In the West Bank, Israeli settlers set fire to a Palestinian-owned vehicle in al-Zawiya. An Israeli settler also rams a flock of sheep with his car in Kisan, killing 1 and injuring others. Israeli forces shoot and injure a Palestinian with live ammunition during a raid in Qusra. Israeli forces also open fire at a Palestinian vehicle traveling in Hebron before arresting the driver. Meanwhile, Israeli forces arrest 25 Palestinians during late-night raids in and around Baqa al-Hatab, Jenin, Hebron, Tubas, and Tulkarm. In East Jerusalem, Israeli forces prevent the movement of Palestinian worshippers to the Haram al-Sharif compound, limiting the entry to 13,000 worshippers for Friday prayers. In Gaza, Israeli forces bomb Rafah, Khan Yunis, Gaza City, al-Bureij refugee camp, and Beit Lahiya, killing at least 112 people. Israeli forces shoot and kill 4 Palestinians at al-Amal Hospital, including the Palestine Red Crescent Society’s director of the youth and volunteers department Hedaya Hamad. In Lebanon, Israeli forces bomb Tayr Harfa, Wadi Hassan, Majdal Zoun, Marwahin, Zibqin, and Jabal Balat. In Syria, Israeli forces bomb Damascus, killing an Iranian national and causing damage. In Yemen, Houthi militants fire a ballistic missile at Eilat, which Israel says is intercepted over the Red Sea. More than 27,131 Palestinians have been killed by Israeli forces in Gaza, including at least 11,500 children and 7,200 women, and around 66,287 have been injured since 10/7. At least 8,000 people are missing in rubble, including 1,700 children. 374 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 94 children. More than 4,391 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 222 Israeli soldiers have been killed and 1,296 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. UNICEF says it estimates that 17,000 Palestinian children in Gaza have been left separated from their families during the Israeli assault on Gaza and that nearly all children in Gaza require mental health support. Hamas official Osama Hamdan says the ceasefire proposal by Israel, Egypt, Qatar, and the U.S. is not acceptable, saying a permanent ceasefire is needed. Hamdan also says Hamas demands the release of Marwan Barghouthi and Ahmad Saadat in a prisoner swap as part of the deal. Al-Haq, Al Mezan, and the Palestinian Centre for Human Rights condemn the decision by the U.S., Germany, the UK, Canada, Australia, Italy, the Netherlands, Sweden, Finland, Estonia, Iceland, Japan, Austria, Latvia, Lithuania, and Romania to suspend funding for UNRWA, calling their decisions collective punishment of Palestinian refugees. The Israeli security cabinet convenes for a briefing on the ceasefire proposal. Sources say that the proposal includes a 142-day ceasefire where 1 Israeli captive would be released every day. Many in the security cabinet reportedly oppose the plan. (HA 2/2)

Israeli defense minister Yoav Gallant says Israel will not stop attacking Lebanon if a ceasefire deal is reached in Gaza. MK and former defense minister Avigdor Liberman tells the Jerusalem Post that Egypt should control Gaza, Jordan should control Area A and parts of Area B of the West Bank, while Israel annexes Area C and parts of Area B. U.S. ambassador to the UN Linda Thomas-Greenfield says an Algerian-circulated draft resolution calling for a ceasefire in Gaza could jeopardize “sensitive negotiations” for a temporary ceasefire. (REU 2/2)

Canadian prime minister Justin Trudeau says he is considering sanctioning “those responsible for extremist violence or extreme settler violence in the West Bank.” The U.S. sanctioned 4 Israeli settlers on 2/1. (AJ, HA, HA, WAFA 2/2)

The U.S. House Foreign Affairs Committee schedules a vote on 2/6 on a bill called “Stop Support for UNRWA ACT” that would bar the U.S. from making contributions to the agency. (INT 2/2)

U.S. senator Bernie Sanders (D-VT) says he will introduce an amendment to the foreign aid supplemental package that would cut $10.1 billion in “offensive weaponry funding” to Israel, saying the U.S. “must end its complicity in the nightmare unfolding in Gaza.” (AJ 2/2)

