In the West Bank, Israeli forces issued stop-work orders for 4 homes and an agricultural structure in Yasuf. Israeli forces also arrested the son of the PA governor of Jericho, Jihad Abu al-Asal, during a house raid in Aqabat Jaber refugee camp. 7 others were arrested during late-night raids in Bethlehem, Tulkarm, Ramallah, and Jenin. Israeli finance minister and minister in charge of settlement policy at the Israeli Defense Ministry Bezalel Smotrich told members of the Knesset Foreign Affairs and Defense Committee that he is working on a plan to allow Israel to demolish buildings in Area A and Area B that are determined by Israel to be national security threats. Smotrich said he expects to bring the plan to the Israeli cabinet later in July. He also said he plans to create a border police unit that will focus solely on enforcing construction laws in the West Bank. Finally, Smotrich said he is working with the Jewish National Fund to plant 10,000 dunams (2,500 acres) of land with trees in the West Bank. (HA 7/19)

Israel said it would allow all U.S. citizens, including Palestinian Americans living in Gaza and the West Bank, entry to Israel in order to comply with U.S. demands for including Israel in the Visa Waiver Program. On the website of the U.S. embassy in Israel, it was stipulated that the “updated travel policies will allow U.S. citizens, without regard to national original, dual nationality, ethnicity, or religion, including Palestinian Americans on the Palestinian population registry, to travel to and from Israel via all ports of entry, including Ben Gurion Airport.” However, on the Israeli website with information for Palestinians Americans in Gaza and the West Bank it was stipulated that a “US citizen who is a Gaza Strip resident may exit abroad and return to the Gaza Strip through the Allenby Bridge Crossing. Transit to and from the Allenby Bridge Crossing must be by means of the organized shuttles of the Palestinian Authority. Requests for exiting abroad must be submitted to the Palestinian Civil Committee 45 workdays in advance to the requested exit date. The consent to requests is subject to security approval.” And Americans wanting to visit “first-degree relatives” in Gaza would only be allowed to visit Gaza once a year. The trial program started on 7/20. U.S. State Department spokesperson Matthew Miller said that the U.S. will monitor Israel’s compliance with the U.S. demands and make a decision regarding its admission to the Visa Waiver Program on 9/30. The Israeli announcement came after Israel and the U.S. signed a memorandum of understanding on the conditions set by the U.S. earlier in the day. Hamas said it had begun paying the June salaries of 50,000 public sector workers after a 3-week delay due to a delay in receiving monthly Qatari funds. A Hamas official said Hamas had received half of the Qatari funds and was able to get a loan from a local bank to pay out the salaries. (REU 7/19)

The Turkish presidency announced that PA president Mahmoud Abbas will visit President Recep Tayyip Erdoğan on 7/25, while Israeli prime minister Benjamin Netanyahu will visit on 7/28. The Netanyahu visit was later postponed due to his heart surgery on 7/23. (ALM 7/20; AJ 7/21; WAFA 7/23)

Israeli president Isaac Herzog addressed a joint session of the U.S. Congress, thanking the U.S. for its support for Israel’s normalization deals and Israel’s pursuit of normalization with Saudi Arabia. Herzog also said that Israel had taken “bold steps towards peace,” but claimed that these steps were undermined by Palestinian “terror” against Israelis. Representatives Alexandria Ocasio-Cortez (D-NY), Rashida Tlaib (D-MI), Ilhan Omar (D-MN), Jamaal Bowman (D-NY), Nydia Velázquez (D-NY), Cori Bush (D-MO), and Senator Bernie Sanders (D-VT) boycotted Herzog’s address. Sanders said “[i]t is no great secret that I strongly oppose the policies of Israel’s right wing, anti-Palestinian government. We provide them with $3.8 billion in aid. U.S. vice president Kamala Harris and President Herzog announced a joint U.S.-Israel climate initiative that will see the 2 countries invest $35 million each in “climate-smart agriculture” in the Middle East and Africa. The initiative was aimed at strengthening cooperation between Israel and Middle Eastern and African countries. (AX 7/19)

