In the West Bank, Israeli settlers assaulted Palestinian shepherds near Kisan, causing injuries. Israeli settlers from the Mitzpe Yair settlement outpost killed 10 Palestinian-owned sheep in the Masafer Yatta area. Elsewhere, Israeli settlers threw stones at Palestinian vehicles near al-Bireh, injuring 4 Palestinians and causing damage. Israeli settlers also raided Deir Balut, throwing stones at Palestinian homes and vehicles, causing damage. Israeli forces shot and killed 1 Palestinian man during a raid in ‘Azzun. Israeli forces also raided al-Arroub refugee camp, injuring 1 with live ammunition and others with tear gas. In Tel Aviv, thousands of Israelis protested against the Israeli government for the fourteenth  Saturday in a row. Israeli defense minister Yoav Gallant extended the closure of West Bank and Gaza crossings until the evening of 4/12, citing the killing of 3 Israelis and 1 foreigner on 4/7. Palestinians with special permits for access to the Haram al-Sharif compound and for work in Israel were also affected by the closure. Gallant also ordered Israeli soldiers to assist Israeli police in central Israel. (HA 4/8)

In Syria, 6 rockets were fired from Syria at the Israeli-occupied Golan Heights; no damage was reported. Israel subsequently fired artillery and used drones to attack areas in Syria, causing damage. (HA 4/8; AJ, AJ, AP, BBC, REU, REU 4/9; AJ 4/10)

Lebanese prime minister Najib Mikati said that his government will file a complaint with the UN secretary general and the UN Security Council over the Israeli attacks on Lebanon on 4/6. Mikati also said that the Lebanese military’s investigation into the firing of rockets from Lebanon concluded that it was not carried out by a particular organization. (WAFA 4/8; HA 4/9)

A leaked memo from the U.S. Defense Department claimed that the Mossad had advocated for its officials and other Israelis to protest against the Israeli government’s judicial reforms. The Israeli government denied the reports. (NYT 4/8; AJ, HA, REU 4/9; HA 4/10; AX 4/11)

In the West Bank, 1 Palestinian minor succumbed to wounds sustained from Israeli live ammunition on 5/18. Israeli settlers leveled land in Kisan. Israeli settlers also set up mobile homes south of Hebron. Israeli forces also raided Jaba‘, injuring 4, including 1 minor, when Palestinians confronted the forces. Israeli forces also raided ‘Araqa, injuring 1 minor with live ammunition, when Palestinians confronted the forces. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bethlehem, injuring 7 with rubber-coated bullets and others with tear gas. 11 Palestinians were arrested during late-night raids in and around Hebron, Nablus, Jenin, and Jericho. In East Jerusalem, Israeli forces raided al-Makassed Hospital, leaving without making arrests. 8 Palestinians were arrested during raids in the Old City, al-Tur, Silwan, and Shu‘fat. In Gaza, 4 Palestinians were killed and many were injured, raising the comprehensive death toll since 5/10 from 232 to 236, including 65 children and 3 pregnant women. The casualties included: 1, and 9 wounded, including 3 children, during an air strike on a house in Khan Yunis; 1, and 1 wounded in an air strike on Bayt Lahiya; 2 in an air strike on a car traveling in Jabaliya. Israeli air strikes also hit power lines near Rafah, causing a total electricity blackout in the city. Israeli forces attacked 1 house in Khan Yunis, causing damage, but the missile remained unexploded as it landed on a bed, saving the family living in the house. 4 factories were also destroyed by Israeli air strikes in an industrial zone east in al-Muntar. In Israel, 1 Israeli soldier was injured by an anti-tank missile rocket fired from Gaza at a military bus. 1 rocket from Gaza hit a house in Ashkelon, causing damage; no injuries were reported. Israeli forces violently dispersed a funeral procession for 1 Palestinian-Israeli who was killed by Israeli police on 5/19 in Umm al-Fahm; 3 were arrested; a general strike was also called in Umm al-Fahm in protest over the killing. It was reported that a ceasefire between Hamas, Islamic Jihad in Palestine, and Israel had been brokered by Egypt and would take effect at 2 a.m. on 5/21. Prior to the reporting, Israeli prime minister Benjamin Netanyahu had called a meeting at the security cabinet. Shortly after the 2 sides announced the ceasefire, U.S. president Joe Biden praised Egyptian president Abdel Fattah al-Sisi for his role in the ceasefire and Prime Minister Netanyahu for agreeing to it. Biden said in remarks that “Palestinians and Israelis equally deserve to live safely and securely and to enjoy equal measures of freedom, prosperity, and democracy,” in what can be viewed as a slight shift in the paradigm of U.S. statements on Israel and Palestine. President al-Sisi also praised President Biden for his work on the ceasefire agreement. Several prominent Democrats in the U.S. House and Senate welcomed the news of the ceasefire, but said it was time to do more to resolve the roots of the conflict. PA foreign minister Riyad al-Maliki called for the world to address the core issues, saying that the ceasefire is not enough. Haaretz reported that 90% of the Israeli citizens charged for the violence in Israeli towns and cities since the start of the Hamas-Israel escalation were Palestinian citizens of Israel. District prosecutors have been criticized for not indicting Jewish-Israelis. (HA 5/20)

