In the West Bank, a Palestinian succumbed to injuries sustained from Israeli forces during a raid in Ras Karkar last week. Israeli forces shot and killed 4 Palestinians during a raid in Jenin, 9 were injured, including 1 in a drone strike on a house. Israeli forces also shot and killed a Palestinian during a raid in Yatta. Elsewhere, Israeli forces shot and injured 44 Palestinians during raids in Beita, Hebron, Zawata, Safa, al-Ram, Dura al-Qara’, ‘Anata, and Dheisheh refugee camp. 60 Palestinians were arrested during late-night raids in and around Ramallah, Silwad, Hebron, Nablus, Bethlehem, Tulkarm, and Qalqilya. In East Jerusalem, Israeli forces shot and killed a Palestinian in Shaykh Jarrah, claiming he had stabbed and injured a police officer. In Gaza, Israeli airstrikes killed at least 304 Palestinians. The Gaza Ministry of Health said at least 8,309 Palestinians have been killed, including around 5,000 women and children, and 21,048 have been injured in Israeli airstrikes on Gaza since 10/7. 1,800 Palestinians, including 940 children, have been reported missing. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 122 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 33 children. More than 2,208 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. Al Jazeera journalist Youmna ElSayed said her family had received a phone call from Israel warning them to flee south from Gaza City. PA foreign minister Riyad al-Maliki met with Cypriot foreign minister Constantinos Kombos, discussing the need for an immediate ceasefire. (WAFA 10/30)

Israeli media reported that Finance Minister Bezalel Smotrich had sent a letter to Prime Minister Benjamin Netanyahu, informing him that monthly payments to the PA delivering the PA’s tax revenue had stopped. (AJ 10/30)

A draft document written by the Israeli Ministry of Intelligence said Israel may try to forcefully displace Palestinians in Gaza to Egypt. 2 other options in the document included that Israel hands control of Gaza to the PA or that is establish “local Arab rule” by Palestinians in Gaza. Israeli sources verified the authenticity of the document but said the government is not expected to debate the proposals. (HA 10/30; AP 10/31)

The Israeli High Court of Justice denied a petition by 3 Israeli organizations to remove a temporary order allowing worsening conditions for Palestinian prisoners. The judges said “[t]he assessment of human rights violations in times of war is not comparable to such assessments in peaceful situations.” (HA 10/30)

Al-Haq, al-Mazan, and the Palestinian Centre for Human Rights urged ICC prosecutor Karim Khan to issue arrest warrants for “Israeli authorities and military personnel.” (AJ 10/30; WAFA 10/31)

At the UN Security Council, PA ambassador to the UN Riyad Mansour criticized the international community for not forcing Israel to stop its bombing of Gaza, saying “they are besieged and bombed with nowhere safe to go.” Israeli UN ambassador Gilad Erdan wore a yellow Star of David, resembling the markings forced on Jewish people by Nazi Germany, saying “Never Again.” Dani Dayan, the chairperson of the Israeli Holocaust Remembrance Center, Yad Vashem, said Erdan’s actions “disgraces both Holocaust victims and Israel.” UNRWA commissioner-general Phillippe Lazzarini told the Security Council that a ceasefire was a “matter of life and death for millions,” and charged Israel with collective punishment. U.S. National Security Council spokesperson John Kirby said the U.S. does not support a ceasefire, reiterating the White House’s position that a ceasefire would only benefit Hamas. Kirby stated the U.S. position was to support “temporary, localized humanitarian pauses for aid, and for people to get out.” The U.S. also said 4 rockets were launched at the Ain al-Asad air base, causing no injuries or damage. UK foreign secretary James Cleverly said the UK was working to facilitate a temporary ceasefire to allow more aid to enter Gaza. UK parliamentary private secretary Paul Bristow was fired from the Conservative government for writing a letter to Prime Minister Rishi Sunak calling for a ceasefire. Axios reported that Mossad director David Barnea traveled to Qatar over the weekend for meetings with Qatari officials regarding a prisoner exchange with Hamas. U.S. secretary of state Antony Blinken spoke with Qatari prime minister Mohammed bin Abdulrahman Al Thani, discussing the humanitarian situation in Gaza and Qatari efforts to mediate a prisoner exchange. In the West Bank, a Palestinian man succumbed to wounds sustained from Israeli forces last week in Tura. 2 Israeli settlers were injured in what was said to be an attack by Palestinians near the Rimonim settlement north of Wadi as-Seeq. Israeli settlers assaulted 5 Palestinians during raids in Deir Jarir, Qusra, Bethlehem, and Taybeh. Israeli settlers also vandalized homes, stole items, and assaulted Palestinians in Shaab al-Buum and Khirbet Saddet al-Tha’leh in the Masafer Yatta area. Elsewhere, Israeli settlers left leaflets in Deir Istiya warning Palestinians to flee to Jordan before they are forcefully expelled in the “great Nakba.” Israeli forces shot and killed a Palestinian child and injured another during a raid in Jalazone refugee camp. Nearly 100 Palestinians were arrested during late-night raids in and around Biddu, Kobar, Arora, al-Mughayyir, al-Bireh, Bethlehem, Hebron, Sanour, and Marda. In Gaza, Israeli attacks killed at least 481 Palestinians, including 209 children. Israeli tanks entered Gaza, killing several people and damaging buildings. Israel also said it used combat helicopters to assassinate 4 Hamas members, Shadi Barud, Tareq Ma’ruf, Rafat Abbas, and Ibrahim Jadbah in Gaza City. PA minister of public works and housing minister Mohammad Ziyara said 200,000 housing units have been completely or partially destroyed by Israeli airstrikes since 10/7. Israel said that 224 people are being held captive in Gaza.  (AJ, WAFA 10/26)

