In the West Bank, Israeli settlers vandalized 15 Palestinian-owned vehicles and sprayed racist graffiti on houses in Qaryut. Israeli forces violently dispersed Palestinian protesters in Beita, injuring 3 with rubber-coated bullets, including 1 minor. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 5 with tear gas. Israel placed 1 Israeli settler on administrative detention. The Israeli settler is accused of “acts of terror, arson, vandalism and assault” on Israeli left-wing activists in the West Bank and Israel. The settler is the only Jewish person held by Israel on administrative detention and the 1st since the beginning of 2020. Later, on 3/23, an Israeli court reduced the settler’s detention by 2 weeks. In the West Bank, Israeli settlers with military escort harassed students on their way to school in al-Lubban ash-Sharqiya, preventing some from reaching the school. Israeli forces violently dispersed Palestinians and Israeli activists protesting a visit by Israeli president Isaac Herzog to Hebron (see below). Israeli forces also demolished water pipelines supplying Atuf with water. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Ramallah, injuring 1 with a rubber-coated bullet. 3 Palestinians were arrested, including 2 during late-night raids in Kaubar and al-Arroub refugee camp, and 1 near al-Jaba‘. In East Jerusalem, 1 Palestinian was arrested during a house raid in Isawiya. In Gaza, Israeli forces opened fire at agricultural lands east of Dayr al-Balah; no injuries were reported. President Herzog visited Hebron for a Hanukkah ceremony in al-Ibrahimi Mosque, drawing condemnation and protest from Palestinians and Israeli left-wing activists. The PA foreign ministry said that President Herzog was breaking international law and “embracing the settlement enterprise.” The religious advisor to PA president Mahmoud Abbas, Mahmoud Habbash, compared Herzog’s participation in the ceremony with that of Ariel Sharon visiting the Haram al-Sharif compound in 2000. The Israeli high court of justice denied Palestinian appeals against demolitions of 58 homes in Wadi Yasoul in Silwan, which would lead to the displacement of 725 Palestinians. (HA 11/28; WAFA 11/29; PCHR 12/2)

1 Palestinian prisoner held on administrative detention ended his hunger strike after Israel set a date for his release. The man had been hunger-striking for 49 days and was admitted to a prison hospital on 11/24 as his condition deteriorated. (WAFA 11/28)

President Abbas extended the COVID-19-related state of emergency for another 30 days. The state of emergency has been in effect since March 2020, when the pandemic hit Palestine. (WAFA 11/28)

Israel’s and the UK’s foreign ministers Yair Lapid and Liz Truss wrote an article in the Telegraph, saying the 2 countries will work together in preventing Iran from getting nuclear weapons. Foreign Minister Lapid was in London meeting UK officials before heading to France for meetings on 11/29. In the West Bank, about 30 Israeli settlers attacked Palestinian farmers working their lands in Humra; Israeli left-wing activists who witnessed the attack said the settlers also attacked them, and that Israeli forces intervened on behalf of the Israeli settlers, firing tear gas at Palestinians. Israeli forces raided ‘Aqabat Jabir refugee camp, injuring 2 with live ammunition and others suffered tear-gas related injuries. Israeli forces also clashed with Palestinian youth in Hebron, leading to tear-gas related injuries. Elsewhere, Israeli forces violently dispersed protests demonstrating in solidarity with Palestinians in East Jerusalem in al-Bireh, Huwwara, Dayr Sharaf, Husan, the Qalandia checkpoint, and Luban al-Sharqiyya, leading to tear-gas related injuries and 1 arrest. 3 Palestinians were arrested at checkpoints in Hebron, Bethlehem, and Qalandia. In East Jerusalem, Israeli settlers and right-wing Israeli activists gathered to attack Palestinians but were contained by Israeli forces. 1 Israeli settler was attacked by Palestinians in Wadi al-Juz. Israeli forces violently dispersed Palestinian protesters at the Damascus Gate, injuring 22 and arresting 17. 10 other Palestinians were arrested in the Old City after clashes with Israeli forces. Candidates of the upcoming Palestinian elections held a sit-in protest in front of the Orient House to demand that Palestinians in East Jerusalem partake in the elections. In Gaza, some 700 Palestinians protested by the Gaza fence against Israeli violence toward Palestinians in Jerusalem; 3 were reportedly injured by Israeli live ammunition and the protesters burned tires. 2 rockets were fired at Israel, with 1 intercepted and 1 landing in an open field; no damage was reported. 1 Palestinian was arrested after crossing into Israel via the Gaza fence. In Israel, Palestinian-Israelis protested the violence against Palestinians in East Jerusalem on 4/22 in Umm al-Fahm. Israeli activists protested the right-wing Israeli violence in East Jerusalem on 4/22 and prime minister Benjamin Netanyahu in West Jerusalem. Israel used drones for the 1st time in the West Bank to drop tear gas at Palestinian protesters, occurring during the protest in Qalandia. The 1st time Israel used drones to drop tear gas against Palestinian protesters was in Gaza in 2018. (HA 4/28)

