Malaysian authorities freed a Palestinian man who had been abducted, allegedly by Malaysian nationals working for Israel and trained by the Mossad in Europe. The alleged agents were arrested. Israel’s defense ministry said that Israel will pay the family of Omar Abdalmajeed As’ad, a U.S. citizen who was killed by Israeli forces during an arrest raid in Jiljilyya on 1/12, $139,000 in exchange for the family withdrawing its lawsuit against the state. The brother of As’ad told The Guardian that his family had not been contacted by the Israeli defense ministry and that they would not accept a deal that forces them to drop their lawsuit, saying they want justice. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Burqa and the Za‘atara checkpoint, causing damage. In a report to the UN Human Rights Council, the UN special rapporteur Michael Lynk charged Israel with committing crimes of apartheid. In the West Bank, Israeli settlers stole olive harvesting equipment in Jalud. Israeli settlers also attacked Palestinians harvesting olives near Aqraba, disturbing their harvest. Elsewhere, Israeli settlers with Israeli military escort attacked Palestinians harvesting olives and a member of Rabbis for Human Rights in Awarta, using pepper spray against the member of Rabbis for Human Rights, who was hospitalized. Israeli forces delivered stop-work orders for 12 houses in Duma. Israeli forces also denied Palestinian farmers entry to their lands in Jalud. Elsewhere, Israeli forces seized a tent set up by solidarity activists in Khirbet al-Mufqara and dismantled part of a school in al-Maleh. A hearing at the Israeli supreme court did not yield a decision on the eviction case of the Dweik family in Silwan. The family of 26 is under threat of eviction by the Israeli settler organization Ateret Cohanim, which claims to own the family’s homes. The Palestinian family has lived on the property for more than 50 years, from when Silwan was controlled by Jordan. (AJ, HA 10/25)

PA president Mahmoud Abbas promised a delegation from the 6 Palestinian rights organizations that were classified, by Israel, as terrorist organizations on 10/22 that the PA would take action against the decision. The head of the Israeli Labor party and transportation minister Merav Michaeli also criticized the Israeli government’s decision. In Sudan, the prime minister of the transitional government Abdalla Hamdok was placed in house arrest and 4 cabinet ministers were arrested in a military coup. Sudan’s interim government made moves to normalize relations with Israel in 2020 after a deal was made with the U.S. to take the country off the list of state sponsors of terror and to erase state debt to the U.S. Later in the day, the U.S. announced that it would freeze $700 million in aid for Sudan and that the normalization deal with the U.S. and Israel will have to be reevaluated. Fatah and Hamas senior officials were in Cairo for talks with Egypt’s intelligence chief Abbas Kamel. The Hamas delegation included the leader of the politburo Ismail Haniyeh and the Fatah delegation was led by secretary general of the Fatah central committee Jibril Rajoub. The 2 groups were said to be discussing stabilizing the cease-fire between Hamas and Israel, and the reconstruction of Gaza. Haaretz reported that an Israeli spyware company with ties to the Israeli military, Quadream, had sold spyware to Saudi Arabia that can infiltrate iPhones without clicking on a link, which is usually necessary to activate. A new Federal Registration Notice by the U.S. Customs and Border Protection said that all products from Area C of the West Bank must be labelled as originating in Israel, while goods from Areas A and B must be labelled “product of West Bank.” The change was, according to the notice, made to reflect the “guidance from the U.S. Department of State that the country of origin marking requirements for goods produced in certain areas of the West Bank be updated to reflect the fact that producers in these areas operate within the economic and administrative framework of Israel.” (HA 12/23; WAFA 12/24; WAFA 12/26)

Special advisor to U.S. president Donald Trump Jared Kushner led a delegation of U.S. and Israeli officials to Morocco to discuss the details in the Moroccan-Israeli normalization deal. The U.S.-Israeli delegation met with Moroccan king Mohammed VI in Rabat. Haaretz reported that Morocco does not want a signing ceremony like Bahrain and the UAE have had with Israel, as it considers the normalization deal a resumption of past diplomatic relations. U.S. president Donald Trump aide Kellyanne Conway told reporters that President Trump will have “a big announcement” about the U.S. position on Israeli annexation of parts of the West Bank after White House officials met for a 2d day in a row to discuss the issue. After Israeli prime minister Benjamin Netanyahu said his government was drawing up maps for annexation on 2/9, U.S. ambassador David Friedman warned that unilateral action by Israel to annex parts of the West Bank would result in withdrawal of U.S. support for Israel annexing West Bank settlements in the future. Prime Minister Netanyahu also said that Israel would hit Gaza with a “crushing blow” if rockets toward Israel continued. (HA, HA, REU 2/9)

In the West Bank, 1 Palestinian was killed and 1 injured when an Israeli bulldozer crashed into a vehicle west of Hebron. Israeli forces punitively demolished 4 homes of alleged attackers in Bayt Kahil near Hebron, demolished 1 Palestinian-owned house in Asira, and razed a tract of farmland near Husan. Israeli forces also stopped PA minister of culture Atef Abu Saif at the Qalandia checkpoint and told him he was banned from East Jerusalem. 10 Palestinians were arrested during late-night raids in and around Jenin, Ramallah, Hebron and, Nablus. Israeli settlers set fire to a Palestinian-owned vehicle and vandalized houses with racist graffiti northwest of Ramallah, cut 30 olive trees in al-Sawiya, and vandalized 4 vehicles in Dayr ‘Ammar. In East Jerusalem, 3 Palestinians were arrested in the Old City. In Israel, 40 vehicles were vandalized and racist graffiti was sprayed on walls in the predominantly Palestinian town of Jaljulia. The far-right government that took power after the coup in Bolivia announced that it will renew Bolivia’s diplomatic ties with Israel. The 2 counties have not had diplomatic ties since Operation Cast Lead in 2009. (HA 11/28)