Adalah filed a petition on behalf of Palestinians in Shayk Jarrah to have Israeli police remove checkpoints around the neighborhood, which are severely impeding the residents’ freedom of movement. The checkpoints are also meant to block entry of Palestinians who are not residents of the neighborhood, as many residents remain threatened by evictions. (Adalah, HA 5/20)

The Israeli Electric Company said it would not restore the damaged power lines in Gaza until 2 Israelis, believed to be held captive by Hamas, and the bodies of 2 dead Israelis are returned to Israel. (HA 5/20)

PA president Mahmoud Abbas spoke with German chancellor Angela Merkel about efforts to get a ceasefire agreement between Hamas and Israel. President Abbas also met with German foreign minister Heiko Maas in Ramallah. (AJ, WAFA, WAFA 5/20)

Before the ceasefire was announced, Hamas leader Ismail Haniyeh wrote a letter to Iran’s supreme leader Ayatollah Ali Khamenei, asking for “mobilization of Arab, Islamic and international support” in ending Israeli air strikes. (AP 5/20)

Iran’s president Hassan Rouhani said that the country had reached an agreement in principle with the Joint Comprehensive Plan of Action signatories about complying with and having the U.S. rejoin the deal. (HA 5/20)

At the UN, U.S. ambassador to the UN Linda Thomas-Greenfield said that the U.S. had “not been silent,” despite blocking UN security council statements criticizing the violence from the latest escalation between Hamas and Israel. UN general-secretary António Guterres said he was “deeply shocked by the continued air and artillery bombardment” of Gaza and said that Gaza’s children lived in “hell on Earth.” No unified statement was released by the UN general assembly. 1 Jewish AP reporter was fired after Stanford University College Republicans criticized her for pro-Palestinian activism while she was a student at the school, before she was hired at AP. The foreign minister of Germany, the Czech Republic, and Slovakia visited Israel upon the invitation of Israeli foreign minister Gabi Ashkenazi to be briefed on the Israeli-Hamas escalation. Following the Israeli air strikes in Gaza City on 1/11, unidentified Palestinians fire a rocket into southern Israel. It lands in an open area, causing no damage or injuries. Israeli forces retaliate late at night, with air strikes and artillery shelling of at least 4 Hamas sites in Gaza City, Khan Yunis, and Bayt Lahiya; extensive damage is reported at multiple sites. In the West Bank, IDF troops conduct raids in Ramallah, sparking clashes with stone-throwing Palestinians; 4 Palestinians are injured, including 1 paramedic. They arrest 6 Palestinians during further raids near Hebron and Bethlehem; and patrol in and around Tulkarm. Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse them near Gaza City, al-Bureij refugee camp, Jabaliya refugee camp, Rafah, and Khan Yunis; more than 120 Palestinians are injured. Amid the protests, Hamas snipers shoot and kill an Israeli soldier on the other side of the border fence. After the killing, Israeli forces carry out extensive air strikes and artillery shelling across Gaza; 3 Hamas fighters are killed in strikes near Khan Yunis and 1 more Palestinian is killed in Rafah. An IDF spokesperson says that 68 Hamas targets were hit and the attacks “eliminated about 60 buildings and infrastructures and revoked significant military and command and control capabilities.” Amid the attack, unidentified Palestinians launch 3 rockets into Israel; 2 are intercepted by Israel’s Iron Dome missile defense system, and 1 lands in an open area, causing no damage or injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats, causing no damage. In the West Bank, IDF troops violently disperse Palestinians at Friday protests against the Israeli occupation in Kafr Qaddum near Qalqilya; 3 Palestinians are injured. They also arrest 1 Palestinian during raids near Bethlehem, and patrol near Hebron. In East Jerusalem, unidentified persons attach an incendiary device to a balloon and fly it from Bayt Jala into the Har Gilo settlement, marking the first use of such devices in the city, but causing no damage or injuries. Following the extensive Israeli strikes in Gaza, Hamas and Israel agree to a cease-fire mediated by Egyptian and UN officials. A senior Hamas official says that the agreement provides for the “cessation of all forms of military escalation,” including air strikes, mortars, and rockets. However, he says that incendiary balloons and kites are not part of the agreement (a senior Israeli official will dispute this on 7/21). The Egyptians reportedly threatened to impose their own restrictions on Gaza should Hamas not end the incendiary kite and balloon attacks on Israel. (HA, MNA, TOI, YA 7/21)

Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return for the 5th consecutive Friday. This week’s protests, dubbed the “Friday of Rebellious Youth,” are dedicated to the 37 Palestinians killed since the March began on 3/30. IDF troops violently disperse the demonstrations in multiple locations; 3 Palestinians are killed and at least 150 are injured. After hours of Israeli sniper fire, the IDF considerably escalates its crackdown on the protests with artillery shelling and air strikes on 6 Hamas sites across Gaza, causing damage and injuring 4 Palestinians. An IDF spokesperson later says the strikes were a response to the “terrorist actions and extensive attempts to breach Israeli territory earlier today.” In the West Bank, IDF troops violently disperse Friday protests against Israel’s occupation, settlements, and separation wall in Hebron, Kafr Qaddum near Qalqilya, and Ramallah; 2 Palestinians are injured. They also arrest 1 Palestinian during a raid near Bethlehem and patrol near Hebron and Qalqilya. Israeli settlers slash the tires of a number of Palestinian vehicles near Nablus overnight, and chop down 12 olive trees in a Palestinian grove outside ‘Urif near Nablus. In East Jerusalem, Israeli forces clash with stonethrowing Palestinians in al-‘Izzariya; 1 Palestinian is arrested and 1 is wounded. Israeli artillery positioned along the border fence fire on agricultural lands nr. Gaza City as well, causing no serious damage or injuries. Less than 24 hours after unidentified fighters fired a rocket from Gaza into Israel, Hamas fighters open fire on an IDF patrol nr. Bayt Lahiya, causing minor damage to 1 vehicle, according to the IDF. The IDF then launches a retaliatory air strike and several artillery salvos at Hamas positions along the border. The amount of damage caused is unclear. In the West Bank, IDF troops conduct raids in Zabbuba village nr. Jenin overnight, sparking clashes with stone-throwing Palestinians; there are no serious injuries. IDF troops conduct more raids nr. Qalqilya, confiscating 32 water pipes from a construction site; and patrol nr. Hebron and Salfit throughout the day. In East Jerusalem, Israeli forces arrest 1 Palestinian during a raid in Silwan. In Israel, Israeli forces demolish a Palestinian home under construction in Kafr Kassim. They also conduct raids in Umm al-Hiran nr. At least 4 rockets are fired from Syria into the Galilee area of n. Israel and the Israeli-occupied Golan Heights, causing no damage or injuries. Claiming it was a deliberate attack by Palestinian Islamic Jihad (PIJ), the IDF carries out artillery and air strikes on 14 Syrian govt. sites in the Syrian Golan Heights, killing at least 1 person and injuring at least 7. In East Jerusalem, Israeli forces detain a Palestinian woman at an entrance to Haram al-Sharif as right-wing Jewish activists tour the sanctuary; light clashes break out, but there are no serious injuries. In the West Bank, Israeli settlers enter the Nablus area to perform religious rites at Joseph’s Tomb, sparking confrontations between the settlers’ IDF escort and Palestinian residents; there are no serious injuries. Israeli forces demolish a number of residential structures and an agricultural facility nr. Tubas. IDF troops conduct late-night house searches and raids in 1 village nr. As many as 35 unidentified gunmen attack an Egyptian checkpoint near the Rafah border, fatally shooting 16 Egyptian security officers and wounding 3. Some of the assailants then steal 2 armored personnel carriers, which they pack with explosives and drive toward Kerem Shalom commercial crossing, where the borders of Egypt, Israel, and Gaza meet. The IDF calls in an air strike on the vehicles as they breach the border, killing at least 3 assailants. No group takes responsibility. Egypt seals the Rafah border crossing into Gaza as a precaution. Israel shuts the Israeli-Egypt side of Kerem Shalom and halts fuel shipments to Gaza through the Israel-Gaza side, but otherwise continues to allow limited imports of goods from Israel to Gaza. An Israeli warplane makes an air strike on Rafah targeting 2 Tawhid and Jihad mbrs. as they ride a motorcycle through Rafah, assassinating Eid Oukal and wounding Ahmad Said Isma‘il; Israel accuses the men of being behind the 6/18 Sinai attack that killed an Israeli Palestinian worker and of plotting other crossborder attacks on Israeli civilians; no mention is made of the Sinai attack earlier in the day. Later, unidentified Palestinians fire 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. The IDF responds by directing artillery fire and shooting from helicopters at the demolished Dahaniyya airport site and open areas e. of Rafah for several hours, causing no reported injuries. The PA cancels plans to host a meeting in Ramallah of foreign envoys representing the Non-Aligned Movement to express solidarity with the Palestinians, stating that Israel has refused to grant entry permits to the representatives of Algeria, Bangladesh, Cuba, Indonesia, and Malaysia on the grounds that their countries do not recognize the State of Israel. The PA reportedly (NYT 8/6) intended to announce plans to revive its UN statehood effort at the opening of the next UNGA session in 9/2012. The group was also expected to release a ‘‘Ramallah Declaration’’ denouncing Israeli settlement expansion. (NYT, WP 8/6)

