A total of 2 Palestinians and 1 Israeli settler are killed throughout the day. First, Israeli border police shoot and kill a Palestinian in c. Hebron after he allegedly stabs and seriously injures an Israeli settler (the settler will succumb to his injuries on 12/30). After the incident, Israeli settlers march through c. Hebron to protest the attack, sparking minor clashes with Palestinian stone-throwers. Late at night, IDF troops conduct a raid in Dahaysha r.c. nr. Bethlehem, arresting 5 Palestinians and killing 1 Palestinian in the ensuing clashes with stone-throwers. Meanwhile, IDF troops violently clash with Palestinians protesting their continued presence at Palestine Technical University in Tulkarm; 5 Palestinians are injured. They also conduct late-night house searches and raids in 2 villages nr. Tulkarm, Hebron, 1 village nr. Jenin, Ramallah and a nearby village, and Qalqilya, arresting 12 Palestinians and confiscating personal property; patrol in 1 village each nr. Salfit, Jenin, and Tulkarm, as well as 8 villages nr. Hebron. Israeli forces deliver stop-work orders to 12 homes under construction in a village nr. Qalqilya. Off Gaza’s coast nr. Jabaliya r.c., on 3 occasions, Israeli naval forces open fire on and otherwise confront Palestinian fishing boats, arresting 6 fishermen and confiscating 1 boat. In the Jerusalem and Hebron areas, 2 Palestinians are killed in alleged ramming attacks. First, an Israeli settler shoots and kills a Palestinian driver nr. the Kefar Adumim settlement after he injures 2 Israeli soldiers with his car. While the Israeli media claims it was an intentional car-ramming, Palestinian sources report that the man was in a car accident with the settler driver. The victim’s brother was killed in a similar incident on 11/22.IDF troopsshoot and kill a Palestinian driver in Bayt Umar nr. Hebron after he rams a group of Israeli soldiers, injuring 5 of them. Afterward, the IDF seals the main entrance to the village. Israeli civilians assault a Palestinian worker in Beit Shemesh w. of Jerusalem, causing moderate injuries. A Palestinian allegedly stabs and injures an Israeli border police officer nr. Haifa. Meanwhile, the IDF clashes with and violently disperses Palestinian, Israeli, and international activists at Friday demonstrations against the Israeli occupation and recent killings of Palestinians in 7 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, Budrus, outside Ofer Prison, and outside the Beit El settlement), 2 areas nr. Qalqilya, 2 villages and al-Fawar r.c. nr. Hebron, 2 villages nr. Nablus, and 3 areas along Gaza’s border; at least 53 Palestinians are injured. Israeli forces patrol in 3 villages nr. Hebron; prevent Palestinian farmers from working their fields nr. Stabbing and other small-scale violent incidents continue amid the ongoing wave of violence. IDF troops open fire on 2 Palestinians, killing 1 and injuring the other, after they allegedly attempt to stab an Israeli border policeman at a checkpoint nr. Nablus. In East Jerusalem, Israeli forces shoot and seriously injure a Palestinian after he stabs and moderately injures an Israeli at a light rail station nr. Shaykh Jarrah (the Palestinian succumbs to his injuries later in the day). An Israeli bystander is accidentally shot and injured during the incident. The Israeli crackdown across the oPt continues as well, with IDF troops clashing with and violently dispersing Palestinian protesters nr. Hebron, Bethlehem, Ramallah, and in 4 locations along Gaza’s border; an 8-mo.-old Palestinian baby dies from tear gas inhalation nr. Bethlehem, 1 Palestinian is rammed with an IDF vehicle, and 63 are injured overall. Israeli forces also violently disperse Palestinian, Israeli, and international activists at Friday demonstrations against Israel’s occupation and recent violence in 4 villages nr. Ramallah (Bil‘in, Ni‘lin, Silwad, and Nabi Salih) and Kafr Qaddum nr. Qalqilya; there are no serious injuries. The IDF conducts a late-night raid nr. Ramallah, arresting 1 Palestinian; patrols in the Ramallah, Hebron, and Qalqilya areas, sparking clashes with stone-throwers in each (5 Palestinians are injured and 2 are arrested). Further patrols in 4 villages nr. Hebron and 2 nr. Qalqilya do not lead to clashes. Israeli forces return the bodies of 7 