In the West Bank, Israeli forces carry out the punitive demolition of the Nablus apartment of a Palestinian accused of planning the shooting attack on 10/1/2015 that left 2 Israeli settlers dead. Meanwhile, IDF troops conduct a raid in Ni‘lin village nr. Ramallah, sparking minor clashes with stone-throwing residents; there are no serious injuries. Ahead of the start of Yom Kippur at sunset, the Israeli police and IDF implement a 48-hour general closure of East Jerusalem, the West Bank, and Gaza just after midnight. All border crossings between the West Bank, Gaza, and Israel will be closed, except for humanitarian cases. The police place roadblocks around Jerusalem, preventing Palestinians from driving into Jewish neighborhoods and blocking them from some main streets entirely. (HA, MNA, TOI 10/11)

Gaza City, Khan Yunis, Dayr al-Balah, and al-Bureij r.c.); 2 Palestinians are injured and 1 of their vehicles is confiscated. After reports of stone-throwing in Huwwara village nr. PA pres. Abbas attends the funeral of former Israeli pres. Peres and shakes hands with Israeli PM Netanyahu. Responding to criticism from Hamas and many other Palestinians, a senior Hamas official says that Abbas’s attendance disproves Israeli claims of Palestinian dedication to violence and that it sent a “strong message of Palestinian peace” to the world. MK and Joint List chair Ayman Odeh refuses to attend, along with the rest of the Joint List, citing Peres’s treatment of the Palestinians. Leaders of the Middle East Quartet, including U.S. secy. of state John Kerry, Russian FM Sergey Lavrov, EU foreign policy chief Federica Mogherini, and UN secy.-gen. Ban Ki-moon, reiterate the group’s call for the creation of “conditions for the resumption of meaningful negotiations that will end the occupation that began in 1967 and resolve all final status issues,” and reaffirm conclusions from the report they released in 7/2016 (see JPS 46 [2]). In the heaviest day of violence since the beginning of 7/2016, Israeli forces kill 2 Palestinians and 1 Jordanian in East Jerusalem and the Hebron area. Israeli forces shoot and kill a Jordanian youth outside the Old City of Jerusalem after he allegedly attempts to stab an Israeli soldier. An eyewitness reports that the youth did not attack anyone, and that he only yelled “Allahu akbar” when the Israeli forces asked him to lift his shirt. Israeli forces later find a knife on his body. IDF troops open fire on 2 Palestinians allegedly attempting a ramming attack outside Kiryat Arba settlement nr. Hebron, killing 1 and seriously injuring the other; 3 Israelis are injured in the alleged ramming. Separately, IDF troops shoot and kill a Palestinian youth in c. Hebron after he allegedly stabs and injures an Israeli soldier at a checkpoint. Meanwhile, IDF troops shoot and seriously injure a Palestinian in c. Hebron after he allegedly stabs and injures an Israeli soldier. After the attacks, an officer with Israel’s COGAT says that the IDF will impose strict punishments on the attackers’ home villages, including Bani Na‘im. The IDF then shuts down a number of checkpoints in Hebron and the entrances to Bani Na‘im, declaring the village and c. Hebron closed military zones. Senior Israeli officials say that PM Netanyahu is thinking about permitting International Criminal Court (ICC) officials to visit Israel and the oPt soon in the context of ICC prosecutor Fatou Bensouda’s preliminary examination into alleged war crimes during Israel’s summer 2014 assault on Gaza, as well as its settlement enterprise. According to ICC officials, the purpose of the visit would be “outreach and education,” rather than research and fact-finding. Israel decided to engage with Bensouda’s examination in 7/2015, after criticizing and boycotting it since its inception in 1/2015. (AFP, HA, JP 9/2)

IDF troops shoot and kill an unarmed Palestinian at a military post outside Ofra settlement nr. Ramallah. The man does not open fire on the soldiers, despite initial reports to the contrary. A Palestinian official later says that the slain Palestinian suffered from mental disabilities and that he had entered the military area by accident. In an uncharacteristic response, the IDF does not label the man a terrorist. Israeli forces return the man’s body to his family in the evening. Meanwhile, Israeli forces shoot and kill a Palestinian driver in Silwan, East Jerusalem, because they think he is attempting to ram them. The police later report that the man was drunk and not attempting a ramming attack. Elsewhere in the West Bank, the IDF violently disperses Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, settlements, and separation wall in 3 villages nr. Hamas announces that it intends to participate in