In the West Bank, 1 Palestinian was killed and 1 injured when an Israeli bulldozer crashed into a vehicle west of Hebron. Israeli forces punitively demolished 4 homes of alleged attackers in Bayt Kahil near Hebron, demolished 1 Palestinian-owned house in Asira, and razed a tract of farmland near Husan. Israeli forces also stopped PA minister of culture Atef Abu Saif at the Qalandia checkpoint and told him he was banned from East Jerusalem. 10 Palestinians were arrested during late-night raids in and around Jenin, Ramallah, Hebron and, Nablus. Israeli settlers set fire to a Palestinian-owned vehicle and vandalized houses with racist graffiti northwest of Ramallah, cut 30 olive trees in al-Sawiya, and vandalized 4 vehicles in Dayr ‘Ammar. In East Jerusalem, 3 Palestinians were arrested in the Old City. In Israel, 40 vehicles were vandalized and racist graffiti was sprayed on walls in the predominantly Palestinian town of Jaljulia. Israeli prime minister Benjamin Netanyahu announced that his government will transfer $11.5 million for West Bank settlements during a meeting with settler councils. Prime Minister Netanyahu’s announcement comes 1 week after he was indicted in the 3 corruption cases against him. (HA 11/29)

The far-right government that took power after the coup in Bolivia announced that it will renew Bolivia’s diplomatic ties with Israel. The 2 counties have not had diplomatic ties since Operation Cast Lead in 2009. (HA 11/28)

The governments of the Brussels and Wallonia regions of Belgium said they had pulled out of a planned trade delegation going to Israel, citing Israeli violations of international law and lack of progress in the peace process. (HA 12/1)

In the West Bank, Israeli forces violently dispersed Palestinian protesters in several cities; Palestinians were protesting the U.S. administration’s announcement that it no longer considers Israeli settlements in contradiction to international law on 11/18. 82 Palestinians received treatment for tear gas and smoke inhalation and rubber-coated bullet wounds in al-Bireh, Bethlehem, Huwwara, Abu Dis, Ramallah, Hebron, and Tulkarm. Separately, Israeli forces violently dispersed protesters in Silat al-Dahir and Tulkarm, who were demonstrating because of the death of a Palestinian prisoner in an Israeli jail who died of cancer. Israeli forces also demolished a Palestinian-owned house in Qalandia and delivered a demolition notice for a house in Bayt Awa. Israeli settlers vandalized cars and buildings in al-Jaba‘, slashing tires and writing racist graffiti. Israeli settlers also set Palestinian-owned farmland on fire in Madama and in Sabastiyya. 9 Palestinians were arrested during raids in and around Jenin, Qalqilya, Biddu, Bethlehem, and Hebron. Off the coast of Gaza, Israeli naval forces shot and injured 1 Palestinian fisherman. In Gaza, 2 rockets were launched at Israel; 1 was intercepted and the other fell in an open area, causing no injuries or damage. In the West Bank, Israeli forces demolished a coffee shop in Battir. For the 2d day in a row, Israeli forces fired tear gas near schools in Hebron, causing tear-gas related injuries among students. 13 Palestinians were arrested during raids in and around Bethlehem, Hebron, Tulkarm, Ramallah, Jericho, and Tubas. In East Jerusalem, 12 Palestinians were arrested during late-night raids in Issawiyya. In Gaza, 1 rocket was launched from Gaza toward Israel, landing in an open area and causing no damage or injuries. Omar Shakir, the Human Rights Watch director for Israel and Palestine, left Israel after being expelled. Shakir’s deportation proceedings started in May 2018 and the decision to expel him from the country was upheld by the Israeli Supreme Court on 11/5. Shakir will remain in his position working from Jordan. (HA 11/25)

In the West Bank, 1 Palestinian was shot in his foot by Israeli forces using live ammunition near the separation wall southwest of Jenin. 11 Palestinians were arrested during raids in and around Halhul, al-‘Arub refugee camp, Bayt Awa, Ramallah, ‘Urif, and Tubas. U.S. secretary of state Mike Pompeo announced that the U.S. no longer considers Israeli settlements illegal under international law. Secretary Pompeo explained that the Trump administration called the notion that settlements are illegal under international law a distraction and said the issue should be addressed in Israeli courts. Pompeo’s announcement received sharp criticism and condemnation from several countries and international organizations. PA prime minister Mohammad Shtyyeh called it “a mockery of international law and resolutions that criminalize Israeli settlements and prohibit the occupying power from transferring its civilian population into occupied territory.” (AJ, Amnesty, CNN, EU, HA, HA, NYT 11/18; AJ, BBC, HA, WAFA, WAFA, WAFA 11/19)