Palestinians killed by IDF troops in and around Hebron since 10/1. They also place concrete blocks and fences on a number of roads in c. Hebron and bar Palestinians who do not live in Hebron from entering the city, following the recent violence in the area. PA pres. Abbas submits files to the International Criminal Court (ICC) documenting recent Israeli violations of international law in the oPt, including the recent “extrajudicial killings” and home demolitions. Both the ongoing wave of small-scale violence and the Israeli crackdown in the oPt continue. Israeli border police shoot and kill a young Palestinian woman nr. al-Ibrahimi Mosque in c. Hebron after an Israeli officer says he sees her with a knife. Palestinian witnesses dispute the claim. Israeli soldiers assault a Palestinian driver at a checkpoint nr. Nablus. Palestinians throw stones at an Israeli settler’s car nr. Jerusalem, then 1 of them stabs the settler when he exits his car, causing moderate injuries. An Israeli settler shoots and seriously injures a Palestinian youth nr. the Gush Etzion settlement bloc nr. Hebron. After the incident, IDF troops conduct raids in a nearby village, sparking clashes with stone-throwers and injuring 7 Palestinians. A Palestinian stabs and moderately injures an Israeli settler outside the Ariel settlement. Other Israeli settlers then attack and stab the Palestinian and, hours later, the IDF raids a nearby village, arresting the injured Palestinian. Across the West Bank, the IDF conducts patrols, late-night raids, and house searches, arresting 17 Palestinians. In East Jerusalem, Israeli forces conduct late-night raids in Issawiyya, accidentally detonating an improvised explosive device; 1 border police officer is injured in the blast. At the Palestinian embassy in Cairo, PLO secy.-gen. Erakat announces that the PLO and the Arab League are preparing a proposal for the UNSC to set a deadline on ending the Israeli occupation. (NYT 10/25; HA, TOI 10/26)

Further exacerbating Palestinian fears over the Judaization of Jerusalem, the Israeli press reports that PM Netanyahu recently proposed at a cabinet meeting the possibility of revoking the residency status of around 80,000 Palestinians in East Jerusalem who live in neighborhoods on the West Bank side of the separation wall, such as Shu‘fat r.c. According to sources present at the meetings, the cabinet did not discuss the proposal, and Netanyahu called for a separate meeting to discuss it further. For the 9th day in a row, IDF troops stationed along Gaza’s border open fire on Palestinians protesting and throwing stones, injuring 10 Palestinians. The Israeli authorities temporarily close the Erez border crossing after the clashes. (HA, MNA, WAFA 10/17; PCHR 10/22)

The IDF shoots and kills 5 suspected Palestinian assailants throughout the day as stabbing incidents and the Israeli crackdown continue, particularly in and around Hebron. In the West Bank, an Israeli settler shoots and kills a Palestinian youth in c. Hebron after he allegedly attempts to stab the settler, according to the IDF. IDF troops then raid the home of 2 witnesses, confiscating recording equipment that was used to capture a video of the incident. Later, IDF troops shoot and kill a Palestinian youth after she allegedly stabs an Israeli soldier outside the Kiryat Arba settlement nr. Hebron. After the 2d incident, Fatah’s local Hebron branch declares a day of mourning and dozens of Palestinians throw stones at IDF troops in the area, sparking minor clashes throughout the day. Later, IDF troops raid the Palestinian youth’s home in c. Hebron and assault her family. In the evening, Israeli forces shoot and kill a 3d Palestinian in c. Hebron after he stabs and moderately injures an Israeli soldier. Meanwhile, IDF troops shoot and kill a Palestinian at Qalandia checkpoint nr. Ramallah after he allegedly stabs and injures an Israeli border police officer. After the incident, the IDF conducts late-night raids in nearby Qalandia r.c., arresting 2 Palestinians and sparking clashes with stone-throwing Palestinian youths (3 Palestinians are injured). In East Jerusalem, Israeli forces shoot and kill a Palestinian after he allegedly attempts to stab an Israeli police officer in the East Talpiot settlement. Elsewhere in the West Bank, IDF