An Israeli settler is stabbed and injured at a bus stop near the Neve Yaakov settlement; a Palestinian child is later arrested and accused of stabbing the settler. Israeli settlers with a military escort raid Jenin to visit Joseph’s Tomb. Israeli forces shoot and injure 7 Palestinians during a raid in Dheisheh refugee camp. Israeli forces also arrest 25 Palestinians during raids in and around Hebron, Ramallah, al-Bireh, Bethlehem, Tulkarm, and Qalqilya. In East Jerusalem, Israeli forces demolish a retaining wall and raze a tract of land in Silwan. In Gaza, Israeli forces bomb Nuseirat refugee camp, Jabalia refugee camp, Khan Yunis, Rafah, and Dayr al-Balah, killing at least 86 people, including al-Aqsa TV presenter Muhammad Salama and his family in Dayr al-Balah. Israeli forces also open fire at Palestinians waiting to receive aid in Gaza City, injuring 8 people. A child and an elderly man die of starvation at the Kamal Adwan Hospital, bringing the death toll from starvation to at least 20 people. In Lebanon, Israeli forces attack Yaroun, Kafra, Yatar, and Fardis. Hezbollah forces attack Metula. In Syria, Israeli forces fire artillery, saying 2 rockets were launched at the Golan Heights. In Yemen, Houthi militants fire a missile at the True Confidence cargo ship, killing 3 people. It is the first time that a Houthi attack enforcing the Red Sea blockade has caused casualties. More than 30,717 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 72,156 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 416 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 108 children. More than 4,648 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 244 Israeli soldiers have been killed and 1,453 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 195 trucks carrying aid enter Gaza. Israel’s National Planning and Building Council approves the advancement of 3,476 new settlement units in the Ma’ale Adumim, Kedar, and Efrat settlements. 694 units in Efrat receive final approval, while 2,452 in Ma’ale Adumm and 330 in Kedar are moved to the planning process. The PA calls for sanctions to deter Israel from its settlement enterprise. Saudi Arabia, Jordan, the UAE, Egypt, Bahrain, Turkey, and Qatar condemn the settlement expansion. Israeli UN ambassador Gilad Erdan says Israel may close the UN’s headquarters in Jerusalem, deport UN officials from Israel, and evacuate UNRWA compounds in Jerusalem if UN secretary-general Antonio Guterres does not invoke Article 99 of the UN Charter to force the Security Council to discuss captives held in Gaza and allegations of sexual crimes committed on 10/7/2023. Israel approves aid funded by the UAE entering Gaza via the sea. The aid will be shipped from Cyprus to a dock controlled by Israel where it will be distributed using hovercrafts. (AJ, HA 3/6)

Qatari prime minister Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani meets with UK foreign secretary David Cameron, discussing the situation in Gaza and ceasefire negotiations. The Washington Post reports that the U.S. has secretly approved and delivered more than 100 separate arms shipments to Israel since 10/7/2023. The Post says the U.S. has circumvented congressional oversight in the majority of instances by processing arms sales that are below the threshold to notify Congress. The transfers include thousands of 155mm shells, tens of thousands of bomb guidance systems, Hellfire air-to-surface missiles, drones, Iron Dome munitions and more. (AJ, HA 3/6; HA 3/7)

