In the West Bank, Israeli settlers attacked 1 Palestinian minor and detained him before Israeli forces arrested his 2 brothers who had arrived to help. Israeli forces demolished 1 Palestinian house under construction in al-Buwayb and stone wall fencing in al-Walaja. Israeli forces also issued 7 stop-work orders for homes in Ein ad-Duyuk at-Tahta. Elsewhere, Israeli forces seized 6 Palestinian-owned vehicles in Jinba in the Masafer Yatta area; 11 vehicles have been seized by Israeli forces in the Masafer Yatta area since 8/18. Israeli forces also violently dispersed Palestinian workers trying to enter Israel at the Qalqilya crossing, leading to tear-gas related injuries. 35 Palestinians were arrested during late-night raids in Nablus, Siris, Zeita, Qalqilya, Ramallah, and Marah Rabah. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In the Naqab, Israeli authorities demolished Palestinian homes in Tell ‘Arad. The demolitions were overseen by Israeli national security minister Itamar Ben-Gvir and Construction and Housing Minister Yitzchak Goldknopf. The Wall Street Journal reported that Saudi Arabia had agreed to resume financial aid to the PA in exchange for the PA ending its opposition to Saudi normalization with Israel. The Journal said that if PA counterterrorism measures in the West Bank succeeded then Saudi would not enter a normalization agreement that undermines efforts to create a Palestinian state. Israeli tourism minister Haim Katz said that he opposes Israel’s pursuit of entry to the U.S. Visa Waiver program, saying it “will oblige us to allow the entry of unwanted parties, Palestinians.” (HA 8/29)

Israeli prime minister Benjamin Netanyahu praised “the good neighborly relations” with Saudi Arabia after a plane bound for Israel from the Seychelles made an emergency landing in Jeddah due to a technical malfunction. (AJ, ALM, HA, MEE 8/29)

Israeli defense minister Yoav Gallant met with U.S. officials, including Assistant Secretary of State for Near Eastern Affairs Barbara Leaf and National Security Council Coordinator for the Middle East and North Africa Brett McGurk in New York, inquiring about Saudi demands for normalization with Israel. Gallant also demanded that the U.S. assures Israel that it will preserve its qualitative military edge in the Middle East. The 2 parties also discussed tensions between Israel and Lebanon. It was reported that the meeting took place in New York City due to a ban by Prime Minister Netanyahu on his cabinet members meeting with U.S. officials in Washington D.C., with the exception of Strategic Affairs Minister Ron Dermer. Parts of the minutes from the Israeli cabinet meeting on 8/30/1993, where the draft declaration of principles for the Oslo Accords were approved by the Israeli government, were released by the Israeli State Archive. In the meeting, then Foreign Minister Shimon Peres told the cabinet that the Palestinian negotiators wanted the Israeli settlements evacuated and upon Israel’s refusal offered to make the settlements free trade zones where both Palestinians and Israelis could live, which was also rejected by Israel. The minutes also showed that Israeli did not intend to discuss the final status of Jerusalem and wanted to maintain its “state lands” in Area C. (HA 8/30; HA 9/1; HA 9/5)

In the West Bank, Israeli settlers attacked 1 Palestinian near Jericho. Israeli forces uprooted 300 olive trees and razed farmland in al-Jaba‘. Israeli forces also shot and injured 2 Palestinians with live ammunition as they were trying to enter Israel through the separation barrier for work near Ya‘bad. Elsewhere, Israeli forces raided al-‘Arub refugee camp, clashing with Palestinians; tear-gas related injuries were reported. 9 Palestinians were arrested during raids in and around Ramallah and al-‘Arub refugee camp. Jonathan Pollard, the former U.S. navy intelligence analyst who spied on the U.S. for Israel, arrived in Tel Aviv on a private jet belonging to the mega donor to Israeli settlements and U.S. Republicans, Sheldon Adelson. He was received by Israeli prime minister Benjamin Netanyahu, who handed him and his wife Israeli passports. Pollard, who have been living under strict restrictions in New York City after being granted parole in 2015, was able to move freely when his parole was lifted in November. Pollard received a life sentence after being convicted of spying in 1987; Israel had since that time lobbied consecutive U.S. presidents to have him released to Israel. In the West Bank, IDF troops shoot and injure a Palestinian driver after he allegedly attempts to ram a group of Israeli settlers at Huwwara checkpoint. They also arrest 5 Palestinians during raids near Bethlehem, Tulkarm, and Nablus; and patrol near Hebron throughout the day. Israeli forces demolish a Palestinian car repair shop near Nablus. Israeli settlers assault and injure a Palestinian shepherd working his land near Nablus. In East Jerusalem, a number of right-wing Jewish activists tour Haram al-Sharif. Israeli forces arrest 1 Palestinian during a raid in Silwan. Along Gaza’s border, Israeli forces conduct a limited incursion to level land near Bayt Lahiya. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. PA foreign minister Riyad al-Maliki says that he plans to initiate an application for the State of Palestine to obtain full membership at the UN during his next visit to New York City in 1/2019. The application, if accepted by the UN Security Council, would see Palestine’s status upgraded from non-member observer state. Later, Israel’s Ambassador to the UN Danny Danon says that Israel and the U.S. are already working together to “stop the [new Palestinian] initiative.” (JP, WAFA 12/26; TOI 12/27)