The governments of the Brussels and Wallonia regions of Belgium said they had pulled out of a planned trade delegation going to Israel, citing Israeli violations of international law and lack of progress in the peace process. (HA 12/1)

In the West Bank, Israeli settlers stole olive harvests from Palestinian farmers near Awarta. Elsewhere, in Rujib, Israeli settlers threw stones at Palestinians harvesting olives. Israeli settlers also flooded Palestinian-owned farmland with sewage discharge in Dayr al-Hatab. Israeli forces detained 12 Palestinians on their way to work in Israel at the Barta‘a crossing. Israeli forces also prevented Palestinian farmers access to their land on the other side of the separation wall near Salfit. U.S. ambassador to Israel David Friedman attended the opening of the Ariel settlement’s new medical school partly financed by American casino magnate Sheldon Adelson. Ambassador Friedman said at the opening, “A new medical school has opened in Samaria [the West Bank] . . . How many people had ever thought that those words would ever be spoken? In the West Bank, Israeli settlers slashed tires and sprayed racist graffiti on Palestinian-owned structures in Awarta near Nablus. In Hebron, a 10-year-old Palestinian boy was assaulted by Israeli settlers before he was taken to a hospital.  Israeli soldiers were injured when a Palestinian man rammed his car into the soldiers. The Palestinian man and his father were later detained by Israeli forces in Hizma. Israeli authorities closed the Hizma checkpoint after the incident. (WAFA 7/6; HA, WAFA, WAFA, WAFA 7/7; HA 7/9)

In the West Bank, an Israeli settler shot and killed a 23-year-old Palestinian at the Huwwara checkpoint. A 22-year-old was taken to a hospital in Nablus for treatment of a gun wound sustained in the same incident. Eyewitnesses say that the settler blocked the road with his truck and shot at the 2 Palestinians. The settler claims that he was attacked by the 23-year-old. Separately, several Palestinian hikers were injured and 7 were arrested when Israeli forces attacked them while hiking a trail near ‘Ayn al-Hilwa in the West Bank. At night, hundreds of Israeli settlers and their military escort harassed residents of the West Bank village of Awarta. In Gaza, Israeli forces fired a missile at Palestinian teens for the 2d day. The missile hit Gaza City without causing injuries or damage. Israeli forces claimed that the teens were firing incendiary balloons. Separately, Israeli forces claimed that it had detonated several explosive devices thrown at the Gaza fence on 3/30. Israeli forces also conducted incursions for land levelling near al-Bureij refugee camp in Gaza. Meanwhile, off the coast of Gaza, Israeli naval forces shot at Palestinian fishermen inside of the permitted fishing zone. No injuries were reported. Later, Israeli forces shot live ammunition at 3 Palestinians who allegedly attempted to cross into Israel from Gaza. All 3 were taken to a hospital in Israel. In Israel, a Palestinian prisoner in the Negev prison was assaulted and transferred to an unknown location after he allegedly threw hot water on a prison guard. In the West Bank, Israeli settlers throw stones at a Palestinian home in central Hebron and at Palestinian Bedouin homes in nearby Umm al-Khayr, causing no serious damage. They also steal olives from 420 trees outside Awarta village near Nablus. IDF troops assault Palestinian farmers harvesting olives outside the nearby Eli settlement, causing no serious injuries. They also assault a Palestinian during an arrest raid in Hebron and arrest 2 Palestinians during a raid near Bethlehem. In East Jerusalem, Israeli forces arrest 1 Palestinian at an entrance to Haram al-Sharif and 2 professors preparing to hold a panel discussion on their new book in the Old City. One day after being wounded in an alleged assassination attempt, senior Hamas military leader Abu Naim alleges that the attack was a politically motivated effort to undermine the ongoing Palestinian national reconciliation process. “The objectives of those who committed this despicable act will not be achieved,” he says. Israel’s Shin Bet accuses the Palestinian manager of the Gaza branch of World Vision, a Christian aid group, with redirecting around $43 m. of the group’s money to Hamas over the past 6 years. The manager, Mohammad Halabi, was arrested at the Erez border crossing on 6/15. Hours later, the Australian govt. suspends its funding of World Vision. The charity responds, saying that programs in Gaza “have been subject to regular internal and independent audits, independent evaluations, and a broad range of internal controls,” and that they “have no reason to believe the allegations are true.” (NYT, TOI 8/4; TOI 8/5; AJ 8/9)

In Syria, after heavy clashes with protesters after Friday prayers on 4/8 and with mourners after funerals on 4/9, Pres. Bashar al-Asad deploys soldiers and tanks for the 1st time to surround and cut off towns where protests are being held. Instead of quelling protests, clashes continue and casualties slowly but steadily mount through the end of the quarter. Nationwide Friday protests (4/15, 4/22, 4/29, 5/6, and 5/12) steadily grow more massive (into the 10,000s) and the regime’s response more extreme. Shelling, sniper fire, and arrest raids became routine. In between Friday protests, Syrian forces raid areas where protests or funerals are the largest; Baniyas, Dara‘a, Homs, Latakia, and the Kurdish region remain frequent targets. Still, the various protests seem isolated, with little overarching organization. As of this date, human rights groups in Syria believe that at least 170 Syrians have died and some 800 have been detained since clashes began. The govt. has also expelled many media organizations and cut Internet and phone access to keep news of the clashes sparse. The State Dept. expresses “deep concern,” stating that the “Israeli settlements [are] illegitimate” and “Israel’s actions run counter to efforts to resume direct negotiations.” Israel charges Gazan engineer Abu Sisi (see 3/10) with developing rockets for Hamas and establishing a “military academy” in Gaza to train Hamas commanders.