In the West Bank, Israeli forces demolish 18 Palestinian homes and agricultural stores in 3 villages in the n. Jordan Valley and another home nr. Hebron. IDF troops conduct late-night raids and house searches in 2 villages nr. Nablus, Hebron and nearby villages, and 1 village nr. Jenin, arresting 7 Palestinians and issuing an arrest summons to 1. They also conduct raids in a village nr. Ramallah, issuing arrest summons to 3 Palestinians and sparking minor clashes with stone-throwing Palestinian youths; 5 Palestinians are arrested. In East Jerusalem, Israeli officials order 2 Palestinians to vacate their homes before 8/11 on the grounds of “absentee ownership.” Similarly, the extended Abu Nab family is ordered to vacate their Silwan homes before 8/11 following a court ruling in favor of Israeli settlers’ ownership claims (the Israeli police will forcibly remove the Abu Nab family from their homes on 10/19). Around 120 Palestinian prisoners in Israel’s Nafha Prison start an open-ended hunger strike in protest of solitary confinement, the recent ban on family visits, and other violations. The prisoners will continue their strike until the Israeli authorities end the “rabid attack against them,” according to PA Prisoners’ Affairs Comm. head Issa Qaraqe. (MEMO 8/6; MNA 8/8)

In Cairo, the Arab League’s Arab Peace Initiative follow-up comm. agrees to hold “Arab and international consultations” to draft a UNSC res. condemning Israeli settler violence against Palestinians. PA pres. Abbas attends and says that “if the Israeli govt. does not take steps to catch the perpetrators of the [7/31 arson attack], it will be a partner of these crimes.” (MNA 8/5; JP, MNA 8/6)

In Gaza, Israeli forces level land e. of Khan Yunis along the border fence. In the West Bank, IDF troops shoot and injure a Palestinian man at a checkpoint s. of Nablus when he refuses to undergo a security check. Israeli forces conduct a raid in a village nr. Jenin, sparking clashes with stone-throwing Palestinian residents. According to the village residents, errant tear gas canisters fired by the Israeli soldiers landed in a nearby agricultural area, setting a number of olive trees on fire. IDF troops conduct latenight raids in Hebron and nearby al-‘Arub r.c., as well as Aida r.c. and 1 village nr. Bethlehem, arresting 7 Palestinians, assaulting 2, and issuing an arrest summons to 1. Meanwhile, Israeli forces demolish a home and part of another in an outpost nr. the Eli settlement. Israeli settlers throw rocks at Palestinian cars nr. Ramallah, causing damage; set fire to 10 olive trees nr. Qalqilya. In East Jerusalem, unknown assailants throw a firebomb at an Israeli car in Bayt Hanina, causing an accident and injuring 3 Jewish Israelis (9 Palestinians will be arrested in connection with this attack and indicted on 8/23). PA FM al-Maliki meets with ICC prosecutor Bensouda in The Hague and files a report on Israeli settler violence with the ICC. Meanwhile, Palestinian amb. to Jordan Atallah Khairi says that the Jordanian govt. and Palestinian leadership have agreed to submit a draft res. to the UNSC calling for international defense of Palestinian civilians following the 7/31 arson attack. In the West Bank, unidentified Palestinians open fire on and injure a Jewish settler at a bus stop nr. Nablus. The IDF patrols in al-‘Arub r.c. nr. A UN Human Rights Council (UNHRC) fact-finding mission releases its report on Israel’s West Bank settlements, describing them as a ‘‘creeping form of annexation,’’ and calling on Israel to cease construction immediately and ‘‘initiate a process of withdrawal.’’ The report, presented by mission leader Christine Chanet, urges the international community to cut economic links with the settlements. The U.S. refuses to take part in the Council’s debate. Meanwhile, UN High Commissioner for Human Rights Navi Pillay states that Israeli settler violence ‘‘continues to be perpetrated with impunity,’’ and further notes that excessive force by the IDF has resulted in Palestinian fatalities. Lebanon reports that Israeli warplanes entered Lebanese airspace earlier in the day. Israel routinely conducts aerial surveillance over Lebanon even though this explicitly violates the 2006 Israel-Hizballah cease-fire agreement laid out in UN Res. 1701. (AP 3/18)

