The Israeli security cabinet approved the legalization of the 9 settlement outposts Avigail, Asael, Shacharit, Givat Arnon, Givat Harel, Givat Haro’eh, Malachei Hashalom, Mitzpe Yehuda, Beit Hogla, and Sde Boaz. The security cabinet also approved the connection of other settlement outposts to Israeli infrastructure. In addition, finance minister Bezalel Smotrich said that the cabinet approved building permits for nearly 10,000 new Israeli settlement units, with the final number to be decided by the civil administration planning and zoning committee. The PA condemned the decisions and called on the international community to intervene. Israel’s ministerial committee for legislative affairs voted to repeal parts of the 2005 Disengagement Law, allowing Israeli settlers to enter settlement outposts evacuated in 2005, including the Homesh settlement outpost. The Israeli Civil Administration issued a new directive prohibiting Palestinians from the West Bank under the age of 22 from participating in organized peace-building activities in Israel. Married Palestinians over the age of 22 will be allowed to participate as will single Palestinians over the age of 27. The civil administration also limited the number of permits for peace-building activities to 500. (HA 2/12)

Arab leaders met at the Arab League Conference in Support of Jerusalem in Cairo. The conference was attended by Egyptian president Abdel Fattah al-Sisi, PA president Mahmoud Abbas, Jordanian king Abdullah II, and foreign ministers from other Arab League members. Israeli president Isaac Herzog gave a televised address urging the Benjamin Netanyahu-led government not to continue with its plans to change the balance of powers by overhauling the judicial system and proposed a compromise instead. In the West Bank, Israeli settlers assaulted 1 Palestinian shepherd in Arab al-Malihat. Israeli forces shot and killed 1 Palestinian minor during a late-night raid in Nablus. 27 Palestinians were arrested during late-night raids in Bruqin, ‘Askar refugee camp, Qalqilya, and Qalandia refugee camp. Axios reported that U.S. secretary of state Antony Blinken asked PA president Mahmoud Abbas to pause the PA’s efforts for justice at the UN and other international organizations and to resume security coordination with Israel in exchange for Israel pausing settlement expansion, demolitions of Palestinian homes, and evictions. Israel was reportedly ready to reduce but not halt its activities, while the PA reportedly was ready to pause its efforts. (AX 2/7)

In response to reporting that Secretary Blinken had asked the Israeli government to freeze settlement expansion, Israeli finance minister Bezalel Smotrich said that Israel does not intend to stop its expansion of settlements. (REU 2/7; MEMO 2/8)

In the West Bank, Israeli settlers vandalized 3 cars and wrote racist graffiti in al-Bireh. Israeli forces seized heavy machinery worth $50,000 from the ‘Anin village council. 1 Palestinian man rammed 2 Israeli soldiers near Nablus; the man later turned himself in saying that the incident was an accident. In East Jerusalem, Palestinians in Jabel Mukaber observed a general strike and blocked several roads leading to the neighborhood in protest over planned demolitions in the neighborhood. U.S. secretary of state Antony Blinken met with PA president Mahmoud Abbas in Ramallah. Secretary Blinken urged President Abbas to resume security coordination with Israel and to accept and implement a security plan made by U.S. security coordinator Mike Fenzel, which will see PA forces trained specifically to counter militant groups in Jenin and Nablus. The PA had reportedly earlier complained to the U.S. that the plan is untenable without ending Israeli nighttime raids in the cities. Blinken also announced that the U.S. will give an additional $50 million to UNRWA and will continue to work on reopening the U.S. consulate to Palestinians in Jerusalem but did not give a timeframe. U.S. secretary of state Antony Blinken met with Israeli prime minister Benjamin Netanyahu in Israel. The U.S. State Department said that the 2 spoke about Israeli-Palestinian relations and the need for a diplomatic solution. Secretary Blinken met with Egyptian president Abdel Fattah al-Sisi earlier in the day in Cairo. According to Yediot Ahronot, the U.S. offered Netanyahu help with normalizing ties with Saudi Arabia and curbing Iran’s nuclear