An IDF spokesperson says that the strike targeted a group of Palestinians who were throwing firebombs across the border fence into Israel earlier in the day. Separately, IDF troops shoot and injure a Palestinian at a Great March of Return tent camp near Gaza City. In the West Bank, Israeli settlers uproot or otherwise destroy approximately 370 grape vines and 30 olive trees outside al-Khadir village near Bethlehem, 50 olive tree saplings outside Tell village near Nablus, 22 olive trees from a grove near Qalqilya, and 100 olive trees outside al-Mughayyir near Ramallah. Separately, an Israeli settler driver runs over 2 Palestinians near Qalqilya, injuring both. Meanwhile, IDF troops arrest 16 Palestinians during late-night raids near Ramallah, Tulkarm, Bethlehem, Qalqilya, and Hebron; and patrol near Hebron, Salfit, Qalqilya, and Tulkarm. In East Jerusalem, Israeli settlers uproot dozens of Palestinian trees in Silwan. Israeli forces arrest 1 Palestinian during a raid in Abu Dis. Amid escalating violence along Gaza’s border fence, Israeli prime minister Benjamin Netanyahu says that if the attacks from Gaza don’t stop, Israel will offer a “different” response. “Hamas apparently didn’t get the message,” he says, referring to the last round of Israeli air strikes in Gaza. “If they don’t stop the attacks against us, they will be stopped in a different way and it will be painful—very painful.” Later, Israel’s security cabinet reportedly decides to wait and see if Hamas will heed Netanyahu’s warning before ordering a broader assault on Gaza. The Israeli cabinet approves NIS 22 million (approximately $6.1 million) to expand the Israeli settlements in Hebron. The plan calls for the construction of 31 housing units, 2 new kindergartens, a daycare center, and a public park on the site of a former IDF post. (HA, JP, MNA, TOI 10/14)

IDF troops conduct a series of raids near Jenin, searching for the Palestinian who allegedly planned the 1/9 killing of an Israeli settler. After searching for hours, they surround a building in al-Yamun village where the man, Ahmad Nasser Jarrar, is hiding. When he does not surrender, they begin to demolish the building. According to the Israeli press, Jarrar is armed with a rifle and a bag of explosives when he eventually emerges. The Israeli soldiers then open fire, killing him and sparking clashes with residents of the area; there are no serious injuries. Meanwhile, IDF troops conduct raids in and around Nablus, searching for the Palestinian citizen of Israel responsible for the 2/5 killing of an Israeli settler. A raid in central Nablus sparks major clashes with stone-throwing residents of the area; 19 Palestinians are injured, including 1 fatally (he succumbs to his injuries hours later). Meanwhile, IDF troops arrest 16 Palestinians and assault 3 others during late-night raids near Bethlehem, Qalqilya, Hebron, Jenin, Nablus, Tulkarm, and Ramallah; and patrol near Hebron. Israeli settlers throw stones at Palestinian vehicles near Nablus, damaging 1 windshield. In East Jerusalem, Israeli forces arrest 1 Palestinian during a raid in Silwan. Along Gaza’s border, IDF troops open fire on Palestinian shepherds working near Juhur al-Dik, causing no injuries. Following the PLO Executive Committee decision on 2/3, the PA forms a committee to explore ways the Palestinians could disengage from Israel. One proposal would have the PA adopt the Jordanian dinar as a replacement for the Israeli shekel. Meanwhile, PA pres. Abbas says, “Our hands are extended for peace through negotiations,” insisting that the Palestinians are still interested in a peace agreement with Israel, just not with the U.S. as its main broker. IDF troops violently disperse Palestinian youths gathering along Gaza’s border near al-Bureij refugee camp to protest U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital; 1 Palestinian is killed and 3 are injured. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, IDF troops shut down a checkpoint between Tell village and Iraq Burin village near Nablus in the context of the ongoing search for the perpetrators of the 1/9 deadly shooting. The shutdown sparks protests and later clashes between the Israeli troops and Palestinians in the area; 1 Palestinian is killed and 4 are injured. Meanwhile, IDF troops violently disperse Palestinian protesters gathering outside Qalqilya; 1 Palestinian is injured. They also arrest 5 Palestinians and confiscate NIS 17,400 (approximately $5,100) during late-night raids near Nablus and Tulkarm, and patrol near Tulkarm, Salfit, and Hebron. Israeli forces shell a Hamas military post along Gaza’s border nr. Dayr al-Balah, causing no injuries, in response to shots fired at an IDF patrol in the area earlier in the day. In the West Bank, hundreds of Israeli settlers visit Joseph’s Tomb nr. Nablus overnight, sparking clashes between their IDF escort and Palestinian youths from nearby Balata r.c.; there are no serious injuries. Elsewhere, Israeli settlers assault and moderately injure a Palestinian nr. Jenin and damage his car. Israeli forces demolish water pipelines serving Bardala village in the n. Jordan Valley as well as 3 structures in illegal settlement outposts nr. Ramallah. IDF troops arrest 5 Palestinians during late-night raids nr. Bethlehem and Jenin, and patrol nr. Public and private Palestinian institutions across the West Bank and Gaza observe a general strike in solidarity with the Palestinian prisoners who have been on hunger strike since 4/17. Approximately 500 mbrs. of PIJ declare a 1-day hunger strike in solidarity as well. Meanwhile, Israeli settlers open fire on Palestinian protesters marching through al-Bireh in solidarity with the prisoners; there are no serious injuries. The PA informs the Israeli govt. that it will no longer be paying for the electricity that Israel supplies to the Gaza Strip, marking a major change in the PA’s policy toward Hamas’s control over Gaza. The move comes amid an escalating electricity shortage in Gaza, and also follows reports that PA pres. Abbas has been planning to increase pressure on Hamas to give up control of the Gaza Strip. The PA generally pays Israel about NIS 40 m. (approx. $11 m.) per mo. to provide Gaza with around 30% of the electricity it requires. Israel takes the electricity fees out of the taxes it collects on behalf of the PA. Meanwhile, UN coordinator for humanitarian aid and development activities Robert Piper approves the release of $500,000 to buy emergency power for hospitals in the Gaza Strip. Five missiles strike ammunition depots nr. the Damascus International Airport overnight, causing damage but no reported injuries. Syria’s official news agency blames Israel for the strike. The IDF does not comment. Later in the day, Israeli forces shoot down an unmanned aircraft that flew into Israeli airspace from Syria. (HA, JP, NYT 4/27)

The IDF implements a general closure of the West Bank and Gaza due to the Jewish holiday Rosh Hashanah. Meanwhile, the IDF delivers stop-work orders to a Palestinian home under construction in Yatta village nr. Hebron, and patrols during the day nr. Nablus, Tulkarm, Qalqilya, Salfit, and Hebron. An Israeli settler attacks a Palestinian-owned car nr. Qalqilya, causing NIS 1,000 (approx. $260) in damage to the windshield and tires. A Palestinian official says that the Israeli authorities have decided to bar non-Jews from al-Ibrahimi Mosque in Hebron on 7 different days in 10/2016 corresponding to Jewish holidays. The mosque will be closed to non-Jews on 10/3–4, 10/9, 10/12, 10/18–19, and 10/26. (MNA 10/2)

For the 2d time this week, IDF troops fire artillery shells and machine gun rounds at Hamas and PIJ military sites in Gaza nr. Bayt Lahiya, Dayr al-Balah, and Bayt Hanun, causing minor damage to the sites and at least 3 neighboring homes. The IDF reports that the shelling was in response to gunfire emanating from Gaza earlier in the morning. (MNA, WAFA 9/6; PCHR 9/8)

