Four Islamic Jihad and AMB gunmen in an armored jeep marked “TV” and “press, carrying RPGs and supported by mortar fire, break through the Gaza border fence nr. the Kissufim crossing, engage IDF troops for 2 hrs. in what Islamic Jihad describes as an attempt to capture a 2d IDF soldier (Cpl. Gilad Shalit was captured in 6/06 and is still being held); 1 Palestinian is killed. The IDF continues operations in Shuka, bulldozing 33 d. of Palestinian land, exchanging fire with local Hamas mbrs., leaving 1 Hamas mbr. dead. Palestinians detonate a roadside bomb nr. an IDF tank n. of Bayt Hanun, causing no injuries. In the West Bank, the IDF conducts arrest raids, house searches nr. Hebron and in Jenin town and r.c., Tulkarm. Jewish settlers fr. Hebron severely beat a Palestinian teenager nr. the Ibrahimi Mosque/Tomb of the Patriarchs; an ambulance sent to the scene is barred by the IDF, stoned by settlers; the IDF arrests the teenager. Separately in Hebron, Jewish settlers fr. Ramat Yishai severely beat a 9-yr.-old Palestinian. In Rafah, Fatah, Hamas mbrs. exchange heavy fire (including mortars, RPGs) for several hrs., leaving 2 Palestinians dead, 38 injured. In Bayt Hanun, unidentified gunmen shoot, wound an NSF mbr. The Lebanese army escalates attacks on FI, sending special forces and armored personnel carriers into areas around Nahr al-Barid r.c. to root out FI mbrs., increasing tank, artillery shelling of FI positions inside the camp to the highest level to date. FI replies with mortar and sniper fire. The army reports 6 soldiers killed, more than 40 wounded during the day. FI reports 4 mbrs. killed, 6 wounded. At least 60 FI mbrs., 49 soldiers, 20 civilians are thought to have been killed since fighting began on 5/20, but figures for casualties inside the camp cannot be confirmed. (WP, WT 6/10)

The IDF shells areas of n. Gaza, killing a 16-yr.-old Palestinian, wounding a 4-yr.- old outside their homes; detains 2 unarmed Palestinians attempting to sneak into Israel nr. al-Maghazi r.c. to find work. In the West Bank, the IDF bans Palestinians fr. entering Israel; conducts arrest raids, house searches in Hebron, Tulkarm (searching Change and Reform offices and nearby Internet cafe, damaging computers; the Palestinian Media and Studies Center, confiscating computers, files; an Islamic women’s charity and sports club, vandalizing furniture, confiscating files). For a 2d day, a PSF officer is shot, wounded by unidentified armed Palestinians nr. Khan Yunis. (NYT 8/1; NYT 8/2; PCHR 8/3; OCHA 8/9)

Overnight, the 48-hour partial suspension of Israeli air strikes on s. Lebanon goes into effect (2:00 A.M. local time 7/31; 7:00 P.M. ET 7/30). Within hrs., the IDF launches air strikes in support of ground troops in Taybeh, at a Lebanese army jeep traveling nr. Qasmiyya n. of Tyre (based on false information that a senior Hizballah mbr. was in the car, killing 1 Lebanese soldier, wounding 3). The Israeli cabinet also approves plans to “expand and deepen” ground operations in s. Lebanon. With air strikes eased, Lebanese rescue workers begin combing bombed-out cars and destroyed buildings in villages in s. Lebanon, finding at least 49 bodies during the day, but relief agencies report that the IDF is still demanding that aid convoys coordinate their routes with the IDF on a case-by-case basis despite the 24-hr. window for humanitarian operations. The IDF also conducts some air strikes nr. the Syrian border and on Bint Jubayl; continues ground operations in Aita al-Sha‘b, Kafr Kila, Maroun al-Ras. Hizballah launches 3–4 mortars into Kiryat Shimona, but no rockets. The Lebanese government warns that the country has only a few days’ fuel supply remaining and once it runs out, provision of normal health care and relief aid will cease. The IDF tightens restrictions on Palestinians traveling btwn. the n. and s. West Bank; bars 100s of Armenian worshipers from processing to the Church of the Holy Sepulchre in Jerusalem to celebrate Orthodox Easter; sends troops back into Nablus, where they fire on stone-throwing youths who confront them, wounding 3 stone-throwers and a journalist covering the clashes; conducts arrest raids, house searches in Hebron. Dozens of Jewish settlers attempting to break into a Palestinian store in Hebron attack, beat 2 female international peace activists blocking their way; the IDF intervenes to halt the attack. Jewish settlers fr. Ma’on ambush and stone an IDF jeep escorting Palestinian school children to