For unclear reasons, IDF troops on the c. Gaza border shoot in the head, severely wound a 12-yr.-old Palestinian boy walking to school in nearby Wadi al-Silqa. The IDF also sends bulldozers into the Erez industrial zone to level land. In the West Bank, the IDF conducts arrest raids, house searches in and around Hebron, nr. Nablus, and in Qabatya, Tulkarm. The IDF makes an incursion into Wadi al-Silqa in central Gaza, searching homes, clashing with local gunmen, wounding 2 armed Palestinians, bulldozing 20 d. of land; makes an air strike targeting a carload of Hamas mbrs. in Rafah, causing no injuries but damaging 10 nearby homes; conducts arrest raids in al-Shuka; shoots, wounds a mentally handicapped Palestinian who strays nr. the border fence e. of Dayr alBalah. In the West Bank, the IDF and Shin Bet raid 14 money exchanges in Hebron, Jenin, Nablus, Ramallah, Tulkarm that have allegedly funneled money to “terror operations,” arresting 5 owners, seizing millions of dollars, computers, documents. The IDF also demolishes a Palestinian home in Wadi al-Juz in East Jerusalem; conducts arrest raids, house searches in and around Nablus and Tulkarm, in Qabatya. Palestinians fire 8 rockets fr. Gaza into Israel, hitting a factory and a home, injuring 4 Israelis. In the West Bank, the IDF conducts major arrest raids, house searches in Hebron (detaining 30 Palestinians, including 3 journalists) in connection with the 2/4 bombing; also conducts arrest raids, house searches in and around East Jerusalem, nr. Egypt and Hamas complete resealing of the Rafah border. Egyptian border police allow Palestinians still in Egypt to return to Gaza but do not allow any Palestinians into Egypt. The Israeli navy fires on Palestinian fishing boats off the coast of Bayt Lahiya, forcing them to return to shore. In the West Bank, the IDF sends undercover units into Qabatya to ambush 3 Islamic Jihad mbrs. in an apparent assassination attempt, killing Islamic Jihad’s Ahmad Abu Zaid and Ammar Zakarna, wounding Naji Nazzal; conducts arrest raids, house searches in and around Hebron, in Balata r.c., nr. The IDF makes a major pre-dawn incursion into Gaza City, sending in tanks and helicopters, clashing with local Palestinians, and conducting at least 4 air strikes, leaving at least 17 Palestinians dead (5 bystanders; 12 Hamas mbrs., including the son of senior Hamas mbr. Mahmud al-Zahar, whose oldest son was killed when the IDF attempted to assassinate him in 2003), around 55 wounded by the time troops withdraw in the evening. The IDF also sends troops into al-Qarara, firing on residential areas, wounding a 71-yr.-old Palestinian man, bulldozing 20 d. of agricultural land before withdrawing in the evening; fires a missile across the border at armed AMB mbrs. e. of Gaza City, wounding 4; sends armored vehicles, bulldozers back into the Erez industrial zone (see 1/14) under cover of heavy fire to continue land-leveling operations (no injuries are reported). In retaliation for the Gaza City incursion, Palestinians fire around 25 mortars and 25 rockets fr. Overnight in Gaza, the IDF sends tanks and bulldozers supported by aircraft into Abasan, raiding and searching homes, occupying several houses as observation posts, bulldozing 23 d. of olive trees, demolishing 1 Palestinian home, clashing with local gunmen (including firing tank shells and making air strikes), leaving 1 IDF soldier, 1 Hamas mbr. dead, wounding 6 armed Palestinians and 1 bystander. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus and Tulkarm (arresting at least 1 AMB mbr. who was among the AMB mbrs. granted amnesty by Israel in 7/06; see 9/23), in Qabatya, and nr. Hebron, Ramallah. Jewish settlers fr. Karnei Shomron steal a harvest of olives fr. a Palestinian farmer nr. Qalqilya. In Gaza City, 4 mbrs. of a Palestinian clan are killed in clashes with ESF when the ESF attempts to arrest 1 family mbr. for firing on an ESF patrol earlier in the day; the ESF arrests 25 family mbrs. In Gaza, the IDF sends bulldozers into the Qarni industrial zone to erect sand berms; Palestinians fire anti-tank missiles at the troops, who respond with heavy machine gun fire; no injuries are reported. The IDF also sends troops into al-Qarara nr. Khan Yunis, where they exchange fire with local Palestinians, causing no reported injuries. The IDF, armed Palestinians trade machine gun and mortar fire across the border e. of al-Maghazi, causing no damage or injuries. In the West Bank, the IDF ambushes, arrests 3 Palestinians driving in Birzeit nr. Ramallah (their political affiliation is not reported); conducts arrest raids, house searches nr. In the West Bank, the IDF surrounds Hebron’s al-Ansar Mosque