Hamas leaders Bassem Naim and Moussa Abu Marzouk and Iranian deputy foreign minister Ali Baghiri Kani met with Russian deputy foreign minister Mikhail Bogdanov in Moscow. Israel condemned Russia for hosting members of Hamas. Hamas military spokesperson Abu Obeida said Israeli airstrikes have killed around 50 captives. Hamas political leader Ismail Haniyeh said in a speech that Israeli attacks on Gaza will “destabilize the entire region” and that the resistance in Gaza was “doing well.” (AJ, HA 10/26; AP, HA 10/27)

EU leaders agreed on a final communique after a 7-hour-long meeting on the Israeli attacks on Gaza, calling for “humanitarian corridors” and “pauses.” (AJ 10/26)

The U.S. Senate unanimously passed a resolution denouncing anti-Semitism on campuses. In related remarks, senators conflated criticism of Israel with anti-Semitism. The Anti-Defamation League sent 200 letters to campuses in the U.S. requesting that they investigate Students for Justice in Palestine for possibly violating a law prohibiting support for a foreign terrorist organization. A Gallup poll found that U.S. president Joe Biden lost 11 percentage points among Democrats since September and that his overall approval rating has dropped from 41 to 37. (AJ, HA 10/26)

Switzerland suspended financial support for 6 Palestinian and 5 Israeli NGOs, including Adalah, Al-Shabaka, Gisha, 7amleh, HaMoked, Jerusalem Legal Aid and Human Rights Centre, MIFTAH: The Palestinian Initiative for the Promotion of Global Dialogue and Democracy, Palestinian Center for Human Rights, Palestinian NGO Network, Physicians for Human Rights, and the Women's Centre for Legal Aid and Counselling. Switzerland said it would analyze the feasibility of the programs. (HA 10/26)

In the West Bank, 3 Israeli settlers set fire to a Palestinian marble factory in Jamma’in near Huwwara, causing damage of around $920,000. 6 Palestinians were arrested during raids in Zabbuba and al-Walaja. In East Jerusalem, 4 Palestinians were arrested in the Old City. In Gaza, an explosion at the Zawiya market killed 1, injured 14, and caused damage. According to the Palestinian Centre for Human Rights (PCHR), the explosion was caused by explosives stored in a residential building at the market. After the PCHR reported its findings, it was smeared and threatened by the National and Islamic Factions’ Follow-up Committee in the Gaza Strip. Haaretz reported that although the ban on family reunifications for Israeli citizens married to Palestinians expired on 7/6, it has not been possible to make an appointment to process an application. The Israeli government told the Israeli high court of justice that it would not grant work permits to Palestinians seeking asylum in Israel based on anti-LGBTQ persecution or domestic violence, saying that the PA “does not systematically persecute people because of their sexual orientation.” (HA 7/23)

