In the West Bank, Israeli settlers set fire to 2 cars in Huwwara. Israeli settlers also vandalized 70 olive trees in Yasuf. Elsewhere, Israeli settlers uprooted 30 olive and grape trees and damaged water tanks and solar panels in Shaab al-Butum in the Masafer Yatta area. Israeli settlers also assaulted Palestinians in Kisan. Israeli forces carried out an airstrike from a fighter jet on al-Anasari Mosque in Jenin, killing 2 Palestinians. It was the first time since the Second Intifada that Israel has used fighter jets in the West Bank. Israeli forces shot and killed 5 others, including a minor, during raids in Qabatiya, Tammun, Zawata, and Askar refugee camp. Elsewhere, Israeli forces shot and killed a Palestinian they claimed had tried to ram Israeli soldiers at a checkpoint near al-Arroub refugee camp. Israeli forces also seized a bulldozer and arrested the driver in Qablan. 52 Palestinians were arrested during raids in and around Ramallah, al-Bireh, Hebron, Nablus, Qabatiya, Kafr Ra’i, Tubas, and Salfit, including al-Bireh mayor Islam al-Tawil. In East Jerusalem, Israeli forces violently dispersed a protest in support of Gaza, arresting 6 people. In Gaza, Israeli forces killed nearly 400 Palestinians in airstrikes. Israeli forces also targeted the vicinity of al-Shifa and al-Quds hospitals. An Israeli soldier was killed and 3 wounded in anti-tank fire during a raid in near Khan Yunis. Rockets were fired at Israel causing no new fatalities. In Lebanon, Israeli forces attacked and killed militants in a missile strike that were allegedly firing anti-tank missiles at Israel. In Syria, Israeli forces fired missiles at Damascus and Aleppo international airports, killing 2 airport workers in Damascus and causing enough damage to close both airports. In Egypt, Israeli tank fire hit an Egyptian military post, injuring 7; Israeli called the incident an accident. The Gaza Ministry of Health said as of 5 p.m. at least 4,651 Palestinians had been killed, including at least 1,524 children, and 14,245 had been injured in Israeli airstrikes on Gaza since 10/7, including 47 entire families consisting of 500 people. The UN said that about 70% of Palestinians killed in Gaza are children and women. It is estimated that hundreds are still trapped in rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 92 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 27 children. More than 1,734 have been injured, including at least 360 with live ammunition. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 4,932 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 26,756 housing units have been destroyed and 139,000 have been damaged in Israeli airstrikes since 10/7. At least 42% of all housing units have been either destroyed or damaged in Israeli airstrikes. UNRWA said 29 of its staff members have been killed in Gaza since 10/7. AP reported that 17 aid trucks entered Gaza today, including 7 carrying fuel. The WHO said 4 trucks of medical supplies had entered Gaza to help more than 300,000 patients. The New York Times reported that the U.S. has asked Israel to suspend its ground invasion of Gaza to allow negotiations over releasing more captives held by Hamas. President Joe Biden reiterated his belief that Israel has a “right to defend itself,” but said it must operate within the laws of war. Biden also discussed the situation in Gaza with Pope Francis. Secretary of State Antony Blinken said the U.S. “expects a likelihood” of regional escalation and claimed that Hamas is preventing U.S. citizens from leaving Gaza. President Biden, Canadian prime minister Justin Trudeau, French president Emmanuel Macron, UK prime minister Rishi Sunak, German chancellor Olaf Scholz, and Italian prime minister Giorgia Meloni issued a joint statement reaffirming their support for Israel’s war against Hamas, calling for the release of all captives, and calling for Israel to adhere to international law and protect Palestinian civilians. In the West Bank, Israeli settlers attacked 1 Palestinian shepherd in Ein al-Beida. Israeli forces shot and killed 1 man protesting soldiers beating his son who was arrested during a house raid in Qalandia. The Palestinian man’s wife said her husband had gone outside to stop the soldiers’ assault on their son when he was shot and killed. Israeli forces also shot and killed 2 Palestinians and injured 7 others during a raid in Qabatiya. Elsewhere, Israeli forces demolished 1 agricultural structure in Duma. Israeli forces also issued an eviction notice to a family in Hajja in preparation for a punitive demolition. 20 Palestinians were arrested during late-night raids in Qalandia refugee camp, Dheisheh refugee camp, ad-Doha, al-Baqa‘a, and Qalqilya. In East Jerusalem, Israeli settlers wrote hateful graffiti aimed at Christians on the walls of the Armenian Orthodox Patriarchate building in the Old City. Peace Now and Bimkom said that a clause in the Likud Party and Religious Zionism Party coalition agreement could see Israel seize 13,000 dunams (3,250 acres) of Palestinian-owned land in the West Bank and 70 buildings in Hebron transferred to settlers as Israel claims that the land and buildings were owned by Jewish people before 1948. In the West Bank, Israeli settlers threw stones at 1 Palestinian vehicle driving near the Homesh settlement outpost, injuring 1 and damaging the car. Thousands of Palestinians partook in a funeral ceremony in Ramallah for Al Jazeera journalist Shireen Abu Akleh, who was killed by Israeli forces on 5/11 in Jenin refugee camp. PA president Mahmoud Abbas spoke at the ceremony and awarded her the Al-Quds star of honor. Abu Akleh will be buried in East Jerusalem on 5/13. Israeli forces prevented Palestinians in the funeral procession from accompanying her casket through the Qalandia checkpoint from Ramallah to East Jerusalem. Israeli forces also demolished a water collection pond used for irrigation in Marj Na‘aj. 7 Palestinians were arrested, including 5 during a late-night raid in Hebron, Rumana, Qabatiya, and Burqin, and 2 at flying checkpoints in Hebron and Tulkarm. In East Jerusalem, Israeli forces