In the West Bank, Israeli settlers shot and injured 2 Palestinian children, aged 12 and 14, in Deir Qadis. Israeli settlers with a military escort also raided Wadi Qelt, storming 5 homes and intimidating residents. Elsewhere, Israeli settlers destroyed water pipes leading to 3 villages in the Masafer Yatta area. Israeli forces shot and killed a Palestinian during a raid in Qalqilya. Israeli forces also assaulted Palestinians in Hizma. Elsewhere, Israeli forces violently dispersed Palestinians in al-Arroub refugee camp, causing tear-gas related injuries. Israeli forces seized a vehicle in Halawa. At least 60 Palestinians were arrested during raids in and around Hebron, Bethlehem, Jericho, Ramallah, Nablus, and Jenin. In East Jerusalem, Israeli forces demolished an apartment on the third floor of an apartment building in Sur Baher. Israeli forces raided the home of al-Aqsa Mosque preacher Sheikh Ikrimah Sabri in Silwan, issuing a demolition notice for the 5-story building he lives in. Israeli authorities forced a Palestinian family to demolish their own home in Sur Baher. In Gaza, Israeli forces killed around 316 Palestinians and wounded more than 664 others during airstrikes on Rafah, al-Bureij, Dayr al-Balah, Gaza City, Jabalia refugee camp, Khan Yunis and Faluja, including Islamic University of Gaza president Sufyan Tayeh and his family in Faluja. Israeli forces also targeted the Kamal Adwan Hospital, killing 4 people. Israel said it had started to move its ground invasion to southern Gaza and told Palestinians in 20% of Khan Yunis to evacuate to al-Mawasi and Rafah. Israel also said its forces assassinated the commander of Hamas’ al-Shati Brigades. 3 Israeli soldiers were killed. Rockets were fired at Israel, hitting 2 buildings in Sderot; no injuries were reported. In Lebanon, militants fired anti-tank missiles at Israeli forces, injuring 11 soldiers and a civilian. Israel said it attacked several targets in Lebanon. In Syria, Israeli forces fired artillery at southern Syria, saying a rocket was fired at Israel. At least 7,000 people were missing in rubble, including 1,700 children. 246 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 65 children. More than 3,300 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 80 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.8 million Palestinians, nearly 80% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 100 trucks carrying aid, including around 13,000 gallons of fuel, entered Gaza. The Red Crescent said increased Israeli attacks on southern Gaza have made it much more difficult to deliver aid. Shin Bet director Ronen Bar said the Israeli cabinet had discussed assassinating leaders of Hamas “in Gaza, the Palestinian territories, in Lebanon, in Turkey, and in Qatar,” calling it “our Munich.” A Turkish intelligence official said there would be “serious consequences” if Israel kills Palestinians in Turkey. Military chief of staff Herzl Halevy said Israeli forces would fight in southern Gaza “as we did strongly and thoroughly in the northern part.” Israel also claimed to have found 800 tunnel shafts in Gaza. Qatari prime minister Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani said Qatar calls for an “immediate, comprehensive, and impartial international investigation” into Israel’s attacks in Gaza and that his country continues to work toward another ceasefire. (AJ 12/3)

