In the West Bank, Israeli settlers with military escort raided Joseph’s Tomb in Nablus, leading to a confrontation with Palestinians protesting the incursion; no injuries were reported. Israeli settlers also attacked Palestinian farmers with pepper spray east of Hebron. Israeli forces delivered stop-work orders for 1 mosque, 3 houses, and 1 commercial structure in Marda. Israeli forces also forced Palestinian business owners to close their shops in Huwwara, claiming that stones had been thrown at Israeli settlers near the shops. Elsewhere, Israeli forces demolished 4 water wells in Khallet al-Dabe. Israeli forces also demolished 1 commercial structure in ‘Anata. Israeli military said that shots were fired from a car at Israeli soldiers near Nablus; no injuries were reported. 13 Palestinians were arrested, including 10 during late-night raids in Dahariya, Za‘atra, Silwad, and Zeita; 3 were arrested at checkpoints near Bethlehem and Nablus. Haaretz reported that Israeli attorney general Avichai Mendelblit authorized establishing an Israeli settlement on the evacuated Evyatar settlement outpost near Beita. Attorney General Mendelblit is leaving office this week. Palestinians have held weekly protests at the site since the outpost was erected in May 2021. The outpost was evacuated in June 2021, but the houses erected remained as the settlers struck a deal with the Israeli government that they could move back if Israel deemed that the land is state-owned. Israeli defense minister Benny Gantz will have to declare the area state-owned, after which there will be a 45-day period to file objections. Several Palestinians have been killed by Israeli forces in the past year while protesting the outpost. In a letter from Israeli foreign minister Yair Lapid to Israeli prime minister Naftali Bennett, Lapid warned that if the Israeli government legalized the Evyatar settlement outpost, it “could have serious diplomatic consequences and damage foreign relations, first and foremost from the United States,” saying that the U.S. has already made this clear to him. The Shin Bet admitted to having threatened random Palestinians in Israel that it would “settle the score” if they had participated in protests related to the May 2021 uprising in Israel that coincided with Israeli attacks on Gaza and eviction threats against Palestinians in Sheikh Jarrah. PA president Mahmoud Abbas met with Amnesty International’s secretary-general Agnès Callamard in Ramallah, discussing the report Amnesty released on 2/1 that charged Israel with the crime of apartheid. (WAFA 2/2)

Defense Minister Benny Gantz said, at a conference in Tel Aviv, that the Israeli military on 4 occasions had offered assistance to Lebanon. According to Gantz, the offers were made to strengthen the Lebanese army in facing “the strengthening of Hezbollah under Iran’s support.” Israeli military sources later denied that Israel had made such offers and that Israel had only offered humanitarian aid following the explosion in the Beirut port. Israel, Oman, and Saudi Arabia all took part in the International Maritime Exercise 2022, led by the U.S. and with the participation of nearly 60 countries. It was the 1st time that Saudi Arabia and Oman partook in a naval exercise with Israel, which they have no formal relations with. (AJ, ALM 2/2)

The FBI confirmed reporting from the New York Times published on 1/28 that the agency had bought the NSO Group’s Pegasus spyware, but claimed to never have used it. The FBI further stated that it had bought the spyware for “product testing and evaluation.” (ALM, AP, HA, REU 2/2; MEMO 2/3)

In the West Bank, Israeli settlers opened fire at Palestinian-owned shops near Dayr Sharaf; no injuries were reported. Israeli settlers also raided al-Twana, injuring 1 Palestinian by throwing stones. Elsewhere, Israeli settlers spray-painted insults at the Muslim Prophet Muhammad on a road between Jericho and the Dead Sea. Israeli forces raided Jaba‘, leading to confrontations with Palestinians; tear-gas related injuries were reported. Elsewhere, Israeli forces continued blocking the main road to ‘Azun for the 4th day in a row. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Damascus Gate plaza, injuring 2 and arresting 3. Israeli forces also violently dispersed Palestinians in Shaykh Jarrah and Silwan, causing tear-gas related injuries. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. In Gaza, Israeli forces opened fire at Palestinians gathered near the Gaza fence east of Khuza‘a; no injuries were reported. In Israel, Israeli forces raided a wedding celebration in Dayr al-Asad after a celebratory gunshot was fired in the air; during the raid, clashes broke out, and 1 Palestinian Israeli was critically injured and 2 Israeli officers were moderately and lightly injured; 2 police cars were set on fire and 11 were arrested. In Iran, Ebrahim Raisi won the presidential elections after the lowest voter turnout in Iran’s history. President-elect Raisi is subject to U.S. sanctions for alleged human rights abuses of overseeing the executions of political prisoners in the 1980s. EU’s foreign policy chief Josep Borrell said, during a trip to Beirut, that EU aid to Lebanon is conditioned on political reforms in the country. (MEMO 6/20)