raided a house in Bayt Hanina, where friends and family of Abu Akleh were holding a memorial ceremony for her; Israeli forces confiscated Palestinian flags. Israel’s higher planning council approved 4,427 new settlement housing units in the West Bank. 2,791 received final approval, while 1,636 were deposited for public comment before final approval. Among the new housing units are the retroactive legalization of the Mitzpeh Dani and Givat Oz VeGaon settlement outposts and expansion of the settlements of Negohot, Shvut Rachel, Dolev, Betar Ilit, and Kiryat Arba. According to Haaretz, the government’s meeting to approve the settlements was a condition by Yamina MK Nir Orbach to remain in the fragile government coalition. UN Middle East envoy Tor Wennesland condemned the settlement expansions. The New York Times reported that the FBI stated in a 2018 letter to the Israeli government that it wanted to use NSO Group’s Pegasus spyware “for the collection of data from mobile devices for the prevention and investigation of crimes and terrorism” before purchasing the spyware later the same year. In the West Bank, Israeli settlers threw stones at 4 Palestinian-owned vehicles in Marda. Israeli settlers also attacked 1 Palestinian man near Burqa; the man was treated at a hospital for fractures to his hand. Elsewhere, Israeli settlers set up a settlement outpost in al-Muarrajat between Ramallah and Jericho. Israeli settlers also vandalized 2 solar panels in Burin. Israeli forces closed the Shufa and al-Kafiyat checkpoints. Israeli forces also violently dispersed Palestinian farmers trying to work their lands near Qusra, causing tear-gas related injuries. Elsewhere, Israeli forces delivered stop-work orders for 6 residential and commercial structures in al-Khalediya. 13 Palestinians were arrested during late-night raids in Qabatiya, al-Lubban ash-Sharqiya, Beita, ‘Urif, Tammun, Tubas, Bethlehem, and Hebron. In East Jerusalem, 1 Israeli settler rammed 1 Palestinian minor with their car in Silwan. In Israel, 1 Palestinian man shot and killed 5 people in Bnei Brak, including 2 Ukrainian nationals, 1 police officer, and 2 Israeli civilians, before he was shot and killed. In the West Bank, Israeli settlers attacked Israeli forces near the Givar Ronen settlement outpost south of Nablus, injuring 1 soldier and vandalizing military vehicles. 2 Palestinians were arrested during a late-night raid in Qabatiya. In East Jerusalem, Israeli forces arrested 3 Palestinians in the Old City, Jabel Mukaber, and Isawiya for throwing snow. 14 Palestinians were arrested in al-Tur for throwing stones at Israeli police in protest over a demolition on 1/26. In an interview with the Jerusalem Post, Israeli prime minister Naftali Bennett reiterated his opposition to a Palestinian state, saying, “I think it would be a terrible mistake to create a Palestinian diplomatic entity in our land.” Prime Minister Bennett said he would not prevent his ministers from meeting with Palestinian representatives, as long as they did not talk diplomacy. Bennett also said that he had rejected U.S. pressure to reopen the U.S. consulate to Palestinians in Jerusalem. The PA condemned Bennett for rejecting negotiations with the PA. In the West Bank, Israeli settlers opened fire at Hizma, causing damage. Israeli settlers also attacked a Palestinian TV crew near Hebron covering the killing of 1 Palestinian woman (see below). Israeli forces shot and killed 1 Palestinian near Hebron, claiming that she had opened fire at soldiers and settlers with an M16 rifle; no Israelis were injured. Israeli forces seriously wounded 1 Palestinian near Jaba‘. Israeli forces also sealed off the entrances to Silwad and Kafr al-Dik. Elsewhere, Israeli forces fired tear gas and stun grenades at a car repair shop near al-Za‘ayyem, causing a fire damaging several vehicles. Israeli forces also violently dispersed Palestinian protesters in Huwwara, injuring 2 with rubber-coated bullets and 15 with tear gas. Separately, Israeli forces also violently dispersed Palestinian protesters in Qalqilya, al-Arqa, and al-Bireh, leading to tear-gas related injuries. 29 Palestinians were arrested during late-night raids in and around Bani Na‘im, al-Dhariyya, al-Ubaydiyya, Tuqu‘, al-Ram, Birzeit, Bil‘in, Beita, Madama, Tell, Qabatiya, Silat al-Harithiyya, al-Tamun, Tubas, and Qalqilya. In Gaza, 13 Palestinians were killed, including 2 children and 1 pregnant woman, and many were injured, raising the comprehensive death toll since 5/10 from 219 to 232, including 65 children and 3 pregnant women. The casualties included: 4, including 1 pregnant woman and 1 child, and 2 were wounded in air strikes on 2 houses in Dayr al-Balah; 2, including 1 child, during air strikes in Jabaliya; 2 in air strikes on apartment buildings in Gaza City; 1, and 1 child wounded in artillery shelling in Bayt Hanun; 1 by live ammunition while on agricultural lands east of Juhur al-Dik; 1 Palestinian succumbed to wounds sustained on 5/13 during an air strike on Bayt Hanun; 2 bodies of unidentified Palestinians arrived at al-Shifa Hospital. 7 residential buildings and 1 youth center were demolished in Israeli attacks on Khan Yunis. In Israel, 1 Palestinian-Israeli minor who was shot and injured by Israeli police while sitting in a car with friends in Umm al-Fahm on 5/18 succumbed to his injuries. 1 Israeli man stabbed and injured 1 Palestinian worker from the West Bank in Holon. 58 Palestinian citizens of Israel were reported arrested after the general strike and mass protest on 5/18. 1 Israeli was lightly wounded by a rocket from Gaza in Sderot, 2 other rockets caused damage. 4 rockets were fired at the Haifa and ‘Akka areas from Lebanon; no damage or injuries were reported. Hamas said it estimated that $92 million’s worth of damage was sustained to residential buildings and non-governmental offices since 5/10. $22 million’s worth of damage was sustained to the power grid as people in Gaza only are receiving 3-4 hours of electricity a day. Hamas also said that Gaza’s water supply is hard hit with 95% of the water unfit for drinking. (HA 5/20)