The U.S. said that an American warship and several commercial ships were attacked in the Red Sea. Yemen’s Houthi government said it had attacked an Israeli ship with a missile and attacked another with a drone. In the West Bank, 1 Palestinian minor succumbed to wounds sustained from Israeli live ammunition on 5/18. Israeli settlers leveled land in Kisan. Israeli settlers also set up mobile homes south of Hebron. Israeli forces also raided Jaba‘, injuring 4, including 1 minor, when Palestinians confronted the forces. Israeli forces also raided ‘Araqa, injuring 1 minor with live ammunition, when Palestinians confronted the forces. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bethlehem, injuring 7 with rubber-coated bullets and others with tear gas. 11 Palestinians were arrested during late-night raids in and around Hebron, Nablus, Jenin, and Jericho. In East Jerusalem, Israeli forces raided al-Makassed Hospital, leaving without making arrests. 8 Palestinians were arrested during raids in the Old City, al-Tur, Silwan, and Shu‘fat. In Gaza, 4 Palestinians were killed and many were injured, raising the comprehensive death toll since 5/10 from 232 to 236, including 65 children and 3 pregnant women. The casualties included: 1, and 9 wounded, including 3 children, during an air strike on a house in Khan Yunis; 1, and 1 wounded in an air strike on Bayt Lahiya; 2 in an air strike on a car traveling in Jabaliya. Israeli air strikes also hit power lines near Rafah, causing a total electricity blackout in the city. Israeli forces attacked 1 house in Khan Yunis, causing damage, but the missile remained unexploded as it landed on a bed, saving the family living in the house. 4 factories were also destroyed by Israeli air strikes in an industrial zone east in al-Muntar. In Israel, 1 Israeli soldier was injured by an anti-tank missile rocket fired from Gaza at a military bus. 1 rocket from Gaza hit a house in Ashkelon, causing damage; no injuries were reported. Israeli forces violently dispersed a funeral procession for 1 Palestinian-Israeli who was killed by Israeli police on 5/19 in Umm al-Fahm; 3 were arrested; a general strike was also called in Umm al-Fahm in protest over the killing. It was reported that a ceasefire between Hamas, Islamic Jihad in Palestine, and Israel had been brokered by Egypt and would take effect at 2 a.m. on 5/21. Prior to the reporting, Israeli prime minister Benjamin Netanyahu had called a meeting at the security cabinet. Shortly after the 2 sides announced the ceasefire, U.S. president Joe Biden praised Egyptian president Abdel Fattah al-Sisi for his role in the ceasefire and Prime Minister Netanyahu for agreeing to it. Biden said in remarks that “Palestinians and Israelis equally deserve to live safely and securely and to enjoy equal measures of freedom, prosperity, and democracy,” in what can be viewed as a slight shift in the paradigm of U.S. statements on Israel and Palestine. President al-Sisi also praised President Biden for his work on the ceasefire agreement. Several prominent Democrats in the U.S. House and Senate welcomed the news of the ceasefire, but said it was time to do more to resolve the roots of the conflict. PA foreign minister Riyad al-Maliki called for the world to address the core issues, saying that the ceasefire is not enough. Haaretz reported that 90% of the Israeli citizens charged for the violence in Israeli towns and cities since the start of the Hamas-Israel escalation were Palestinian citizens of Israel. District prosecutors have been criticized for not indicting Jewish-Israelis. (HA 5/20)

Adalah filed a petition on behalf of Palestinians in Shayk Jarrah to have Israeli police remove checkpoints around the neighborhood, which are severely impeding the residents’ freedom of movement. The checkpoints are also meant to block entry of Palestinians who are not residents of the neighborhood, as many residents remain threatened by evictions. (Adalah, HA 5/20)

The Israeli Electric Company said it would not restore the damaged power lines in Gaza until 2 Israelis, believed to be held captive by Hamas, and the bodies of 2 dead Israelis are returned to Israel. (HA 5/20)

PA president Mahmoud Abbas spoke with German chancellor Angela Merkel about efforts to get a ceasefire agreement between Hamas and Israel. President Abbas also met with German foreign minister Heiko Maas in Ramallah. (AJ, WAFA, WAFA 5/20)

Before the ceasefire was announced, Hamas leader Ismail Haniyeh wrote a letter to Iran’s supreme leader Ayatollah Ali Khamenei, asking for “mobilization of Arab, Islamic and international support” in ending Israeli air strikes. (AP 5/20)

Iran’s president Hassan Rouhani said that the country had reached an agreement in principle with the Joint Comprehensive Plan of Action signatories about complying with and having the U.S. rejoin the deal. (HA 5/20)

At the UN, U.S. ambassador to the UN Linda Thomas-Greenfield said that the U.S. had “not been silent,” despite blocking UN security council statements criticizing the violence from the latest escalation between Hamas and Israel. UN general-secretary António Guterres said he was “deeply shocked by the continued air and artillery bombardment” of Gaza and said that Gaza’s children lived in “hell on Earth.” No unified statement was released by the UN general assembly. 1 Jewish AP reporter was fired after Stanford University College Republicans criticized her for pro-Palestinian activism while she was a student at the school, before she was hired at AP. The foreign minister of Germany, the Czech Republic, and Slovakia visited Israel upon the invitation of Israeli foreign minister Gabi Ashkenazi to be briefed on the Israeli-Hamas escalation. In meetings with Prime Minister Benjamin Netanyahu, the 3 foreign ministers were shown parts of a drone that had been shot down on 5/18 that Netanyahu claimed was Iranian. (ALM, HA 5/20)

