In the West Bank, Israeli settlers attacked Palestinians harvesting olives in Burin, assaulting them at gun point and stealing tools, phones, and olive crops. Israeli settlers also raided Qarawat Bani Hassan, opening fire at Palestinians harvesting olives, forcing them to flee. Elsewhere, Israeli settlers uprooted 55 trees using a bulldozer in al-Twana. Israeli settlers also assaulted Palestinians in Khallet ad-Dabi, causing fractures and bruises on several of them. Meanwhile, Israeli settlers threw stones at Palestinian homes in Arab al-Milehat near Jericho. Israeli forces killed 7 Palestinians, including 2 children, during raids in Jenin refugee camp, Qalqilya, and Qalandia refugee camp; 5 of the Palestinians were killed in a drone strike on Jenin refugee camp. Israeli forces also shot and injured 28 Palestinians during raids in Jenin refugee camp and Qalandia refugee camp. Elsewhere, Israeli forces razed land and uprooted 25 trees near Beit Umar. 52 Palestinians were arrested during raids in and around Ramallah, Hebron, Bethlehem, Qalqilya, Salfit, Jenin, Tubas, Bayt Awa, and Beit Umar. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli settlers with a military escort also attacked Palestinians in al-Sawana, injuring 3, including 2 with baton rounds and 1 by assault. Israeli forces demolished a Palestinian home in Shaykh Jarrah, displacing 9. Israel also forced a Palestinian family to demolish their own home in Bayt Hanina. 20 Palestinians were arrested during late-night raids. In Gaza, Israeli airstrikes killed 756 Palestinians, including the wife, son, daughter, and grandchild of Al Jazeera Gaza bureau chief Wael Dahdouh in an airstrike that was said to be targeting him. Israeli airstrikes also destroyed a bakery in Dayr al-Balah shortly after it received a shipment of flour. Rockets were fired at Israel, causing damage and injuries. In Lebanon, Israeli attacks killed 2 members of Hezbollah, increasing the number of Hezbollah members killed to 40 since 10/7. In Syria, Israeli forces attacked Aleppo International Airport, rendering it out of service, and killed at least 8 and wounded 7 others in a different attack in southwestern Syria. The Gaza Ministry of Health said as of 5 p.m. at least 6,547 Palestinians had been killed, including at least 4,000 women and children, and 17,439 had been injured in Israeli airstrikes on Gaza since 10/7. It is estimated that 1,500 were trapped in rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 102 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 29 children. More than 1,833 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 27,781 housing units have been destroyed and 150,000 have been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. The Committee to Protect Journalists said at least 24 journalists have been killed since 10/7, including 20 Palestinians, 3 Israelis, and 1 Lebanese. The UN said the shortage of fuel was undermining its efforts to help Palestinians in Gaza. Israel told 40,000 Palestinians in Dayr al-Balah and Khan Yunis to evacuate to al-Mawasi. The Palestinian Federation of Trade Unions said between 9,000 and 9,500 Palestinians from Gaza, employed in Israel, were in Israel on 10/7. 5,000 of them made it to the West Bank, with some 2,000 of them subsequently being arrested by Israel while 1,000 are unaccounted for. A Palestinian worker told Haaretz after he was released from an Israeli detention camp that Palestinians were held in the sun for 2 days without food, while they were blindfolded and their hands were tied. Oxfam said Israel was using starvation as a weapon of war, saying only 2% of the food that circumstances would have entered Gaza under normal circumstances has been delivered since 10/7 and that 104 trucks of food are needed daily to cover the needs of the population. (AJ 10/25)