According to a Haaretz source, Hamas and Islamic Jihad sent a message to Israel via Egypt that the 2 groups are not interested in escalating tensions with Israel after several dozen rockets were fired at Israel on 4/23 and Israel fired missiles, causing damage in Gaza. 2 groups, Nidal al-Amoudi Division and the Abu Ali Mustapha Brigades, claimed responsibility for the rockets fired at Israel, saying they were in response to the violence by Israeli right-wing activists in Jerusalem on 4/22. In the West Bank, Israeli settlers uprooted 25 olive seedlings, stealing 22 of them in Tell. Israeli forces sealed off 8 villages near Ramallah, leading to clashes with Palestinians in 1 of the villages, Dayr Abu Mash‘al, causing tear-gas related injuries. Israeli forces also violently dispersed an anti-settlement protest in Beita, injuring 1 Palestinian with a rubber-coated bullet to his head, and others suffered tear-gas related injuries. 2 Palestinians were arrested, including 1 during a late-night raid in Anata, and 1 at a checkpoint in Halhul. In East Jerusalem, Israeli forces demolished 1 house in Shu‘fat refugee camp. Israeli police physically assaulted and arrested 3 Palestinians in Silwan after stopping their car. 2 others were arrested during late-night raids in Issawiyya and al-Tur. In Gaza, rockets launched from Gaza landed in an open area near Beersheba, where Israeli prime minister Benjamin Netanyahu was visiting during his election day campaign; no injuries or damage were reported. Israel subsequently attacked Gaza with fighter jets and helicopters, firing 5 missiles at sites near Gaza City and at 1 site in Dayr al-Balah, causing severe damage. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. A poll conducted by the Palestinian Center for Policy and Survey Research found that a single Fatah list would get 43% of the votes for the parliamentary elections while Hamas would win 30%; 18% were undecided. However, within the population of Fatah supports, some 10% would vote for a party headed by Mohammad Dahlan and 7% for a party head by Nasser al-Kidwa. (AP, HA, PCPSR 3/23)

Israelis voted in the general elections for the 4th time in 2 years. This time, there was not an obvious coalition to formed either, as many right-wing parties had promised not to support a government with Benjamin Netanyahu as its prime minister. Netanyahu, who had convinced the Palestinian-Israeli party Ra’am (United Arab List) to break with the Joint Arab List, also relied on religious Zionist parties, to the right of his Likud party, to be able to form a government. Those parties, including a significant majority of Likud, were vocally opposed to being in a governing coalition with Palestinian-Israelis. Ra’am leader Mansour Abbas said after the election that he was not wedded to either the right wing or left wing at that point. Meretz (Vigor) and Labor both had a better election than anticipated and went over the electoral threshold. So did the terrorist-supporting Otzma Yehudit (Jewish Power), made up by followers of Meir Kahane. The Joint Arab List ended up with 6 mandates, down from 15, partially a result of lower Palestinian-Israeli voter turnout and because Ra’am received 4 mandates that previously would have gone to the Joint Arab List. The Middle East Quartet members met for the 1st time since 2018 to discuss “meaningful negotiations” between Israelis and Palestinians. PA president Mahmoud Abbas welcomed the statement made by the Quartet. (AP, REU 3/23; HA, WAFA 3/24; WAFA 3/26)