Unidentified Palestinians launch an incendiary balloon from Gaza into southern Israel, where it lands in an open area, causing no damage or injuries. Later, hundreds of Palestinians gather along the border fence near Jabaliya refugee camp to continue the Great March of Return. IDF troops violently disperse them, injuring 3 protesters (1 Israeli soldier is reportedly injured when a Palestinian throws an explosive across the border fence). Israeli artillery then shell 2 Hamas observation posts in the area, causing damage. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Khan Yunis, Jabaliya refugee camp, and Rafah, causing no damage or injuries. In the West Bank, Israeli settlers assault a Palestinian shepherd and steal 2 of his sheep in the northern Jordan Valley. Settlers also assault a Palestinian vegetable vendor in Jenin, causing minor injuries. IDF troops arrest 4 Palestinians during late-night raids in and around Tubas, Hebron, Tulkarm, and Jenin; and patrol near Qalqilya and Hebron. One raid in Tulkarm sparks minor clashes with stone-throwing Palestinian minors; there are no reported injuries or arrests. In East Jerusalem, Israeli police seal al-Rahma Gate leading into Haram al-Sharif. The move reportedly comes in response to certain Palestinian officials praying at the gate last week. Implementing legislation passed in 7/2018, Israel’s security cabinet approves a deduction to the monthly transfers of tax revenues to the PA equal to that which the PA distributes in stipends to Palestinians imprisoned in connection with serious crimes against Israelis and the families of Palestinians killed in connection with such crimes. The cuts are expected to total NIS 502,697,000 (approximately $138 million) over a 12-month period. In response, a PA spokesperson calls the Israeli decision “arbitrary” and says that it will be “given a priority” in the Palestinian leadership’s discussions in the coming days. Hamas security forces forcibly prevent PA security forces from staffing the Palestinian side of the Kerem Shalom border crossing, according to the PA (Hamas claims that the PA troops left of their own free will). A senior Hamas official says that Hamas is carrying out “necessary security measures.” Sources in Gaza say that Hamas suspects the PA security forces are allowing Israel to transfer espionage equipment into Gaza. Hamas is reportedly demanding that PA staffers in Gaza submit to questioning and background checks. (HA, TOI 2/17)

Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. They set fire to tires, throw improvised explosive devices, and chant slogans. IDF troops violently disperse them near Rafah, Khan Yunis, al-Bureij refugee camp, Gaza City, and Jabaliya refugee camp; 3 Palestinians are killed and at least 126 are injured (3 critically). This brings the death toll stemming from the Great March of Return to 170. Meanwhile, Israeli artillery also shell a Hamas post near Jabaliya refugee camp, causing damage. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. In the West Bank, an IDF patrol in al-Mazra‘a near Ramallah, sparking clashes with stone-throwing residents; 7 Palestinians are injured. They also patrol near Hebron and Nablus; arrest 1 Palestinian during late-night raids in Jenin; and violently disperse Palestinians at Friday protests against the Israeli occupation in Kafr Qaddum near Qalqilya and Luban al-Sharqiyya near Nablus (7 Palestinians are injured). Israeli settlers harass Palestinians picking olives near Nablus, sparking minor confrontations between the harvesters and their own IDF escort; there are no reported arrests or injuries. Israeli settlers also assault and attempt to block Palestinian farmers from accessing their lands in 2 separate incidents near Salfit and 1 near Qalqilya. IDF troops intervene in each ensuing confrontation; 1 Palestinian is injured. In East Jerusalem, Israeli forces conduct raids in Hizma village, sparking minor clashes with stone-throwing residents; 1 Palestinian is injured. In a statement, UNRWA expresses “concern” about Jerusalem mayor Nir Barkat’s 10/4 announcement that he plans to remove the agency from East Jerusalem. “UNRWA has continuously maintained its operations in East Jerusalem since 1967 with the cooperation and on the basis of a formal agreement with the State of Israel, which remains in force,” UNRWA’s statement reads. It’s still unclear when or how Barkat intends to implement his plan. (REU, YA 10/5)

