In the West Bank, Israeli forces demolish a home and several agricultural buildings in villages nr. Hebron; raze 2 dunams (0.5 acre) of agricultural land s. of Hebron; assault and detain a Palestinian man in c. Hebron. They also violently disperse Palestinians gathering in a village nr. Salfit to protest the IDF’s recent closure of the village’s water well; there are no serious injuries. IDF troops escort archaeologists into a village nr. Jenin to photograph ruins in the area, sparking clashes with local residents; conduct late-night raids and house searches in Bayt Jala, Jalazun r.c. and 1 village nr. Ramallah, and 1 village nr. Jenin, arresting 5 Palestinians and issuing an arrest summons to 1; patrol during the day in 2 villages nr. Hebron and 1 nr. Salfit. Around 200 Israeli settlers throw stones at Palestinian homes in a village s. of Jenin late at night, sparking minor clashes with local residents. In East Jerusalem, a French Christian tourist attempts to raise the Israeli flag at Haram al-Sharif, sparking clashes with stone-throwing Palestinians; at least 7 are arrested, including a number of Islamic Waqf employees. Later, Israeli forces nonviolently disperse a demonstration organized by the Islamic Waqf in protest of the detention of their colleagues earlier in the day; 2 Palestinians are arrested, including 1 journalist. Hamas dep. chief Abu Marzuq says that Hamas will not work with the 5 new ministers sworn in to the PA consensus govt. on 7/31 and calls for PM Hamdallah to be removed from office. (MNA 8/5)

Nr. Gaza, Israeli military radar spots a small drone flying from Gaza across the border into Israel. IAF jets are deployed to monitor its activity, then the drone falls to the ground on the Israeli side of the border fence. Hamas later claims responsibility. IDF troops on the border e. of Jabaliya open fire on agricultural lands along the border fence, causing no injuries. After its opening on 6/23, Egyptian authorities close the Rafah border crossing. In the West Bank, the IDF conducts late-night house searches and raids in al-‘Arub r.c. nr. Hebron and 1 village nr. Ramallah, arresting 3 Palestinians; patrols during the day in 1 village nr. Hebron. Israeli settlers destroy a water well nr. Hebron. In East Jerusalem, Israeli forces detain 6 Palestinian women, including 1 journalist, at Haram al-Sharif; conduct late-night raids and house searches in Bayt Hanina, Ras al-Amud, and al-Khalla, arresting 5 Palestinians. In The Hague, PA FM Riyad al-Maliki presents an extensive file of case material to the International Criminal Court (ICC) supporting the Palestinians’ allegations that Israelis are responsible for 23 criminal counts in the oPt. PA amb. to the Netherlands Nabil Abu Zneid says, “It will take the ICC a long time to take action, possibly 5–10 years as this is 1 out of 100 steps.” (HA, NYT, YA 6/24; AFP, MNA, MDW, REU, TOI 6/25)

The Freedom Flotilla III sets sail for Gaza today from Greece, with 4 ships laden with humanitarian supplies. Last-minute repairs were made to 1 ship after “unknown forces” damaged the propeller in a way “only professionals could do,” Israeli-born activist Dror Feiler reported. In Gaza, IDF troops e. of Dayr al-Balah fire warning shots at farmers approaching the border fence, causing no injuries or damage. In the West Bank, IDF troops on a patrol clash with stone-throwing Palestinians nr. Bethlehem, causing several to suffer from tear gas inhalation. They also arrest a Palestinian during a patrol in c. Hebron, a Palestinian with a mental disability outside Jenin, and a Palestinian woman at a checkpoint nr. Jenin. Israeli forces install iron gates at a major checkpoint nr. Bethlehem; demolish a water well nr. Hebron.Israeli settlers uproot 100 olive saplings in Hebron. In East Jerusalem, Israeli forces detain 4 Palestinian women as they are leaving Haram al-Sharif. For the 2d time in a week, the state-owned IEC cuts electricity to the Nablus and Jenin districts of the West Bank for 1 hour, due to the Palestinians’ unpaid debts. The IEC warns that, without payment, it will continue with these cuts. (HA, MNA, WAFA 2/25; WAFA 2/26)