Iran airs the confessions of more than a dozen alleged conspirators to the killing of 5 nuclear scientists since 2010, claiming that the suspects were trained in Israel by the Mossad. (WP 8/6)

Cross-border exchanges in Gaza continue overnight and throughout the day. The PRCs, the al-Aqsa Martyrs Brigade (AMB), and a small Salafist group (the Abdullah Azzam Brigades) fire around 17 rockets (including at least 4 Grads) and at least 2 mortars into Israel, seriously injuring 2 Israelis and damaging a religious seminary and a synagogue. The IDF carries out at least 25 air strikes (warplanes and drones) and 5 artillery strikes, killing at least another 7 Palestinians (5 militants and 2 bystanders, including 1 child) and wounding at least 40; the attacks include the targeted assassination of Islamic Jihad’s senior military cmdr. Mu’ataz Quraiqe‘ in Gaza City, also killing his brother and 2-yr.-old son. (The other 4 militants killed, including senior PRC cmdr. Samed Abed, apparently were targeted after firing rockets.) Other targets include smuggling tunnels on the Rafah border, the main waste treatment facility in Nussayrat refugee camp (r.c.) in central Gaza, and numerous Hamas facilities and suspected weapons storage facilities across the Strip. With air strikes continuing into the evening, Hamas’s military wing, the Izzeddin al-Qassam Brigades (IQB), declares that it no longer considers itself bound by a unilateral cease-fire that had been in place since the end of Israel’s Operation Cast Lead in 1/2009. Israeli officials discuss the possibility of launching an all-out offensive on Gaza. A Hamas mbr. injured in an 8/15/11 Israeli air strike on Gaza dies. In Cairo, 100s of Egyptians angry over Israel’s killing of 3 soldiers in the Sinai on 8/18 gather outside the Israeli emb., demanding Israel’s amb. be expelled. Egypt’s Supreme Council of the Armed Forces (SCAF; the interim military leadership) summons the Israeli amb. to demand an apology and call for an investigation into the killings. The Muslim Brotherhood’s candidate for pres., Abdel Moneim Abou el-Fatouh, calls the incident an Israeli act of war, saying the SCAF should abrogate the 1979 peace treaty. (NYT, WP 8/20)