The Dutch foreign ministry summoned the Israeli ambassador to the country for clarification as to why PA foreign minister Riyad al-Maliki had his VIP travel card confiscated after meeting with ICC personnel in the Hague. In the West Bank, Israeli forces clashed with Palestinians during a raid in al-‘Arub refugee camp, leading to tear-gas related injuries. Israeli forces also demolished 2 caravans, 1 tent, 1 solar panel, and 2 rooms near Yatta. 5 Palestinians were arrested during late-night raids in and around Nablus, Birzeit, Yatta, and Bethlehem. In East Jerusalem, Israeli forces demolished 2 buildings under construction in Issawiyya. Israeli prime minister Benjamin Netanyahu’s Facebook page had an automated pop-up message, warning voters that “Arabs want to annihilate us all—women, children, and men,” and urged voters not to vote for a left-wing government “that relies on Arabs who want to destroy us all.” Joint List chairperson Ayman Odeh said that he had reached out to Facebook to end Netanyahu’s “racist and dangerous incitement against the Arab population.” (HA 9/11)

Along Gaza’s border, IDF troops open fire on Palestinian farmers working along the border fence near Dayr al-Balah, causing no damage or injuries. In the West Bank, Israeli forces confiscate construction equipment and arrest 4 Palestinians during raids near Hebron; and patrol near the city as well. Israeli settlers assault 4 left-wing Israeli activists documenting settlement construction near Hebron. In East Jerusalem, Israeli forces arrest 4 Palestinians during late-night raids in Issawiyya. Approximately 60,000 Israelis march through the Old City of Jerusalem in commemoration of Jerusalem Day, a celebration of the IDF’s 1967 capture of the city. Hundreds of left-wing activists and Palestinians participate in a counter-demonstration outside the Old City, sparking minor clashes (there are no serious injuries). Approximately 700 Jewish settlers visit Haram al-Sharif; Israeli forces arrest 15 of them for praying at the sanctuary, along with 3 Islamic Waqf guards. Elsewhere in East Jerusalem, Israeli forces arrest 1 Palestinian during a raid in Shu‘fat r.c. In the West Bank, IDF troops arrest 2 Palestinians nr. Nablus when they are discovered to be carrying pipe bombs. They also assault and arrest 2 Palestinian youths walking home from school in Aida r.c. nr. Bethlehem, and arrest 11 Palestinians during late-night raids nr. Qalqilya, Tulkarm, Nablus, and Ramallah. In Gaza, 5 Palestinians are injured in an explosion at an unspecified “resistance site” nr. Rafah, according to medical sources. Along Gaza’s border, IDF troops open fire on Palestinian agricultural fields nr. Gaza City, causing no damage or injuries. In n. In response to the demolitions in Qalanswa on 1/10, the Higher Follow-Up Comm. for Arab Citizens of Israel organizes a general strike today. Both the private and public sectors in Palestinian municipalities participate. In the West Bank, Israeli forces demolish a road leading to al-Buwayb village southeast of Hebron. The IDF arrests 3 Palestinians and confiscates personal property during raids nr. Qalqilya and in Hebron and Nablus, and patrols nr. Hebron and Nablus during the day. In East Jerusalem, Israeli forces demolish 13 Palestinian structures in Jabal Mukabir, the neighborhood of the Palestinian who drove a truck into a group of Israelis on 1/8. The Knesset’s Internal Affairs and Environment Comm. approves its 2d and 3d readings of a bill authorizing the govt. to bar supporters of a boycott against Israel or representatives of NGOs endorsing a boycott from entering the country. The bill is cleared for a 2d and 3d reading in the full plenum. Meanwhile, the Knesset passes a first reading of a bill that would bar Breaking the Silence and other left-wing NGOs from speaking at Israeli schools. (HA, JP, MNA 1/11; JP, TOI 1/12)