In Syria, Israeli forces conducted air strikes for the 2d time in 1 week, this time in the Quseir region. It was unclear if there were any casualties. Syria’s military said its air defenses had intercepted most of the missiles. Russian officials later claimed that it was its air defenses in Syria that had intercepted the Israeli missiles. The African Union (AU) said it would readmit Israel as an observer country. Israel was ejected as an observer 19 years ago after pressure from then brotherly leader of Libya Muammar Gaddafi. The Israeli foreign ministry had prior to the readmission sent a senior official to Addis Ababa in Ethiopia to meet with 30 ambassadors to the AU. Hamas later issued a statement calling the AU decision “shocking and reprehensible.” The South African government called the AU decision appalling, “unjust and unwarranted.” Algeria, Egypt, Comoros, Tunisia, Djibouti, Mauritania, and Libya later voiced opposition to Israel’s readmission, saying that the decision could divide the AU nations. PA president Mahmoud Abbas announces that the Palestinian Constitutional Court has issued an order to dissolve the Hamas-controlled Palestinian Legislative Council (PLC) and hold new elections within 6 months. In response, Hamas releases a statement calling the move an “invalid political decision.” Hamas also calls on Egypt to “block Abbas’s measures that are a fatal blow to the Egyptian endeavors aimed to achieve the Palestinian reconciliation.” The PLC is the PA’s legislative body, but it has not met regularly since Hamas won a majority of the body’s seats in the last election, which was in 2006. Vehicles bearing $15 million in cash pass through the Erez border crossing into Gaza. The money was reportedly provided by Qatar, approved for transfer by Israel, and set to help Hamas pay the salaries of civil servants in Gaza and support Gazan families struggling to meet their basic needs. The transfer is yet another indication of progress in the Egypt- and UN-mediated efforts to broker a “calm” or some sort of cease-fire between Israel and Hamas. Al-Hayat reports that PA president Mahmoud Abbas has given in to Egyptian pressure and agreed to stop working against the Egyptian effort to broker a “period of calm” between Israel and Hamas. According to Palestinian sources, Abbas has agreed not to impose new sanctions on Gaza and to resume fully paying PA employees in Gaza. The Egyptian plan is reportedly to mediate a period of calm lasting 2 to 3 weeks, then to broker some kind of reconciliation between Hamas and Fatah, and then to resume talks on a long-term cease-fire between Israel and a newly unified Palestinian side. Later, a senior PA official says he is unaware of any change in Abbas’s position, as the al-Hayat report indicates. “Abbas agreed with the Egyptian president that there was a need to alleviate the suffering of our people in the Gaza Strip,” the official says. “But [Abbas] also emphasized that Hamas was not authorized to reach any agreement with any party on behalf of the Palestinians." The Lebanese newspaper al-Akhbar publishes a draft Hamas-Israel cease-fire agreement, reportedly the product of the most recent round of Egypt-mediated talks. The agreement would see Egypt permanently opening the Rafah border crossing and lifting other border restrictions, Israel expanding the fishing zone off Gaza’s coast to 14 nautical miles and permitting 5,000 Gazans to enter Israel to work. The deal would also see the PA pay 80% of the salaries of Gaza’s civil servants, with Qatar funding those salaries for at least 6 months. Meanwhile, PA president Mahmoud Abbas meets with Egyptian president Abdel Fattah al-Sisi in Sharm al-Shaykh. They discuss a slew of regional issues, reportedly including the Egyptian effort to mediate the stalled Palestinian national reconciliation process and a cease-fire in Gaza. After meeting with Egyptian intelligence officials in Gaza, the various political factions in Gaza agree to stop launching incendiary kites and balloons into Israel and to stop protesters from setting fire to tires, according to a senior Hamas official. “Friday’s events will be quiet,” adds a member of the Great March of Return organizing committee. The protests on 11/2 are set to proceed no less than 500 meters away from the border fence. Today’s agreement comes amid ongoing Egypt-mediated talks on a possible long-term cease-fire between Hamas and Israel. The Palestinian and Israeli press reports that Israel has agreed to allow Qatar to transfer money to Hamas to pay the salaries of the civil servants working for its government, in Gaza. It’s unclear if Israel has agreed in principle or if an agreement has been signed. Separately, Palestinian sources say that significant progress has been made in the Egypt-mediated talks toward a long-term cease-fire between Hamas and Israel. They don’t offer details, but they point to recent trust-building steps taken by both sides, including Israel’s decision to allow transfers of diesel fuel into Gaza for the area’s sole power plant and Hamas’s efforts to limit the violence at the ongoing Great March of Return protests. An IDF spokesperson claims that Islamic Jihad in Palestine (PIJ) was responsible for the rocket fire on 10/26 “with clear guidance from Iran and the Revolutionary Guards’ Quds Force in Syria.” A PIJ spokesperson then says that the group has reached a new agreement to end the violence in Gaza, thanks to Egyptian mediation. “After contacts between the Islamic Jihad leadership and the brothers in Egypt, it was agreed that a comprehensive cease-fire will begin immediately,” he says. A day after Israeli prime minister Netanyahu visited Oman, Omani foreign minister Yusuf bin Alawi bin Abdullah says that the Omani government is “very optimistic” about the Trump administration’s Palestinian-Israeli peace efforts. “We are not mediators in Israel-Palestine, but we offer facilitation and ideas to help 2 parties to come together,” he adds. “We are not saying that the road is now easy and paved with flowers, but our priority is to put an end to the conflict and move to a new world.” (AFP, HA, REU, TOI, YA 10/27)