Amid the protests, Hamas snipers shoot and kill an Israeli soldier on the other side of the border fence. After the killing, Israeli forces carry out extensive air strikes and artillery shelling across Gaza; 3 Hamas fighters are killed in strikes near Khan Yunis and 1 more Palestinian is killed in Rafah. An IDF spokesperson says that 68 Hamas targets were hit and the attacks “eliminated about 60 buildings and infrastructures and revoked significant military and command and control capabilities.” Amid the attack, unidentified Palestinians launch 3 rockets into Israel; 2 are intercepted by Israel’s Iron Dome missile defense system, and 1 lands in an open area, causing no damage or injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats, causing no damage. In the West Bank, IDF troops violently disperse Palestinians at Friday protests against the Israeli occupation in Kafr Qaddum near Qalqilya; 3 Palestinians are injured. They also arrest 1 Palestinian during raids near Bethlehem, and patrol near Hebron. In East Jerusalem, unidentified persons attach an incendiary device to a balloon and fly it from Bayt Jala into the Har Gilo settlement, marking the first use of such devices in the city, but causing no damage or injuries. Following the extensive Israeli strikes in Gaza, Hamas and Israel agree to a cease-fire mediated by Egyptian and UN officials. A senior Hamas official says that the agreement provides for the “cessation of all forms of military escalation,” including air strikes, mortars, and rockets. However, he says that incendiary balloons and kites are not part of the agreement (a senior Israeli official will dispute this on 7/21). The Egyptians reportedly threatened to impose their own restrictions on Gaza should Hamas not end the incendiary kite and balloon attacks on Israel. (HA, MNA, TOI, YA 7/21)

Unidentified parties fire a rocket from Gaza toward Israel. It lands in an open area short of the border, causing no damage or injuries. An IDF tank shells and destroys a Hamas observation post east of al-Maghazi refugee camp. Israeli artillery also target a site east of Gaza City, causing a fire to break out; there is no major damage or injuries. Separately, IDF troops stationed along the border fence arrest 2 Palestinians attempting to cross from Gaza into Israel near Rafah, and open fire on Palestinian lands near al-Bureij refugee camp, causing no damage. In East Jerusalem, approximately 524 Israeli settlers tour Haram al-Sharif in the morning, commemorating the Jewish holiday Sukkot. Some of the settlers reportedly pray at the sanctuary. In the West Bank, the Israeli authorities shut down al-Ibrahimi Mosque in Hebron to Muslim worshippers to make way for Sukkot-related activities at the site. IDF troops arrest 16 Palestinians and issue 1 arrest summons during late-night raids in and around Hebron, Jerusalem, Qalqilya, Bethlehem, Nablus, Salfit, and Jenin, and patrol near Tulkarm and Hebron. In Israel, approximately 30,000 Palestinians and Israelis gather in Jerusalem to call for a resumption of IsraeliPalestinian peace talks. The Israeli NGO Women Wage Peace organized the demonstration. Representatives from more than 70 countries, including U.S. secy. of state Kerry, gather in Paris for a conference aimed at restarting Israeli-Palestinian peace talks. After reportedly intense negotiations, the conferees unanimously agree to a joint declaration calling on both the Palestinians and Israelis to officially restate their commitments to a 2-state solution and to demonstrate that commitment through policies and actions. Conferees also welcome the prospect of closer cooperation between the Middle East Quartet and the Arab League; and agree to meet again within a year; inter alia. Following the morning’s violence, Israel and Hamas agree to deescalate tensions along Gaza’s border. Meanwhile, Hamas executes 4 alleged collaborators with Israel in the courtyard of a mosque in Jabaliya r.c. In East Jerusalem, Israeli forces clash with a group of Palestinian youth outside a checkpoint nr. Following talks between Hamas leader Mishal and PA Pres. Abbas in Doha on 8/21 and 8/22, Hamas publicly agrees to support Abbas’s application to join the ICC. According to PLO chief negotiator Erakat, only Islamic Jihad has not yet approved the document Abbas is asking all Palestinian factions to sign before he moves forward. (AFP, AP, MNA 8/23)