troops clash with and violently disperse Palestinians protesting throughout the region, injuring 24 Palestinians. The IDF also patrols during the day and conducts late-night raids and house searches in the area, arresting 5 Palestinians and issuing an arrest summons to 1. More than 200 Israeli settlers throw stones and firebombs at Palestinian homes nr. Dozens of Gazans gather nr. the border for a 2d day, protesting the Israeli killing of 7 Gazans on 10/9. IDF troops open fire on the protesters, killing 2, injuring 26, and arresting 5 of the 70 who cross into Israel. Meanwhile, unidentified Palestinians fire a rocket toward Ashqelon, Israel, and it is intercepted by an Iron Dome missile defense battery. IAF jets launch retaliatory air strikes on Hamas military sites in s. and c. Gaza, killing 1 pregnant Palestinian and her young daughter and injuring 5 others. Off the coast nr. Stabbing attacks continue in East Jerusalem, with 2 such incidents today. First, Israeli police shoot and kill a Palestinian youth nr. a gate to the Old City after he allegedly stabs and injures 2 Israelis. Later, Israeli police shoot and kill a Palestinian after he stabs and injures 2 policemen nr. the same gate (a 3d police officer is injured by friendly fire), and clashes break out following the attack. After a funeral for the Palestinian killed in Shu‘fat r.c. on 10/8, Israeli forces clash with and violently disperse stone-throwing Palestinians. In the West Bank, undercover Israeli forces shoot and injure a Palestinian youth and detain 4 others in overnight clashes nr. Jenin; the IDF will conduct raids in the village during the day, confiscating computers and arresting 1 Palestinian. Throughout the day IDF troops violently disperse Palestinian stone-throwers and protesters across the West Bank, injuring 34 Palestinians and 1 Israeli soldier. The IDF also conducts raids and patrols throughout the region, arresting 4 Palestinians and confiscating a vehicle. Israeli settlers continue attacking Palestinians and their property, clashing with Palestinians outside the Kiryat Arba settlement; Israeli forces violently disperse the gathering. Palestinian shops in and around Hebron observe a general strike in the morning, protesting the killings of Palestinians from the area by Israeli forces on 10/7 and 10/9. In Israel, around 1,500 Palestinian citizens peacefully march through Nazareth in protest of the recent Israeli attacks and restrictions on access at Haram al-Sharif. A similar demonstration in Ramla turns violent, and the Israeli police arrest 10 Palestinians accused of stone-throwing. Israeli PM Netanyahu approves the deployment of 16 reserve companies of border police—as many as 2,000 troops—in Palestinian cities across Israel, in Jerusalem, and along major highways (the cabinet will approve the proposal on 10/11). (JP, TOI 10/10)

For the 1st time since the wave of violence began, Gazans gather en masse to protest the recent Israeli violence. Israeli forces open fire on more than 3,000 protesters in 5 locations along the border fence, killing 6 Palestinians and injuring 67 others (2 more Palestinians will succumb to their injuries on 10/10 and 10/16, respectively). Late at night, unidentified Palestinians fire 3 rockets toward Israel. After the rocket fire and the morning’s deadly clashes, the IDF deploys Iron Dome missile defense batteries nr. Stabbing incidents continue in the West Bank, Jerusalem, and Israel, with 3 such incidents throughout the day. First, Israeli forces shoot a Palestinian after he stabs an Israeli border police officer outside the Kiryat Arba settlement nr. Hebron (the Palestinian attacker will succumb to his injuries later in the day). After the attack, Israeli settlers assault Palestinians and their property across Hebron and Nablus, including several journalists. In c. Jerusalem, a Palestinian stabs and lightly injures an Israeli youth with a vegetable peeler, then Israeli police arrest him. In Israel, an Israeli youth stabs and injures 4 Palestinians, including 1 bedouin employee of the municipal govt., in Dimona. Relatedly, Israeli forces shoot and injure a Palestinian woman claiming that she stabbed an Israeli security guard in Afula. (After a video of the incident is released, the Israeli Justice Ministry will find [10/28] that she had no intention of attacking Israelis.) After the incident in Afula, Palestinian youths protest throughout the surrounding areas, throwing stones at Israeli police. Similarly, a private security officer shoots and injures a Palestinian at a settlement outpost, then the IDF detains the Palestinian when they find a knife and gun on his person. Meanwhile, IDF troops clash with and violently disperse hundreds of Palestinians throwing stones and protesting throughout the West Bank and East Jerusalem, killing 1 Palestinian and injuring hundreds more. Palestinians throw stones at Israeli vehicles nr. Ramallah, lightly injuring 5 Israelis. The IDF also conducts raids and patrols in the Hebron area and East Jerusalem, arresting 11 Palestinians including 1 journalist. Meanwhile, the Israeli authorities bar Palestinian men under 45 from Haram al-Sharif today and close all but 5 entrances to the sanctuary in an effort to deter clashes at the site amid rising tensions in the oPt. Violence escalates in the West Bank as settlers and Israeli forces continue retaliating against Palestinians in the wake of the 10/1 killing of 2 settlers. Israeli settlers protest on a main road outside Nablus, and the IDF disperses the ensuing clashes with stonethrowing Palestinian youths. Meanwhile, settlers set fire to dozens of olive trees and Palestinian agricultural land nr. Nablus, and throw stones at drivers nr. Salfit, injuring 3 Palestinian medics. Late at night, IDF troops conduct raids in and around Nablus searching for the perpetrators of the killing; they arrest 10 Palestinians and deliver a demolition notice to the home of a suspect. Clashes erupt with stone-throwers, and the IDF injures 11 youths with live ammunition. Elsewhere in the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations against the Israeli occupation and recent access restrictions at Haram al-Sharif in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, Jalazun r.c., and Budrus), Kafr Qaddum nr. Qalqilya, and 2 areas nr. Hebron; 6 Palestinians are injured, including 1 journalist. Israeli forces arrest 6 Palestinians in connection with clashes between Palestinian youths and Israeli settlers the day before in a village outside Bethlehem. IDF troops clash with Palestinian stonethrowers during patrols in and around Hebron, and outside Nablus Palestinian youths throw stones at 2 Israeli settlers, causing light injuries. Violence also continues in East Jerusalem, with the Israeli authorities continuing to enforce the restrictions on access at Haram al-Sharif that were announced on 9/27 for the Jewish holiday Sukkoth. Israeli forces temporarily seal the entrances to Issawiyya and shoot stun grenades at residents who approach their mobile checkpoints, sparking intermittent clashes; 1 Palestinian is seriously injured. Palestinian youths throw stones at Israeli border police in the Old City, causing minor injuries. On Gaza’s s. border, Israeli forces arrest 7 Palestinians attempting to cross into Israel for work. In Gaza, fighters from the Salafi group Sarayat al-Shaykh Umar Hadid fire a rocket into Israel late at night, causing no damage or injuries. IAF jets launch a retaliatory air strike on a Hamas weapons facility in c. Gaza, causing damage but no injuries. Following 2 days of increased tension in East Jerusalem, a Palestinian attacks a group of Israeli border police nr. the Damascus Gate to the Old City, stabbing and injuring 1. The Israeli police assault and arrest the man. Israeli forces demolish 2 Palestinian homes and 7 stores in al-‘Izzariya to clear space for the expansion of the separation wall. They also detain 4 Palestinians at Haram al-Sharif. Late at night, Palestinian youths throw a firebomb at an Israeli police jeep in al-Tur, sparking clashes with Israeli forces; 2 Palestinians are detained. In the West Bank, IDF troops conduct house searches and raids nr. Tulkarm, Hebron, Jenin, and Qalqilya, arresting 11 Palestinians. In Gaza, the IDF bars a Palestinian journalist from passing through the Erez border crossing, despite the fact that he was issued a permit on 6/20. In the West Bank, Israeli forces demolish 2 Palestinian structures nr. Salfit. IDF troops conduct raids and house searches in 2 villages nr. Ramallah, confiscating property and arresting 3 