In the West Bank, Israeli forces demolished 2 residential structures and seized 1 Palestine TV broadcasting van near Tubas. Israeli forces also seized 1 Palestinian-owned vehicle near Tubas and demolished 1 shack in Beita. 7 Palestinians were arrested during raids in al-‘Arub refugee camp, Qalqilya, ‘Anata, Shu‘fat refugee camp, and Dayr Balut. In East Jerusalem, 4 Palestinians were arrested during a late-night raid in Issawiyya; clashes ensued during the raid, leading to tear-gas related injuries. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Bayt Lahiya within the allocated fishing zone; no injuries were reported. At a speech to the UN General Assembly, Israeli prime minister Benjamin Netanyahu claimed that Hezbollah is storing missiles in a neighborhood in Beirut and that Iran is a few months away from enriching enough uranium for 2 nuclear bombs. The secretary-general of Hezbollah Hassan Nasrallah said that Netanyahu’s speech was made to incite the people of Lebanon against Hezbollah and that he was lying about his claims. (HA, REU 9/29)

The emir of Kuwait Shaykh Sabah al-Ahmad al-Jabar al-Sabah died at the age of 91, leaving the throne to his 83-year-old brother Shaykh Nawaf al-Ahmad al-Jaber al-Sabah, who was appointed crown prince in 2006 when Emir Shaykh Sabah took office. (AJ, AJ, HA, HA, REU, WAFA 9/29; AJ 9/30)

In the West Bank, the IDF conducts house searches and arrest raids in 4 villages nr. Hebron and 1 village nr. Qalqilya at night; patrols in 3 villages nr. Hebron at night. Jewish settlers attack Burin village nr. Nablus, throwing stones at schoolchildren, and assaulting a Palestinian man. Israeli forces arrive and fire rubber-coated metal bullets at villagers, causing no injuries. Meanwhile, Jewish settlers destroy 700 newly planted olive tree saplings nr. Ramallah, and in another incident, Jewish settlers demolish a Palestinian-owned agricultural shed nr. Bethlehem. In East Jerusalem, 30 Palestinian-owned vehicles nr. U.S. Secy. of State Kerry meets with PA Pres. Abbas in Paris to discuss the ongoing peace negotiations. The meeting was attended by Palestinian chief negotiator Saeb Erakat, PA spokesperson Nabil Abu Rudayna, and PLO Amb. to France Hayel Fahoum. State Dept. spokesperson Jen Psaki says that the “few hours” spent together were focused on “narrowing the gaps between the parties on a framework for negotiations.” State Dept. dep. spokesperson Marie Harf also says that Kerry expresses concern in the meeting about recent remarks made by Erakat about a potential boycott of Israel. Both before and after the meeting, Palestinian officials sound pessimistic about the prospects for a breakthrough, with an unnamed official describing the talks as facing a “real crisis.” While in Paris, Kerry also meets with Jordanian FM Nasser Judeh. On the 2d day of talks in Vienna, Dep. FM Abbas Araghchi tells Iranian media that representatives of Iran and the P5+1 countries have agreed on an agenda for negotiations and will meet again in Vienna at some point during the 2d half of 3/2014. Earlier, the U.S. State Dept. describes the 2d day of talks as “constructive and useful.” Meanwhile, Israeli media reports that a U.S. delegation will visit Israel to brief the Israeli govt. on the ongoing talks with Iran. Two suicide bombers attack the Iranian cultural center in Beirut, killing 8 and wounding dozens more. The attack is claimed by the al-Qa‘ida-linked Abdullah Azzam Brigades, which says the bombing was a response to Hizballah’s involvement in the Syrian conflict on the side of the govt. In the West Bank, Israeli forces open fire with live ammunition during a raid of Silwad village nr. Ramallah, wounding 4. The IDF conducts house searches and arrest raids in Bethlehem at night; patrols in 3 villages nr. Hebron at night. Jewish settlers nr. Hebron cut down or vandalize around 40 Palestinianowned olive trees. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin). There are no serious injuries, except in Bil‘in where 1 is wounded by a bullet and Nabi Salih where 2 are wounded by rubber-coated metal bullets. A car bomb in Beirut kills 7 people and wounds more than 50, including Mohammad Chatah, former minister and mbr. of the March 14 coalition. Former PM Saad Hariri hints that Hizballah is behind the attack and Fares Souaid, secy.-gen. of March 14, calls for the creation of a govt. that excludes Hizballah. (AFP, DS, REU 12/27)

