Israeli forces also shoot and injure a Palestinian man during a raid in Qusra, others suffer tear-gas related injuries. Elsewhere, Israeli forces shoot and injure 2 Palestinians during a raid in Qalqilya. Israeli forces also demolish 3 homes in al-Walaja, displacing 16 people. Meanwhile, Israeli forces demolish 2 structures in Jalbun and declare the village a closed military zone. Al-Awda Hospital in Jabalia refugee camp, the last functional hospital in northern Gaza, suspends operations due to a lack of fuel and medical supplies. More than 29,954 Palestinians have been killed by Israeli forces in Gaza, including at least 12,000 children and 7,200 women, and around 70,325 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 404 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 102 children. More than 4,592 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. Hamas official Basem Naim says there is still a wide gap between the Hamas position and the ceasefire proposal it has received, adding that Hamas’s non-negotiable demands are a final lasting ceasefire and not a pause, a total withdrawal of Israeli forces from Gaza, and the freedom of movement for Palestinians in Gaza. PA president Mahmoud Abbas meets with UNRWA commissioner-general Philippe Lazzarini in Ramallah. Abbas also sends letters to various heads of state rejecting Israel’s post-war plans for Gaza and calling for intervention to save Palestinians in Gaza. Foreign Minister Riad al-Maliki says Palestinian factions will discuss the establishment of a new technocratic PA government during a meeting in Moscow on 2/29 and that he thinks Hamas understands that if the party is included in the technocratic government it would be boycotted internationally. Al-Maliki also says that the resignation of the PA government on 2/26 was done to show the PA’s readiness to engage with international partners on the future of the PA. Israel’s Channel 12 reports that the Israeli war cabinet has removed National Security Minister Itamar Ben-Gvir’s power to manage the Haram al-Sharif compound and will not severely restrict Muslim worshippers from praying there during Ramadan. U.S. State Department spokesperson Matthew Miller says that the U.S. encourages Israel to allow Muslim worshippers to enter the Haram al-Sharif compound during Ramadan. Energy Minister Eli Cohen says Israel should not normalize relations with Saudi Arabia if it means the establishment of a Palestinian state. Prime Minister Benjamin Netanyahu meets with UN senior coordinator for humanitarian aid and reconstruction in Gaza Sigrid Kaag, discussing aid deliveries to Gaza. Axios reports that the U.S. is considering airdropping humanitarian aid to Gaza as the Israeli invasion has hindered aid reaching northern Gaza and severely limited the amount that can reach the south. USAID administrator Samantha Power says at the Karem Abu Salem (Kerem Shalom) crossing that the U.S. has urged Israel to open more crossings to facilitate aid deliveries. Canada says it is considering airdropping aid in Gaza. President of Refugees International Jeremy Konydyk says aid delivered by air is negligible and helps Israel’s strategy of blockading Gaza. The ICJ rejects South Africa’s request for additional provisional measures in the genocide case against Israel but says an Israeli assault on Rafah “would exponentially increase what is already a humanitarian nightmare with untold regional consequences” and orders Israel to adhere to the original provisional measures. The Palestine Red Crescent Society (PRCS) denies Israeli allegations that PRCS staff and equipment were involved in the attack on Israel on 10/7/2023, saying Israel deliberately creates a false narrative by circulating a video that clearly shows that the ambulance and staff in question are not from PRCS. In the West Bank, Israeli settlers attacked 1 Palestinian minor and detained him before Israeli forces arrested his 2 brothers who had arrived to help. Israeli forces demolished 1 Palestinian house under construction in al-Buwayb and stone wall fencing in al-Walaja. Israeli forces also issued 7 stop-work orders for homes in Ein ad-Duyuk at-Tahta. Elsewhere, Israeli forces seized 6 Palestinian-owned vehicles in Jinba in the Masafer Yatta area; 11 vehicles have been seized by Israeli forces in the Masafer Yatta area since 8/18. Israeli forces also violently dispersed Palestinian workers trying to enter Israel at the Qalqilya crossing, leading to tear-gas related injuries. 35 Palestinians were arrested during late-night raids in Nablus, Siris, Zeita, Qalqilya, Ramallah, and Marah Rabah. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In the Naqab, Israeli authorities demolished Palestinian homes in Tell ‘Arad. The demolitions were overseen by Israeli national security minister Itamar Ben-Gvir and Construction and Housing Minister Yitzchak Goldknopf. The Wall Street Journal reported that Saudi Arabia had agreed to resume financial aid to the PA in exchange for the PA ending its opposition to Saudi normalization with Israel. The Journal said that if PA counterterrorism measures in the West Bank succeeded then Saudi would not enter a normalization agreement that undermines efforts to create a Palestinian state. Israeli tourism minister Haim Katz said that he opposes Israel’s pursuit of entry to the U.S. Visa Waiver program, saying it “will oblige us to allow the entry of unwanted parties, Palestinians.” (HA 8/29)