U.S. president Joe Biden questioned the accuracy of the death toll reported by the Gaza Ministry of Health. Human Rights Watch said the data provided by the ministry is accurate, saying their own investigations are aligned with the ministry’s data. Biden also criticized Israeli settlers for “attacking Palestinians in places that they are entitled to be.” After a call with Israeli prime minister Benjamin Netanyahu, a readout of the conversation stated that they discussed a “pathway for a permanent peace.” Newly elected House of Representatives speaker Mike Johnson’s first act as speaker was to bring a pro-Israel resolution to the floor, which passed 412-10, with 6 voting present. At the UN Security Council, the U.S. and UK vetoed a Russian resolution calling for a humanitarian ceasefire. China, Gabon, Russia, and the UAE voted for the resolution while the 9 other members abstained. Russia and China vetoed a U.S. resolution calling for “humanitarian pauses.” The UAE also voted against it, while Albania, France, Ecuador, Gabon, Ghana, Japan, Malta, Switzerland, and the UK voted in favor. French president Emmanuel Macron met with his Egyptian counterpart Abdel Fattah el-Sisi, who said the 2 discussed the “many, many civilian casualties” that could result from an Israeli ground invasion of Gaza. The Wall Street Journal reported that the U.S. has asked Israel to hold off on its planned ground invasion of Gaza until the U.S. has bolstered its defenses in Iraq, Syria, Saudi Arabia, Jordan, Kuwait, and the UAE. An Israeli military court released 4 Palestinians arrested in relation to the Israeli settler attack on Burqa on 8/4. The 4 were released on condition that they stay in Burqa for 1 week and pay bail of $550 as they remained charged with aggravated assault. MK Ahmad Tibi was present at the hearing, saying the 4 Palestinians were victims of an invasion and should not be on trial. (HA, REU 8/10)

PA president Mahmoud Abbas dismissed the PA governors of Jenin, Nablus, Tulkarm, Qalqilya, Bethlehem, Tubas, Hebron, Jericho, Gaza City, North Gaza, Khan Yunis, and Rafah, leaving only the governors of Ramallah, al-Bireh, and Salfit in their positions. Director of the UN agency for Palestinian refugees in Lebanon, Dorothee Klaus, said fighting in Ain al-Hilweh refugee camp had destroyed 400 homes and left half of the camp off-limits as the Lebanese military is barring access. (AP 8/10)

Israeli opposition leader Yair Lapid of Yesh Atid told a delegation of U.S. Democrats that he opposes a normalization deal with Saudi Arabia that would see the country enrich uranium. Saudi Arabia is reportedly demanding a nuclear program in exchange for normalizing ties with Israel. Lapid later said in an interview with Channel 12 that he does not have a problem with Saudi Arabia having a nuclear program, but that Israel cannot allow Saudi Arabia to enrich uranium on their own soil. In the West Bank, Israeli settlers built a structure in the Homesh settlement outpost with approval from Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant. Israeli settlers also set fire to palm trees in Burqa, near the Homesh outpost. Israeli forces shot and killed 1 Palestinian intelligence officer and injured 8 others during a late-night raid in Jenin. Israeli forces also demolished 1 house in Artas and 1 in Jericho. Elsewhere, Israeli forces seized a tractor and construction tools in Beitunia. 12 Palestinians were arrested during late-night raids in Tammun, Jenin, Nablus, and Dura. The U.S., UK, and EU criticized the Israel decision to allow Israeli settlers to build a new structure at the Homesh settlement outpost and to allow settlers a permanent presence there. The U.S. said it was “deeply troubled” and that it “violates Israel’s commitment to the Biden administration.” The UK urged Israel to “honor recent commitments made in Aqaba and Sharm El-Sheikh.” (HA 5/30; MDW 6/1)