Approximately 20 Grad and Fajr-5 rockets are fired from Syria toward northern Israel. Four of them are intercepted by Israel’s Iron Dome missile defense system, and the rest explode over Syrian territory, causing no major damage or injury. The IDF accuses Iran of being behind the attack and retaliates, bombing dozens of alleged Iranian weapons storage, logistics, and intelligence sites in Syria; 27 people are killed, including 19 Iranians, according to the Syrian Observatory for Human Rights. Along Gaza’s border, Israeli forces conduct a limited incursion to level land and repair the border fence near Khan Yunis. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya and Khan Yunis, causing no damage or injuries. In the West Bank, Israeli forces demolish a makeshift Palestinian home near Nablus. IDF troops arrest 8 Palestinians during late-night raids near Jericho, Tubas, Bethlehem, Ramallah, and Jenin; and patrol near Hebron and Nablus. In East Jerusalem, Israeli forces establish a checkpoint in Abu Dis, sparking minor clashes with Palestinian minors; 1 Israeli border police officer and 7 Palestinians are injured (3 Palestinians are arrested as well). For the 2d day in a row, Israeli forces conduct major demolitions in a bedouin community in the West Bank. They destroy 15 structures, including several homes and the only school, in Khirbat Tana nr. Jericho. Elsewhere, 2 Israeli border police officers are injured in a suspected car-ramming attack nr. Jenin. The alleged assailant flees the scene without being identified. IDF troops arrest 18 Palestinians and assault 1 during late-night raids nr. Nablus, Hebron, Jenin, and in Tulkarm, sparking minor clashes in Burin village nr. Hebron (there are no serious injuries). They also patrol during the day nr. Hebron. Israeli settlers pray at a holy site outside Kifl Haris village nr. Salfit, sparking clashes with stone-throwing Palestinian youths; there are no serious injuries. In East Jerusalem, Israeli forces conduct raids in Issawiyya for the 2d day in a row, arresting 2 Palestinians. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. In the West Bank, IDF troops detain a Palestinian soccer player as the national team travels to Tunisia. The Palestinian Football Association (PFA) then lodges a complaint with international soccer’s governing body, FIFA (the Fédération Internationale de Football Association). IDF troops violently disperse dozens of Palestinians protesting outside an Israeli settlement nr. Ramallah, injuring 1 with live ammunition. The IDF patrols in a village nr. Hebron, sparking minor clashes with stone-throwing Palestinian youths; there are no serious injuries. The IDF also patrols during the day in Tulkarm, 1 village each nr. Ramallah and Qalqilya, al-Fawar r.c. and 1 village nr. Hebron, and 3 villages nr. Jericho. Israeli forces demolish 3 grocery stalls in a village nr. Jericho. In Israel, Israeli forces demolish 12 homes in the unrecognized Negev bedouin village of al-‘Araqib. It is the 84th time since 2010 that homes in the village have been demolished. Qalqilya on charges relating to the 12/25 Molotov cocktail attack. Israeli soldiers shoot and injure 4 Palestinians with rubber-coated metal bullets during clashes nr. Tulkarm and Hebron. Later, Israeli settlers clash with stonethrowing Palestinians in Bayt Umar, injuring 1 Israeli. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin) and Qalqilya (Kafr Qaddum), injuring 4. The IDF conducts house searches and arrest raids in Jalazun r.c.; patrols nr. Ramallah, Hebron, Jericho, and Tulkarm. Elsewhere, Israeli settlers accompanied by IDF troops enter a village nr. Jenin to perform religious rites. Republican presidential candidate Mitt Romney arrives in Israel on the 2d stage of his international tour (see 7/26), which he hopes will increase support for him among evangelical Christian voters who are wary of his Mormon faith and among Democratic Jewish voters disaffected by Pres. Unidentified Palestinians fire 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF conducts early morning patrols in Jericho, nearby ‘Ayn al-Sultan r.c., and 1 village nr. Ramallah; patrols in al-Nabi Salih in the afternoon, firing rubber-coated steel bullets, tear gas, and stun grenades at stone-throwing youths who confront them (causing no serious injuries) and arresting 1 Palestinian teenager; and patrols in 1 village nr. Jericho in the evening. Late at night, 14 Palestinians without Israeli work permits drive towards the al-Za‘im checkpoint e. of Jerusalem, believing the checkpoint would be unmanned and they would be able to sneak into Israel to find work; when they discover that Israeli border police are at the crossing, they attempt to turn their car around to flee; the Israeli border police open fire on the vehicle, killing 1 Palestinian, wounding 3, and arresting the rest. The IDF conducts late-night arrest raids, house searches in 2 villages nr. Salfit (synchronized), in Jericho and 1 nearby village (synchronized), and 1 village each nr. Bethlehem, Jenin, Qalqilya, Ramallah, and Tulkarm. Jewish settlers fr. Adei Ad outpost nr. Nablus beat a Palestinian shepherd grazing his sheep nearby and kill his sheep; an Israeli guard fr. nearby Shilo settlement intervenes and the settlers flee; the guard summons Israeli border police, who photograph the scene and take the shepherd’s formal complaint. In Israel, 1,000s of Israelis demonstrate in Tel Aviv to mark the 1st anniversary of the launch of the 2011 social justice protests against the rising cost of living. During the protest, one of the prominent activists connected with the July 14 Movement, Moshe Silman, immolates himself and is critically injured (he dies on 7/20). (WP 7/17; NYT 7/21)

