More than 15,180 Palestinians have been killed by Israeli forces in Gaza, including at least 6,150 children and 4,000 women, and around 37,000 have been injured since 10/7. Qatar, Egypt, and the U.S. said they were working on reinstating the ceasefire which expired at 7 a.m. Israel confirmed that 4 captives held by Hamas had died. The U.S. parroted Israel’s explanation for the not extending the ceasefire, saying that Hamas did not produce a list of captives for exchange. Israeli finance minister Bezalel Smotrich said he told Prime Minister Benjamin Netanyahu to announce that Israel will not negotiate another ceasefire until all captives are released from Gaza. Hamas said it was Israel who undermined extending the ceasefire by rejecting 3 separate options presented to them by mediators, but that Israel had already decided to resume its attacks. The PA said it held the U.S. responsible for the resumption of Israeli attacks on Gaza. Israel said that Hamas still holds 137 captives, including 4 from before 10/7. During the temporary ceasefire 240 Palestinians, 107 children and 133 adults, including 65 18-year-olds and 68 women, were exchanged for 105 captives held by Hamas. 75% of the Palestinians were not convicted of a crime, most were arrested within the past year with 37 since 10/7. Addameer said conditions in Israeli prisons had deteriorated significantly since 10/7, noting that 6 Palestinians had died and that prisoners are denied medical care, electricity, family and lawyer visits, and sufficient food and water. U.S. secretary of state Antony Blinken claimed that Israel had taken steps to minimize civilian causalities by telling Palestinians in Gaza where they can go to safe zones. Reuters said Israel had informed Egypt, Jordan, the UAE, and Saudi Arabia that it intends to create a buffer zone in Gaza. The 4 countries reportedly opposed Israel’s plans. 1 person self-immolated outside of the Israeli consulate in Atlanta. Authorities said a Palestinian flag was recovered at the scene. The individual was said to be in critical condition. The UN said Deputy Special Coordinator for the Middle East peace process Lynn Hastings would be replaced after Israel refused to renew her visa. The New York Times reported that staff at the World Food Programme were angered at Executive Director Cindy McCain’s timid response to the situation in Gaza and that she had compromised the neutrality of the organization by sharing a stage on 11/18 with former Israeli prime minister Ehud Barak as a prize named after her late husband John McCain was awarded to the “People of Israel.” (NYT 12/1)

The UN general assembly voted 156 for, 7 against, and 15 abstaining on a draft resolution confirming the rights of Palestinians over their natural resources in the occupied territories and the rights of the native population of their resources in the occupied Golan Heights. Israel issued permits for 442 undocumented Palestinians living in the West Bank and Gaza, making them official residents. Israel controls the Palestinian population registry so people without Israeli permits cannot receive a valid PA-issued identity card. More than 10,000 Palestinians are estimated to be living in the West Bank without being registered by Israel. The Israeli high court of justice criticized the Israeli military for not protecting Palestinian farmers by enforcing a ban on Israeli settlers in the former Homesh settlement area. Because of the lack of enforcement, Palestinian farmers are frequently attacked by Israeli settlers in the area and Israeli settlers have erected a settlement outpost and a Yeshiva on the land. The Israeli supreme court proposed that Palestinian residents under threat of eviction in Sheikh Jarrah become “protected residents” in what it considered a compromise. The proposition would allow the Palestinians to live in their homes in return for paying a rent fee to the settler organization, Nahalat Shimon, which claims to have acquired their property. The Palestinians agreed to the proposal but refused to accept the Nahalat Shimon’s demand that the families recognize its ownership of their properties, resulting in a stalemate. The court did not set a new date for the next hearing. Haaretz reported that Israeli officials had asked the Biden administration to put pressure on the Palestinian residents to agree to the compromise. The Jordanian government submitted documents to the court from before the 1967Day War, showing that the Jordanian government was in the process of registering the properties to their Palestinian residents, which was disrupted by the Israeli assault on its neighboring countries. U.S. state department spokesperson Ned Price later said that the U.S. is opposed to the plans to evict Palestinians from East Jerusalem, but that proposal from the supreme court is for the parties involved to consider. UN security council members met at an emergency session to discuss the situation in Palestine-Israel. No statement was issued after the meeting. U.S. state department spokesperson Ned Price said that the U.S. administration wanted to make sure that a statement would “not escalate tensions.” Spokesperson Price also refused to say if the U.S. condemned the Israeli air strike that killed 9 Palestinian children, and suggested that Palestinians, contrary to Israelis, do not have the right to defend themselves, saying that only states recognized by the U.S. have that right. In the West Bank, Israeli forces delivered a stop-work notice for renovations at a cemetery near Yatta. Israeli forces also seized 1 bulldozer in Bardala. 