In the 2d attack this week, IDF troops shoot and kill a Palestinian at a checkpoint nr. Tulkarm after she allegedly attempts to stab an Israeli soldier. No Israelis are injured. Meanwhile, around 4,000 Jewish settlers pray at Joseph’s Tomb nr. Nablus, sparking clashes between their IDF escort and stone-throwing Palestinian residents; 10 Palestinians are injured (1 will succumb to his injuries on 6/6). Meanwhile, IDF troops conduct raids and house searches in Silwad and Kafr Malik villages nr. Ramallah, issuing 2 Palestinians arrest summons and sparking minor clashes in which a Palestinian is mildly injured. IDF troops patrol nr. Hebron throughout the day. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries or damage. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. al-Bureij r.c. Israel’s Justice Ministry releases a list of 27 nongovernmental organizations (NGOs) that might be affected by the so-called NGO Transparency Bill, which is currently under discussion in the Knesset. Twenty-five of the 27 NGOs are distinctly left-wing human rights groups, including B’Tselem and Yesh Din. This lends credence to accusations that the Transparency Bill is simply an attempt to silence opponents of the right-wing govt. (HA 6/3)

French FM Jean-Marc Ayrault announces 2 main goals for the international peace summit in Paris on 6/3: the parties agree to meet again by the end of 2016, with Israeli and Palestinian participation, and they agree to form several working groups to facilitate resolutions on various final status issues, such as Israeli security and economic incentives for both sides. Off the coast of the Gaza Strip nr. Rafah, Egyptian naval forces open fire on Palestinian fishermen, injuring 1. In the West Bank, IDF troops raid the offices of Palestinian newspaper al-Ayyam in Ramallah, and order its staff to stop using their presses to print pro-Hamas publications Filastin, al-Risala and al-Istiqlal. The PA permitted the 3 publications to be distributed in the West Bank starting in late 4/2014, in accordance with the Hamas-Fatah reconciliation deal of 4/23. The IDF conducts house searches and arrest raids in Hebron and 2 nearby villages, 1 village and Aida r.c. nr. Bethlehem, and 1 village and al-Jalazun r.c. nr. Ramallah; patrols in 1 village nr. Jenin in the morning, 1 village nr. Jenin in the afternoon, and in 2 villages each nr. Hebron and Jericho at night. In East Jerusalem, groups of right-wing Jewish activists march through the Old City to celebrate “Jerusalem Day,” leading to clashes with Palestinians at Haram al-Sharif. In the clashes, Israeli security forces injure 4 Palestinians with rubber-coated metal bullets, and Palestinians injure 1 security officer with a thrown stone. In response to low voter turnout in the Egyptian presidential election, polls are kept open for a 3d day. Following their close, provisional results indicate that al-Sisi won between 89% and 93.4% of the vote, with al-Sisi’s campaign and judicial sources estimating leftist candidate Hamdeen Sabahi won 2.9% and 5%. Judicial sources estimate turnout to be 44.4% of Egypt’s 54 m. eligible voters. Meanwhile, gunmen shoot and kill an Egyptian border guard in Rafah. (AP, MNA, REU 5/28)