Senior PA official Shaath tells the Turkish Anadolu Agency that the PA recently requested that the EU reactivate their revolving fund agreement and provide loans equal to the amount of funds that Israel is freezing in transfers of tax revenues. They signed the agreement in 1995 and activated it twice before, in 1995 and from 1998 to 2001. (MEMO 2/25)

The EU and the United Nations Children’s Fund (UNICEF) announce the completion of the 1st of 4 components of a €10 m. desalinization project—18 km of pipeline— that is set to provide potable water to over 75,000 people in Gaza. (EU press release, WAFA 2/25)

Israeli PM Netanyahu says that he still intends to address the U.S. Congress on 3/3, despite increasingly urgent protests from the Obama admin. (AFP, AM, HA, TOI, YA 2/25)

In Washington, U.S. Secy. of State John Kerry and VP Joe Biden meet with senior Arab officials including the Bahraini, Egyptian, Jordanian and Qatari FMs, and representatives from the PA, Arab League, Lebanon, and Saudi Arabia for talks on the peace process. Qatari PM Shaykh Hamad Bin Jassem al-Thani, speaking on behalf of the Arab League delegation, cites the possibility of a border agreement that includes mutually agree and minor land swaps between the Israelis and the Palestinians. Kerry affirms the importance of the 2002 Arab Peace Initiative that promised full normalization for Israel’s complete withdrawal from the occupied territories (including the Golan). (AP, REU 29/4)

Unidentified Palestinians fire 1 rocket from Gaza into Israel, causing no damage or injuries. In response to recent rocket fire (see also 4/27), Israel closes the Kerem Shalom commercial crossing, further restricts movement through the Erez crossing to ‘‘humanitarian cases,’’ though it cancels visits for Gazan families of Palestinians jailed in Israel (VIPs were the only others allowed to cross Gaza). Israeli naval vessels fire on Palestinian fishermen off the south Gaza coast east of Rafah, causing no damage or injuries. In the West Bank, IDF soldiers evict several hundred Bedouin from Wadi al-Malih village in the Jordan Valley after declaring the area a live fire training zone (see 4/24). Meanwhile, Israel demolishes 4 Palestinian apartments in the al-Tur neighborhood of East Jerusalem, as well as a water well and utility room in the al-Fawar r.c. in Hebron. The IDF patrols in 3 villages nr. Tulkarm in the morning, in 2 villages nr. Jenin in the afternoon. At night, IDF troops conduct house searches and arrest raids in Dahaysha r.c. in Bethlehem, in Hebron, in 5 villages nr. Hebron, in Nablus, and in 1 village nr. Ramallah. UN Secy.-Gen. Ban Ki-moon urges the Syrian government to allow experts into the country to investigate reports of alleged use of chemical weapons. Damascus wants any investigation limited to a 3/2013 incident nr. Aleppo while Ban wants to also include a 12/2012 incident in Homs. (see 4/24) (AP 4/29)

Hamas leader Mishal and PA pres. and Fatah head Abbas meet for 2 hrs. in Cairo to hold the 1st detailed talks since 8/2011 on implementing their 5/2011 national unity deal (see QU in JPS 161). They approve a 2-page document (leaked to AFP on 11/24, which publishes excerpts, but not released publicly) reiterating their commitment to the main elements of the 5/2011 accord, agreeing to observe a truce in the West Bank and Gaza Strip (including halting political arrests), vowing to increase “popular resistance” to oppose Israel’s settlement expansion and construction of the separation wall, and pledging that the factions would agree on the “style” of popular resistance and form “a framework to direct it.” In an interview with AFP later in the day, Mishal clarifies that Hamas believes in both armed and popular resistance, stating “armed struggle is our right. How we use it, and when we use it, is something different.” Mishal and Abbas fail, however, to resolve key issues regarding composition of an interim unity government and elections. Though both call the meeting positive, sources say (e.g., WP 11/25) that the meeting “raised new questions about whether the rivals are serious about working together or just going through the motions.” (AFP 11/24; NHR, NYT, WP, WT 11/25; WP 12/22)