4 Palestinians were arrested, including 3 at checkpoints in Jericho and Bethlehem, and 1 during a house raid in Hizma. In East Jerusalem, for the 6th night in a row, Palestinians protested the Israeli-imposed restrictions on the Old City during the month of Ramadan; Israeli police violently dispersed the protest with water cannons and stun grenades and 3 Palestinians were arrested. In Israel, Palestinian-Israelis protested the sale of a building in Jaffa to a Jewish religious organization, saying their community is being settled by Jewish-Israelis; 3 members of the Jewish organization were reportedly assaulted and clashes with police ensued. Gaza saw the highest COVID-19 death toll in a 24-hour period as 23 Palestinians died in Gaza of the virus. 761 people have died of COVID-19 in Gaza since the start of the pandemic. This occurred as Israel reopened society after vaccinating the majority of people within the Green Line while refusing to provide vaccinations to the people in its occupied territory. PA president Mahmoud Abbas spoke, via video link, at the annual J Street conference, where he said that the PA is “ready to resume negotiations with our Israeli counterpart on the basis of international legitimacy, resolutions and signed agreements and under the auspices of the International Quartet.” He also said that moving away from a 2-state solution would lead to apartheid. Israel and Greece signed a defense procurement deal worth $1.65 billion. According to the deal, the Greek air force will get a training center operated by Elbit Systems, and Elbit will maintain the Greek air force fleet for 20 years. In East Jerusalem, Israeli forces tampered with loudspeakers at the Haram al-Sharif compound, making them unusable for the call for prayer; the violation of the status quo agreement was condemned by Jordan’s foreign minister and the PA presidency. 1 Israeli-owned ship was said to have been attacked off the coast of the UAE. Israeli sources blamed Iran, saying the ship had sustained minor damage from an unmanned drone or missile strike. Iran also announced that it would escalate its uranium enrichment to 60 percent in response to the Israeli attack on the Natanz nuclear facility. Under the Joint Comprehensive Plan of Action (JCPOA) agreement, Iran is only allowed to enrich uranium to 3.67 percent purity. The U.S. lifted sanctions on ICC officials Fatou Bensouda and Phakiso Mochochoko, who were sanctioned by the Trump administration in June 2020 in retaliation for their work on the probe into war crimes committed in the occupied Palestinian territory and Afghanistan. Secretary of state Antony Blinken said, “[w]e continue to disagree strongly with the ICC’s actions relating to the Afghanistan and Palestinian situations . . . We maintain our longstanding objection to the court’s efforts to assert jurisdiction over personnel of non-States Parties such as the United States and Israel. We believe, however, that our concerns about these cases would be better addressed through engagement with all stakeholders in the ICC process rather than through the imposition of sanctions.” Secretary Blinken spoke with Israel’s foreign minister Gabi Ashkenazi before the announcement. During the call, Blinken told Foreign Minister Ashkenazi that the U.S. believes Israelis and Palestinians should have equal measurers of freedom security, prosperity, and democracy. The EU said that Iran and the U.S. will hold indirect talks in Vienna on 4/6. Kosovo opened its embassy to Israel in Jerusalem. Kosovo promised to open an embassy in Jerusalem as part of a normalization agreement between the U.S., Israel, and Kosovo on 9/4/2020, where the latter received financial incentives and recognition of the country. ICC chief prosecutor Fatou Bensouda announced that the ICC will start a formal investigation into war crimes committed in the West Bank, including East Jerusalem, and Gaza. On 2/5, the ICC judges decided that the ICC does have jurisdiction in the occupied territories. Israeli prime minister Benjamin Netanyahu called the opening of a formal investigation “the essence of Antisemitism.” Both the PA and Hamas welcomed the investigation. Many human rights organizations likewise lauded the decision to investigate. The U.S. state department released a statement saying that the U.S. “opposes the ICC investigation into the Palestinian situation.” In the 1st stage of the investigation, Israel and the Palestinian parties have 30 days to inform the court if they will investigate alleged criminals themselves. Israeli minister of environmental protection Gila Gamliel said Iran was behind an oil spill in the Mediterranean in what she described as “environmental terrorism.” According to Haaretz, Israeli military and intelligence agencies were caught by surprise by Environmental Protection Minister Gamliel’s announcement. Egyptian president Abdel Fattah al-Sisi met with Jordanian King Abdullah II in Amman to discuss the Palestinian elections scheduled for May and July. According to Haaretz, the 2 countries have been asked by Palestinian leaders to help facilitate the parliamentary and presidential elections. PA prime minister Mohammed Shtayyeh also said that the PA has asked Israel to allow Palestinians in East Jerusalem to participate in the elections. (HA, TOI 1/18)

The WHO voiced concern about the unequal distribution of COVID-19 vaccines in Israel and the occupied Palestinian territories. The head of the WHO in the occupied Palestinian territories Dr. Gerald Rockenschaub said that the WHO has been in contact with Israel, trying to get the country to distribute vaccines to front-line workers in the occupied territories. Israel has boasted about its successful vaccination campaign, claiming the highest rate per capita, but has as of late come under international media scrutiny for not shouldering its responsibilities as an occupying power by distributing vaccines among its occupied population.