The Israeli authorities return the body of a Palestinian to his family in East Jerusalem, having punitively withheld it since Israeli forces killed him on 2/19. His family is forced to pay a security deposit of NIS 20,000 (approx. $5,000), bury the body at al-Mujahidin Cemetery in c. Jerusalem, and limit the attendance at his funeral at 25 people. Elsewhere in East Jerusalem, a Palestinian demolishes the walls of his own home in the Old City to avoid paying Israeli demolition fees. Israeli forces arrest 5 Palestinians and issue 2 arrest summons during raids in Issawiyya, Qalandia r.c., and Abu Dis. In the West Bank, IDF troops shoot and injure a Palestinian nr. Jenin in unclear circumstances. Meanwhile, the IDF arrests 9 Palestinians and issues 3 arrest summons during raids nr. Tulkarm, Hebron, Nablus, and Jenin; and patrols nr. Qalqilya, Hebron, and Nablus. Israeli undercover forces arrest 4 Palestinian customs officers who are conducting a surveillance operation outside Nur Shams r.c. overnight. An Israeli settler on a motorcycle runs over and seriously injures an elderly Palestinian outside Duma village nr. Nablus; he dies later in the day. It is unclear if the collision is an accident or an intentional ramming attack. Elsewhere in the West Bank, IDF troops conduct raids in al-Am‘ari r.c. nr. Ramallah overnight, arresting 1 Palestinian and sparking clashes with stone-throwing residents; 4 Palestinians are injured. IDF troops arrest 4 more Palestinians during late-night raids and house searches in Jenin and around Bethlehem. Israeli forces uproot around 500 olive trees outside a village nr. Salfit. Overnight, unidentified suspects throw Molotov cocktails at a structure in an Israeli settlement nr. Nablus, causing damage. In East Jerusalem, Israeli police escort around 100 Jewish settlers and 13 Israeli archaeologists on a tour of Haram al-Sharif, and bar Palestinian maintenance workers from entering the sanctuary. They arrest 2 Palestinians during raids in Ras al-Amud, the Old City, and Silwan. In Gaza, 8 Palestinians are injured when a tunnel collapses in e. Gaza City. In Israel, dozens of Palestinian protesters gather outside the Barzilai Medical Center in Ashqelon in solidarity with hunger-striking prisoner Bilal Kayed. The Israeli police announce a NIS 1 b. (approx. $260 m.) plan to increase their presence in Palestinian areas of East Jerusalem by adding 1,200 officers and 5 new outposts in Ras al-Amud, Jabal Mukabir, Silwan, Issawiyya, and Sur al-Bahir. The outposts will be headquartered in buildings that already offer civic services, such as national insurance and post, reportedly to stop them from becoming sources of tension, as police outposts in East Jerusalem have been in the past. In the West Bank, IDF troops conduct late-night house searches and raids nr. Hebron, Tulkarm, Ramallah, and Bethlehem, arresting 7 Palestinians, confiscating some personal property, and violently dispersing stone-throwers nr. Tulkarm (there are no injuries). They also patrol during the day nr. Hebron, Salfit, and Jenin. Israeli forces demolish a 4-km water pipeline under construction nr. Tubas overnight and 2 homes in the Jordan Valley during the day. A Palestinian demolishes 2 of his own animal shelters nr. Nablus to avoid paying for an Israeli demolition crew. In East Jerusalem, Israeli forces issue an arrest summons to a Palestinian and arrest a Popular Front for the Liberation of Palestine (PFLP) leader during raids in Silwan, and order the closure of a Palestinian education organization, the Sa’ed Institution for Educational Consultations, in the Old City, claiming that it supports terrorism against Israelis. Israel’s army radio reports that the Israeli govt., in response to a Palestinian petition to the Supreme Court, has stated that it no longer opposes the Israel Electric Corporation’s (IEC) punitive cuts of electricity to areas of the West Bank. The IEC punitively cut power to major West Bank cities intermittently over the summer in response to unpaid Palestinian debts (see JPS 45 [4]). (TOI 8/8)