school along a road that passes by the settlement, detaining the jeep and children for an hour until IDF reinforcements arrive. Jewish settlers fr. Yitzhar set fire to 2 new trucks and a generator at a private Palestinian quarry nr. Nablus. In Gaza City, al-Azhar University students backing Fatah and rallying in support of Abbas’s 4/21 veto of Siyam’s security decisions occupy a campus building, unfurl a Fatah banner, stone students at neighboring Islamic University, largely supportive of Hamas, who throw stones back; Fatah, Hamas cadres join the clashes, exchanging gunfire, leaving 20 Palestinians wounded. In the West Bank, some 4,000 Fatah supporters take part in several rallies supporting Abbas and denouncing Mishal (see 4/21). Hamas, Fatah leaders meet late in the evening to restore calm. The IDF conducts 11 air strikes and 6 mock air raids on n. Gaza (destroying a bridge nr. Bayt Hanun; hitting several main roads in Bayt Hanun, Bayt Lahiya, and Um al-Nasser; damaging several homes and injuring 6 Palestinian bystanders, including 3 children). Later, Palestinians fire a rocket fr. Gaza towards Ashkelon, causing no damage or injuries; the IDF threatens to cut off electricity to the Gaza Strip if rocket attacks continue. The IDF also tightens restrictions on Palestinian movement into and out of Qalqilya; bars a Palestinian heart attack victim fr. crossing a checkpoint into Tulkarm (still under closure; see 12/15) to reach a hospital, allowing him to die; conducts arrest raids in Balata r.c. (an IDF dog bites a 12-yr.-old and a 19-yr.-old Palestinian), Bayt Umar nr. Hebron, al-Bireh, Tulkarm (targeting the AMB). In Alar nr. Tulkarm, 2 Palestinian construction workers surprise an IDF undercover unit inside an unfinished house; the soldiers detain and beat the men, fire on other Palestinians who arrive on the scene, call in reinforcements to extract them. An IDF jeep hits, injures a 10-yr.-old Palestinian nr. Qalqilya. Israel issues tenders for the construction of 137 new housing units in Ariel and Karnei Shomron settlements. Jewish settlers fr. Sharon is hospitalized after suffering a mild stroke. Doctors say there will be no permanent damage; he will not be at any greater risk of another stroke, will stay in the hospital for “a few days” of observation. (JTA, NYT, WP, WT 12/19; NYT, WP, YA 12/20)

An AMB gunman fires on, damages an IDF jeep in Tulkarm, is killed by return fire. The IDF fires on stone-throwing Palestinians outside Surif; conduct late-night arrest raids, house searches in Hebron and nr. Nablus, Ramallah. Jewish settlers fr. The IDF deploys troops on roads btwn. Nur al-Shams r.c. and Tulkarm, fires on residential areas; during the operation, an IDF jeep hits a Palestinian car, killing 1 Palestinian, injuring 1. The IDF also conducts house searches, patrols streets in Kafr Qaddum; sets up numerous checkpoints, conducts arrest raids in and around Hebron. Hamas mbrs. blast more openings in the Gaza border wall to facilitate crossing into Egypt, overwhelming the 750 Egyptian border guards. The IDF fires on residential areas of Rafah, killing 1 Palestinian; opens fire in Nur al-Shams r.c., killing 1 Palestinian teenager, wounding 5 after a Molotov cocktail is thrown at a passing IDF jeep fr. the area; conducts arrest raids, house searches nr. Bethlehem, Jenin and in ‘Azun, Hebron, Khan Yunis, Tulkarm; occupies 3 houses in Jenin, Hebron, Tulkarm as observation posts; bulldozes a grove of Palestinian olive trees in Bayt Surik nr. Jerusalem; arrests 5 Palestinian farmers working their fields nr. the separation wall around Qalqilya nr. ‘Azun, releasing 3 after questioning, holding 2. In response to the 8/4 Shafa ‘Amr killings, AMB gunmen fire on a Jewish settler vehicle in the West Bank, wounding 2 settlers. Jewish settlers fr. Ma’on attack, beat 4 Palestinian farmers working their nearby fields. Palestinian gunmen fire on the International Comm. of the Red Cross (ICRC) headquarters in Khan Yunis, causing damage but no injuries. The PA security forces arrest Khan Yunis Fatah official and Qaddumi spokesman Sulayman al-Farah on suspicion of building a local militia; Farah earlier announced that Qaddumi ordered his office to set up a 1,500-man force to help the PA maintain law and order in Gaza during disengagement (see 7/16). After mos. of IDF operations in which an Islamic Jihad leader was assassinated on 3/10, another leader survived an attempted assassination on 7/10, and more than 300 cadres were arrested