Western diplomats and senior Palestinian officials say that the Palestinian leadership informally circulated a draft res. to UNSC mbrs. this week condemning Israel’s settlements and calling for a 1-year time frame on a 2-state solution. They say PA pres. Abbas hopes to have it brought for a vote while he is in New York for a climate conference at the end of 4/2016 (he is set to arrive on 4/22). Ramallah (Bil‘in, Ni‘lin, al-Masara, Silwad, and Nabi Salih), Kafr Qaddum nr. Qalqilya, Hebron, and along Gaza’s border nr. Khan Yunis and al-Bureij r.c.; 5 Palestinians are injured. They also conduct raids and house searches nr. Salfit, Hebron, and Bethlehem, arresting 1 Palestinian and issuing arrest summons to 6; patrol in Tulkarm, 1 village nr. Salfit, and nr. Hebron. Following weeks of reports on back-channel economic talks, the Israeli press reports that Finance Minister Moshe Kahlon has decided to take steps to help improve the PA’s economic situation, including a transfer of NIS 500 m. (around $131 m.) in withheld tax revenues. PM Netanyahu reportedly approved Kahlon’s proposals after they met on 2/24. (YA 2/26; JP 2/29)

A Palestinian is found mortally wounded on the grounds of the Palestinian Embassy in Bulgaria and succumbs to his injuries in an ambulance on the way to hospital. He is later identified as Omar Nayef Zayed, who was wanted by Israel for his alleged killing of an Israeli in 1986. (EI, HA, MNA 2/26)

In Gaza, a 10-year-old Palestinian girl dies of kidney failure. Her father says she was on the list of infirm Palestinians waiting to travel to Egypt or Israel for treatment, and that a Palestinian in Jenin offered to donate a kidney to her, but the Palestinian Authority (PA) delayed and blocked the transfer. He specifically blames the minister of health, saying he “killed her when he refused their request to transfer the girl to a hospital in Israel to get a transplant.” Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. al-Bureij r.c. overnight. IDF troops conduct late-night raids and house searches in Tulkarm and 1 nearby village, 2 villages nr. Hebron, and 1 each nr. Jenin and Bethlehem, arresting 7 Palestinians and confiscating NIS 15,000 (around $3,935). In East Jerusalem, Israeli forces level 5 acres of land nr. Issawiyya, uprooting a number of cypress and olive trees and demolishing several agricultural buildings in the process. In the morning, Israeli forces escort 133 right-wing Jewish activists as they tour Haram al-Sharif. Palestinian youths reportedly block some of them from performing prayers at the sanctuary, and a small fight breaks out between an Israeli police officer and 1 of the guards at al-Aqsa Mosque. In a major attack in East Jerusalem, Israeli forces shoot and kill 2 Palestinians at a gate to the Old City after the 2 allegedly carry out a stabbing attack on a group of Israelis, killing 1 and injuring another (a 2d Israeli civilian is killed by Israeli crossfire). Meanwhile, Israeli forces shoot and injure 4 Palestinian students n. of the city on the pretext that they were throwing stones; assault and arrest 3 Palestinians in a nearby village; arrest 4 Palestinians on raids in Jabal Mukabir and the Old City. In the West Bank, IDF troops arrest a Palestinian in c. Hebron when they allegedly find her carrying a knife through a checkpoint. They also raid 2 villages nr. Ramallah and ‘Askar r.c. nr. In Syria, senior Hezbollah officer Samir Kuntar and several Syrian civilians are killed in an air strike outside Damascus. Hezbollah and both Lebanese and Syrian media say that Israel is responsible. The Israeli govt. does not confirm its involvement. Later, unknown persons fire 3 rockets from s. Lebanon into open areas in the Galilee, causing no injuries or damage. In the Nablus area, 1 Palestinian is killed and 2 others injured by Israeli forces throughout the day. First, IDF troops shoot and kill a Palestinian youth at the Hawara checkpoint after he allegedly attempts to stab Israeli soldiers. Later, Israeli soldiers shoot and injure 1 Palestinian youth in Nablus and 1 more in a village nearby. Israeli soldiers assault and arrest a Palestinian in Tulkarm. Meanwhile, the IDF conducts raids in 1 village and Qalandia r.c. nr. Home demolitions continue for a 2d day as 1,200 Israeli forces