In the West Bank, around 1,000 right-wing Jewish activists visit Joseph’s Tomb nr. Nablus late at night, sparking clashes between their IDF escort and stone-throwing Palestinians; at least 3 Palestinians are injured. Earlier, an Israeli settler driver rams a Palestinian youth in Hebron, moderately injuring her. Israeli forces demolish 6 residential structures and an animal barn in a village s. of Hebron early in the morning, displacing 35 Palestinians. They also close a checkpoint nr. Ramallah for several hours in the afternoon, and demolish a poultry slaughterhouse and automobile workshop in a village nr. Ramallah late at night. IDF troops raid a printing house in a village nr. Bethlehem, damaging property; conduct late-night raids and house searches in and around Hebron and nr. Ramallah and Jenin, arresting 7 Palestinians, issuing an arrest summons to 1, and destroying some property; patrol nr. Hebron and Jenin, as well as in Tulkarm. In East Jerusalem, Israeli forces uproot and burn 47 olive tree saplings in Silwan. The Israeli govt. announces that the IEC’s power cuts in the West Bank will end indefinitely. Earlier in the day, the PA, IEC, JDECO, and MK Odeh (Joint List) reached a temporary agreement that will see JDECO pay NIS 60 m. ($15.7 m.) to the IEC by 4/12, the PA transfer NIS 20 m. ($5.2 m.) immediately, and govern negotiations to resolve further disputes over tariffs and interest rates. (HA, JP, MNA, TOI 4/6)

In East Jerusalem, Israeli forces carry out the punitive demolition of the Jabal Mukabir home of an imprisoned Palestinian accused of attacking Israeli soldiers on 10/10/2015, and also demolish a half-built home in Ras al-Amud. Also in Ras al-Amud, a Palestinian family demolishes their own home on Israeli orders. Later, the Israeli authorities return 2 bodies of Palestinians killed in confrontations with Israeli forces since the beginning of the habba (“surge” or “revolt” in English) in the oPt in 10/2015. One family rejects the body of their relative when they discover it is frozen, allegedly in violation of the deal they made with the Israelis (they had agreed to limit the size of the funeral and deposited a NIS 20,000 [around $5,250] guarantee). Israeli forces arrest a Palestinian woman at Haram al-Sharif after she confronts Jewish Israeli MK Shuli Mualem-Rafaeli. In the West Bank, IDF troops raid a number of quarries nr. Qalqilya, confiscating millions of dollars’ worth of equipment. They also raid a number of chicken farms and erect a mobile checkpoint outside a village nr. Ramallah, sparking clashes with stone-throwing Palestinians; 1 Palestinian is injured. The IDF violently disperses stone-throwing Palestinians in a village nr. Tulkarm, causing no serious injuries; raids a village council’s office in a village nr. Bethlehem, destroying property and breaking its main doors; conducts further raids and house searches nr. Tulkarm, Jenin, Nablus, and Bethlehem, arresting 4 Palestinians, issuing arrest summons to 2, and confiscating property; and patrols nr. Tulkarm, Jenin, and Hebron. Israeli forces begin razing 650 dunams (around 160 acres) of Islamic Waqf–owned land nr. Jericho, and confiscate heavy equipment from a factory nr. Bethlehem. A PA official who monitors settlement growth in the West Bank reveals that Israeli officials recently informed Palestinians in villages nr. Nablus of their intention to confiscate 1,200 dunams (around 300 acres) of nearby land. The IDF’s Coordinator of Govt. Activities in the Territories Unit (COGAT) disputes this figure, saying that only 612 dunams will be seized and incorporated into the nearby settlement of Eli. (MNA, WAFA 3/21; EI 3/30)