PA president Mahmoud Abbas said in a speech that his efforts to hold elections are ongoing, and that he is “ready to form an internationally accepted unity government.” President Abbas also discussed the situation in Gaza and East Jerusalem with UN secretary-general António Guterres. PA prime minister Mohammed Shtayyeh spoke with EU representative Sven Kühn von Burgsdorff in Ramallah, calling on the EU to pressure Israel to stop its aggression in East Jerusalem and Gaza. Prime Minister Shtayyeh also spoke with Facebook executives about Facebook’s censuring of Palestinian voices on its platforms. (WAFA, WAFA 5/19)

An Israeli court ruled that Israeli forces had violated international law when they shot and killed 1 Palestinian 14-year-old in 2004 near Rafah, but that the family was not entitled to compensation, citing a wartime action principle. The Israeli soldiers shot her after she ran away from them as they fired warning shots. After she ran from the soldiers, they fired at her back and the commander shot her again as she lie dead on the ground. The commander was acquitted of all charges at an Israeli military court the year after. (HA 5/20)

A spokesperson for the Israeli military said that it had been trying to assassinate the head of Hamas’s military division Mohammed Deif throughout the duration of the ongoing attack on Gaza. Hamas later told AP that Deif is still alive and in charge of its military operations. (HA 5/19; AP 5/20)

1 Israeli journalist from Channel 20 was fired after saying, during a live broadcast, that “[o]ne [rocket] has fallen on a soccer field in a large Arab community [Shefa-Amr, a Palestinian-Israeli community]. Regretfully for us, it did not result in mass deaths there.” The rocket that the Israeli journalist Kobi Finkler was referring to was fired from Lebanon. (AJ, HA 5/20)