In the West Bank, Israeli settlers chased Palestinian farmers off their land near Ramallah. Separately, Israeli settlers stole olive harvests in Dayr Sharaf and tools for harvesting olives in Yasuf. Israeli settlers also vandalized more than 20 cars and wrote racist graffiti on walls in al-Bireh. Israeli forces injured a Palestinian man using live ammunition near Jenin; the man was subsequently taken to a hospital. Israeli forces demolished the family home of an alleged attacker in Qalandia, who was killed by Israeli forces in 2011. In the West Bank, clashes erupted between Palestinians and Israeli forces in ‘Araqa near Jenin when Israeli forces stormed the village and set up a flying checkpoint. U.S. ambassador to Israel David Friedman and U.S. special representative for international negotiations Jason Greenblatt attended the inauguration ceremony of “Path of the Pilgrims,” an excavation of a large underground archeological site underneath Silwan in East Jerusalem. The excavation is led by the settler organization Elad, the Israeli antiquities authority, and the Nature and Parks Authority. The excavations have been going on for years and residents of Silwan have complained several times about damage to their properties due to the excavations. The presence of the 2 U.S. officials was seen as an implicit recognition of Israeli sovereignty over East Jerusalem by the Trump administration. (HA 6/30; HA, HA 7/2)

According to U.S. special representative for international negotiations Jason Greenblatt, the PA released the man from Hebron who had been arrested on 6/27 after returning to the West Bank from the U.S.-led Peace to Prosperity Bahrain Workshop. (HA 6/30)

Israel conducted air strikes on Syrian territory. According to the Russian foreign ministry, 16 people were killed, including a child. (HA 7/2)

In the West Bank, Israeli forces arrested the father of a Palestinian teen who is alleged to have stabbed 2 Israeli settlers in East Jerusalem before he was killed by Israeli forces. The arrest of the father led to clashes with Palestinians in Ubwin near Ramallah; no injuries were reported. In East Jerusalem, Israeli police arrested 25 Palestinians in raids throughout the city. Israeli forces struck targets in southwestern Syria near Quneitra after 2 rockets were fired at the Golan Heights from Syria, 1 hitting a chairlift cable. Different sources reported that between 3 and 10 people were killed in the Israeli strikes on Syria. (HA 6/2; HA, HA 6/3)

The 57 members of the Organisation of Islamic Cooperation released a joint statement after a meeting in Saudi Arabia calling on countries that have moved their embassy to Jerusalem to reverse their decision as it constitutes “a serious violation of international law and international legitimacy,” according to their statement. The EU released a statement saying it is “strongly opposed to Israel’s settlement policy, including in East Jerusalem, which is illegal under international law and an obstacle to peace.” The statement follows Israel’s Housing Ministry’s issuance of tenders for 805 housing units in Israeli settlements in East Jerusalem on 5/29. In the West Bank, Israeli forces destroyed a water pipeline supplying the village of Bayt Dajan east of Nablus. Israeli forces also demolished an animal barn near Yatta in a confrontation with local Palestinians protesting the demolishing; several Palestinians were injured. Late at night, Israeli settlers with Israeli military escort stormed ‘Urif near Nablus. Several Palestinians were injured, and 1 Palestinian-owned vehicle was vandalized. Israeli forces imposed a curfew on Huwwara after a Palestinian allegedly attempted to stab an Israeli settler; Palestinian teens were also reported to have been throwing rocks at an Israeli settler vehicle. The PA returned the full amount of the deducted tax revenue Israel transferred to the PA. The PA have on several occasions reiterated that it would not accept any tax revenue transfer that is not the full amount. Israel has deducted the PA tax revenue because the PA pays stipends to Palestinian prisoners in Israeli jails and their families. (HA, MNA 5/3)

PA minister of Information Nabil Abu Rudayna reiterated that the PA leadership would not partake in any conference related to a peace plan that is not within the framework of international law and the Arab Peace Initiative. (WAFA 5/2)

The PA minister for Women’s Affairs Amal Hamad was refused entry to Jordan by Israeli authorities. She was traveling to Jordan to attend a Euro-Mediterranean conference for regional cooperation for zero tolerance for violence against women and girls. (MEMO, WAFA 5/2; MNA 5/3)

Hamas and Islamic Jihad in Palestine (PIJ) condemned the Israeli attack on Gaza on 5/1. A PIJ official warned that any further aggression would be responded to with hits on Israel’s “biggest cities.” (HA 5/2)