At a cabinet meeting, Israeli justice minister Yariv Levin defended his position that the government needs more control over the appointment of judges to the Supreme Court, saying “Arabs buy apartments in Jewish communities in the Galilee and this is causing Jews to leave these areas because they don’t want to live with Arabs,” noting that judges should understand that. In the West Bank, Israeli settlers vandalized more than 100 olive trees near Turmus ‘Ayya. Israeli settlers also vandalized 60 olive trees in Jalud, spraying them with chemicals. Israeli forces demolished 1 Palestinian home in Qibya and 1 Palestinian home east of Jericho. 21 Palestinians were arrested during late-night raids in and around Hebron, Ramallah, Balata refugee camp, Jenin, Qalqilya, and Tubas. In East Jerusalem, Israeli authorities demolished 1 bakery in Shu’fat refugee camp and 1 house under construction in Bayt Hanina. 1 Palestinian was arrested during a late-night raid in Shu’fat refugee camp. In the Naqab, Israel began construction of a new town, Hiran, on the lands of Umm al-Hiran which Israel has slated for demolition. The demolition of Umm al-Hiran and construction of Hiran has been halted since 2017 when Israeli police killed 1 Palestinian man trying to protect his property. Israel imposed a ban on seafood and fish exports from Gaza to the West Bank, saying that 20 tons of fish were attempted to be smuggled from the West Bank to Israel. Israeli settlers also installed water pipes on Palestinian-owned land in Ein al-Sakout. 14 Palestinians were arrested, including 13 during late-night raids in Beita, al-Khader, Umm Salamuna, and Yatta; 1 was arrested at a checkpoint near Jericho. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Damascus Gate plaza using stun grenades and skunk water; 2 Palestinians were arrested. Founder of Rawabi City Bashar Masri announced that he will begin building 400 housing units on land belonging to the Greek Orthodox Church in East Jerusalem near Bayt Hanina. Masri said it had taken him more than 10 years to get the building permits from the Israeli municipality. (WAFA 10/11)

Israel issued permits for 442 undocumented Palestinians living in the West Bank and Gaza, making them official residents. Israel controls the Palestinian population registry so people without Israeli permits cannot receive a valid PA-issued identity card. More than 10,000 Palestinians are estimated to be living in the West Bank without being registered by Israel. Israel is said to register over 5,000 Palestinians in the West Bank and Gaza as part of an agreement made between Israeli defense minister Benny Gantz and PA president Mahmoud Abbas. (HA, TOI 10/11)

The Israeli high court of justice criticized the Israeli military for not protecting Palestinian farmers by enforcing a ban on Israeli settlers in the former Homesh settlement area. Because of the lack of enforcement, Palestinian farmers are frequently attacked by Israeli settlers in the area and Israeli settlers have erected a settlement outpost and a Yeshiva on the land. Israeli prime minister Naftali Bennett said that Israel will never renounce its claim to the Israeli-occupied Golan Heights, even if Syria or its president Bashir al-Assad gains favor with the world. In the West Bank, Israeli settlers threw stones at cars traveling near Burqa, leading to clashes between Israeli forces and Palestinians confronting the Israeli settlers. Israeli settlers also physically assaulted 2 Palestinians near al-Ibrahimi Mosque. Israeli forces razed Palestinian-owned land planted with almond trees west of Ramallah. Israeli forces also razed land in Bruqin and Nil‘in. 6 Palestinians were arrested, including 3 during raids in Jenin refugee camp and Hebron, and 3 at a checkpoint near Jit. In East Jerusalem, Israeli settlers attacked 2 Palestinian minors in Issawiyya; no serious physical injuries were reported. Israeli forces also briefly dispersed Palestinians celebrating by the Damascus Gate but allowed the celebrations to carry on shortly after. 2 Palestinians were charged with hate crimes after throwing coffee on an Israeli settler and putting a video of the incident on social media on 4/22. In Gaza, Israel closed the Gaza fishing zone, citing 3 days of rocket fire toward Israel; Israel claimed that 4 Israelis were injured due to the rocket fire, all from tripping while seeking shelter. Israeli forces violently dispersed Palestinians protesting at the Gaza fence for the 3d day in a row, leading to tear-gas related injuries. 2 Palestinians were arrested for crossing into Israel. The PA announced it will build a new city near Jericho, to be named Sama Qarantal. The city will accommodate between 15,000 and 20,000 people. (WAFA 4/26)

2 Egyptian officials said they had been briefed that PA president Mahmoud Abbas will postpone the Palestinian elections this week, citing Israeli unwillingness to let Palestinians in East Jerusalem partake in the elections. A Palestinian source said that a final decision will be made on 4/29, after a meeting between all Palestinian parties. (AJ, AP, HA 4/27)