Haaretz reported that applications for gun licenses in Israel had risen 7-fold in the past weeks as violence had been rising in Israel. (HA 5/19)

U.S. president Joe Biden spoke to Israeli prime minister Benjamin Netanyahu, urging him to de-escalate the violence, according to a White House readout. It was the 4th time the 2 spoke in a week. Prime Minister Netanyahu said later in a statement that he was “determined to carry on with the attacks until calm and security are restored to Israeli citizens.” It was also reported that Egypt had secured a ceasefire agreement in principle between Hamas and Israel. Hamas spokesperson Hazem Qassem said calm could only be restored if Israel stopped its attack on Jerusalem and Gaza. A letter circulated among House Democrats by Debbie Dingell (D-MI) and Alan Lowenthal (D-CA) called for the U.S. secretary of state Antony Blinken to work toward a ceasefire between Hamas and Israel, and to provide humanitarian relief to Gaza. The letter also called for more than doubling the U.S. funding to the UNRWA, bringing the U.S. funding back to the level it was before the Trump administration ended all funding. Separately, more than 130 members of the House called on an immediate ceasefire. 3 Democrats in the House, Alexandria Ocasio-Cortez (D-NY), Mark Pocan (D-WI), and Rashida Tlaib (D-MI) also introduced a resolution aimed at blocking the $735 million’s worth of arms to Israel. In the Senate, senators Elizabeth Warren (D-MA), Bernie Sanders (D-VT), and Chris Van Hollen (D-MD) introduced a resolution calling for an immediate ceasefire, saying that every Palestinian and Israeli life matters; 8 other Democrats later co-sponsored the resolution. Facebook said it has set up a center to monitor Arabic and Hebrew content deemed inflammatory or otherwise violating Facebook’s policies. Facebook has been criticized for silencing Palestinian voices on its social media platforms, including Instagram and WhatsApp. (WAFA 5/19; HA 5/20)

250 employees at Alphabet, the parent company of Google, wrote an open letter calling for Alphabet to review all business contracts, terminating those “with institutions that support violations of Palestinian rights,” including the Israeli military. At the UN, the U.S. again refused to support a UN security council (UNSC) statement calling for an immediate ceasefire after intensified pressure from France. South African president Cyril Ramaphosa said to France24 that the situation in Gaza, particularly the bombing of homes and confinement to the strip, reminded him of apartheid in South Africa. Israeli forces seized 1 tent and 1 electric generator in Masafer Yatta. Israeli forces also demolished 1 house near Bethlehem. Israeli prime minister Benjamin Netanyahu approved delivery of extra water rations from the Jordan River to Jordan almost a month after the request was made. It had been reported that Prime Minister Netanyahu was stalling the request because of his personal deteriorating relationship with Jordanian king Abdullah II. It was also reported that U.S. secretary of state Antony Blinken had asked Israel to send the extra water to Jordan. Prime Minister Netanyahu also held a joint press conference with U.S. secretary of defense Lloyd J. Austin III in Jerusalem. During the conference, which was held 1 day after Israel attacked the Iranian Natanz nuclear site, Netanyahu called the Iranian government a “fanatical regime.” When asked about the attack on the nuclear site, Netanyahu did not say whether it was an Israeli operation but did say, “[m]y policy as prime minister of Israel is clear: I will never allow Iran to obtain the nuclear capability to carry out its genocidal goal of eliminating Israel.” (AJ, HA 4/12)

The Lebanese outgoing minister of public works Michel Najjar signed a decree that extended Lebanon’s maritime border claim by 550 square miles. The decree still needs the approval of the defense minister, prime minister, and president before it becomes valid. (AJ, AP, HA, REU 4/12; REU 4/13; REU 4/15)

The EU imposed sanctions on 8 Iranian officials in response to the crackdown on protests in November 2019, when some 1,500 people were reportedly killed by Iranian forces. Iran denies that the death toll was that high. The UN said at least 304 people were killed. The EU is in the process of mediating between the U.S. and Iran to get the U.S. to rejoin the Joint Comprehensive Plan of Action. (AJ, ALM, HA, REU 4/12; ALM 4/13)