PA security forces seal off the entrances to the Palestinian Legislative Council building in Ramallah, preventing Hamas officials from holding a planned press conference. A PA official says that although Hamas claims they were attempting to hold a press conference, their true intention was to open a session of the PLC in protest of the 12/22 announcement of a new round of PLC elections. The High Planning Committee of Israel’s Civil Administration meets for a 2d day to discuss proposals to expand Israel’s West Bank settlements. Between today and yesterday, they have advanced plans for 2,191 new residences in various settlements, 3 new industrial zones, and the retroactive authorization of 2 illegal settlement outposts. Separately, Israel’s Civil Administration announces plans to put together a new proposal for as many as 2,500 new settler residences at the site of the Givat Eitam outpost near Bethlehem, which is within the municipal boundaries of the Efrat settlement, but not contiguous to any of that settlement’s buildings. According to the Israeli NGO Peace Now, an expanded Givat Eitam would “block Bethlehem from the south, and prevent any development in the only direction that has not yet been blocked by settlements.” (HA, PCN, TOI 12/26)

Haaretz reports that Israeli prime minister Benjamin Netanyahu has asked the IDF to declare an end to Operation Northern Shield, but to continue detecting and demolishing the cross-border tunnels allegedly built by Hezbollah. Some senior defense sources say that Netanyahu no longer has a political reason for a formal operation in the north now that he is running for re-election. Meanwhile, the IDF announces that it has uncovered and demolished a 5th cross-border tunnel and the Knesset votes to dissolve itself, officially triggering snap elections. In the West Bank, Israeli forces evacuate and demolish a new illegal Israeli settlement outpost, Evyatar, near Nablus. Settlers established the outpost 2 weeks ago. Several are arrested when they resist the demolitions. After the evacuation, some of the settlers throw stones at Palestinian vehicles nearby, cracking 1 windshield. Separately, IDF troops shoot and injure a Palestinian child during clashes sparked by an arrest raid near Ramallah. They arrest 11 Palestinians during late-night raids in and around Hebron, Bethlehem, Jenin, Nablus, and Qalqilya; and patrol near Hebron and Salfit. In East Jerusalem, Israeli forces demolish a structure in a Bedouin encampment in al-‘Izzariya. They also shoot and injure a Palestinian during minor clashes in Issawiyya; and arrest 5 Palestinians during raids in the Old City, Issawiyya, and Shu‘fat. Palestinian Authority (PA) president Mahmoud Abbas addresses the United Nations Security Council (UNSC) in New York City, proposing a new peace plan based on past agreements and calling for an international peace conference to be held in mid-2018. He says that the outcomes of the conference must include international acceptance of Palestinian statehood, consensus on a 2-state solution based on the pre-1967 armistice lines, the establishment of a multilateral mechanism to facilitate negotiations on all final status issues, and a timeline for implementation. In the Gaza Strip, the IDF continues its ground offensive as well as air strikes, killing 53 Palestinians, around 10 of whom die in a strike on a park in al-Shati r.c., which the eyewitnesses blame on an IDF drone strike and the IDF army says was a misfired Palestinian rocket. In the evening, the IDF sends text messages and phone calls to residents in n. and e. neighborhoods of Gaza City, telling them to evacuate their homes and leave for c. Gaza City. Palestinians continue to fire rockets and mortar shells into Israel, with a mortar shell killing 4 IDF soldiers nr. the Gaza border. In the West Bank, IDF troops shoot and injure 3 Palestinians outside Yatta nr. Hebron during a protest against the attack on Gaza. The IDF conducts house searches and arrest raids in 1 village each nr. Nablus and Ramallah at night. In New York City, UN Secy.-Gen. Ban says that both Israelis and Palestinians have expressed interest in a further 24-hour truce but no deal has been reached. Ban also raises concerns about the proportionality of Israel’s actions, saying that the destruction in Gaza had been described by some as a “man-made hurricane.” Meanwhile, in Washington, U.S. Secy. of State Kerry says that efforts to secure a truce between Israel and Hamas must ultimately include the disarmament of the latter. U.S. Pres. Obama, French pres. Francois Hollande, German chancellor Angela Merkel, British PM David Cameron, and Italian PM Matteo Renzi hold a teleconference to discuss various issues, including the escalation of violence in Gaza. New York City police seize 5 pipe bombs, arrest 1 Egyptian, 2 Jordanians in a raid on a Brooklyn apartment. Police were tipped to the bombs by a Pakistani, Muhammad Shindli, who believed that his friends, Ghazi Ibrahim Abu Mayzar and Lafi Khalil (who both identify themselves as Palestinian), were planning to bomb the New York subway. Abu Mayzar had stated in his application for asylum in the U.S. that he had been arrested in Israel on charges of "being a mbr. of a terrorist organization." The 3d man, Egyptian `Abd al-Rahman Musabah, is detained as a witness. Hamas denies any connection to the men.