lockdown Shu‘fat r.c. in East Jerusalem and carry out the punitive demolition of the home of the Palestinian who was killed on 11/5/2014 after he drove his car into a Light Rail stop, killing an Israeli soldier and a settler. The demolition sparks clashes with stone-throwers in the camp and in nearby Anata r.c. in which 13 Palestinians are injured. Israeli forces also carry out the punitive demolition of the Nablus-area home of the Palestinian suspected of organizing the killing of 2 Israeli settlers on 10/1. Elsewhere in Nablus, IDF troops spark minor clashes with stone-throwers during a raid; there are no serious injuries. They also conduct late-night raids and house searches in Nablus and 2 nearby villages; Hebron and 3 nearby villages; Tulkarm and nearby Nur Shams r.c.; and 1 village nr. For the 2d day in a row, IDF troops shoot and kill a 16-year-old Palestinian at Huwwara checkpoint nr. Nablus. The IDF claims that the youth attempted to stab 2 settlers at a bus stop, but a PCHR investigation refutes the allegation; a Palestinian bystander is critically injured by a stray Israeli bullet during the incident (she succumbs to her injuries on 12/16). Shortly afterward, Israeli forces shoot and kill another Palestinian after he attacks a group of Israelis with a knife at a gas station w. of Ramallah, killing an IDF soldier and injuring an Israeli settler (a 2d settler is lightly injured by errant fire). In West Jerusalem, Israeli police open fire on 2 Palestinian youths, killing 1 and injuring the other, after they stab an elderly Palestinian man with scissors nr. a central market (they reportedly mistook him for an Israeli); 1 Israeli bystander is lightly injured. After the incident, Palestinian gunmen affiliated with Fatah’s military wing open fire on Qalandia checkpoint nr. Ramallah, reportedly targeting the area because the Palestinian youth killed in West Jersualem was from Qalandia r.c.; there are no injuries. The Israeli Knesset passes into law a bill increasing penalties for stone-throwing and related crimes. The main provisions passed a 1st reading on 10/12. U.S. secy. of state Kerry meets with Israeli PM Netanyahu in Berlin to discuss a series of proposals to quell the ongoing violence in Israel and the oPt. Cross-border violence continues in Gaza as IDF troops violently disperse Palestinians protesting nr. the Erez border crossing and e. of al-Bureij r.c., injuring 14 Palestinians. The Israeli authorities then temporarily close the crossing. Later, IDF troops armed with sniper rifles open fire on a group of Palestinians in an agricultural area along the border fence nr. al-Bureij r.c., killing 1 and injuring 2. The IDF releases a statement describing the incident as an operation designed to “eradicate” a group of armed Palestinian fighters allegedly responsible for several attacks on IDF patrols along the border in recent weeks. Jerusalem, injuring both. IDF troops shoot and kill the Palestinian when he exits his vehicle, allegedly holding a knife. After the incident, the IDF raids the Palestinian driver’s home nr. Israeli police shoot and critically injure the Palestinian before arresting him (the Palestinian succumbs to his injuries later in the day). In Israel, Israeli police shoot and seriously injure a Palestinian after he stabs and moderately injures an Israeli in Ra’anana, n. of Tel Aviv. Later, a Palestinian stabs and injures 4 Israelis in the same city. Several Jewish Israelis assault and detain him as he attempts to flee, including 1 Israeli driver who rams the man with his vehicle. An Israeli man attacks a Palestinian citizen of Israel in Netanya, lightly injuring him. In Kiryat Ata nr. Haifa, a Jewish Israeli stabs and moderately injures another Jewish Israeli, mistakenly identifying him as a Palestinian. Following the morning’s attacks, Israel’s security cabinet meets and decides not to return the bodies of Palestinians shot and killed by Israeli forces after carrying out attacks on Israeli citizens. Instead of returning the bodies to their families, they will bury them secretly. The cabinet also decides to revoke the residency status of Palestinian attackers, bar any homes punitively demolished from being rebuilt, and allow the police to “impose a closure on, or to surround, centers of friction