open fire on Israeli border police and civilians nr. Jerusalem’s Old City. IDF troops shoot and injure a Palestinian youth after she allegedly attempts to stab an Israeli soldier in c. Hebron. Palestinian witnesses report that the young woman did not attempt a stabbing. A video of the alleged stabbing is later dispersed in the media depicting Israeli soldiers pushing a disabled Palestinian witness from his wheelchair. The Israeli police and paramedics report that she attempted to stab the Israeli man prior to the shooting, while Palestinian witnesses say she did not have a knife and that the Israeli man instigated the physical confrontation. After the incident, Israeli forces raid the woman’s home in Sur al-Bahir, and conduct late-night raids in Issawiyya and the Old City, arresting 6 Palestinians. Elsewhere, an Israeli soldier shoots and kills a Palestinian in Kiryat Gat nr. Beersheba after he allegedly attempts to stab the soldier and steal his gun. Later, a Palestinian stabs and injures an Israeli in a mall in Petah Tikva; Israeli police arrest him. Meanwhile, dozens of Palestinians gather in Jaffa, Umm al-Fahm, and Lydda to protest the Israeli occupation for the 2d day in a row. After several protesters throw stones at passing vehicles, Israeli police violently disperse them and later conduct night raids, arresting 27 Palestinians total in the 3 areas.