The IDF continues heavy air strikes (including 1 missile dropped fr. a war plane and 13 missiles fired fr. helicopters and drones) and artillery attacks (more than a dozen) hitting at least 19 targets across Gaza, killing another 11 Palestinians (5 civilians and 6 militants), wounding 20 (19 civilians and 1 militant), and damaging a commercial building and several homes. In retaliation for a 4/1 air strike that killed 3 senior Hamas mbrs., Hamas militants fire an advanced Russian-made laser-guided Kornet antitank missile fr. Gaza into Israel, hitting a school bus and wounding the bus driver and 1 student and marking a serious escalation of crossborder violence. During the rest of the day, Palestinians fire around 45 rockets and mortars into Israel, damaging 1 house but causing no injuries; the barrage includes 2 Grad rockets that were intercepted by Israel’s new Iron Dome missile defense system. The IDF retaliates with heavy artillery fire (10s of rounds fired) and more than 20 air strikes (including missiles dropped fr. war planes and fired fr. helicopters and drones) against at least 16 targets across the Gaza Strip, killing 5 Palestinians (1 Hamas mbr. and 4 civilians) and wounding 20 (at least 19 civilians), and collaterally damaging 10s of homes. The IDF significantly increases attacks on Gaza for the 2d straight day, as international mediation efforts led by Egypt to secure a cease-fire also intensify.

Combat notes: The IDF tightens the cordon around Gaza City (focusing attacks on the outlying neighborhoods of Shaykh Ajlin, Tal al-Hawa, and al-Zaytun and open areas n. of the city), with troops reportedly taking fire from Palestinian rocket-propelled grenade antitank missiles and mortars. The IDF also launches a major incursion into Jabaliya under heavy shelling, engaging in heavy exchanges of fire with Palestinian gunmen, killing at least 13. In s. Gaza, the IDF continues heavy attacks on Khuza, including air strikes, intense shelling, and widespread bulldozing of some 50 houses and farms; Israeli fire is so heavy and constant that residents report being unable to reach the injured or flee their homes to seek shelter outside the village; IDF troops pull back fr. Khuza after nightfall.

The IDF reports carrying out more than 160 air strikes across Gaza. Air strike target areas include Bayt Hanun, Bayt Lahiya, Gaza City (al-Sabra, Shaykh Ridwan, al-Zaytun), Jabaliya r.c., Khan Yunis, Khuza, Nussayrat r.c., Rafah, al-Shuka, Tal al-Za‘atar, and the Twam area. Israeli gunboats shell Nussayrat r.c. Heavy tank and artillery fire are reported nr. Bayt Lahiya (white phosphorous suspected) and in Dayr al-Balah, Jabaliya town, Khan Yunis (white phosphorous suspected), Khuza, Nussayrat r.c. (confirmed use of flechette shells). For a 2d day, nearly half of the air strikes take place after nightfall, targeting Gaza City. Palestinians report 12 hrs. of constant Israeli bombardment of the Rafah border, with the IDF claiming to destroy 90 smuggling tunnels. (The IDF also demolishes 1 tunnel on the Gaza–Israel border nr. the Nahal Oz crossing.) Specific targets include a Hamas police headquarters in Gaza City, 31 groups of armed men, 25 rocket-launching sites, and 13 suspected weapons manufacturing and storage facilities.