In the West Bank, the IDF raids a school nr. Yalla village in the south Hebron Hills area, detaining students, teachers, and international activists. The IDF also raids Bayt Umar village nr. Hebron in the afternoon, firing tear gas at stone-throwing Palestinians; at night, the IDF raids and imposes a curfew on Azun village nr. Qalqilya that lasts until the next day, and conducts house searches and arrest raids in 2 villages nr. Nablus and Balata r.c. The UK newspaper the Guardian cites reports by the UN and a coalition of Israeli human rights groups on settler violence during the olive harvest that notes that 850 trees were vandalized in the harvest’s 1st week. Israeli troops on the n. Gaza border twice fire at suspicious movement in open areas e. of Bayt Hanun, causing no reported injuries. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF patrols in 1 village nr. Jenin in the morning and in Tulkarm town and r.c. in the evening, in both cases firing at stone-throwing youths who confront them, causing no reported injuries. OCHA reports that in the previous wk., the IDF demolished 10 tents and 5 animal pens in the Bedouin village of Fasayil al-Wusta and 2 animal pens in the neighboring Bedouin village of Fasayil al-Fauqa, both in the Jordan Valley. Fatah and Hamas announce that, in keeping with their 5/2011 reconciliation deal, they have agreed on formation of a new Central Elections Commission to prepare for presidential and parliamentary elections. They fail to reach an agreement on formation of a caretaker government to take the Palestinians to elections, postponing further discussion until late 1/2012. (JPI 12/30)

After a UNSC briefing on the Middle East, 14 UNSC mbrs. criticize the U.S. (without naming it directly) for blocking any criticism of Israel’s recent approvals for new settlement construction in East Jerusalem and the West Bank and of the increasing settler violence, as well as for threatening to veto any UNSC res. supporting Palestinian statehood. British UN Ambassador Mark Lyall Grant, speaking on behalf of the European UNSC mbrs. (Britain, France, Germany, and Portugal), calls recent Israeli settlement and settler actions “devastating” to the 2-state solution, saying “Israel’s security and the realization of the Palestinians’ right to statehood are not opposing goals. On the contrary, they are mutually reinforcing objectives. But they will not be achieved while settlement building and settler violence continues.” Grant also calls on Israel and the Palestinians to send their comprehensive proposals on territory and security to the Quartet as soon as possible. (The Palestinians have already submitted theirs to the Quartet, so this is seen as an added rebuke to Israel, which has not done so.) (HA 12/21, NYT 12/22)

In light of Jewish settler violence against the IDF on 12/12, the Israeli cabinet approves several measures against right-wing Jewish extremists, including permitting their detention without trial (administrative detention) and trial in military courts, allowing soldiers in the West Bank to arrest them, and banning them fr. entering the West Bank; it does not label them “terrorists,” which would have allowed security forces even greater leeway to act against them. Hrs. later, Israeli police raid a Jerusalem apartment and arrest 6 Israelis for involvement in “recent events” targeting Palestinians and the IDF. In apparent “price-tag” attacks to protest the government moves: Jewish extremists set fire to the Nabi Ukasha mosque in West Jerusalem (Israeli authorities have barred Palestinians fr. using the mosque but have allowed Jewish settlers affiliated with the extremist Kach party to use the courtyard as a playground); Jewish settlers fr. Burkan settlement set fire to 2 Palestinian cars in nearby Salfit; and Jewish settlers fr. Yitzhar set fire to 2 Palestinian cars in nearby Douma village nr. Nablus. Under pressure fr. PA and Jordanian officials, Israel reopens the Mughrabi footbridge to the Haram al-Sharif/Temple Mount (closed on 12/12/11), saying it will reinforce rather than rebuild it. Meanwhile, IDF troops on the Gaza border e. of Gaza City fire on a Palestinian who strays too nr. the border fence while hunting birds, moderately wounding him. Addressing 10,000s of Hamas supporters in Gaza City to mark Hamas’s 24th anniversary, Hamas acting PM Ismail Haniyeh says that “Today we say it clearly: Armed resistance and armed struggle are the strategic way to liberate the Palestinian land from the sea to the river,” but that if Israel were to turn over the occupied territories, including East Jerusalem, Hamas could take a “temporary” respite “without Israel being recognized and without any concession being made.” Of note: at the rally, the flags of the Arab states are displayed except for Syria’s. (NYT 12/15)