Israeli prime minister Benjamin Netanyahu praised “the good neighborly relations” with Saudi Arabia after a plane bound for Israel from the Seychelles made an emergency landing in Jeddah due to a technical malfunction. (AJ, ALM, HA, MEE 8/29)

Israeli defense minister Yoav Gallant met with U.S. officials, including Assistant Secretary of State for Near Eastern Affairs Barbara Leaf and National Security Council Coordinator for the Middle East and North Africa Brett McGurk in New York, inquiring about Saudi demands for normalization with Israel. Gallant also demanded that the U.S. assures Israel that it will preserve its qualitative military edge in the Middle East. The 2 parties also discussed tensions between Israel and Lebanon. It was reported that the meeting took place in New York City due to a ban by Prime Minister Netanyahu on his cabinet members meeting with U.S. officials in Washington D.C., with the exception of Strategic Affairs Minister Ron Dermer. Parts of the minutes from the Israeli cabinet meeting on 8/30/1993, where the draft declaration of principles for the Oslo Accords were approved by the Israeli government, were released by the Israeli State Archive. In the meeting, then Foreign Minister Shimon Peres told the cabinet that the Palestinian negotiators wanted the Israeli settlements evacuated and upon Israel’s refusal offered to make the settlements free trade zones where both Palestinians and Israelis could live, which was also rejected by Israel. In the West Bank, 1 Israeli settler was killed near the Hermesh settlement; the Al-Aqsa Martyr’s Brigades took responsibility, calling it revenge for Israeli attacks on the organization. Israeli forces subsequently closed multiple checkpoints in and around Tulkarm. Israeli settlers raided Jalud, throwing stones and attempting to set fire to a house. When Israeli forces showed up, they violently dispersed Palestinian protesters, injuring 3 with baton rounds. Israeli settlers also threw stones at Palestinian-owned vehicles traveling near Yasuf and Ya’bad. Elsewhere, Israeli settlers erected tents near Deir Istiya. Israeli settlers also vandalized Palestinian-owned vehicles near the Homesh settlement outpost. Israeli forces raided Askar refugee camp, injuring 1 with a baton round and 44 with tear gas. Israeli forces seized 2 bulldozers and 1 tractor in al-Walaja. In the West Bank, Israeli settlers with a military escort raided Burqa, attacking Palestinians and setting a barn and olive trees on fire; tear-gas related injuries were reported. Israeli forces demolished 1 house in Dahariya, 1 agricultural structure in Beit Jala, 1 agricultural structure in Hebron, and 1 commercial structure in al-Walaja and razed land in Sur Bahir. A delegation of EU officials met with Sebastia mayor Mohammad Azem to learn about the recent Israeli measures to seize Sebastia’s archeological site. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli authorities demolished 1 house in Jabel Mukaber, displacing 5. 4 Palestinians were arrested during raids in al-Tur and Ras al-Amud. The Hamas-affiliated voting bloc Islamic Wafa won 25 of 51 seats in the Birzeit University student union elections. The election result follows another win by Islamic Wafa on 5/16 at An-Najah National University. (QDS 5/24; HA, MEE 5/25)