program if Netanyahu reigns in his far-right coalition partners, ends his plans to weaken the judiciary, and maintain the status quo at the Haram al-Sharif compound. In the West Bank, Israeli settlers raided Huwwara, leading to a confrontation between Palestinians and Israeli forces; tear-gas related injuries were reported. Benjamin Netanyahu’s Likud Party and the Religious Zionism Party agreed to change the procedure for how the coordinator of the activities in the territories and the head of the Civil Administration are appointed. The 2 positions will in the next government be filled by Israeli politicians rather than by the military chief of staff and defense ministry. Speaking at the J Street conference in Washington D.C., U.S. secretary of state Antony Blinken said that the U.S. expects to work with the next Israeli government in the same manner it has with previous governments, but warned about potential threats to the 2-state solution, including settlement expansion, annexation, and changes to the status quo of the holy sites in Jerusalem. In the West Bank, Israeli forces raided Jenin, injuring 1 Palestinian with live ammunition and arresting 1. Israeli forces also delivered stop-work notices to 2 families for several structures in Humsa. 10 Palestinians were arrested during late-night raids in Nil‘in, Burqa, Qalqilya, Aida refugee camp, Hebron, and Kuseis. In East Jerusalem, 2 Palestinians were arrested in the Old City. In Gaza, Israeli forces made incursions to level agricultural land east of Dayr al-Balah. Israel ended the trial program to extend the hours at the Allenby Bridge crossing. The trial program ran from 11/6 to 11/10 and was initiated under U.S. pressure during President Joe Biden’s visit to Israel in July. The U.S. had announced that Israel would open the crossing 24 hours a day from September, but Israel insisted on carrying out the trial before changing the operating hours. The Times of Israel reported that Israel is preparing to open the Allenby crossing 24 hours a day between Sunday morning and Friday afternoon and on Saturdays between 8 a.m. and 3.30 p.m. starting from 2 April 2023. Otzma Yehudit leader Itamar Ben-Gvir attended an event commemorating the 22nd anniversary of the death of Israeli American terrorist Meir Kahane. Ben-Gvir, who is expected to become a minister in the incoming Benjamin Netanyahu-led government, was jeered when he said that unlike Kahane he does not support expelling all Palestinians from Israel. Ben-Gvir said “Kahane’s main characteristic was love.” At the event, participants burned Palestinian flags. Adalah and the Center for Constitutional Rights wrote a letter to U.S. secretary of state Antony Blinken and ambassador to Israel Tom Nides urging them not to move forward with plans to build an embassy in Jerusalem on lands confiscated from Palestinians. The letter, written on behalf of the Palestinian landowners, stated “[s]hould the US proceed with this plan, it would not only be complicit with Israel's illegal confiscation of Palestinian-owned land, but it would also become an active participant in the seizure of the land of US citizens.” (MEE, WAFA 11/11; WAFA 11/14; MDW 11/17)

The Israeli government and the world soccer federation FIFA announced that direct flights between Israel and Qatar would be available for World Cup ticket holders. Palestinian ticket holders were said to be allowed to use Ben-Gurion International Airport if they receive a special permit. In the West Bank, a 14-year-old Israeli settler was shot in the head by a stray bullet in the Kiryat Arba settlement. It was reported that the bullet was assumed to have been fired during a wedding celebration. Israeli settlers threw stones at Palestinian vehicles traveling near Sa‘ir, causing damage. Israeli settlers also vandalized 23 Palestinian-owned vehicles in Beit Iksa, slashing tires and writing racist graffiti. Elsewhere, Israeli settlers attacked 1 Palestinian family harvesting olives near al-Shuyukh with clubs, pipes, and stones, hospitalizing 5 members of the family. Israeli settlers also raided Burin, throwing stones at Palestinian homes, causing damage. Israel said it had lifted all restrictions on movement in and out of Nablus after a 3-week siege of the city. 128 scholars signed a statement urging the UN not to adopt the International Holocaust Remembrance Alliance (IHRA) working definition of