during evening prayers, photographing and checking the IDs of worshipers as they leave; conducts arrest raids, house searches in ‘Ayn Bayt al-Ma’a r.c., Jenin town and r.c., Nablus, Qabatya. The ESF raids, searches the homes of several Fatah mbrs., beating and injuring 8, detaining 14; 1 wanted Fatah mbr. evades arrest when neighbors stone ESF officers who come to detain him. PA security forces violently disperse a demonstration by students at the predominantly Hamas Hebron University protesting tuition increases, also beat and detain 2 journalists covering the event; in response, some 100 Hamas mbrs. burn tires, attack the local PA police station. Late in the evening, the IDF sends undercover units dressed in ESF uniforms into Rafah to kidnap and take to Israel Hamas military cmdr. Mihawish al-Nu‘aymat (also reported as Mohawah al-Qadi), who reportedly has information on captured IDF soldier Gilad Shalit. In the West Bank, the IDF conducts arrest raids, house searches in Jenin town and r.c., Qabatya and nr. Hebron; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in, injuring 1. A 13-yr.-old Palestinian boy is injured by IDF UXO nr. Nablus. Across Gaza, Fatah supporters for a 3d week hold Friday prayers outside in protest against Hamas; the ESF clashes with demonstrators in al-Bureij r.c., Gaza City, Jabaliya r.c., Khan Yunis, and Rafah, using batons and percussion grenades, leaving a total of 51 Palestinians injured, 20 Fatah mbrs. arrested, 3 journalists temporarily detained; reports differ as to whether the ESF tried to break up peaceful prayer services or only intervened afterward, when Fatah supporters began chanting anti-Hamas slogans and throwing stones at ESF officers. Israelis in Sederot close schools, demand government action after Palestinians fire 3 more rockets fr. Gaza into Israel, causing no damage or injuries. Egyptian border police demolish a smuggling tunnel on the Rafah border. In the West Bank, the IDF raids, searches several Hamas-run charities in Nablus, confiscating documents, computers and sealing the offices; patrols in, fires on residential areas of ‘Azun nr. Qalqilya (also firing on stone-throwing youths who confront them, wounding 2 children, ages 13 and 14), Sa‘ir nr. Hebron (seriously wounding 1 Palestinian); conducts arrest raids, house searches in and around Nablus, in Qabatya nr. Jenin and Tulkarm r.c., and nr. Hebron. The Israeli High Court rules that the separation wall around Bil‘in, site of weekly nonviolent protests, must be moved westward to prevent the de facto annexation of more han half of the village’s agricultural land, rejecting the government’s claim that a wide buffer zone was needed to protect nearby Mod’in Ilit settlement and determining that the original route took into consideration plans to expand the settlement “as much as possible”; the decision gives the government a “reasonable period of time” to take down and move portions of the wall, which is expected to return 250 acres of land to Bil‘in residents. In Gaza City, the previously unheard-of Security Members Martyrs Brigade took responsibility for detonating a bomb under the car of a prominent Hamas mbr. in Gaza City, causing no injuries; the group is thought to be made up of Fatah security officers still in Gaza who have been underground since Hamas took over in mid6/07. In the West Bank, the IDF sends undercover units into Qabatya to arrest a wanted Palestinian; conducts additional arrest raids, house searches in and around Nablus, nr. Ramallah, and in Jenin town and r.c., Tulkarm; bulldoze bedouin tents housing 40 bedouin in al-Hadidiyya in the Jordan Valley. Despite the 8/12 Hamas ban on unauthorized demonstrations, 300 Fatah mbrs. go forward with a planned protest in Gaza City against the Hamas leadership in Gaza (see 8/12); ESF officers violently disperse the crowd, seizing cameras fr. journalists and later raiding media outlets to confiscate the politically damaging footage. In the West Bank, the IDF conducts arrest raids, house searches in and around Tulkarm town and r.c., in Jenin and Qabatya, nr. Bethlehem and Hebron. In Nablus, female Hamas supporters demonstrate outside the central police station for the release of their relatives detained by the PA. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, nr. Hebron, and in Jenin town and r.c., Qabatya, Qalqilya. In Ramallah, Fataha-ffiliated students at Birzeit University attack a peaceful sit-in by pro-Hamas students protesting political arrests by the PA targeting Hamas; injuries figures are not reported. The Lebanese army reinforces tanks, armored personnel carriers (APCs), troops around Nahr al-Barid r.c., prompting at least another 400 Palestinian refugees to flee the camp in fear of a major assault against the remaining FI mbrs. (WP 7/12; WP 7/13)