The World Bank announces that it has increased its annual allotment of aid to the Palestinians from $55 million to $90 million this year. Hours before the protests, killings, and air strikes in Gaza, Al-Hayat reports that the Egyptian officials who have been shuttling back and forth between Israel, the West Bank, and Gaza over the past 2 weeks have brokered an understanding between Hamas and the Israeli government. Hamas reportedly agreed to end all violence along the border, including acts of violence perpetrated during Great March of Return protests and all incendiary balloon and kite attacks, in exchange for Israel lifting certain restrictions on Gaza. The Israeli government approves the construction of more than 20,000 new housing units for Israeli settlers in Ma’ale Adumim, a settlement east of Jerusalem. The move comes in the context of a new agreement signed by Israel’s Construction and Housing Ministry and the Ma’ale Adumim Municipality. Israeli prime minister Benjamin Netanyahu and his wife Sara fly to Oman to meet with Sultan Qaboos bin Said. Because Oman and Israel have no formal diplomatic ties, the visit is seen as an indication of a growing relationship between Israel and Oman. A senior Palestinian official involved in the Egypt-mediated talks over a long-term cease-fire with Israel says that Hamas may restrain attendance at this afternoon’s planned protests in order to maintain trust with the Egyptians. An hour later, a Hamas committee involved in organizing the protests calls on the people of Gaza not to approach the border fence today so as not to give Israel an excuse to attack “Your blood is valuable, keep it to establish the homeland.” Meanwhile, the Israeli press reports that at least some senior Israeli officials believe that Hamas has changed course regarding the ongoing protests and violence along Gaza’s border, limiting the protests in order to give space for the Egypt-mediated talks. On the sidelines of the UN General Assembly in New York City, U.S. president Donald Trump meets with Israeli prime minister Benjamin Netanyahu. At a joint press conference, Trump says he thinks a “2-state solution will work best.” His statement marks the first time he has publicly expressed a preference for the 2-state solution while in office. Later in the day, Trump says that Netanyahu was “very nice” to him and that a 2-state solution is “more likely,” but that he would be “OK with 1 state, 2 states, whatever they want.” Netanyahu, for his part, tells Israeli reporters that Trump accepts that Israel should retain a military presence in the West Bank even if a 2-state solution is agreed upon. Ahead of PA president Mahmoud Abbas’s planned address to the UN General Assembly on 9/27, Hamas denounces Abbas as an illegitimate representative of the Palestinian people. According to sources close to Hamas’s leadership, the statement stems from the Egyptian delegation’s visit to Gaza last week for talks on the stalled Palestinian reconciliation process. The Egyptians reportedly backed Abbas’s position that there could be no long-term cease-fire with Israel until Hamas and Fatah reconcile and the PA resumes control of Gaza. “Most of the donor countries, including the Arab countries, have adopted this line,” the source says. “So it looks like Hamas is losing the momentum to advance calm on a separate track from reconciliation, and the situation in Gaza is getting worse.” Meanwhile, Hamas security forces summon dozens of Fatah members for interrogation in Gaza. After a meeting of the Israeli security cabinet, an Egypt- and UN-backed cease-fire between Israel and Hamas goes into effect. It is reportedly based on the principles of the cease-fire deal that halted Operation Protective Edge, Israel’s 2014 assault on Gaza, and it provides for a cessation of all hostilities. The Israeli cabinet reportedly