The U.S. State Department announces that the new U.S. embassy in Israel will open in Jerusalem in 5/2018, implementing President Trump’s 12/6/17 pledge to move the embassy from Tel Aviv. Ahead of the French Parliament’s 12/2 vote on Palestinian statehood, FM Fabius presents a new diplomatic proposal for restarting peace negotiations. The proposal includes a UNSC res., currently being drafted by French officials as an alternative to a Palestinian-drafted text, which will provide a framework and a 2-year deadline for talks. In Jerusalem, Israeli police and Palestinians clash after Friday prayers at the al-Aqsa Mosque compound, with no serious injuries.

In Hebron, IDF soldiers clash with stone-throwing youths, and seriously injure 3 civilians. In al-Mazra’a al-Qibliya village nr. Ramallah, an IDF patrol fires on stone-throwing youths with live ammunition, wounding 3. Meanwhile, Jewish settlers attack a Palestinian shepherd close to alMughayyir village nr. Ramallah, killing 5 of his sheep. In ensuing clashes, IDF soldiers injure 4 Palestinian civilians. Also, Jewish settlers uproot around 100 olive trees south of Nablus and leave ‘‘price tag’’ graffiti in Issawiyya village. In the West Bank, the IDF patrols in al- ‘Arub r.c. nr. Hebron and 1 village nr. Tulkarm in the afternoon, and in 2 villages nr. Hebron, 1 village nr. Jenin, 1 village nr. Jericho and 2 villages nr. Ramallah at night. IDF soldiers conduct house searches and arrest raids in 1 village nr. Bethlehem at night. IDF soldiers violently disperse Palestinians, Israelis, and international activists taking part in weekly nonviolent demonstrations against the Israeli occupation and land confiscations held in 2 villages nr. Ramallah (Bil‘in, Ni‘lin), 1 village nr. Bethlehem (al-Ma’sara), al-Haraiek area nr. Hebron, and 1 village nr. Qalqilya (Jayyous). There are no serious injuries except in Bil‘in, where 3 Palestinians are injured by rubber-coated metal bullets and tear gas canisters. Across the West Bank, clashes continue between the IDF and Palestinians protesting in solidarity with prisoners in Israeli jails.

In Jerusalem’s Old City, Palestinian youths and Israeli police clash after Friday prayers, with Israeli security forces briefly entering the al-Aqsa Mosque compound.

Palestinians protest outside Ofer detention center nr. Ramallah, at Huwara checkpoint nr. Nablus, in Abud village nr. Ramallah (where 4 are wounded including one seriously), at Jalama checkpoint nr. Jenin, and in Tulkarm and nearby ‘Anabta village. Obama signs into law the U.S.-Israel Enhanced Security Cooperation Act, which calls for an unprecedented strengthening of military, intelligence, and technology cooperation intended to preserve Israel’s qualitative military edge. Muslim Brotherhood officials in Egypt say they are distancing themselves a bit from Hamas and opening new channels of communication with Fatah in hopes of pressing Hamas to compromise with Fatah on national unity issues so as to increase pressure on Israel. The officials argue that if the 2 Palestinian factions create a untied front with a “newly assertive” Egypt, Egypt will have a better chance of pressuring Israel to make concessions over Palestinian statehood. The Muslim Brotherhood was the top vote-getter in Egyptian recent parliamentary elections after the 2/2011 ouster of fmr. pres. Husni Mubarak. (WP 3/24)

Hamas’s Haniyeh arrives in Iran. Neither side discusses the visit, hoping to keep a low profile. Arab media reports (see NYT 2/11) say Hamas is resisting pressure fr. Iran to demonstrate support for Syria’s Asad. Gulf leaders urged Haniyeh against visiting Iran, but he demurred. (NYT 2/11)

After meetings with the U.S. and EU envoys and Arab FMs, Abbas declares in a televised address that the Palestinians will ask for full member-state status at the UN, not simply observerstate status. Insiders say Abbas was debating which tack to take until he met again with Ross and Hale who offered no incentives and only threats to get him to drop the plan; outraged by the U.S. posturing, he decided to go for full membership. After 2 days of clashes with protesters, arrest raids targeting opposition figures, and imposition of a nighttime curfew in Manama, Bahrain’s troops demolish the giant pearl monument in Pearl Square in a symbolic crushing of antigovernment protesters. No further demonstrations are reported this quarter. By 3/20 observers describe daily life returning to normal (schools and stores reopen, traffic moving) but note “a sense of political paralysis.” Saudi, UAE, and Kuwaiti forces remain in the country through the end of the quarter. In Syria, govt. forces violently disperse protests (ranging in size fr. the 100s to the 1,000s) held after Friday prayers in Baniyas, Dara‘a, Damascus, and Homs, fatally shooting 6 protesters and wounding 10s. Though protests are small, the govt. response is harsh and tensions are high. (NYT, WP 3/19)

In Yemen, govt. troops and supporters open fire for more than 20 minutes on protesters demonstrating after Friday prayers in Sana’a, leaving at least 47 dead and 100s injured but failing to disperse the crowd. Afterward, the govt. declares a state of emergency, allowing authorities to curtail civil rights and monitor communications. Over the next 5 days, Yemen’s ambassador to the UN, several other ambassadors, the country’s most influential military commander Maj. Gen. Ali Mohsen al-Ahmar (a relative and very close ally of Pres. Saleh), and 4 other generals resigned in protest, and Saleh’s own tribe and another key tribal leader called on him to step down. Saleh also fires his cabinet in an apparent attempt to preempt a mass resignation to protest recent deadly clashes. Popular protests also continued. For the 1st time since 6/07, Abbas meets with 4 West Bank Hamas officials in an effort to encourage them to split fr. their Gaza counterparts. In Nablus, the PA deploys a new 308-mbr. policing unit trained by Western advisers at a multimillion dollar training facility in Jericho; they will form part of a new National Security Force unit set up to “operate in coordination with Israeli forces to fight crime and terrorism” as part of Abbas’s new security effort “to restore law and order” in the West Bank, in keeping with road map requirements; the unit will patrol during the day only, while the IDF will continue night operations.