Palestinians. Israeli settlers spray price-tag graffiti on walls in Tiberius; assault Palestinians in c. Hebron; cut down 70 olive trees nr. Nablus. In East Jerusalem, a Palestinian stabs and seriously injures an Israeli border policeman nr. Damascus Gate of the Old City. The policeman then shoots the Palestinian man multiple times, leaving him in critical condition. Israeli forces consequently raid the Palestinian man’s home nr. Hebron. Israeli forces later clash with Palestinians gathering nr. Damascus Gate and separately with Palestinians leaving Haram al-Sharif; 4 Palestinians are injured. They conduct late-night raids in Silwan, Jabal Mukabir, and Issawiyya, arresting 3 Palestinians. In n. In response to the 6/19 shooting nr. Ramallah and today’s stabbing in East Jerusalem, Israeli PM Netanyahu and DM Ya’alon annul the 6/16 announcement permitting 500 Palestinians to fly abroad via Ben Gurion Airport during Ramadan. Additionally, they instruct the Defense Ministry to revoke the work permits of all Palestinian residents of the village nr. Hebron where today’s perpetrator is from, and say they will consider further punitive restrictions. (HA, TOI 6/22)

In Ramallah, French FM Fabius meets with PA pres. Abbas to discuss the French initiative to restart the Israeli-Palestinian peace negotiations, including a French-drafted UNSC res. Fabius then meets with Netanyahu in Israel to discuss the same issues. The Egyptian govt. announces the appointment of a new amb. to Israel, Hazem Khairat, who will travel to Tel Aviv in the coming mos. Egypt has not had an amb. to Israel since 2012, when Atef Salem was recalled in the midst of Israel’s Operation Pillar of Defense. (HA, YA 6/21)

Israeli mbr. of Knesset (MK) Basel Ghattas (Joint List) announces his plans to join the Freedom Flotilla III, an international activist effort to deliver aid to Gaza and call attention to the Israeli blockade (the flotilla will set sail on 6/25). Iranian parliamentarians approve amendments to the bill introduced on 6/17 to increase oversight on implementation of any agreement made with the P5+1. The amendments shift oversight responsibilities, and the power to end the deal, from parliamentarians to the Supreme National Security Council, which is chaired by Pres. Hassan Rouhani and controlled by Supreme Leader Ayatollah Khamenei. The bill must still be approved by the parliament and ratified by the Khamenei-controlled Guardian Council to become law. IDF troops violently disperse dozens of Palestinians protesting outside an Israeli settlement nr. Ramallah, injuring 1 with live ammunition. The IDF patrols in a village nr. Hebron, sparking minor clashes with stone-throwing Palestinian youths; there are no serious injuries. The IDF also patrols during the day in Tulkarm, 1 village each nr. Ramallah and Qalqilya, al-Fawar r.c. and 1 village nr. Hebron, and 3 villages nr. Jericho. Israeli forces demolish 3 grocery stalls in a village nr. Jericho. In East Jerusalem, Israeli border police fire rubber-coated metal bullets and critically injure a Palestinian child outside Shu‘fat r.c. after a group of young Palestinians allegedly threw stones at the officers; Israeli forces arrest 2 Palestinians on a late-night raid in al-Qarmi. In Israel, Israeli forces demolish 12 homes in the unrecognized Negev bedouin village of al-‘Araqib. It is the 84th time since 2010 that homes in the village have been demolished. The IDF conducts a raid in Ramallah, arresting a suspect in the stabbing of 2 Israeli border police guards on 12/26. Palestinian residents of Turmus ‘Ayya nr. Ramallah discover that Israeli settlers uprooted around 5,000 olive trees planted nearby in the past week. In East Jerusalem, Palestinians throw 3 Molotov cocktails at an Israeli settler’s home in Ras al-Amud, causing damage, and Israeli police arrive to search for the perpetrators. Israeli security forces accompany a group of right-wing Jewish activists on a tour of Haram al-Sharif, then arrest 5 Palestinian women who verbally confront the activists. PA Pres. Abbas files a request with the Dutch embassy, asking the ICC to open investigations into suspected war crimes committed in the oPt since 6/2013. In response to the PA’s accession to the ICC, the Israeli cabinet decides to freeze the transfer of NIS 500 m.