The IDF conducts arrest raids, searches in Hebron during the day and nr. Hebron, Jenin, and Nablus late at night. The Knesset fails to pass (by a vote of 28-57) 2 bills calling for parliamentary inquiries into leftwing NGOs: one bill calls for an investigation of the damage done to the IDF by left-wing NGOs that focus on IDF repression of Palestinians; the other calls for investigating the origins of foreign contributions received by left-wing NGOs. Unidentified Palestinians fire a mortar fr. Gaza into Israel, causing no damage or injuries. The IDF makes an air strike e. of Gaza City, wounding an Islamic Jihad mbr. preparing to fire a rocket into Israel. In the West Bank, the IDF patrols in al-Bireh and 3 villages nr. Jericho and Ramallah during the day and in 1 village nr. Ramallah late in the evening; conducts late-night raids into 2 villages nr. Qalqilya, summoning 5 Palestinians for questioning. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in (for the 1st time since protests there were suspended on 6/24), Kafr Qaddum, Ni‘lin, and Nabi Salih. IDF soldiers beat and fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, lightly injuring 1 Palestinian; 2 Israeli activists and 1 Palestinian are arrested. Jewish settlers fr. Yitzhar set fire to nearby Palestinian olive groves, damaging 3,000 trees. In East Jerusalem, up to 4,500 left-wing Israeli activists and Palestinians march in a show of support for Palestinian statehood organized by the group Shaykh Jarrah Solidarity; an estimated 80% of participants are Israeli Jews and the rest mostly Palestinians fr. In response to the cross-border exchange on 2/23, Palestinians fire 3 manufactured Grad rockets fr. Gaza into Israel, striking Beersheba for the 1st time since Operation Cast Lead (OCL; 12/27/08–1/18/09), damaging a house but causing no injuries. The IDF retaliates with multiple air strikes on Hamas and Islamic Jihad targets, killing 2 Hamas mbrs. in Rafah and wounding 3 Islamic Jihad mbrs. elsewhere. In the West Bank, the IDF patrols in Qalqilya and 4 nearby villages, in Jericho and 1 nearby village, as well as in 2 villages nr. Salfit and Tulkarm. In Ramallah, up to 1,500 Palestinians rally in support of national unity and an end to the Hamas-Fatah divide, which they say “opens the door for the occupiers to do whatever they want”; though representing Fatah, Hamas, and leftist factions, they show only the Palestinian flag—a rare gesture in recent years. In the West Bank, the IDF tears down Palestinian’s tents in Khirbat Tana, where the IDF demolished homes and other structures on 2/9/11 (see Quarterly Update and Settlement Monitor in JPS 159); conducts late-night arrest raids, house searches, and patrols in 6 villages nr. Qalqilya, as well as nr. Bethlehem and Jenin. More than 80 Palestinian nonprofit organizations from the West Bank, Jerusalem, and the Gaza Strip issued a statement calling on Fatah and Hamas to take practical steps toward ending their rift. The Knesset passes the Foreign Govt. NGO Funding Transparency Law tightening requirements on groups that accept foreign funding, widely seen as an effort to undermine left-wing Israeli organizations. (MNA 2/23; WJW 2/24)

After a week of violent clashes, the Libyan govt. has lost control of most of the eastern part of the country to armed antigovernment protesters. Qaddafi responds with overwhelming force, dispatching warplanes, helicopters, special forces, and heavily armed mercenaries (paid and flown in to Tripoli by the planeload in recent days to shore up the regime) to hunt down demonstrators. Fighting has also reached Tripoli, where there are reports of strafing fr. the air, combat in the streets, burning buildings, and looters ransacking police stations. Dozens of senior Libyan officials and diplomats resign in outrage, and widespread defections by the military nationwide are reported. (WP, WT 2/21; NYT, WP, WT 2/22)

On the Israeli side of the Erez crossing into Gaza, more than 1,000 Israeli Palestinians and left-wing peace activists rally to urge Israel to lift the siege on Gaza, while in Gaza City, 100s of Palestinians hold a parallel demonstration “to join the hands of Israeli and Palestinian peace activists who want to end the siege and all forms of violence.” In the West Bank, the IDF conducts arrest raids, house searches in and around Hebron. In his 1st policy address, Israeli PM candidate Shahak stakes out a left-of-center line, favoring resumption of negotiations with the PA, Syria. He says that a Palestinian state is inevitable, but Jerusalem should never be divided; Netanyahu is "dangerous for Israel." Polls show decline in Shahak's popularity after the address. Confirming long-standing Iraqi accusations, U.S. officials admit that for 3 yrs., U.S. spies using diplomatic cover/false identities worked undercover on UNSCOM teams but denies that the U.S. directed UNSCOM intelligence efforts. Officials say eavesdropping devices ("bugs") supplied to UNSCOM inspectors by Washington provided the U.S. with information used to undermine Saddam Hussein; the idea of using bugs was 1st suggested by fmr.