IDF troops on the n. Gaza border fire warning shots at Palestinian farmers working their fields nr. the no-go zone, forcing them to flee. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them back to shore. In the West Bank, the IDF troops operating in the Hebron area demolish a mosque, 2 Palestinian homes, a rabbit farm, and a generator and block up a cave used as an agricultural storeroom in Yatta village; demolish 1 Palestinian home, 3 wells, and 3 agricultural storehouses in Ithna village; bulldoze a residential tent and an animal pen in Khirbat Susia. The IDF also patrols in 5 villages nr. Jenin (1 village is entered twice; 3 villages are entered simultaneously) and 3 villages nr. Qalqilya (2 villages are entered simultaneously). Overnight, IDF troops on the n. Gaza border fire on and shell a group of Palestinians nr. the n. Gaza border fence, killing 3 Palestinians; Palestinians say the 3 were unarmed men attempting to sneak into Israel to find work, but the IDF claims they were armed men preparing to lay explosive devices along the border. In the West Bank, the IDF demolishes 3 wells and an agricultural storehouse nr. a settler-only bypass road nr. Hebron; seals and patrols in Jit nr. Qalqilya during the afternoon. In Ramallah, some 1,000 young Palestinians hold a rally calling for national unity and reconciliation between Fatah and Hamas. (AFP, WP 2/18; PCHR 2/24; OCHA 2/25)

U.S. pres. Barack Obama phones PA pres. Mahmud Abbas to urge him to delay a 2/18 vote on a UN Security Council (UNSC) res. reaffirming that Israeli settlements are illegal and an obstacle to peace or agree to a compromise UNSC presidential statement (less than a res.) criticizing settlements and urging the sides to resume negotiations. Abbas agrees to convene an emergency meeting of the PLO Exec. Comm. (PLOEC) and Fatah Central Comm. (FCC) to consider the matter. (HA 2/17; HA, MNA, NYT 2/18)

After violence overnight (see 2/16), Bahrain’s govt. declares martial law, deploying the military to the streets and warning of a “sectarian abyss”; the main Shi‘i political party withdraws fr. parliament, protesting the acts of the minority Sunni leadership; and opposition groups call for massive demonstrations after Friday prayers on 2/18. In Libya, protesters in 5 main cities observe a “Day of Rage” against Qaddafi, clashing with govt. forces, leaving at least 12 protesters dead and 10s wounded; the govt. cuts phone and Internet service and bars journalists to prevent coverage. A Jewish settler is found murdered nr. Hebron. The IDF retaliates by sealing the neighboring villages of Yatta and Yibna, and bulldozing homes, cave dwellings, 10s of other structures, wells, olive groves, leaving at least 500 Palestinians homeless. The IDF also bulldozes 30 Palestinian stalls at a market outside Jinin, where a settler was killed on 7/1; orders 4 Palestinian families to evacuate an area in Sawisa, nr. Hebron, then demolishes their tents. This evening, 1,000s of Jewish settlers rally in Tel Aviv to protest the "inadequate" security provided by the Israeli government. After dark, Palestinians toss homemade grenades at an IDF post in Rafah, causing no injuries. Israeli-Palestinian clashes continue, leaving 2 Palestinians dead. When a bus of Jewish settlers, 2 IDF escort jeeps enter a Palestinian village nr. Jinin, students fr. a nearby school throw stones at the bus; settlers, soldiers open fire on the school and adjacent houses, killing 1 Palestinian. The 2d Palestinian is shot by Jewish settlers during clashes btwn. settlers, Palestinians in Kafr Haris. Palestinian snipers fire on at least 4 Jewish settler vehicles nr. Nablus and Ramallah, causing no injuries. The IDF shells residential areas of al-Bireh, Jinin, Khan Yunis (cutting telephone service), al-Maghrqa, Tal al-Sultan; razes 58 dunams of Palestinian agricultural land nr. Dugit settlement (destroying 1 storage building, 11 greenhouses, 4 wells, 1 irrigation network), 55 dunams nr. Netzarim settlement (demolishing 2 homes). CIA Dir. Tenet holds another round of talks with PA, Israeli, Egyptian security officials. The sides reportedly agree to an 8-point proposal, drafted by Tenet, for reducing tensions.