The New York Times runs a long special report on a 6-yr. U.S. investigation of Lebanese Canadian Bank and its suspected role providing financial support to “terrorists.” U.S. officials allege—but refuse to release their evidence—that the investigation revealed that the bank laundered hundreds of millions of dollars fr. Hizballah criminal enterprises and that Hizballah had significant ties to Latin American drug cartels. U.S. investigators say the transactions also revealed a pattern “in which entities tied to Hezbollah have been buying up militarily strategic pieces of property in largely Christian areas” of Lebanon. Hizballah calls the claims “politically motivated propaganda.” U.S. admin. sources say that when the connections first came to their attention in fall 2010, some argued that the Hizballah link should be left unstated, but the admin. changed course (1) after Hizballah forced out Saad Hariri as PM and secured appointment of an ally in his place and (2) when the UN tribunal accused Hizballah of involvement in Rafiq Hariri’s assassination. In the West Bank, the IDF fires tear gas and stun grenades at Palestinian, Israeli, and international activists taking part in a nonviolent demonstration against the confiscation of Palestinian land in Wadi Abu al-Rish n. of Hebron to expand Bet Ayn settlement (the scene of heavy settler violence last quarter; see Quarterly Update in JPS 152), also violently beating several Palestinians and an international activist; Jewish settlers at the scene throw stones at the protesters, injuring a Palestinian photographer covering the incident. Other Jewish settlers fr. Bet Ayn uproot 150 Palestinian olive trees nr. the settlement. (OCHA, PCHR 6/25)