approved the agreement in principle on 8/12 and only met today to review the details one last time. Earlier, Israeli DM Lieberman announced the reopening of the Kerem Shalom border crossing (effectively lifting the last of the restrictions the Israeli authorities imposed on 7/9) and the expansion of the fishing zone off Gaza’s coast to nine nautical miles, up from as few as three at the peak of the Israeli crackdown. “The opening of the Kerem Shalom crossing, after four days of quiet, is intended to indicate to the population in Gaza that maintaining quiet is first and foremost an interest for Gaza’s residents,” he says. The Palestinian Central Council convenes in Ramallah for its 29th regular meeting. The PLO body discusses a variety of issues related to statehood, including the stalled national reconciliation process, and plans to meet again on 8/16. In a speech kicking off the meetings, PA president Abbas says that Hamas is not serious about reconciliation. “Hamas principally does not have intentions to achieve reconciliation,” he says. The Israel Land Authority (ILA) publishes tenders for the construction of 602 new housing units in the Ramat Shlomo settlement of East Jerusalem. The 603 units are part of a larger development plan that dates back to 2010. The ILA separately reaches a $380 million agreement with the Jerusalem Municipality for a series of development projects across the city, including 20,000 new housing units. Meanwhile, Israeli forces violently disperse Palestinians protesting U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital in central Jerusalem, Nabi Salih village near Ramallah, outside Jayyus village near Qalqilya, and along Gaza’s border near Gaza City; 8 Palestinians are injured and 2 are arrested. Hours later, the IDF declares Nabi Salih a closed military zone. The village is home to the Tamimi family of activists, whose resistance to the IDF has garnered international headlines in recent weeks. Late at night, the IAF bombs and completely destroys a Palestinian tunnel south of Rafah in the Gaza Strip. There are no reported injuries. The IDF later rejects Palestinian claims that the tunnel was used for smuggling goods from Egypt, and alleges that it extended from Egyptian territory all the way to the area of the Kerem Shalom border crossing. After 3 days of talks in Cairo, Hamas and Fatah announce that they have reached a new national reconciliation agreement. They do not release the text of the agreement, but according to Palestinian and Egyptian officials close to the talks, the PA is set to lift the sanctions imposed on Gaza earlier this year and Hamas agreed to hand over control of Gaza to the PA by 12/1, inter alia. Egypt’s State Information Service releases a statement announcing that the 2 sides have “agreed on procedures” for reconciliation, acknowledging that “division between the 2 sides” remains. The U.S. State Dept. announces that the U.S. is withdrawing from UNESCO. “This decision was not taken lightly, and reflects [. . .] continuing anti-Israel bias at UNESCO.” The withdrawal goes into effect at the end of 2018. Shortly after the State Dept.’s announcement, Israeli PM Netanyahu’s office announces that Israel is following the “brave and moral” U.S. decision and leaving UNESCO as well. Hamas and Fatah officials resume talks on a possible national reconciliation agreement under the oversight of Egyptian intelligence officials in Cairo. They discuss ways that the PA can effectively administrate in Gaza, including the operation of the border crossings and issues related to the economy and security. In the evening, the 2 sides issue a joint statement: “We thank Egypt for its sponsorship in achieving reconciliation and ending division and we look forward to continuing talks [. . .] in the same high spirits.” Talks are expected to continue all week.