anti-Semitism, calling it “divisive and polarizing. The IHRA working definition of anti-Semitism has been criticized for conflating criticism of Israel with anti-Semitism. Israeli forces handed temporary eviction notices to 2 Palestinian families, ordering them to leave their land for 3 days from 11/1 and for 10 hours on 11/9 while Israeli forces conducted military drills in Khirbet Humsa. Lebanon and Israel officially signed their maritime border demarcation agreement. Lebanese president Michel Aoun and Hezbollah secretary general Hassan Nasrallah both praised the agreement, saying that it does not signify a move towards normalization with Israel. The agreement provides Lebanon with the vast majority of potential profits from the Qana gas field and Israel all the profits from the Karish gas field. In the West Bank, Israeli settlers threw stones at Palestinians and Israeli activists working an olive grove near Turmus ‘Ayya and set fire to 2 Palestinian-owned vehicles. Israeli settlers also threw stones at Palestinian homes in ‘Ayn Bus. Israeli forces shot and killed 5 Palestinians and injured 21 others during a late-night raid in Nablus. Israel claimed it was raiding Nablus to destroy an explosives lab belonging to the Lion’s Den group; at least 1 anti-tank missile was fired by Israeli forces during the raid. The PA called the raid a war crime and said it had reached out to the U.S. to pressure Israel to end its deadly raids. The Israeli military suspended the security coordinator of the Har Bracha settlement after a video from 10/21 showed that he aided Israeli settlers in attacking Palestinians while in military uniform near Burin. Amnesty International urged the ICC to “investigate unlawful attacks committed during Israel’s August 2022 assault on the Gaza Strip as war crimes.” Amnesty said it had investigated 3 deadly incidents during the assault, 2 of which it with certainty ascribed to Israel and 1 which “likely” was caused by an unguided rocket fired by Palestinian militants. The 2 Israeli attacks Amnesty investigated killed 6 Palestinian civilians, including “a four-year-old boy, a teenager visiting his mother’s grave, and a 22-year-old student at home with her family.” Amnesty said that of the 49 Palestinians killed, 33 were killed by Israel and 7 were killed by rockets fired by Palestinian militants; it was unclear who had caused the deaths of the remaining 8. The Israeli company Meimei Hanegev cut the water supply to 50 Palestinians living in the Rahma community in the Negev. The move by the water supplier was illegal under Israeli law and the water connection was restored after Haaretz inquired about the matter to the company. A member of the community said he had tried to pay off the majority of the outstanding balance owed the company, but that his payment was rejected at the post office, citing a technical issue. Israel indicted 1 Palestinian man for acts of terrorism related to a shooting in the Old City of Jerusalem on 8/14 where 8 people were wounded in a bus. The man had been in house arrest after serving a 5-year sentence when he allegedly opened fire on the settlers. (HA 9/16)

It was reported that Palestinian children in Tuba had been unable to attend school for 2 days as Israeli soldiers began refusing escorting the children to their school. Since 2004, Israeli soldiers have escorted children in Tuba to their school to protect them from settler attacks. Residents in Tuba said they believe canceling the escorting of the children was related to an incident on 9/12 where 1 Israeli settler was reported injured nearby after armed Israeli settlers attacked Palestinians working their land. Israeli defense minister Benny Gantz approved 5,500 Palestinians to be registered with the Palestinian population registry and increased Gaza merchant permits for commerce in Israel from 1,500 to 15,000. Human Rights Watch (HRW) said in a report that Palestinian security forces in the West Bank and Gaza systematically torture critics of the PA and Hamas in their detention. Haaretz reported that settler violence against Palestinians has been raising in 2022, with more than 400 recorded incidents in the 1st half of the year, compared to 650 recorded incidents in all of 2021. A source in the Israeli military told Haaretz that the military is aware of the situation and is seeing an increase in radicalized Israeli settlers. The Israeli military