PA security forces continue targeting Hamas mbrs. in the West Bank for arrest, detaining and quickly releasing Change and Reform PC mbr. Ahmad al-Hajj Ali. In Gaza, the ESF arrests Army of Islam spokesman Abu Khattab al-Makdisi, 2 other Army of Islam mbrs. in effort to find kidnapped BBC correspondent Johnston; the Army of Islam captures several Hamasaffiliated students in retaliation. Israel announces that Israeli police and Shin Bet have arrested 11 senior Hamas mbrs. in Jerusalem for allegedly “recruit[ing] support for Hamas and giv[ing] the organization a foothold on the Temple Mount, in coordination with Shaykh Raed Salah’s Islamic Movement,” and have seized more than $95,000 in funds allegedly transferred fr. Nr. Tripoli, Lebanese soldiers fire on Palestinian refugees who attempt to cross an army checkpoint while staging a protest march toward Nahr al-Barid, seeking to return to their homes. The IDF makes 2 air strikes on Palestinians allegedly planting a roadside bomb nr. troops operating in n. Gaza, killing 1 Hamas mbr., wounding another. Khan Yunis.IDFUXO injures an 11-yr.-old Palestinian boy in Bayt Lahiya, 4 Palestinian children in Gaza City. In the West Bank, the IDF makes a predawn raid on an apartment building in Hebron searching for 2 Palestinian men who had thrown objects at their patrol, fatally shooting an innocent 75-yr.-old Palestinian man, wounding his 66-yr.-old wife and 6 other relatives; the 2 wanted men were later arrested elsewhere. Abbas convenes a special PC session to mark the 40th anniversary of the 1967 war and Israeli occupation, warning Palestinians that internal fighting undermines their national aspirations. (leaving a total of 7 bystanders wounded). A 7th IDF air strike targets a PA presidential guard post nr. Gaza City, causing no casualties. The IDF also shoots, wounds a Palestinian woman who strays nr. the border fence nr. Bayt Lahiya. Hamas fires 6 rockets toward Israel, lightly injuring 3 Israelis, causing light damage. Expedited U.S. military aid (including munitions, night-vision gear, body armor) begins reaching Lebanon, with 5 U.S. military transport planes landing in Beirut. The Lebanese army occasionally shells, fires on FI positions inside Nahr al-Barid r.c., but the undeclared cease-fire generally holds. The Israeli navy fires on Palestinian fishing boats off the coast of Nussayrat r.c., forcing them to return to shore. In the West Bank, the IDF shoots, wounds a Palestinian farmer working in his field nr. Ibna; conducts arrest raids, house searches in and around Nablus, nr. Hebron, and in Jenin town and r.c., Qabatya, Qalqilya. Of note: By this date, the IDF has stopped requiring special permits for Palestinians to enter the Jordan Valley, but access is only possible on public transportation through 4 checkpoints. The PA says that it has made the 1st formal contact with the kidnappers holding BBC correspondent Johnston, confirming he is still alive, but that their demands for his release are unacceptable. Protesters in cities across Israel begin to march to Tel Aviv for a major demonstration on 5/3 calling for Olmert’s resignation in the wake of the Winograd Commission report on Israel’s handling of the summer 2006 war on Lebanon. Palestinians stone a Jewish settler vehicle on Road 55 nr. Qalqilya, injuring the driver. Outside Gaza City, a Palestinian farmer is injured when he hits an unexploded IDF mine. Clashes btwn. Israel seals West Bank and Gaza border crossings for the week-long Passover holidays. The IDF patrols Silat al-Harithiyya nr. Jenin; sends undercover units into Kafr alLubbad nr. Tulkarm to arrest a wanted Palestinian; conducts arrest raids, house searches in al-‘Aza r.c. nr. Bethlehem, Bayt Fajjar, Qabatya, Rantis nr. Ramallah; issues eviction orders to 70 Palestinian families in Dahiyat al-Salam in East Jerusalem, claiming the land on which they live is owned by a Jewish woman who recently inherited the property and wants them to leave (no documents are provided). In the West Bank, the IDF temporarily occupies several buildings in Nablus, exchanging fire with Palestinian gunmen, leaving 2 armed Palestinians dead; patrols in and around Jenin town and r.c.; conducts arrest raids, house searches in Hebron, Kafr Dan and Qabatya nr. Jenin, Tulkarm; issues military orders confiscating 10 d. of Palestinian land e. of Tulkarm for military training purposes. In tandem with a visit by U.S. Secy. of State Condoleezza Rice, 2,000 right-wing Jewish settlers and activists march to and reoccupy the Homesh settlement site in the n.