In the West Bank, Israeli settlers assaulted 2 Palestinian farmers in Khirbet al-Tawil, leading to their hospitalization. Israeli settlers also threw stones at Palestinian vehicles traveling near Turmus ‘Ayya, causing damage. Israeli forces shot and injured 1 Palestinian at al-Ibrahimi Mosque in Hebron; Israeli authorities say the man had pulled a knife on the soldiers, but no injuries were reported among the Israeli forces. Israeli forces also razed farmland and uprooted some 80 olive trees in Bayt Umar. For the 2d time in less than 7 days, 1 Palestinian was injured by an unexploded ordnance left behind by Israeli forces near Hebron; the 1st time was on 1/8. 21 Palestinians were arrested during raids in and around Jenin refugee camp, Qabatiya, Ya‘bad, Tubas, Ramallah, Bethlehem, Bayt Umar, and Qalqilya; clashes erupted during the raids in Ramallah, leading to tear-gas related injuries. In East Jerusalem, Israeli forces raided al-Tur, leading to tear-gas related injuries; 4 Palestinians were arrested. In Gaza, Israeli forces made incursions and leveled farmland east of Khan Yunis. Israeli forces also shelled several places in the northern part of Gaza after claiming that an Israeli vehicle had been shot at; no injuries were reported. Israeli prime minister Benjamin Netanyahu spoke at a campaign rally in Nazareth to try to reach out to Palestinian citizens of Israel after demonizing that part of the Israeli population for decades. At the rally, Netanyahu shared the stage with Nazareth mayor Ali Salam, who spoke in favor of the prime minister. 19 people were arrested during a demonstration against Netanyahu and several people were injured by police, including Palestinian-Israeli members of Knesset. The Jerusalem planning commission approved plans to build a permanent U.S. embassy in Jerusalem. Haaretz reported that Prime Minister Netanyahu had been pressuring the city to accelerate the approving process before U.S. president-elect Joe Biden’s inauguration. (HA 1/13)

In Jerusalem, Israeli forces shoot and kill 3 Palestinians outside the Old City after they attack a group of Israeli border security officers with knives and an automatic weapon, critically injuring 2 (1 Israeli officer will succumb to her injuries later in the day). Late at night, IDF troops conduct raids in Qabatiya nr. Jenin where the suspected attackers were from, arresting at least 10 Palestinians and sparking clashes with stone-throwers wherein 4 Palestinians and 3 Israeli soldiers are injured. They declare Qabatiya a “closed military zone.” Elsewhere in East Jerusalem, Israeli forces bar a number of Palestinians from Haram al-Sharif; escort around 130 right-wing Jewish activists on a tour of the sanctuary. They also demolish a car repair workshop in Issawiyya. In the West Bank, the IDF conducts late-night raids and house searches in Jericho, ‘Aqabat Jabir r.c. nearby and Balata r.c. nr. Nablus, arresting 2 Palestinians. Along Gaza’s border, Israeli forces conduct limited incursions e. of Khan Yunis and late at night nr. Rafah to level land. On the 2d Friday of Ramadan, the IDF continues to enforce age restrictions announced on 8/23 limiting Palestinian access to Jerusalem for prayers; an estimated 130,000 Palestinians enter the city, but as a result of intense crowding at Qalandia checkpoint, many other “qualified” Palestinians are prevented fr. entering and 19 people (primarily women and children) are injured in the crush of worshipers awaiting entry at IDF checkpoints around the city. In the West Bank, the IDF sends undercover units into Qabatya village nr. Jenin at midday in a car with Palestinian license plates to raid a cafe and arrest a wanted ´ Palestinian; demolishes 4 Palestinian homes in Azariyya nr. Jerusalem, in the E1 area marked for expansion of Ma’ale Adumim settlement, displacing 42 Palestinians. Late in the evening, the IDF conducts synchronized late-night incursions into Hebron, Nablus, Ramallah, and Zatara village nr. Bethlehem to raid and search the homes of 8 senior figures affiliated with Hamas (fmr. PA Dep. PM and Education M Nasser al-Din al-Sha‘ir in Nablus; Reform and Change Palestinian Council legislators Nizar ‘Abd al-‘Aziz Ramadan and ‘Assam Nu‘man Salhab in Hebron; Ayman Husayn Darghma in Ramallah; Khalid Tafish Thwayb in Zatara; Reform and Change office director for Ramallah and al-Bireh Mazin al-Rimawi in Ramallah; senior Hamas leader Adnan Ahed Asfur and al-Najah University prof. Issam Rashid al-Ashqar in Nablus), arresting them for their “ongoing efforts to restore the administrative branch of the Hamas terror organization in the [West Bank].” The moves come as an Israeli Justice Min. comm. debates limiting the privileges (e.g., visitation, phone calls, study groups) of Hamas prisoners in Israel. Some 40 Hamas-affiliated legislators have been arrested since Shalit’s capture in 6/06, most of whom remain in detention. Hamas views the moves as Israel’s attempts to pressure it to make concessions in the ongoing Cairo prisoner exchange talks. The IDF conducts additional late-night arrest raids, house searches in Nablus, and nr. Hebron, Jenin, and Tulkarm. Mbrs. of Kiryat Arba settlement’s private security service detain a Canadian journalist and a fieldworker for the Israeli human rights group B’Tselem as they pass nr. the settlement, holding them until the IDF arrives to question them; they are released 4 hrs. later. The UNSC passes (14–0, with the U.S. abstaining) res. 1860, calling for an “immediate, durable, and fully respected cease-fire, leading to the full withdrawal of Israeli forces from Gaza” but not outlining an implementation or enforcement mechanism (see Doc. A8). Israel says it will not halt its operations until a Hamas cease-fire can be guaranteed. Meanwhile, Egypt begins intensive bilateral talks with Israeli and Hamas envoys to mediate a cease-fire.