Three unidentified assailants cross into Israel from Egypt and plant a roadside bomb that they detonate when 2 vehicles pass carrying laborers who are working to build Israel’s new border fence; they then open fire on the vehicles with automatic weapons and rocketpropelled grenades; 1 Israeli Palestinian worker is killed. Israeli border police respond to the scene and exchanges fire with the infiltrators, leaving 2 assailants dead and 4 policemen injured. The Israel Project, a Washingtonbased pro-Israel group, hosts a debate between foreign policy advisers to Pres. Obama and Republican presidential candidate Mitt Romney, covering numerous issues including Iran, Syria, military aid, and Obama’s commitment to Israel. Romney advisers accuse Obama of failing to support Israel and of being more concerned with preventing Israel from attacking Iran than halting Iran’s nuclear program. Obama adviser Robert Wexler calls Obama’s ‘‘degree of military and strategic support [to Israel] unparalleled,’’ emphasizing that the Obama admin. worked strenuously behind the scenes to ensure there has not been a UN vote on Palestinian statehood since the Palestinians launched their UN statehood bid in 9/2011. In Lebanon, clashes erupt at the funeral for a Palestinian refugee slain by Lebanese troops outside Nahr al-Barid r.c. on 6/15, leaving 1 Palestinian dead and 7 Palestinians and 3 Lebanese soldiers injured. The clashes spread to ‘Ayn al-Hilwa r.c. in Sidon, where at least 1 Palestinian is killed and 3 Palestinians and 3 Lebanese soldiers are injured. Demonstrations (but no clashes or injuries) are reported in Biddawi r.c. nr. Tripoli and Shatila r.c. in Beirut. (JAZ 6/18)