On the diplomatic front, Abbas travels to Cairo for talks with Egyptian pres. Abdel Fattah al-Sisi. After their meeting, Abbas says “my main goal is for the truce talks to resume in Egypt as soon as possible.” In an interview on Egyptian television, Abbas says that he is planning a major diplomatic initiative and that he will present the plan to U.S. Secy. of State John Kerry, who is scheduled to visit the region in the coming days. The plan reportedly includes asking the UN to set a timetable for the Israeli occupation and signing the Rome Statue on behalf of the PA, which would give the ICC jurisdiction over cases relating to the occupation. For its part, the Egyptian Foreign Ministry releases a statement after the Abbas/al-Sisi meeting inviting the Israelis and Palestinians to return to Cairo for further cease-fire negotiations. While in Vienna for talks on Iran’s nuclear program, U.S. Secy. of State Kerry speaks with PM Netanyahu on the phone, and says that the U.S. is ready to help broker a cease-fire along the lines of the 11/2012 agreement. Also, Kerry discusses the crisis with his French, British, and German counterparts. Speaking in Vienna, French FM Fabius and British foreign secy. William Hague both urge a return to the ceasefire agreement of 11/2012. As many as 35 unidentified gunmen attack an Egyptian checkpoint near the Rafah border, fatally shooting 16 Egyptian security officers and wounding 3. Some of the assailants then steal 2 armored personnel carriers, which they pack with explosives and drive toward Kerem Shalom commercial crossing, where the borders of Egypt, Israel, and Gaza meet. The IDF calls in an air strike on the vehicles as they breach the border, killing at least 3 assailants. No group takes responsibility. Egypt seals the Rafah border crossing into Gaza as a precaution. Israel shuts the Israeli-Egypt side of Kerem Shalom and halts fuel shipments to Gaza through the Israel-Gaza side, but otherwise continues to allow limited imports of goods from Israel to Gaza. The PA cancels plans to host a meeting in Ramallah of foreign envoys representing the Non-Aligned Movement to express solidarity with the Palestinians, stating that Israel has refused to grant entry permits to the representatives of Algeria, Bangladesh, Cuba, Indonesia, and Malaysia on the grounds that their countries do not recognize the State of Israel. The PA reportedly (NYT 8/6) intended to announce plans to revive its UN statehood effort at the opening of the next UNGA session in 9/2012. Cross-border exchanges in Gaza continue overnight and throughout the day. The PRCs, the al-Aqsa Martyrs Brigade (AMB), and a small Salafist group (the Abdullah Azzam Brigades) fire around 17 rockets (including at least 4 Grads) and at least 2 mortars into Israel, seriously injuring 2 Israelis and damaging a religious seminary and a synagogue. The IDF carries out at least 25 air strikes (warplanes and drones) and 5 artillery strikes, killing at least another 7 Palestinians (5 militants and 2 bystanders, including 1 child) and wounding at least 40; the attacks include the targeted assassination of Islamic Jihad’s senior military cmdr. Mu’ataz Quraiqe‘ in Gaza City, also killing his brother and 2-yr.-old son. (The other 4 militants killed, including senior PRC cmdr. Samed Abed, apparently were targeted after firing rockets.) Other targets include smuggling tunnels on the Rafah border, the main waste treatment facility in Nussayrat refugee camp (r.c.) in central Gaza, and numerous Hamas facilities and suspected weapons storage facilities across the Strip. With air strikes continuing into the evening, Hamas’s military wing, the Izzeddin al-Qassam Brigades (IQB), declares that it no longer considers itself bound by a unilateral cease-fire that had been in place since the end of Israel’s Operation Cast Lead in 1/2009. Combat notes: The IDF tightens the cordon around Gaza City (focusing attacks on the outlying neighborhoods of Shaykh Ajlin, Tal al-Hawa, and al-Zaytun and open areas n. of the city), with troops reportedly taking fire from Palestinian rocket-propelled grenade antitank missiles and mortars. The IDF also launches a major incursion into Jabaliya under heavy shelling, engaging in heavy exchanges of fire with Palestinian gunmen, killing at least 13. In s. Gaza, the IDF continues heavy attacks on Khuza, including air strikes, intense shelling, and widespread bulldozing of some 50 houses and farms; Israeli fire is so heavy and constant that residents report being unable to reach the injured or flee their homes to seek shelter outside the village; IDF troops pull back fr. The IDF reports carrying out more than 160 air strikes across Gaza. Air strike target areas include Bayt Hanun, Bayt Lahiya, Gaza City (al-Sabra, Shaykh Ridwan, al-Zaytun), Jabaliya r.c., Khan Yunis, Khuza, Nussayrat r.c., Rafah, al-Shuka, Tal al-Za‘atar, and the Twam area. Israeli gunboats shell Nussayrat r.c. Heavy tank and artillery fire are reported nr. Bayt Lahiya (white phosphorous suspected) and in Dayr al-Balah, Jabaliya town, Khan Yunis (white phosphorous suspected), Khuza, Nussayrat r.c. (confirmed use of flechette shells). For a 2d day, nearly half of the air strikes take place after nightfall, targeting Gaza City. Palestinians report 12 hrs. of constant Israeli bombardment of the Rafah border, with the IDF claiming to destroy 90 smuggling tunnels. (The IDF also demolishes 1 tunnel on the Gaza–Israel border nr. the Nahal Oz crossing.) Specific targets include a Hamas police headquarters in Gaza City, 31 groups of armed men, 25 rocket-launching sites, and 13 suspected weapons manufacturing and storage facilities.