3 Israeli soldiers were sentenced for abducting and assaulting 1 Palestinian man before releasing him in a remote area. 2 of the soldiers were sentenced to 60 days in prison while the third was sentenced to 40 days. (TOI, TOI 5/24; AJ 5/25)

The Knesset approved the Israeli government’s 2023-24 budget, which was criticized for heavily favoring ultra-orthodox communities in Israel. Approximately $4 billion is allocated in discretionary funds for ultra-Orthodox and pro-settler parties. The Otzma Yehudit party also said it had been appeased by the allocation of $67 million to Judaize the Naqab and Galilee through the Negev and Galilee development ministry. The EU and U.S. expressed dismay with a bill that the Knesset Ministerial Committee for Legislation was set to debate on 5/28. The bill would impose a 65% tax on non-profits that receive funding from foreign governments while engaging in public advocacy. According to the bill it seeks to curb foreign interference. PayPal shareholders warned the company that they will take action if it does not expand access to the platform to Palestinians in the West Bank and Gaza. At the same time, U.S. congressperson Mark Pocan (D-WI) circulated a letter among his colleagues calling on PayPal CEO Dan Shulman to allow Palestinians equal access to the company’s services. In a speech at the Washington Institute for Near East Policy, U.S. national security advisor Jake Sullivan said that he will meet with Saudi officials in Saudi Arabia to bolster U.S. ties with the country and to work on normalizing relations between the Saudi Arabia and Israel. After Israeli forces killed Abu Akleh, Israel’s prime minister Naftali Bennett said it was Palestinian gunfire that killed her. Later, after B‘Tselem, among others, had proved that it could not have been the Palestinians Israel claimed had hit Abu Akleh; Israel later acknowledged that it may have been their soldiers that killed Abu Akleh with a shot to the head, as her colleagues and other eyewitnesses had said. Israel said it would investigate the incident and offered that the PA join their investigation, which the PA rejected, calling for an international investigation and referring the case to the ICC. According to the PA, Israel claimed that the PA had rejected the joint investigation before Israel had offered it as a possibility to the PA. PA civil affairs minister Hussein Sheikh said that Israel deliberately had targeted her for assassination. Prime Minister Bennett said that the settlers were the victims in the West Bank and needed the support of the Israeli government. Human Rights Watch (HRW) called on the UN Commission of Inquiry to investigate what HRW have found to be organized discriminatory behavior of Israeli law enforcement agencies when dealing with “Jewish ultra nationalist” and Palestinian citizens of Israel during the May 2021 civil unrest. Israel’s interior minister Ayelet Shaked announced that plans to construct the Trump Heights settlement in the Israeli occupied Golan Heights had advanced. The Trump Heights settlement, named after former U.S. president Donald Trump, will cover 70 acres. The Knesset passed the 1st reading of a bill that would allow Israeli police to conduct house raids in Israel without a court-issued warrant. B’Tselem and the Palestinian Centre for Human Rights published a joint report saying that Israel did not investigate its own deadly response to the Great March of Return protests, despite Israel’s claims to the contrary. The 2 human rights groups said in the report that Israel failed to review its own open-fire regulation, which led to more than 200 protesters killed and some 8,000 wounded by live ammunition. The Israeli government gave its initial approval for the construction of more than 2,000 new settlement units in the West Bank and 863 housing units for Palestinian villages in Area C, including 150 units in Ma‘asara, 270 in Bir al-Basha, 223 in al-Masqufa, 160 in Khirbet ‘Aaba, and 50 in Khirbet Zakariya. Of the advanced settlement expansion plans, 908 are expected to get final approval next week, including 58 in Beit El, 285 in Har Brakha, and 105 in Alon Shvut. An Israeli official told Haaretz that the move was a “calculated risk” made by the government vis-à-vis the U.S. Biden administration. IDF chief of staff Aviv Kochavi said the Israeli army will take harsher measures against Israeli soldiers who do not follow regulations, in response to the killing of 40 Palestinians by Israeli forces in the West Bank since May. The statement came after Chief of Staff Kochavi met with senior staff of the Israeli central command on 8/8 and urged them to take steps to reduce lethal shootings. Kochavi said the military will back soldiers who make mistakes in their judgements in relation to lethal shootings, but not if the soldiers act reckless. (HA 8/12)

