The month-long Nuclear Non-Proliferation Treaty Conference concludes today in New York. Egypt’s proposal for a conference on nonproliferation in the Middle East, focused on Israel’s nuclear program, failed to garner enough support after opposition from the U.S., Canada, and the UK. U.S. pres. Barack Obama signs the Iran Nuclear Agreement Review Act into law, giving Congress the opportunity to disapprove of any agreement made by the P5+1 and Iran. Speaking at a Washington synagogue, Obama reaffirms his support for Israel, but says that he refuses to “paper over our differences.” Referring to the P5+1’s ongoing negotiations with Iran, he says, “Our commitment to Israel’s security, and my commitment to Israel’s security is, and always will be, unshakable.” (JP, NYT, TOI 5/22)

Israeli PM Netanyahu convenes his security cabinet to discuss the 4/2 agreement between the P5+1 and Iran, and the cabinet unanimously opposes the deal. Netanyahu says, “This is a bad deal not just for Israel, this is a bad deal for the region and for the world,” and calls for any final deal to require Iran to recognize Israel’s right to exist. In the Gaza Strip, Palestinians fire a rocket into s. Israel in the Eshkol region. Israel holds Hamas responsible and the IDF launches a latenight air strike at a Hamas military training site nr. Khan Yunis, causing damage to the site and a nearby UNRWA school. It is the 1st Israeli bombing in Gaza since the 8/26 cease-fire ended OPE. In the West Bank, Palestinians gather in Turmus ‘Ayya, Silwad, and Ofer detention center to protest the death of a senior PA official on 12/10, sparking clashes with IDF troops in which 9 Palestinians are injured with rubbercoated metal bullets and 2 are detained. In Silwad, Israeli soldiers deliberately fire at electricity transformers, causing a power outage. Also, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), Bethlehem, and Qalqilya (Kafr Qaddum), shooting 1 in Bil‘in with a rubber-coated metal bullet and 1 in Ni‘lin. The IDF conducts an arrest raid nr. Qalqilya; patrols nr. Ramallah, Hebron, Jericho, Tulkarm, and Qalqilya. Meanwhile, dozens gather in Balata r.c. to celebrate the 47th anniversary of the PFLP. In East Jerusalem, nearly 60,000 Palestinians pray at Haram al-Sharif, then march through the streets of the Old City in protest of Israeli policies regarding the site. Later, Israeli forces conduct house searches and arrest raids in the Old City, al-Wad, Silwan, and al-Bustan. French Pres. Hollande meets with PA Pres. Abbas in Paris to discuss Abbas’s plans to go to the UN and ICC. In a joint press conference, Hollande says that a “solution to the conflict” between the Israelis and Palestinians will be put to the UNSC. (AFP, HA 9/19)

Reps. of Iran and the P5+1 group meet in New York for talks on Iran’s disputed nuclear program, with just weeks to go until the 11/24 deadline for a deal over Iran’s nuclear program to be reached. It is the 1st round of talks since the 7/20 deadline was extended. Participants suggest that the parties are close, but with difficult final issues still to resolve. Meanwhile, the IAEA reports that Iran is continuing to take action in compliance with the interim agreement. (AFP, AP, REU 9/19)

U.S. and Iranian officials meet for a 2d day of talks in Geneva, with the teams led by Dep. Secy. of State William Burns and Under Secy. of State Wendy Sherman, and Iran’s Dep. FM Abbas Araghchi, respectively. Separately, a report by the International Atomic Energy Agency (IAEA) leaked to the press says that Iran has failed to address concerns about suspected atomic bomb research. Tehran has reportedly only implemented 3 out of 5 agreed transparency steps. (AFP, AP, REU 9/5)