following the 2/25 suicide bombing carried out by a renegade Islamic Jihad mbr., an Islamic Jihad suicide bomber fr. al-Til outside Tulkarm detonates a device outside a mall in Netanya, killing 3 Israelis, wounding up to 48, marking the 1st suicide bombing since 2/25/05 (1st inside Israel since 11/1/04); Islamic Jihad at first denies, then confirms responsibility. Israel suspends all contacts with the PA regarding disengagement, seals the West Bank and Gaza, vows to respond harshly against the group. Abbas states, “We condemn this terrorist attack. It’s a crime against the Palestinian people. Those traitors are working against the Palestinian interest. . . . They did a stupid thing that they should be punished for,” though he notes Islamic Jihad’s denial. At almost the same time as the bombing, a stolen car breaks through the fence of Shavei Shomron settlement in the West Bank and explodes, injuring the driver but causing no other casualties; the IDF says the driver was an Islamic Jihad mbr. who had been working as an informant for Israel; he had been handcuffed to the wheel of the car and the bomb he was carrying was detonated by cell phone, suggesting an attempt to assassinate him for collaboration. The IDF demolishes 2 Palestinian homes built without permits in Issawiyya and Silwan, East Jerusalem, where Israel intends to construct a park; conducts house searches, detains Palestinians for interrogation in Bayt Fajjar nr. Bethlehem. Palestinians detonate aroadside bomb under an IDF jeep outside Netzer Hazani settlement in s. Gaza, injuring 2 soldiers. Masked Palestinian gunmen fire on senior PA Interior Min. Ibrahim Salama as he drives in Ramallah, force his car to stop, severely beat him; no group takes responsibility. The IDF demolishes an illegal outpost nr. Kiryat Arba comprising only a makeshift synagogue; the site has been demolished and rebuilt by Jewish settlers on 24 previous occasions. The IDF demolishes 2 Palestinian homes in Anata in Jerusalem, evacuates another 30 bedouin families fr. tents in the area, saying they are too close to the Anatot IDF base and that some land is needed for construction of the separation wall; conducts arrest raids, house searches in Balata r.c. and Nablus, exchanging gunfire with armed Palestinians, wounding 2. An IDF jeep on patrol in Bethlehem accidentally overturns, trapping 4 lightly injured soldiers inside; when 10s of Palestinians surround, throw stones at the jeep, the soldiers fire live ammunition, rubber-coated steel bullets, tear gas at the crowd, injuring 4. The Popular Front for the Liberation of Palestine (PFLP) fires 2 rockets at an IDF post in Gaza, causing no damage or injuries. Jewish settlers fr. Keddumim, guarded by IDF soldiers, bulldoze 30 d. of Palestinian agricultural land for expansion of the settlement. Unidentified gunmen fire on the Bir Nabala home, car of proreform PC mbr. Inside Israel, some 1,000 Israeli border police backed by 16 bulldozers level 4,000 d. of bedouin land in the al-Araqib area of the Negev, seal off all roads leading to the area to prevent the bedouin owners fr. returning. The Israel Lands Dept. says the goal of the operation is to “salvage the state’s lands from the Arab bedouins who seized and exploited them.” (JAZ 2/4)

The IDF shells residential areas of Dayr al-Balah, killing a 3-yr.-old Palestinian girl outside her home; assassinates Hamas mbr. Mahir Abu Sunayna, firing on his car as he drives in Qalqilya, wounding and arresting 2 AMB mbrs. riding with him, wounding a 15-yr.-old bystander; fires on residential areas of Rafah. Nr. Khan Yunis; 100 Jewish settlers protesting the deployment of PA security forces clash with PA officers, IDF soldiers, and Israeli police; slash PA and IDF jeep tires; 5 settlers are arrested. The IDF conducts late-night arrest raids, house searches in Balata r.c., causing a 65-yr.-old Palestinian woman to suffer a fatal heart attack; fires on a taxi nr. Erez crossing carrying 2 international aid workers, seriously injuring the driver; shoots, wounds a Palestinian working in a field nr. Jabaliya. The Democratic Front for the Liberation of Palestine (DFLP), Islamic Jihad claim joint responsibility for firing a rocket-propelled grenade at an IDF jeep nr. Netzarim, causing no damage or injuries. After the Knesset approves (58–56, with 6 abstentions) the formation of a Likud– Labor–United Torah Judaism coalition, the new Israeli government is sworn in. 13 Likud mbrs. vote against the coalition or abstain. (HA 1/10; NYT, WP 1/11; PR 1/12; MEI 1/21)