On the ground, the IDF reports a total of 6 soldiers wounded (2 moderately, 4 lightly) in 2 exchanges of gunfire with Palestinians. In a 3d incident, IDF reservists open fire on an IDF paratrooper unit, seriously wounding 1 and moderately wounding 3. Palestinians report around 70 Gazans killed today, putting the estimated Palestinian toll at 971 dead and 4,400 wounded. The Israeli toll stands at 13–14 dead, more than 125 injured. (Israeli military intelligence confirms that 1 soldier killed on 1/6 or 1/8 was targeted by a suicide bomber, stating that several Palestinian suicide bombers, including some women and some dressed as IDF soldiers, have approached combat units.)

Palestinians fire about 11 rockets and 6 mortars into Israel, causing no reported damage or injuries.

Humanitarian notes: The IDF observes another 3-hr. lull, allowing 102 truckloads of aid into Gaza. (The IDF states that 1,028 truckloads of humanitarian goods have been allowed into Gaza since 12/27.) During the lull the ICRC rescues 100 Palestinians trapped in Jabaliya. Heavy IDF attacks in Rafah force UNRWA to close a medical center just n. of the border to ensure the safety of patients and to open more shelters for displaced residents. Human Rights Watch calls Israel’s 3-hr./day breaks to facilitate humanitarian aid “woefully insufficient.” Other aid groups (including Doctors Without Borders, the ICRC, the UN) complain that they are still able to import and distribute only a fraction of the emergency supplies available for Gaza because of Israeli delays and restrictions. Israel warns of an expanded ground war in Gaza and begins moving more tanks and reservists to the Gaza border. The IDF drops leaflets and sends out automated phone messages across Gaza, warning of an escalation in fighting.

Combat notes: IDF tanks and artillery pound Gaza throughout the day. The IDF reports making air strikes on about 120 targets, including the home of IQB head Ahmad Jabari (presumed to be in hiding), at least 15 rocket-launching sites, 21 suspected weapons depots (including a mosque and school in Rafah, the homes of several Hamas mbrs.), 16 tunnels, 3 Hamas outposts, 1 police station, and 2 vehicles allegedly transporting weapons. In Khan Yunis, an air strike destroys Gaza European Hospital’s fuel depot, electricity generator, and water supply system. Target areas include Bani Suhayla, Bayt Lahiya, al-Bureij r.c., Gaza City (al-Nasser, Shaykh Ridwan, al-Shuja‘iyya), Jabaliya, Khan Yunis, al-Maghazi, Nussayrat, Rafah. IDF ground forces engage in heavy exchanges with Palestinians in and nr. Bayt Lahiya. Palestinians fire 9 rockets and 10 mortars into Israel, the fewest since OCL began on 12/27; 3 Grad rockets strike Ashqelon (each causing damage and light injuries, including shock), others land in open areas nr. Ashdod and in the Negev (causing no damage or injuries). The IDF reports 7 ground troops lightly wounded in various exchanges.

Humanitarian notes: The IDF observes a 3-hr. humanitarian lull to allow relief agencies to recover casualties and distribute food but does not allow new aid through Gaza’s crossings on the Sabbath.

Of note: The IDF reports that ground troops have been facing extensive tunnel networks inside the Strip, especially in Gaza City, which the Palestinian factions are using to try to ambush soldiers. IDF sources and Israeli journalists embedded with IDF troops report recent incidents in which Palestinian fighters tried to lure troops into a boobytrapped building in al-Zaytun; left a weapons cache rigged with explosives where the IDF would find it (the booby trap did not detonate); and sent a suicide bomber on a failed attempt to attack a group of soldiers. The IDF also acknowledges that it has rounded up and interrogated scores of Palestinians to gain knowledge of local Hamas positions and tactics. Israeli intelligence officers acknowledge phoning Gazans, sometimes overtly and sometimes pretending to be sympathetic Arabs fr. abroad, to gain information about conditions and locations of Palestinian forces on the ground. IDF ground forces backed by naval and air support continue to enter Gaza overnight, with troops taking up positions across n. Gaza (from which most Palestinian rockets have been fired), surrounding Gaza City, retaking the former Netzarim settlement site nr. the Gaza coast south of Gaza City, and bifurcating the Strip into e. and w. (cutting a swath roughly from the Qarni and Nahal Oz crossings to Netzarim on the coast, driving 1,000s of residents from Juhur al-Dik, al-Mughraqa, and al-Zahra’ with heavy artillery and tank fire), but not entering dense urban areas.