Unidentified assailants armed with heavy weapons and explosives enter s. Israel fr. the Egyptian Sinai and stage coordinated attacks on a bus, several cars, and an IDF patrol, killing 7 Israelis (1 IDF soldier, 6 civilians) and wounding up to 40, marking the deadliest attack on Israel since 3/2008. The attacks begin at midday with gunfire on a bus nr. Elat carrying mostly soldiers fr. a nearby army base; when an IDF unit arrives on the scene, it is quickly ambushed and hit with explosive devices. Within the hour, at least 3 reports of mortar fire fr. Egypt and attacks on civilian vehicles with antitank weapons are reported in the Elat area. Israeli security forces engage in firefights with the infiltrators over the next several hours, killing at least 7 attackers, noting that 3 of the bodies were booby trapped. At one point, IDF troops pursue the attackers into Egypt and clash with Egyptian border guards, killing an Egyptian military officer and 2 Egyptian border police and injuring 2 others. Israel accuses Hamas of sending terrorists fr. Gaza through the Rafah smuggling tunnels into Egypt and then on to Israel, and criticizes Egypt’s inability to secure its borders. The IDF quickly launches 12 air strikes on s. Gaza in retaliation, primarily targeting the Popular Resistance Committees (PRCs)—an umbrella group comprising mbrs. of all Gaza factions, including Fatah and Hamas. In total, 7 Palestinians (including 2 children) are killed and at least 23 Palestinians (including 7 children, 6 women) are wounded. Among the dead are 5 senior PRC members who were targeted for assassination, including PRC leader Kamal Abu Abed al-Nairab, PRC chief military cmdr. Imad Hamad, and a PRC rocket expert. Later in the evening, gunfire erupts again in Elat, killing 1 Israeli border policeman and critically injuring another. The PRCs fire 4 rockets (including at least 1 manufactured Grad rocket) fr. Gaza into Israel, where at least 3 are intercepted by Israel’s Iron Dome missile defense system; no damage or injuries are reported. By late evening, the Israeli DMin. reports no further fire, but says assailants may still be on the loose. Hamas and the PRCs deny any part in the attacks. Egyptian and American analysts (e.g., NYT, WT 8/19) say that “it is not a remote possibility for [Egypt’s radical militant elements] to cross the border and launch attacks against Israeli targets. It makes a lot of sense” given Egypt’s recent crackdown on al-Qa‘ida-inspired Islamist militants in the n. Sinai (see 8/13). In the West Bank, IDF troops supported by Israeli border police uproot 600 olive saplings and demolish 4 houses and 10 tents in Khirbet Um Nir s. of Hebron, displacing 8 Bedouin families (50 individuals). The IDF also patrols in 2 villages nr. Jericho and Ramallah in the morning and 4 villages nr. Jenin, 1 nr. Jericho, and 1 nr. Palestinians in Gaza fire an antitank missile at an IDF patrol inside Israel, causing no damage or injuries. During the day, Palestinians also fire 10 mortars toward Israel in 2 barrages, causing no damage or injuries; some of the mortars land inside Gaza. In the West Bank, the IDF conducts synchronized morning patrols in Tulkarm and several nearby villages; patrols in alBireh and neighboring al-Am‘ari r.c., and in 3 villages nr. Jericho and Ramallah. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Nabi Salih/Dayr Nizam. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, injuring 4 Palestinians, including 2 children. A Jewish settler deliberately attempts to run down a Palestinian nr. the Hawara checkpoint nr. Nablus, moderately injuring him; the IDF does not intervene. Jewish settlers fr. Taffuh settlement attempt to seize a plot of nearby Palestinian agricultural land but are sent away by the IDF. Jewish settlers close Jit intersection nr. Qalqilya with burning tires, blocking the main Qalqilya-Nablus road. In separate incidents, Jewish settlers fr. Keddumim and Karnei Shomron settlements stone Palestinian vehicles nr. Qalqilya. After 2 days of clashes with protesters, arrest raids targeting opposition figures, and imposition of a nighttime curfew in Manama, Bahrain’s troops demolish the giant pearl monument in Pearl Square in a symbolic crushing of antigovernment protesters. No further demonstrations are reported this quarter. By 3/20 observers describe daily life returning to normal (schools and stores reopen, traffic moving) but note “a sense of political paralysis.” Saudi, UAE, and Kuwaiti forces remain in the country through the end of the quarter. In Syria, govt. forces violently disperse protests (ranging in size fr. the 100s to the 1,000s) held after Friday prayers in Baniyas, Dara‘a, Damascus, and Homs, fatally shooting 6 protesters and wounding 10s. Though protests are small, the govt. response is harsh and tensions are high. (NYT, WP 3/19)

In Yemen, govt. troops and supporters open fire for more than 20 minutes on protesters demonstrating after Friday prayers in Sana’a, leaving at least 47 dead and 100s injured but failing to disperse the crowd. Afterward, the govt. declares a state of emergency, allowing authorities to curtail civil rights and monitor communications. Over the next 5 days, Yemen’s ambassador to the UN, several other ambassadors, the country’s most influential military commander Maj. Gen. Ali Mohsen al-Ahmar (a relative and very close ally of Pres. Saleh), and 4 other generals resigned in protest, and Saleh’s own tribe and another key tribal leader called on him to step down. Saleh also fires his cabinet in an apparent attempt to preempt a mass resignation to protest recent deadly clashes. Popular protests also continued. Jewish settlers beat a Palestinian laborer working inside Shilo settlement; a settlement security guard intervenes, calling Israel border police who transport the Palestinian to a Ramallah hospital. Jewish settlers burn the cars of 2 Palestinian laborers working in Keddumim settlement nr. Qalqilya. The UNSC authorizes (10-0, with Brazil, China, Germany, India, and Russia abstaining) “all necessary measures” short of foreign occupation to protect civilians in Libya, including calling for an immediate halt to the heavy fighting ongoing nationwide, imposition of a no-fly zone, and interdiction of ships heading to support Qaddafi’s forces. The IDF shoots, seriously wounds a Palestinian at a checkpoint in Hebron after he allegedly attempts to attack a soldier with a knife; conducts late-night raids, house searches in Qalqilya and nr. Jenin, Bethlehem, Jericho, Hebron, Salfit, and Ramallah, arresting 15 Palestinians. Following a latenight explosion nr. the Bayt Ijza gate into Jerusalem, Israeli border police close all 3 gates in the separation wall controlling access to Palestinian agricultural land in the Jerusalem governorate, preventing Palestinian farmers fr. reaching their grape crops.