Clashes break out across Egypt between supporters of the Muslim Brotherhood and security forces, 3 are killed and 87 wounded, with more than 250 arrested. The group’s supporters had gathered to protest the govt.’s classification of the Brotherhood as a terrorist organization on 12/24. (AFP, AP, REU 12/27)

Ali Akbar Velayati, senior adviser to Iranian Supreme Leader Ayatollah Ali Khamenei, calls for new direct talks with the U.S. over Tehran’s nuclear program. Separately, the head of Iran’s Atomic Energy Organization, Ali Akbar Salehi, says that the country is building a new generation of centrifuges for uranium enrichment, in what is seen as a gesture toward hard-liners unhappy with the ongoing negotiations with reps. of the P5+1 in Geneva. A car bomb explodes in s. Beirut, killing 20 people and wounding 120. The attack is claimed by a group called Brigades of Aisha, which it says was as retaliation for Hizballah’s intervention in Syria on the side of Pres. Asad. (AP 8/15)

A bomb blast in Beirut kills Wissam al-Hassan, head of Lebanese domestic intelligence, as well as another 9 people and injuring more than 100. In the aftermath, opposition politicians, including Saad Hariri, blame the Syrian government, and there are demonstrations across the country by Sunni Muslims. Lebanese PM Najib Mikati says he suspects the killing was linked to al-Hassan’s role in uncovering Syrian involvement in the 2005 assassination of former Lebanese PM Rafiq Hariri. In a television interview in Beirut, Popular Front for the Liberation of Palestine–General Command (PFLPGC) leader Ahmad Jibril states that his faction, along with Hizballah and Iran, would fight to defend Syrian pres. Bashar al-Asad if foreign forces intervene in Syria. Jibril claims to have discussed the matter with Hizballah leader Hasan Nasrallah, but Hizballah does not comment. (WT 7/4)

Al-Jazeera satellite TV airs a special investigative report in which it claims to have uncovered new evidence that Palestinian leader Yasir Arafat did not die of natural causes in 11/2004 but was assassinated. The station funded scientific tests of Arafat’s clothing (kept by his widow, Suha Arafat) by a Swiss forensic institute that found unusually high traces of the radioactive substance polonium21. Suha Arafat immediately calls for Arafat’s body to be exhumed and tested. The PA says only that it would not ‘‘stand in the way of an exhumation.’’ (JAZ 7/3; NYT, WP 7/5)

Iran and the P5þ1 end 2 days of talks in Istanbul. Though the sides do not comment on progress, they say that deputies to Ashton and Jalili will soon meet to discuss how to reduce gaps in their positions and move negotiations forward. The meeting is later set for 7/24 in Turkey. (NYT 7/5, 7/10)

Three unidentified assailants cross into Israel from Egypt and plant a roadside bomb that they detonate when 2 vehicles pass carrying laborers who are working to build Israel’s new border fence; they then open fire on the vehicles with automatic weapons and rocketpropelled grenades; 1 Israeli Palestinian worker is killed. Israeli border police respond to the scene and exchanges fire with the infiltrators, leaving 2 assailants dead and 4 policemen injured. Gaza: 1 targets a Palestinian sniper team that fired across the Gaza border into Israel (causing no damage or injuries), killing 2 Islamic Jihad mbrs.; the other targets Palestinians who attempted but failed to fire a rocket into Israel, killing 1 IQB mbr. and 1 al-Aqsa Guards Group mbr. Late at night, IDF troops on the c. Gaza border fatally shoot 2 Palestinians (1 a teenager) attempting to sneak into Israel to find work. Meanwhile, IDF troops make a brief incursion into n. Gaza nr. The Israel Project, a Washingtonbased pro-Israel group, hosts a debate between foreign policy advisers to Pres. Obama and Republican presidential candidate Mitt Romney, covering numerous issues including Iran, Syria, military aid, and Obama’s commitment to Israel. Romney advisers accuse Obama of failing to support Israel and of being more concerned with preventing Israel from attacking Iran than halting Iran’s nuclear program. Obama adviser Robert Wexler calls Obama’s ‘‘degree of military and strategic support [to Israel] unparalleled,’’ emphasizing that the Obama admin. worked strenuously behind the scenes to ensure there has not been a UN vote on Palestinian statehood since the Palestinians launched their UN statehood bid in 9/2011. In Lebanon, clashes erupt at the funeral for a Palestinian refugee slain by Lebanese troops outside Nahr al-Barid r.c. on 6/15, leaving 1 Palestinian dead and 7 Palestinians and 3 Lebanese soldiers injured. The clashes spread to ‘Ayn al-Hilwa r.c. in Sidon, where at least 1 Palestinian is killed and 3 Palestinians and 3 Lebanese soldiers are injured. Demonstrations (but no clashes or injuries) are reported in Biddawi r.c. nr. Tripoli and Shatila r.c. in Beirut. (JAZ 6/18)