The IDF raids, searches a Palestinian home in East Jerusalem’s Ras al-Amud neighborhood, confiscating a computer and arresting a 21-yr.-old woman. Major Jewish settler violence in Palestinian areas of Hebron takes place for a 10th day, with settlers setting fire to 1 Palestinian home, vandalizing a number of homes and water tanks, attacking Palestinians. At the weekly cabinet session, acting Israeli PM Ehud Olmert calls the settler attacks a “pogrom” against Palestinians, orders Israeli police to end their “intolerable leniency” toward violent settlers. OCHA urgently appeals to Israel to expand “the list of imports into Gaza . . . to include vital spare parts for maintenance and operation of the power plant, water and sanitation utilities, and other critical infrastructure and basic services for the civilian population” so as to prevent further deterioration of humanitarian conditions in Gaza. Gaza banks close, fearing runs on cash. (Israel has again barred entry of cash to the Strip; see 11/24.) The Israeli government informs the High Court that it will lift a month-old ban on allowing journalists into Gaza, but takes no steps to do so. In the West Bank, the IDF conducts late-night house searches nr. Nablus. Some 600 Israeli police and soldiers use rubber batons, percussion grenades, tear gas to evict 200 Jewish settlers fr. Beit Shalom, leaving 30 settlers and 3 soldiers injured, sparking settler violence against Palestinians across the West Bank. In Hebron, settlers rampage through Palestinian areas, burn 5 homes, set fires to olive groves, write racist graffitti, seriously damage other homes, cars, and cemeteries; at least 16 Palestinians are injured, including 2 who are shot and seriously wounded by a settler. During the rampage, the IDF declares the area a closed military zone, bars access to firemen and ambulances (settlers attack one fire engine), and takes no steps to halt settler rioting. Jewish settlers fr. Eli and Shilo settlements nr. Ramallah block the main Ramallah– Nablus road to Palestinian traffic, stone Palestinian cars; the IDF observes but does not intervene. In the West Bank, the IDF conducts late night arrest raids in and around Jenin town and r.c., Nablus, and in al-Fara‘a r.c. nr. Tubas (firing live ammunition and rubber-coated steel bullets on stone-throwing youths who confront them, wounding 6); fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international peace activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (injuring 2 Palestinians, 1 international). Israel imposes new restrictions requiring Palestinian medical personnel fr. the West Bank who work in Jerusalem to enter Jerusalem only through the Qalandia checkpoint, the most crowded checkpoint, causing them significant delays. Heavy rains cause the collapse of 10 smuggling tunnels on the Rafah border, trapping and injuring at least 7 Palestinians. Egypt allows the entry of a delegation of Islamic Jihad officials fr. Gaza who are heading to Damascus for a wk. of internal discussions on Egypt’s proposed national unity plan ahead of national unity talks in Cairo on 11/9. Inside Israel, Hebrew University student Ali Baher, an Israeli Palestinian, is detained by campus security, questioned for 3 hrs., charged with “inappropriate conduct” for refusing on political grounds to shake hands with Pres. Shimon Peres, who randomly approached Baher while he was touring the campus library meeting with students; the university evicts Baher from campus housing and orders a disciplinary hearing (date not set) to decide whether he should be suspended. Concerned by the escalating settler violence directed at Israeli security forces, the Israeli cabinet at its weekly meeting votes to suspend all direct and indirect government funding to unauthorized settlement outposts (especially citing infrastructure such as roads, garbage collection, and school buses) in the 1st de facto admission that public funds are used to advance illegal settlement. Olmert also proposes increasing arrests and administrative detention of Jewish settlers who break the law. The Jerusalem District Juvenile Court remands and indicts 3 Jewish settler girls (ages 12, 15, 17) for reckless endangerment, aggravated assault of security forces, and obstruction of a police officer for attacks against Israeli border police in Givat Harsina on 10/30. IDF district cmdr. Noam Tivon cancels plans to give a speech at a yeshiva in Efrat settlement nr. Bethlehem after Jewish settlers fr. Hebron threaten to hold a massive demonstration to block his visit, calling him an “expulsion criminal” for previously ordering the removal settlers fr. the unauthorized Federman Farm outpost. Egyptian border police blow up 10 smuggling tunnels along the Rafah border, causing no reported injuries. In the West Bank, the IDF fatally shoots a Palestinian teenager nr. Beit El settlement nr. Ramallah, claiming that he was preparing to throw a Molotov cocktail; bulldozes the Palestinian home in Hebron where PA security forces claimed to find a tunnel on 10/13. Jewish settlers fr. Maj. Gen. Gadi Shamni, head of the IDF Central Command, warns the Israeli cabinet that Jewish settler violence is in danger of spinning out of control, stating, “an extreme incident could happen at any time. These people are conspiring against the Palestinians and against the [Israeli] security forces.” Shamni reports that in the past few wks. settlers have set a dog on an IDF reserve cmdr., broken the arm of a dep. battalion cmdr., slashed tires on IDF vehicles. In Hebron, he says settlers attacked an IDF officer who tried to stop settler children fr. throwing stones at Palestinians. (WP 10/15)

For unclear reasons, IDF troops at the Erez crossing fire on ESF troops manning the Palestinian side, killing 1 ESF officer, wounding a baggage porter. An IDF helicopter fires a missile at a suspected rocket launching site nr. Bayt Hanun, causing no injuries. In the West Bank, the IDF bars an ailing 75-yr.-old Palestinian woman living in a village btwn. the Green Line and the separation wall fr. crossing a checkpoint at the wall to reach a Jenin hospital, allowing her to die; conducts arrest raids, house searches nr. Tulkarm. In ongoing settler violence in Hebron (see 8/5), Jewish settlers attack and vandalize Palestinian property in the central market area, set fire to the al-Kayal Mosque, burn a business and 2 Palestinian homes; the IDF observes but does not intervene. Later in the day, Jewish settlers fr. Kiryat Arba attack, vandalize several Palestinian homes in Hebron. A Jewish settler security guard is injured when his car hits a roadside bomb on the settlers-only road to Elon Moreh settlement nr. Nablus. (OCHA 8/8; PCHR 8/9)