Israel’s police commissioner Kobi Shabtai inaugurated a new police department focused on combatting crime in Palestinian Israeli communities, which seeks to increase the number of Palestinian Israeli police officers by 300%. 69 Palestinian citizens of Israel have been killed in Israel since 2021 and only 23% of the cases have been solved, whereas 71% of the cases involving Jewish Israelis have been solved by Israeli police. Israeli foreign minister Yair Lapid visited Morocco to meet with his Moroccan counterpart and open the new Israeli mission to Morocco as part of the 2 countries’ normalization deal. The 2 foreign ministers signed cooperation agreements related to air travel, culture, sports, and youth. Foreign Minister Lapid said the 2 countries would open mutual embassies within 2 months. The leader of the PJD party in Morocco condemned the decision to establish full diplomatic relations with Israel. In the West Bank, 3 Israeli settlers set fire to a Palestinian marble factory in Jamma’in near Huwwara, causing damage of around $920,000. 6 Palestinians were arrested during raids in Zabbuba and al-Walaja. In East Jerusalem, 4 Palestinians were arrested in the Old City. In Gaza, an explosion at the Zawiya market killed 1, injured 14, and caused damage. According to the Palestinian Centre for Human Rights (PCHR), the explosion was caused by explosives stored in a residential building at the market. After the PCHR reported its findings, it was smeared and threatened by the National and Islamic Factions’ Follow-up Committee in the Gaza Strip. Haaretz reported that although the ban on family reunifications for Israeli citizens married to Palestinians expired on 7/6, it has not been possible to make an appointment to process an application. The Israeli government told the Israeli high court of justice that it would not grant work permits to Palestinians seeking asylum in Israel based on anti-LGBTQ persecution or domestic violence, saying that the PA “does not systematically persecute people because of their sexual orientation.” (HA 7/23)

In Syria, Israeli forces conducted air strikes for the 2d time in 1 week, this time in the Quseir region. It was unclear if there were any casualties. Syria’s military said its air defenses had intercepted most of the missiles. Russian officials later claimed that it was its air defenses in Syria that had intercepted the Israeli missiles. The African Union (AU) said it would readmit Israel as an observer country. Israel was ejected as an observer 19 years ago after pressure from then brotherly leader of Libya Muammar Gaddafi. The Israeli foreign ministry had prior to the readmission sent a senior official to Addis Ababa in Ethiopia to meet with 30 ambassadors to the AU. Hamas later issued a statement calling the AU decision “shocking and reprehensible.” The South African government called the AU decision appalling, “unjust and unwarranted.” Algeria, Egypt, Comoros, Tunisia, Djibouti, Mauritania, and Libya later voiced opposition to Israel’s readmission, saying that the decision could divide the AU nations. The Israeli government and settlers in the settlement outpost Evyatar agreed to a compromise where the settlers would leave the outpost in exchange for Israel establishing a military post there, re-examine if Israel can legalize the outpost allowing the Israeli settlers to return, while leaving all structures intact. Palestinians from nearby Beita and Yatma have protested near the settlement outpost on a near-daily basis since it was established on 5/3. The Palestinian owners of the land had petitioned the Israeli attorney general not to allow the compromise deal between the Israeli government and the settlers. The PA justice minister Mohammed al-Shalaldeh said the medical report about the death of Nizar Banat on 6/24 confirmed that he was subject to physical violence before his death. Banat died shortly after being arrested by PA security forces at his home; he was said to have been beaten by the forces with metal rods. Banat’s family called his death an assassination by the PA forces in order to quell his critique of the PA government. (AJ 7/1)

The UN high commissioner for human rights Michelle Bachelet criticized the violent PA response to Palestinian protests since the killing of Nizar Banat on 6/24.