The IDF expands Operation Summer Rains overnight, sending 50 tanks, troops back into n. Gaza in and around Gaza City, engaging in intense clashes with and conducting air strikes on Palestinian gunmen, leaving at least 7 Hamas mbrs., 5 Islamic Jihad mbrs., 9 civilians dead, at least 57 Palestinians wounded, bulldozing wide tracts of land. In at least 3 incidents in Jabaliya r.c., the IDF phones Hamas mbrs. warning them to evacuate their houses, then conducts air strikes destroying the homes. The IDF also closes the Qarni crossing. Palestinians fire 13 rockets fr. Gaza into Israel, lightly injuring 1 Israeli in Sederot. In the West Bank, the IDF sends undercover units in a car with Palestinian license plates into Kafr Qadim nr. Qalqilya, surrounds a home, evacuates and checks residents, demolishes the home, arrests 1 Palestinian, injures 1; bars a Palestinian heart attack victim fr. crossing a checkpoint to reach a Qalqilya hospital, allowing him to die; patrols, searches cars in Yatta nr. Hebron; conducts arrest raids, house searches in and around Hebron, and in al-Fara‘a r.c. nr. Jenin, Nablus. In Rafah, a Palestinian is killed in an exchange of fire btwn. PA security forces, armed Palestinians. Israeli security sources reveal that Israeli-Canadian citizen Falah, arrested on 7/8 and held without access to a lawyer, was detained for photographing a military antenna nr. Ras al-Naqura, alleging that he was sent “to photograph and report where rockets have landed in Israel,” noting that he visited Beirut, Tehran within the last 2 yrs.; Falah, who was arrested before Hizballah’s 7/12 cross-border raid and the firing of rockets into Israel, said the photos were for academic purposes, he did not know the antenna was military, and his trips to Lebanon, Iran were public knowledge. The IDF faces intense fighting in s. Lebanon, where some 100 Hizballah mbrs. ambush an elite IDF Golani Brigade unit in Bint Jubayl, pinning them down for 1 hr. under a heavy barrage of mortars, antitank rounds, RPGs, and small-arms fire before they could return fire, killing 8 IDF soldiers, wounding at least 22; the IDF estimates that it killed around 20 Hizballah mbrs. A 9th IDF soldier is killed, 5 are wounded by antitank fire in clashes nr. Maroun al-Ras. Meanwhile, the IDF continues air strikes nr. Beirut and in s. Lebanon, including hitting an Amal command center and the Hizballah headquarters in Tyre. In Anjar nr. the Syrian border, a truck carrying emergency food, medical supplies donated by the UAE (see 7/18) is hit, killing the Syrian driver. Hizballah fires around 150 rockets into Israel, striking Carmiel, Haifa, Jish, Safad, Tiberias. Israel allows 2 Jordanian military transports carrying humanitarian aid to land at Beirut airport, though it still will not provide safety guarantees for trucks transporting the supplies southward on the coastal highway or across the border fr. Syria, where relief goods for 20,000 people have been stockpiled. Israeli-Palestinian clashes continue at the same level of the past few days, with most clashes occurring on the outskirts of Palestinian cities, which are encircled by IDF troops. 2 Palestinians are killed by Israeli gunfire; 1 Palestinian dies of illness after being denied access to medical treatment by the IDF for 2 days because of the internal closure; 190 Palestinians are injured.