In an interview at the Washington Institute for Near East Policy, U.S. president Donald Trump’s son in-law and senior adviser Jared Kushner said in response to a question of why the U.S. administration had not taken a position on the 2-state solution, that, “[i]f you say ‘two-state’, it means one thing to Israelis and another to Palestinians, so we told ourselves—let’s try not to say it.” (AJ, HA 5/3)

Along Gaza’s border, IDF troops open fire on a group of Palestinian minors congregating near al-Bureij refugee camp; 1 Palestinian is injured. The Israeli press reports that the Palestinians were launching incendiary balloons into southern Israel. Later in the day, an Israeli tank shells a Hamas post in southern Gaza, injuring 7 Palestinians. The IDF says that the strike was retaliation for the launching of incendiary balloons into Gaza earlier in the day. In the West Bank, an Israeli settler driver rams and moderately injures a Palestinian in central Hebron. The settler then flees the scene. Separately, settlers throw stones at Palestinian homes in Urif near Nablus, causing damage and sparking a minor confrontation with residents of the village. Unidentified assailants throw a firebomb at an Israeli vehicle near Nablus, lightly injuring the 2 settler occupants and damaging the vehicle. Meanwhile, IDF troops patrol near Nablus, Hebron, and Ramallah. Israeli forces shut down a number of streets in central Hebron to make room for Israeli settlers to celebrate Purim. In East Jerusalem, Israeli forces disperse an event at the French Cultural Center on the grounds that it was co-sponsored by the PA. U.S. president Donald Trump tweets, “After 52 years it is time for the United States to fully recognize Israel’s sovereignty over the Golan Heights, which is of critical strategic and security importance to the State of Israel and Regional Stability!” His tweet reverses decades of U.S. policy and runs counter to several UN Security Council resolutions and international law. It comes in response to Israeli prime minister Benjamin Netanyahu’s call for the international community to recognize Israeli control over the Golan Heights, and it is widely seen as a boon for Netanyahu’s chances the upcoming Israeli election on 4/9. Trump later says, in an interview with Fox Business Network, that his tweet was not an effort to support Netanyahu’s re-election campaign. “I hear [Netanyahu] is doing okay,” he says. “Whoever’s against him is also in favor of what I just did.” In response to Trump’s tweet, an EU spokesperson says that the EU has no plans to change its position on the Golan Heights. “The EU, in line with international law, does not recognize Israel’s sovereignty over the territories occupied by Israel since June 1967, including the Golan Heights, and does not consider them to be part of Israel’s territory.” (HA, JP, MNA, NYT, TOI, YA 3/21; HA 3/22)

Hours later, IDF troops violently disperse hundreds of Palestinians gathering to continue the Great March of Return near al-Bureij refugee camp; there are no serious injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. In the West Bank, IDF troops arrest 8 Palestinians during late-night raids near Jenin, Ramallah, and Bethlehem; and patrol near Nablus. The U.S. formally merges its consulate in Jerusalem and its new embassy in the city to “form a single diplomatic mission.” The embassy’s new “Palestinian Affairs Unit” will serve Palestinians in Jerusalem out of the old consulate building, where all diplomacy with the Palestinians was based out of previously. In response, an Israeli tanks shell 2 Hamas sites near Khan Yunis, causing damage. Also along Gaza’s border, IDF troops open fire on Palestinian farmlands near al-Maghazi refugee camp, causing no damage. A Palestinian prisoner dies in Israeli custody. The Palestinian Prisoners and Former Prisoners’ Affairs Committee accuses the Israel Prison Service of medical negligence. The prisoner, Faris Baroud, was arrested in 1991 and sentenced to life in prison for killing an Israeli and injuring 3 others. The U.S. blocks the UN Security Council from issuing a statement condemning Israel’s 1/28 decision not to renew the mandate of the Temporary International Presence in Hebron (TIPH). The statement under consideration was drafted by Kuwait and Indonesia, and reportedly would have stressed the TIPH’s importance and commended its efforts to maintain calm. PA foreign minister Riyad al-Maliki says that any discussion of the Palestinian-Israeli conflict at the upcoming security conference in Warsaw is “illegitimate,” responding to the 2/5 news that U.S. president Donald Trump’s son-in-law and senior advisor Jared Kushner is planning to discuss the Trump administration’s long-awaited Palestinian-Israeli peace plan at the conference on 2/14. “We will not take part in any illegitimate meetings under international law or international references, and we will not accept to be represented by anyone or allow anyone to speak on our behalf.” (XIN 2/6; MNA 2/7)
