A U.S. State Dept. spokesperson announces that the PLO office in Washington will be allowed to remain open for at least another 90 days, after which Pres. Trump will decide whether or not to allow it to stay open indefinitely (see Update). The Trump administration has “advised the PLO Office to limit its activities to those related to achieving a lasting, comprehensive peace between the Israelis and Palestinians,” the spokesperson explains. Approximately 25–30 gunmen launch an attack on a crowded mosque in the northern Sinai Peninsula, killing at least 300 Egyptian civilians. In response, the Egyptian army kills at least 30 of the militants in a series of strikes on known hideouts in the area. IDF troops shoot and seriously injure a Palestinian youth, allegedly after he drives his car into Israeli civilians, first at the Efrat junction, and later at the Gush Etzion junction near Bethlehem, injuring 2. After the first collision, the Palestinian drove on to Gush Etzion, where he hit and moderately injured the 2d Israeli. He was shot when he exited his vehicle. The Associated Press reports that the U.S. State Dept. recently notified the Palestinians that the Palestine Liberation Organization (PLO) diplomatic office in Washington could be forcibly closed unless they enter peace negotiations with Israel (see Update). Secy. of State Rex Tillerson reportedly told the Palestinians that the decision stemmed from Palestinian Authority (PA) pres. The IDF orders approximately 300 Palestinian Bedouins to evacuate their homes near the Ma’ale Adumim settlement ahead of the planned demolition of their village, Jabal al-Baba. Israeli PM Netanyahu postpones a Ministerial Committee for Legislation vote planned for today on the so-called Greater Jerusalem Bill, which would strengthen the relationship between the Jerusalem Municipality and the nearby Israeli settlements in the West Bank. “The current version of the [. . .] bill invites international pressure and involves difficult legal issues,” explains a senior official in the governing coalition. “[Netanyahu] cannot allow himself to advance this version at this time.” (HA, TOI 10/29; ALM 10/30)

In Ramallah, Israel’s finance minister Moshe Kahlon meets with PA PM Hamdallah for the 2d time in 6 months. The meeting stems from reported U.S. pressure on Israel to continue to work on agreements with the PA that would strengthen the Palestinian economy. (HA, TOI 10/30)

U.S. pres. Trump announces that his administration will not be certifying the 7/14/2015 Iran nuclear deal, triggering a 60-day period for the U.S. Congress to either reinstate sanctions, do nothing, or pass new legislation outside the context of the deal that could change the U.S. position toward Iran. Trump also announces “tough” new sanctions on Iran’s Revolutionary Guards Corps and promises to “work closely with Congress and our allies to address the deal’s many serious flaws so that the Iranian regime can never threaten the world with nuclear weapons.” In response, Iranian pres. Hassan Rouhani says that Tehran will expand its ballistic missile program, yet continue to honor its obligations under the deal. Israel’s Min. of Justice announces that the state prosecutor’s office has opened an investigation into the killing, by an Israeli, of 2 Jordanians at the Israeli Embassy in Amman on 7/23. Three Palestinian citizens of Israel open fire on Israeli police officers in the Old City of Jerusalem, critically injuring 3 (2 succumb to their injuries later in the day). The attackers seek refuge at Haram al-Sharif, and Israeli forces shoot and kill all 3. Israeli police deploy heavily across the Old City, block off all entrances to Haram al-Sharif, and cancel Friday prayers at the sanctuary, forcing Muslim worshippers to pray in the streets. They also detain and interrogate 58 Islamic Waqf employees. With tensions running high across the city, an unidentified assailant throws a Molotov cocktail at an Israeli settler family driving through Silwan; 3 of the settlers are injured, including an infant. PA pres. Abbas phones Israeli PM Netanyahu to condemn the morning’s attack in Jerusalem and to denounce violence on both sides, particularly at holy sites. He also calls for Netanyahu to reopen Haram al-Sharif. Netanyahu reportedly tells Abbas that he will uphold the status quo at the sanctuary, but that Israeli forces will maintain security at all costs. In response to COGAT’s 5/25 announcement of a reduction in Israel’s electricity supply to Gaza, Hamas releases a statement threatening “consequences” if the reductions are implemented.