the planned municipal elections that the PA has set for 10/8. It is still unclear if the PA will organize ballots in Gaza as well as the West Bank. Israeli soldiers conduct further raids and house searches in and around Hebron and Ramallah, arresting 3 Palestinians and issuing arrest summons to 2; and patrol nr. Meanwhile, the IDF maintains the closure on Bani Na‘im village, and continues to restrict Palestinian movement in Hebron and the surrounding district in response to the 7/1 settler shooting. Amid a 2d day of deadly violence in the West Bank, unidentified assailants open fire on an Israeli settler vehicle nr. Hebron, killing 1 settler and injuring 3 (1 critically). Meanwhile, IDF troops shoot and kill a Palestinian in c. Hebron after she allegedly attempts to stab Israeli officers at a security checkpoint. The alleged attacker was from Bani Na‘im, the home village of the Palestinian killed nr. Hebron on 6/30. The IDF then locks down Bani Na‘im village completely. Earlier, the IDF locks down Shwayka village nr. Tulkarm, the hometown of the Palestinian killed in Netanya on 6/30. Israeli troops conduct raids in Shwayka overnight, threatening punitive demolition of the attacker’s home. Elsewhere in the West Bank, IDF troops fire tear gas at Palestinians throwing stones in frustration over long wait times at the Qalandia checkpoint; 27 Palestinians are lightly injured. Palestinian paramedics are temporarily prevented from treating those affected, and 1 Palestinian suffers a heart attack and dies. The Israeli authorities say 3 Israeli soldiers are injured as well. In response to the day’s violence in and around Hebron, the IDF places the region under a general closure (the closure will be in place in some form through most of 7/2016): All crossings in and out of the city are closed, except for humanitarian cases, and the entrances to at least 9 nearby villages are also blocked off. Furthermore, a news leak, quoting senior Israeli sources, says that Israeli PM Netanyahu and DM Lieberman approve the construction of 42 new housing units in the Kiryat Arba settlement nr. Hebron, where a settler youth was killed on 6/30. The same Israeli sources that leak this also say that the political leadership has decided to establish a special graveyard for Palestinians killed during or after committing serious crimes against Israelis, which they think can end the conflict over withholding these Palestinian bodies. Late at night, Palestinian fighters fire a rocket from Gaza into Israel. It lands in Sderot, causing minor damage to 1 building and lightly damaging several others. In response, the IAF launches air strikes on at least 9 Hamas and PIJ military sites in Gaza City, nr. Bayt Lahiya and Bayt Hanun, causing substantial damage and 1 minor injury. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. al-Bureij r.c.; 3 Palestinians are injured. In East Jerusalem, Palestinians throw stones at Israeli security forces nr. the Old City, causing no injuries. More than 3,000 Israeli police are deployed in the city today. Israeli police close several roads and deploy massively across East Jerusalem on the 2d Friday of Ramadan; sealing off Issawiyya with cement barricades after reports of a firebomb attack in the neighborhood. Around 200,000 Palestinians from Israel, East Jerusalem, the West Bank, and Gaza pray at Haram al-Sharif throughout the day. However, only men above the age of 45 or those with special permits are allowed to enter the sanctuary. An Israeli settler driver rams a flock of Palestinian sheep nr. Jericho, killing 25. Khan Yunis, causing no serious damage. In Israel, 5 Palestinian-owned vehicles are vandalized in price-tag attacks in the Galilee. Israeli DM Moshe Ya’alon announces his resignation from the Defense Ministry and the Knesset, following PM Netanyahu’s public offer (5/18) for Yisrael Beytenu chair Lieberman to replace him as DM. In a speech to the UN General Assembly in New York, PA pres. Abbas encourages gathered world leaders to support the French peace initiative, saying, “We are deliberating with international parties and relevant Arab ministerial committee to examine the content and timing for proposing a [UNSC] res. against settlement activity.” The Palestinian leadership had planned to have their antisettlement res. introduced in the UNSC during Abbas’s trip to New York; press reports say that they have decided to postpone the initiative at France’s request to give breathing room to the French peace initiative. Following mos. of stalled talks, Jordan’s Minister of State for Media Affairs and Communications Mohammad Momani says that cameras will be installed at Haram al-Sharif in the coming days, implementing the 10/24/2015 Israeli-Jordanian agreement.