Combat notes: IDF-Palestinian ground fighting is described as “fierce,” characterized by heavy IDF artillery fire and heavy Palestinian sniping and mortar fire. Because the IDF stays out of built-up areas, there are few reports of close-quarter combat or heavy exchanges of gunfire. While ground troops concentrate in the north, Israeli air strikes and naval bombardment focus equally on the north and south, hitting more tunnels on the Rafah border and targeting Hamas leaders for assassination. (The IDF claims to assassinate Hamas rocket cmdr. Hussam Hamdan and IQB and long-range rocket cmdr. Muhammad Hilu in Khan Yunis, senior IQB mbr. Muhammad Shalbush in Jabaliya, but there is no independent confirmation.)

The IDF reports hitting 45 sites and carrying out 40 air strikes during the day, striking a produce market in Gaza City, several mosques, a medical building and 3 mobile clinics in Shati’ r.c. run by a Danish charity, homes of at least 4 Hamas mbrs. At least 47 Palestinians (including 4 paramedics) are killed and 400 wounded (including 3 paramedics) during the day; 1 IDF soldier is killed, 1 is seriously wounded in a heavy exchange of gunfire nr. Humanitarian notes: The Israeli FMin. announced a new joint office of the FMin. and Israel’s Coordinator of Government Activities in the Territories, called the Humanitarian Affairs Coordination Center (HACC), to coordinate humanitarian organizations operating on aid transfers to the Strip. Israel’s High Court rules that the IDF may seal 2 floors of the home of the East Jerusalem Palestinian who killed 8 students at the Mercaz HaRava yeshiva in Jerusalem in 3/6/08, even though the gunman was killed during the attack and sealing the home would serve only to punish his extended family; another floor of the home will not be sealed because it is being rented to an unrelated family. In the morning, the IDF makes an air strike on a minivan nr. Khan Yunis, assassinating 5 Hamas mbrs. and wounding 1 allegedly responsible for the Izzeddin al-Qassam Brigades’ rocket program; makes air strikes on a 2d Hamas vehicle, missing it, allowing the targets to escape. The IDF keeps up intensive air and artillery strikes across Lebanon, targeting the Beirut–Damascus highway (closing the Syrian border crossing for the 1st time since 7/12; though the road is used primarily by civilians trying to flee the country and aid workers bringing in humanitarian assistance, Israel claims it targeted the road to prevent arms smuggling), killing at least 6 Lebanese civilians, wounding 2 UNIFIL monitors. During the day, the IDF withdraws troops fr. Bint Jubayl, claiming to have destroyed Hizballah’s elaborate network of tunnels and storage areas, but continues air and artillery strikes and keeps troops in the area, saying they could be sent back in at any time. Beirut and across s. Lebanon, especially in Nabatiyya (where at least 6 Lebanese civilians are killed when 2 homes are hit by missiles), Tyre. Gaza City, allegedly serving as a weapons depot. IDF troops stationed at the Dahaniyya airport fire on residential areas of nearby al-Shuka, wounding 1 Palestinian woman outside her home. Palestinians fire 8 rockets fr. Gaza into Israel, causing no damage or injuries. Late in the evening, the IDF conducts air strikes destroying 2 Palestinian homes in Gaza City and Khan Yunis (belonging to an Islamic Jihad mbr.), damaging surrounding stores and residences, wounding 3 bystanders; in both cases, the IDF phoned the homes 20 min. before the attack to warn residents to evacuate. During the day in Gaza, the IDF continues to shell n. Gaza, wounding at least 2 Palestinians; fires on residential areas nr. Sufa crossing, wounding a Palestinian child outside his home. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Salfit; uproots 50 Palestinian trees nr. the separation wall in Bayt Jala for “security reasons.” A Palestinian teenager wounded in a 7/10 IDF air strike on Bayt Hanun dies. Officially launching Operation Just Reward (ca. 7/18 renamed Operation Change of Direction), the IDF makes predawn air strikes on s. Lebanon that kill at least 44 Lebanese civilians, wound around 100. Hizballah responds by firing some 60 Katyusha rockets on n. Israel, hitting a home in Nahariya (killing 1 Israeli woman, wounding 29), wounding 11 in Safad, and hitting the northern towns of Carmiel, Majdal Qrum, Zarit. During the day, the IDF intensifies its attacks on Lebanon to cut Hizballah supply lines and prevent internal transportation of weapons and fighters, imposing a naval blockade on Lebanese ports north to Beirut and making air strikes on Beirut International Airport, the Lebanese army’s main Rayak air base nr. the Syrian border, a small military airport in Qulayat in n. Lebanon, Hizballah’s al-Manar TV station outside Beirut (wounding 6) and a relay tower in Baalbek (killing 1 Lebanese, wounding 4), a major oil depot in Jiyeh, numerous roads and bridges. Total casualties for the day are estimated at 54 Lebanese (overwhelmingly civilians) killed and 103 wounded, and 2 Israelis killed and 90 injured (1 seriously, two-thirds being treated for shock). Israel also warns UNIFIL that the IDF will target anyone moving nr. the Blue Line, including UNIFIL observers, prompting UNIFIL to confine its 2,500 troops (who are either unarmed or lightly armed for personal defense only) to barracks. Lebanon (thought to be Hizballah mbrs. retaliating on behalf of Islamic Jihad for the suspected Israeli assassination of a senior Islamic Jihad mbr. on 5/26) fire Katyusha rockets across the border at an IDF post, seriously injuring 1 IDF soldier. The IDF makes air strikes on 2 Popular Front for the Liberation of Palestine–General Command (PFLPGC) posts, on a weapons depot nr. the Syrian border in the Biqa‘Valley and in s. Beirut, killing 1 PFLP-GC mbr., wounding at least 5. Later, Hizballah fires mortars, rockets toward at least 10 IDF outposts on the n. Israel border, wounding 1 IDF solider; the IDF fires artillery, conducts air strikes on Hizballah targets in s. Lebanon, killing at least 1 Hizballah mbr., wounding 2 civilians; Hizballah fires several rockets into n. Israel, causing no damage or injuries. As the quarter opens, the Israel Defense Forces (IDF) continue Operation Southern Arrow, with heavy shelling and air strikes on Gaza in response to Palestinian rocket fire (at a rate of 10 Israeli strikes per 1 Palestinian rocket attack) and tight restrictions on Gaza’s crossings (see Quarterly Update for details). The IDF also continues to separate the n. and s. West Bank by closing (since 4/21) the Zatara checkpoint s. of Nablus and to restrict movement into and out of the n. Jordan Valley. Meanwhile, Palestinians in the West Bank and Gaza continue to suffer severe economic shortages due to the U.S.- and Israeli-led economic sanctions on the Hamas-led Palestinian Authority (PA) that have prevented the PA from paying government workers’ salaries for 2 mos. Today, the IDF patrols in ‘Araba nr. Jenin, firing on residential areas; conducts arrest raids, house searches nr. Bethlehem, Nablus. Islamic Jihad fires its 2d Grad rocket fr. Gaza toward Ashqelon, damaging a poultry farm but causing no injuries (see 3/28, 4/21). A Hamas mbr. is killed in a driveby shooting in Gaza City; no group claims responsibility. The IDF carries out at least 8 predawn air strikes on the n. Gaza no-go zone (causing no casualties) and a predawn air strike on al-Mughraqa s. of Gaza City (tearing up a main street, damaging water and phone networks, but causing no casualties). In retaliation, the IDF carries out artillery and F-16 air strikes on open areas in Gaza, firing at least 30 shells and 3 missiles, causing no damage or injuries. The IDF fires on, sinks a Palestinian fishing boat in Palestinian waters off Gaza, killing 1 Palestinian, leaving 1 missing; the IDF says that it attempted to halt the boat after the Palestinian sailor headed toward Egyptian waters alone and returned with a passenger, but the boat ignored warning shots and fired back at the naval vessel, causing no damage or injuries.