The IDF intensifies Operation Violet Iron, sending tanks into Khan Yunis, clashing with Palestinian resistance members, shelling residential areas, occupying several homes as military outposts, killing 3 Palestinian militants (including local Hamas leader Yahya Marzuq [also reported as Yahya Abu Bakra]) wounding 2 civilians. The IDF fires on residential areas of Rafah; conducts arrest raids in Bayt Lahiya, Nablus. In Jenin, 3 Palestinian children are injured when they accidentally detonate a piece of unexploded IDF ordnance. An Islamic Jihad gunman fires on an IDF jeep in Baqa‘ al-Sharqiyya, wounding 2 soldiers. Palestinians fire a mortar at Kefar Darom settlement, injuring a Thai worker. Overnight, the IDF sends troops into Khan Yunis, imposes a curfew on the al-Satar al-Gharbiyya neighborhood facing nearby Jewish settlements, raids and searches homes (forcing residents to wait outside, unprotected in bad weather during the search), bulldozes 3 d. of agricultural land. The IDF fatally shoots 2 armed Hamas mbrs. who approach the n. Gaza border fence; sends troops back into the Bayt Lahiya bedouin village raided on 12/25, damages property, rounds up all residents over age 16, taking several to nearby Nisanit settlement for interrogation, releasing them several hrs. later; sends a 3-jeep patrol into Beitunia nr. Late in the evening, the IDF launches a massive raid on Khan Yunis, citing some 30 mortar attacks on nearby Jewish settlements since the 10/21 Gul assassination; fires missiles fr. pilotless drones at 2 groups of Palestinians, killing 2 PA policemen, wounding 6; conducts several air strikes, killing 5 armed Palestinians and 1 unarmed Palestinian, wounding 5 armed Palestinians and 4 bystanders; demolishes 3 Palestinian homes. A car bomb explodes nr. an IDF jeep in Nablus, causing damage but no injuries; no group claims responsibility. The IDF expands its incursion into Bayt Hanun, Bayt Lahiya, and Jabaliya r.c., with tanks and helicopters firing randomly between houses and into open fields allegedly to deter Palestinians fr. firing Qassam rockets into Israel, killing 5 Palestinians (including a 10-yr.-old boy), wounding at least 53, bulldozing 90 d., and demolishing 12 Palestinian homes, 2 brick factories, 1 workshop, 1 agricultural storehouse, 3 wells. In s. Gaza, the IDF fatally shoots an unarmed Palestinian who strays too near Gush Katif; fires on residential area of Khan Yunis. In the West Bank, the IDF arrests a Palestinian who attempts to stab, lightly injures an IDF soldier outside Kiryat Arba settlement; detains some 40 Palestinians at checkpoints around Hebron, holds them at nearby Jewish settlements for hrs. of questioning, beating some before releasing them; send troops into Rafidiyya nr. Nablus, fires on houses, then fires on stone-throwing Palestinians who confront them; bulldozes 5 d. of olive groves nr. The IDF raids Saida village nr. Tulkarm, killing local Hamas cmdr. Basil Abu Sha‘b, local AMB cmdr. Sahir Ajaj in what may be assassinations; fatally shoots a stonethrowing Palestinian in Balata r.c.; fires on residential areas of Dayr al-Balah, Rafah. Suspected Fatah gunmen fr. Nablus fire on a jeep outside ‘Ayn Bayt al-Ma’ r.c. thought mistakenly to be driven by rival Fatah mbrs., injuring 2 Palestinians. Armed PFLP mbrs. exchange fire with armed PA intelligence and Force 17 officers guarding a Palestinian collaborator (responsible for the deaths of 2 PFLP cmdrs. in and IDF raid on 7/6) being held in the Nablus governate office; no injuries are reported. In light of the 7/16 kidnappings, Arafat declares a state of emergency in Gaza; issues a decree for a “temporary restructuring” of the security forces into 3 branches: public security, with his distant cousin Musa Arafat as its new head; police, with Arafat loyalist Saeb Ajiz as its new head; general intelligence, with Amin al-Hindi, a loyalist increasingly critical of Arafat, maintaining leadership of the dept. Soon after, 1,000s of armed, masked Palestinians gather outside the PC headquarters in Gaza to protest the appointment of Musa Arafat, whom they say is corrupt, as cronyism. Qurai‘ resigns, citing the lack of true reform; Arafat rejects his resignation. Later during the same maneuver, the IDF fatally shoots PFLP West Bank military cmdr. Yamun Faraj, senior PFLP cmdr. Amjad Hanani in an exchange of gunfire, in which an IDF officer is also killed, 3 IDF soldiers are wounded.