At the annual AIPAC conference in Washington, leading presidential candidates Hillary Clinton and Donald Trump present their foreign policy ideas and pro-Israel credentials. All the remaining candidates, except Sen. Bernie Sanders, are set to address the conferees (AIPAC rejected Sanders’s offer to give a speech via satellite after he declined to attend). A total of 5 Palestinians are killed across the oPt today. First, IDF troops shoot and kill 2 Palestinians in ‘Araqa village nr. Jenin after they allegedly shoot at the soldiers. IDF troops later cordon off the roads leading to and from Araqa and patrol the area. IDF troops shoot and fatally injure a 3d Palestinian youth at a checkpoint n. of Bethlehem after he allegedly attempts to stab in Israeli soldier (he succumbs to his injuries later in the day). In the evening, Israeli forces shoot and kill a 4th and 5th Palestinian after they allegedly attempt to open fire on Israeli border police and civilians nr. Jerusalem’s Old City. IDF troops shoot and injure a Palestinian youth after she allegedly attempts to stab an Israeli soldier in c. Hebron. Palestinian witnesses report that the young woman did not attempt a stabbing. A video of the alleged stabbing is later dispersed in the media depicting Israeli soldiers pushing a disabled Palestinian witness from his wheelchair. They say in the evening that they will extend the opening a 3d day on 2/15. The IDF maintains, for a 6th and final day, its punitive closure of Qabatiya, where an Israeli settler was stabbed and injured on 2/9. IDF troops patrol in a village nr. Jenin, sparking minor clashes with stone-throwing Palestinian youths; 1 Palestinian is injured. They also conduct house searches and raids late at night in Tulkarm, Tulkarm r.c., Nablus, 4 villages nr. Hebron, and 1 village nr. Ramallah, arresting 10 Palestinians; patrol further in Qalqilya, 7 villages nr. Hebron, and 1 nr. Salfit. The Israeli authorities return to his family in East Jerusalem the body of a Palestinian who was killed by Israeli police on 10/15 (the family reportedly agreed to allow only 14 people to attend his funeral and paid NIS 20,000 [around $5,150] as collateral to secure the release of his body). This is the 1st body returned to East Jerusalem since the wave of violence began in 10/2015. Meanwhile, Palestinians verbally confront 5 right-wing Jewish activists who are attempting to pray at Haram al-Sharif. Israeli forces escort the activists out of the sanctuary before the incident can escalate. Israeli forces also arrest 6 Palestinians on raids in al-Tur. IDF troops conduct a raid on the campus of a university nr. Tulkarm, sparking clashes with Palestinian students; 18 Palestinians are injured. Palestinian youths throw stones at IDF troops in a village nr. Qalqilya, sparking clashes; 1 Palestinian is injured. Israeli soldiers assault and arrest 3 Palestinian students s. of Nablus. The IDF conducts a series of late-night raids in Hebron, 3 villages and al-‘Arub r.c. nr. Hebron, 1 village each nr. Tulkarm and Bethlehem, in and around Qalqilya, and ‘Ayn al-Sultan r.c. nr. The Israeli crackdown on the oPt amid the ongoing wave of violence continues. IDF troops clash with stone-throwing Palestinians outside a settlement nr. Ramallah and along Gaza’s border e. of Khan Yunis, injuring 4. Meanwhile, the IDF patrols in 1 village each nr. Jerusalem and Jenin, sparking clashes with stone-throwers (2 Palestinians are injured with live ammunition); conducts raids around Jenin and patrols across the West Bank. Masked assailants assault Palestinian Legislative Council mbr. Mustafa Barghouti in Ramallah, shouting “let the intifada protect you” and causing minor injuries before fleeing the area. The PA then launches an investigation into the attack. Israeli settlers continue assaults on Palestinians and their property, damaging a Palestinian greenhouse nr. Jenin; setting fire to a car in East Jerusalem and leaving price-tag graffiti nr. the scene. A Palestinian family demolishes its own home in Bayt Hanina, responding to the Israeli police’s 4/2015 order giving them until today to destroy the building or accept a fine of NIS 60,000 (around $15,430). In Israel, an Israeli rabbi succumbs to injuries sustained on 11/18/2014 when 2 Palestinians attacked a synagogue in West Jerusalem, bringing the number of Israelis killed in the attack to 6. After meeting with PA pres. Abbas and Jordan’s King Abdullah in Amman, U.S. secy. of state Kerry announces that they and Israeli PM Netanyahu have reached a series of understandings, including an Israeli-Jordanian agreement to install cameras at Haram al-Sharif to broadcast live 24 hours a day.