Israeli member of Knesset, former minister, and leader of HaTzionut HaDatit (Religious Zionist Party) Bezalel Smotrich threatened that “Arabs are citizens of Israel, for now at least, and they have representatives at the Knesset, for now at least” during a party meeting. Smotrich further said that Palestinian-Israelis can only be “legitimate partners” if they accept Israel as a Jewish state. (HA 4/26)

Elsewhere, Israeli forces demolished 1 house in Taybeh. 12 Palestinians were arrested in and around Sabastiyya, Dura, Bethlehem, Jenin, Jericho, Ramallah, and Huwwara. In East Jerusalem, 1 Palestinian family started demolishing their own home in Bayt Hanina. 1 Palestinian was arrested during a late-night raid in Issawiyya; during the raid, clashes erupted, leading to tear-gas related injuries. The head of the sovereign council in Sudan, General Abdel-Fattah al-Burhan, said that Sudan had normalized ties with Israel because the country would have to wait until August or September of 2021 to be removed from the U.S. list of state sponsors of terrorism. General al-Burhan also stated that Sudan still supports a Palestinian state within the 1967 borders and urged Israel to engage the Arab Peace Initiative. (HA 10/26)

In the West Bank, Israeli settlers vandalized 8 Palestinian-owned cars and sprayed racist graffiti on buildings in Yasuf. Israel settlers and military escort toured Joseph’s Tomb near Nablus, leading to confrontations with Israeli protesters; 4 Palestinians were injured by rubber-coated bullets and 16 others suffered tear-gas related injuries. 25 Palestinians were arrested during late-night raids in and around al-Ram, Hizma, Ramallah, Nablus, Qalqilya, Jericho, and Bethlehem. During a raid in Hebron, Israeli forces seized machinery from a blacksmith. In East Jerusalem, 2 Palestinians were arrested during raids in Bayt Hanina. 50 former foreign ministers and leaders of European countries wrote an open letter sharply criticizing the U.S. administration’s peace plan, saying it “evoke[s] chilling associations with South Africa’s bantustans.” The letter called on the EU to reject the U.S. peace plan. Israeli settlers from the Yitzhar settlement raided ‘Urif south of Nablus, throwing stones and bottles at buildings, causing damage. 26 Palestinians were arrested during late-night raids in and around Nablus, Jenin, Tulkarm, Bethlehem, Hebron, and Jericho. In East Jerusalem, Israeli forces demolish 1 house in Bayt Hanina and 1 wall in Issawiyya. Israeli forces also arrested 7 Palestinians during late-night raids in Issawiyya. An Israeli court ruled that 6 Palestinians from the bedouin village of al-Araqib in southern Israel have to pay $372,000 for their own evictions. Al-Araqib was last demolished on 8/5 for the 149^th time since 2010. (HA 8/8)

In the West Bank, Israeli forces arrested 13 Palestinians in late-night raids in and around Far‘un, Jenin, Bethlehem, Hebron, Tulkarm, Nablus, and Qalqilya. Elsewhere in the West Bank, Israeli forces demolished 2 greenhouses near Bethlehem and a residential structure under construction in Khirbat Jabara south of Tulkarm. Israeli forces also sealed off a road between al-Tuwwana and al-Karmel east of Yatta. In East Jerusalem, a day after the Israeli supreme court rejected local residents’ appeal to protect their East Jerusalem homes from demolition, Israeli forces began demolishing the 60 residential structures housing 500 Palestinians. Several Palestinians were wounded trying to protect their homes. Elsewhere in East Jerusalem, a Palestinian home was demolished by Israeli forces in Bayt Hanina, displacing 7 Palestinians that also were fined $11,000. The Jerusalem District Court rules that the municipal govt. must draft a plan to build at least 20 playgrounds in Shu‘fat and Bayt Hanina within 5 years, responding to a suit filed in early 2015 by Palestinian residents of East Jerusalem. The petitioners complained about a lack of recreational space in Palestinian areas of the city, citing the huge discrepancy between the number of playgrounds in Jewish and Palestinian neighborhoods.
