An Israeli court sentenced Palestinian activist Aya Khatib to 4-years in prison claiming she provided “information with the aim of harming state security” and that funds she raised were given to families that are connected to Hamas. According to Palestinian officials the violence broke out on 7/29 after an unknown gunman tried to assassinate Mahmoud Khalil from al-Shabab al-Muslim, killing his companion. Fatah said Commander Ashraf al-Armouchi, who was in charge of security in the camp, and 4 others were killed. The Lebanese army said 1 mortar shell had hit a base outside of the camp, injuring 1. Palestinian factions met in El Alamein in Egypt to discuss reconciliation. Islamic Jihad boycotted the meeting due to PA arrests of its members in the West Bank. After the meeting, PA president Mahmoud Abbas released a statement saying, “I consider today’s meeting of the general secretaries of the Palestinian factions a first and important step in continuing our dialogue,” and announced a committee to continue the dialogue. Earlier in the day Hamas had called on the PA to end security coordination with Israel and to stop political arrests. President Abbas also met with Egyptian intelligence chief Abbas Kamel before the reconciliation talks. Haaretz reported that Israel’s Civil Administration has not been enforcing laws against illegal construction by settlers in the West Bank since Bezalel Smotrich was placed in charge of the agency. The Israeli cabinet approved changes to the settlement construction permit process, reducing the influence of the Civil Administration and the Ministry of Defense to significantly shorten the permit process. Finance Minister Bezalel Smotrich was given authority to approve 1 of the permit stages. As a result of the changes, the Higher Planning Council will be approving 4,650 new settlement units in the West Bank. U.S. State Department spokesperson Matthew Miller said that the U.S. “is deeply troubled by the Israeli government’s reported decision to advance planning for over 4,000 settlement units in the West Bank. We are similarly concerned by reports of changes to Israel’s system of settlement administration that expedite the planning and approvals of settlements.” Miller further called on Israel to “fulfill the commitments it made in Aqaba, Jordan and Sharm El Sheikh, Egypt” earlier this year. The Israeli state attorney’s office closed an investigation into the killing of a 17-year-old Palestinian citizen of Israel by an Israeli police officer in May 2021 in Umm al-Fahm, saying it found no evidence of wrongdoing. The family of the Palestinian minor said the process relating to the long investigation had been abusive and that they believe the killing was unjustified. (HA 9/15)

In the statement, he questioned Israel’s probe, which found that Abu Akleh was not killed intentionally, saying, “[i]f, as the Israeli authorities appear to be saying, the soldier missed who he was aiming at and hit Ms. Abu Akleh by mistake, who was he aiming at? What evidence is there, if any, that anyone in the immediate vicinity of where Ms. Abu Akleh was shot was firing at the [Israeli] soldier who killed her?” Senator Leahy’s statement comes 1 day after the senate foreign relations committee demanded a report from the state department regarding the killing of Abu Akleh. The EU sent a letter to Al Haq and the Palestinian Centre for Human Rights (PCHR), informing the Palestinian rights organizations that it will reinstate EU funding that was cut after Israel alleged that Al Haq had financial ties to the PFLP. Israeli forces shot and killed 1 Palestinian man at the separation barrier near Tulkarm as he attempted to enter Israel. The head of Bisan Center for Research and Development Ubai Aboudi said Israel had prevented him from traveling to a conference in Mexico via the Allenby bridge. Aboudi, who is a U.S. citizen, said the Israeli officers refused to tell him why they prevented him from traveling abroad. The Bisan Center is 1 of 6 Palestinian rights organizations that was placed on Israel’s terrorism list in October. 1 day later, on 4/30, Israel prevented the director of Addameer, Sahar Francis, from traveling to the same conference from Ben Gurion airport. At a Passover seder hosted by U.S. vice president Kamala Harris and 2nd gentleman Doug Emhoff, the couple served wine made by the settler winery Psagot Winery in the West Bank. Iran said it had foiled a drone attack on a building belonging to the Iranian Atomic Energy Organization in Karaj City, 25 miles west of Tehran. According to the New York Times, the building was on a list of potential targets Israel had presented to the U.S. and which the Trump administration had approved for targeting by Israel. In the West Bank, Israeli settlers started construction of a settlement outpost between al-Khadir and Nahalin. Israeli forces razed an agricultural road near Yatta. Israeli forces also sealed off a main entrance to Qarawat Bani Hassan. Elsewhere, Israeli forces raided the headquarters of the Union of Heath Work Committees (UHWC) in al-Bireh, seizing documents and computers and posting a notice closing the building for 6 months; Amnesty International warned that closing UHWC will have “catastrophic consequences” for sick Palestinians. 16 Palestinians were arrested during raid in and around Umm Safa, Beitunia, Tuqu‘, al ‘Arub refugee camp, Tubas, Hizma, and Salem; during the raid in Tubas, Israeli forces shot and injured 3 Palestinians using live ammunition. Israeli police commissioner Kobi Shabtai banned 2 members of the Knesset from the Otzma Yehudit (Jewish Power) party, Itamar Ben-Gvir and May Golan, from partaking in the planned Israeli Flag March in East Jerusalem on 6/10. The march had been postponed by the Israeli security cabinet on 6/8, but the lawmakers said they would march despite the postponement and encouraged others to join them. Police Commissioner Shabtai also wanted to ban Ben-Gvir from entering the Haram al-Sharif compound on 6/9 and 6/10, but that decision required Israeli prime minister Benjamin Netanyahu’s approval. In the West Bank, the governor of Salfit ordered a temporary lockdown of Qarawat Bani Hassan because a resident of the town tested positive for the COVID-19 virus. Israeli settlers attacked a Palestinian farmer working his land south of Jenin; the settlers stole 1 horse during the attack. Israeli forces violently dispersed he weekly anti-settlement protest in Kafr Qaddum; 2 people were injured by rubber-coated bullets, others suffered tear-gas related injuries. 5 Palestinians were arrested during late-night raids in and around Qalqilya. In East Jerusalem, Israeli forces limited the number of worshippers who were allowed to gather at the Haram al-Sharif compound due to fears of the spread of the COVID-19 virus. In the West Bank, Israeli settlers vandalized 25 vehicles and wrote racist graffiti on Palestinian-owned buildings, including a mosque, in Qarawat Bani Hassan. Israeli forces ordered Palestinians southeast of Tubas to evacuate 28 dunams of land, uproot olive trees, and demolish a structure. Israeli forces also violently dispersed a protest in Bethlehem, leading to 30 Palestinians suffering tear-gas related injuries. 8 Palestinians were arrested during late-night raids in and around Ramallah, Bethlehem, and Hebron. In East Jerusalem, 1 Palestinian was arrested in Issawiyya; he was badly beaten by Israeli police. Some 200 Israeli settlers toured the Haram al-Sharif compound. In Gaza, 9 Palestinians were killed in Israeli airstrikes, including a family of 8 in Dayr al-Balah with 5 children; 12 others were wounded. This brings the comprehensive death toll of the Israeli attack on Gaza starting on 11/12 to 33, with at least 111 Palestinians reported injured. Israel later admitted that killing the family in Dayr al-Balah was a mistake and that they believed the house was empty.