recorded 360 incidents of Israeli settler violence in the West Bank against Palestinians in 2019; in 2020 the number increased to 500, before in increasing to 650 last year. An Israeli police investigation into the attacks on the funeral procession for Palestinian American journalist Shireen Abu Akleh on 5/13 found that Israeli police had acted with misconduct, but no commanders were disciplined. According to the Haaretz source, the decision not to discipline any of the commanders responsible was made before the investigation started. The report was also not released to the public. An Israeli court found former Gaza director of the charity World Vision, Mohammad El Halabi, guilty of membership of a terrorist organization, providing information to a terror group, taking part in forbidden military exercises, and carrying a weapon. The purported evidence against El Halabi is kept secret and the guilty verdict was in part based on a confession given under duress to an informant. World Vision, independent audits, and the Australian government have all said they have found no evidence of wrongdoing by El Halabi since he was 1st arrested in 2016. El Halabi has declined multiple plea deals that would have seen him released before the upcoming sentencing, refusing to enter a plea for a crime he says he is innocent of. In Palestine, prices on flour, sugar, and cooking oil have risen up to 30% in the last quarter. 1 Israeli settler opened fire at Palestinians, claiming they had thrown stones at him; no injuries were reported. Israeli forces delivered a demolition notice for part of a Palestinian home in al-Rakiz in the Masafer Yatta area. In the trove of released documents are conversations between then Israeli prime minister Menachem Begin and U.S. president Ronald Reagan, where President Reagan suggests that Palestinian refugees in Lebanon become Lebanese citizens. In Iran, colonel Ali Esmailzadeh of the Quds Force died in an incident at his home in Karaj. Iran denied that Esmailzadeh was assassinated. Local reporting said Esmailzadeh fell from the roof or a balcony at his home. Esmailzadeh’s death follows an incident on 5/22 in which another Iranian colonel was assassinated and an incident on 5/25 in which an Iranian scientist was killed in a drone strike. Both of those incidents were reportedly linked to Israel. An Israeli military court sentenced 1 Palestinian man to life in prison plus 25 years for the killing of an Israeli soldier in the West Bank on 8/2019 and ordered him to pay $450,000 to the family of the soldier. PA president Mahmoud Abbas spoke with U.S. secretary of state Antony Blinken in a phone call. According to Axios reporting, President Abbas pressed Secretary Blinken on Israeli attempts to change the Status Quo at the Haram al-Sharif compound, the lack of a political horizon, the Israeli settler march on 5/29, and the Biden administration’s failure to act on its campaign promises on Palestine. Abbas also asked the U.S. to remove the PLO from the U.S. list of terror organizations and to reopen the PLO mission in Washington D.C. Haaretz reported that an Israeli plan to reduce the economic gaps between Palestinians and Israeli Jews living in Israeli cities had been postponed due to failure to fund the program. The plan was finalized in October 2021 in response to tensions between Palestinians and Israeli Jews in cities in which both populations reside. Additionally, some local governments have opposed earmarking funds exclusively for Palestinian communities in the cities they govern. (HA 5/31)

Israel and the UAE signed a free trade agreement removing tariffs on food, agriculture, cosmetics, medical equipment, and medicine. Pro-Israeli political action committee the Urban Empowerment Action PAC announced it will spend upwards of $1 million in a primary to unseat the only Palestinian American congressperson Rashida Tlaib in the primary elections for the 12th congressional district in Michigan. The PA announced it had finished its investigation into the killing of Al Jazeera journalist Shireen Abu Akleh, concluding that Israel deliberately killed her. The PA findings are aligned with investigations made by AP and CNN, and with eyewitness accounts. Israel called the PA conclusion “a blatant lie.” The investigation found that the bullet that hit Abu Akleh was a 5.56 mm round used by NATO forces and that it was fired from 186 yards.