and incitement in Jerusalem, in accordance with security considerations”. Nearby, the IDF violently disperses the funeral procession of the Palestinian who succumbed, on 10/10, to injuries sustained in clashes with Israeli soldiers on 10/8. Throughout the day, IDF troops clash with and violently disperse Palestinians protesting and throwing stones across the West Bank and East Jerusalem, killing 1 Palestinian youth and injuring 129 others, including 1 photojournalist. The IDF also continues raids and house searches throughout the region, arresting 45 Palestinians. In Israel, dozens of Palestinians gather in Kafr Kanna and 3 other Palestinian municipalities to protest the recent Israeli crackdown. In East Jerusalem, several groups of right-wing Jewish activists tour Haram al-Sharif. Meanwhile, the Higher Follow-Up Comm. for Arab Citizens of Israel calls for a general strike and a mass demonstration on 10/13 in protest of the recent Israeli access restrictions at Haram al-Sharif. A Palestinian administrative detainee suffers a stroke, and Israeli doctors in Soroka Medical Center declare him “brain dead.” The Palestinian Prisoners Society responds, accusing the Israel Prison Service of medical negligence. He will die of related complications on 10/14. (HA, MNA 10/12)

The Israeli cabinet unanimously approves a series of measures designed to deter stone-throwing, including mandatory minimum sentences and the imposition of penalties on parents of minors convicted of such crimes. The Israeli crackdown on protests in East Jerusalem continues as the Israeli authorities restrict Palestinians’ access to Haram al-Sharif; only men over 40 and women are permitted to enter the sanctuary. Meanwhile, Israeli forces clash with Palestinian protesters across the city for the 2d day in a row (nr. the Old City and in Jabal Mukabir, Silwan, Issawiyya, Shu‘fat r.c., al-Tur, Abu Dis, al-‘Izzariya, and Wadi al-Juz); at least 4 Israeli police and 4 Palestinians are injured, and 11 Palestinians are arrested. Israeli forces also conduct raids and house searches in Silwan, Jabal Mukabir, Shaykh Jarrah, and the Old City, arresting 16 Palestinians and sparking minor clashes. As violence and tension spread from Jerusalem across the oPt, unknown persons launch a rocket from Gaza into Israel that lands in Sderot, damaging a bus. Iron Dome missile defense batteries intercept a 2d rocket fired toward Ashqelon. At night, IAF jets launch retaliatory air strikes on 3 Hamas military sites in n. Gaza, causing 2 minor injuries and serious damage. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage. Israeli forces e. of al-Bureij r.c. arrest 2 Palestinians attempting to cross into Israel. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at Friday demonstrations against the Israeli occupation and recent restrictions at Haram al-Sharif in 7 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, outside Ofer Prison, Silwad, ‘Abwayn, and Jalazun r.c.), and Kafr Qaddum nr. Qalqilya, in and around Hebron, Tulkarm, Qalqilya, and nr. Bethlehem; 8 Palestinians are injured and at least 13 Palestinians are detained. Israeli forces also patrol in 2 villages nr. Hebron and 1 nr. Jenin. In the West Bank, IDF troops shoot and kill a Palestinian man after he allegedly tries to stab an Israeli soldier at a checkpoint nr. Nablus, marking the 1st of such incidents this quarter. They also conduct late-night house searches and raids nr. Jenin, Ramallah, Bethlehem, and Hebron, arresting 8 Palestinians and issuing arrest summons to 3, and patrol throughout the West Bank. Israeli forces raze Palestinian agricultural land in Bayt Jala nr. Bethlehem and begin expanding the separation wall in the area, cutting residents off from their land and laying the groundwork for annexation. Around Jerusalem, Israeli forces demolish 22 bedouin huts and animal pens in the E1 area and 4 residential structures in bedouin villages nr. East Jerusalem. Nearby, Israeli forces arrest a Palestinian from Bayt Hanina who responded to an arrest summons. Israeli forces conduct 3 limited incursions into Gaza, leveling land nr. Rafah, al-Bureij refugee camp (r.c.), and Khan Yunis. Egyptian authorities open the Rafah border crossing for passage in both directions (they will keep it open through 8/20).