Combat notes: The IDF carries out another 60 air strikes across Gaza, with heavy bombing of the Rafah border. Targets include more than 18 homes of senior IQB members (all believed to be in hiding), “a number of armed operatives” assassinated (not named), several groups of armed men, 15 tunnels (including some homes believed to be covering entrances to tunnels), 11 suspected weapons depots (including 1 mosque in n. Gaza), 15 rocket-launching sites, the PASF headquarters and PA Youth and Sports Min. offices in Rafah, and an Islamic Jihad office in Abasan. Target areas include Abasan, Bani Suhayla, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Nasser), Jabaliya town and r.c., Khan Yunis, al-Nasser (n. of Rafah), Nussayrat, Rafah. Heavy naval shelling of Dayr al-Balah and the nearby al-Qur’an area of c. Gaza is also reported. As ground operations continue, the IDF begins moving a small number of reservists into the Strip for the 1st time since OCL began. Heavy artillery and ground fire is reported in Abasan, Gaza City (al-Sha‘af, al-Shuja‘iyya, Tal al-Hawa, alZaytun), al-Qarara. Late in the evening, IDF troops withdraw from al-Qarara; residents report at least 20 homes destroyed since the IDF took up positions in the city on 1/6.

Palestinians fire at least 15 rockets and 1 mortar into Israel, lightly injuring 4 Israelis. Areas hit by rockets include Ashdod, Ashqelon, Beersheba (4 Grads), Ofakim.

The Palestinian toll, including bodies recovered during the humanitarian lull today (see below), reaches at least 758 dead and more than 3,100 injured. In addition, a Ukrainian woman (married to a Gazan) and her toddler are killed by an IDF shell in Gaza City, becoming the 1st foreign casualties inside Gaza (1 Egyptian was killed on the Rafah border on 12/28). Today, 3 IDF soldiers are killed and 14 are wounded (1 seriously, 1 moderately, 12 lightly) during clashes inside Gaza, bringing the Israeli toll to 13–14 dead and more than 100 injured.

Humanitarian notes: IDF soldiers fire on relief workers in 3 incidents in which the UN and ICRC had fully coordinated their movements with the IDF in advance (providing the IDF with the license plates of the vehicles, giving precise times and routes of travel, and using clearly marked vehicles) and received IDF assurances that travel would be safe. One UN driver is killed and 2 other UN employees and 1 ICRC employee are wounded. The UN and other groups scale back or suspend aid deliveries to Gaza, citing security concerns.

During the humanitarian lull, the IDF allows ICRC workers back into a heavily damaged residential block of al-Zaytun (see 1/7), where they rescue 103 injured Palestinians who have been stranded since 1/5 and report finding 40–50 bodies, fearing that more dead and injured may be trapped under demolished homes. The Israeli human rights group B’Tselem reports (WP 1/9) new evidence that IDF soldiers stationed outside the destroyed houses were aware people were trapped but denied aid. UN Undersecy. Gen. for Humanitarian Affairs John Holmes urges Israel to investigate, calling (WP 1/9) it “a particularly outrageous incident” and “absolutely horrifying.”

Israel allows 223 Palestinian dual nationals to exit Gaza via the Erez crossing for Jordan (see 1/2).

Early in the morning, the British and U.S. monitors guarding 6 political prisoners in the PA’s Jericho jail pull out of the city, citing security concerns.