The IDF continues its ground invasion, as well as air strikes in the Gaza Strip, killing 53 Palestinians, including 8 mbrs. of a single family killed in Bayt Hanun. IDF troops face resistance on the ground, in particular from fighters in al-Qassam Brigades and al-Quds Brigades, with both groups claiming attacks on IDF soldiers and positions inside the Gaza Strip. Palestinians fire more than 40 rockets into Israel, and Iron Dome batteries intercept several over Tel Aviv while 25 land in open areas, with no reports of casualties. In the West Bank, IDF troops shoot and injure dozens of Palestinians in a number of protests in solidarity with Gaza, including at Qalandia checkpoint, outside Ofer prison, in Biddu village nr. Jerusalem, and in Shuqba village nr. Ramallah. The IDF conducts house searches and arrest raids in Hebron at night; patrols in 3 villages each nr. Jericho and Ramallah, and 1 village nr. Salfit in the afternoon. The Israeli security cabinet meets to discuss expansion of the ground operation, with Netanyahu saying that “since there is no way to deal with the tunnels only from the air, our soldiers are doing it now from the ground.” Meanwhile, Pres. Abbas asks France to lobby Hamas’s regional allies Turkey and Qatar to pressure the Palestinian group to accept a ceasefire. French FM Fabius meets Abbas in Cairo after flying out specifically to boost efforts at reaching a cease-fire. Abbas then heads to Turkey for talks with PM Recep Tayyip Erdogan. U.S. Pres. Obama, meanwhile, speaks with PM Netanyahu, underscoring Israel’s right to defend itself, but also stressing the risks of “further escalation.” In New York, the UNSC holds an emergency meeting at the request of Jordan, where it is announced that Secy.-Gen. Ban will head to the region the next day. Israel’s Labor Party elects former minister Isaac Herzog as its new leader, defeating incumbent Shelly Yachimovich with 58.5% of the vote compared to the latter’s 41.5%. Herzog announces in his victory speech that the Labor Party will not join the governing coalition led by PM Netanyahu. (REU, YA 11/22)

Russian FM Lavrov arrives in Geneva to join diplomats struggling to finalize a deal between Iran and the P5+1 powers, with remaining disputes including Iran’s right to produce nuclear fuel, the fate of the Arak heavy-water reactor project, and the extent of sanctions relief. (AP, REU 11/22)

Six large Islamist opposition groups in Syria declare a new Islamic Front, the biggest alliance of rebel fighters to date. The group is distinct from both the Free Syrian Army (FSA) and the al-Qa‘ida-linked factions. (REU 11/22)

Muslim Brotherhood supporters hold protest rallies across Egypt to mark 100 days since the mass killings by security forces in 8/2013 (see the QU in JPS 169). Clashes with Muslim Brotherhood opponents leave 2 dead, 1 in Cairo and 1 in Suez. The Organisation for the Prohibition of Chemical Weapons (OPCW) says that Syria has given details of some of its arsenal but still needs to fill in the gaps by next week to satisfy the timetable proposed by the Russian-U.S. plan. (REU 9/20)

Bethlehem in search of Palestinian youths who had stoned a patrol earlier (questioning youths at random, arresting 4). Late at night, the IDF patrols in Aqabat Jabir r.c. nr. Hamas’s Haniyeh arrives in Iran. Neither side discusses the visit, hoping to keep a low profile. Arab media reports (see NYT 2/11) say Hamas is resisting pressure fr. Iran to demonstrate support for Syria’s Asad. Gulf leaders urged Haniyeh against visiting Iran, but he demurred. (NYT 2/11)

Late in the evening, IDF troops on the c. Gaza border fire 2 artillery shells into Gaza City, hitting a home (failing to explode, but causing damage) and a farm (causing no reported injuries). Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil’in, Kafr Qaddum, Nabi Salih, and Ni’lin. IDF soldiers fire live ammunition (Nabi Salih only), rubber-coated steel bullets, tear gas, and stun grenades at the protesters. As a result, 1 Palestinian photographer is injured (rubber-coated steel bullets) in Bil’in; 1 Palestinian cameraman (tear gas canister) and 1 Palestinian demonstrator (live ammunition) are wounded in Nabi Saleh. The Pentagon says it is rushing to modify the aging amphibious assault ship USS Ponce, previously scheduled for decommission, for dispatch to the Persian Gulf by summer 2012 for use as a large floating staging base for commando teams and a docking station for small high-speed boats and helicopters. The U.S. Central Command, which oversees military operations in the Middle East, recommended the move amid concerns about rising tensions with Iran, al-Qa’ida in Yemen, and Somali pirates. (WP 1/28)