On the ground, the IDF reports a total of 6 soldiers wounded (2 moderately, 4 lightly) in 2 exchanges of gunfire with Palestinians. In a 3d incident, IDF reservists open fire on an IDF paratrooper unit, seriously wounding 1 and moderately wounding 3. Palestinians report around 70 Gazans killed today, putting the estimated Palestinian toll at 971 dead and 4,400 wounded. The Israeli toll stands at 13–14 dead, more than 125 injured. (Israeli military intelligence confirms that 1 soldier killed on 1/6 or 1/8 was targeted by a suicide bomber, stating that several Palestinian suicide bombers, including some women and some dressed as IDF soldiers, have approached combat units.)

Humanitarian notes: The IDF observes another 3-hr. lull, allowing 102 truckloads of aid into Gaza. (The IDF states that 1,028 truckloads of humanitarian goods have been allowed into Gaza since 12/27.) During the lull the ICRC rescues 100 Palestinians trapped in Jabaliya. Heavy IDF attacks in Rafah force UNRWA to close a medical center just n. of the border to ensure the safety of patients and to open more shelters for displaced residents. Human Rights Watch calls Israel’s 3-hr./day breaks to facilitate humanitarian aid “woefully insufficient.” Other aid groups (including Doctors Without Borders, the ICRC, the UN) complain that they are still able to import and distribute only a fraction of the emergency supplies available for Gaza because of Israeli delays and restrictions. Olmert’s security cabinet revives discussion of opening phase 3 of OCL (see 1/9), agreeing to make a final decision whether to expand or wind down operations within 2–3 days, by which time the IDF believes ground forces will have done all they can from the open and suburban areas they currently hold to weaken Hamas’s ability and desire to fire rockets.

Combat notes: The IDF significantly increases attacks, particularly around Gaza City, and continues to send troops into Gaza. Palestinians report (AYM 1/12) heavy clashes with the IDF n. of Bayt Lahiya, in Daraj and al-Shuja‘iyya neighborhoods on the eastern boundary of Gaza City, and in Dahadih and al-Zaytun to the south of the city. Israeli attacks are so intense that reliable updates on Palestinian casualty estimates are not possible. The IDF estimates killing at least 30 Palestinians in air strikes. UNRWA reports at least 19 Palestinian children killed and 52 children injured in nighttime operations (possibly overlapping with air strikes), 1 paramedic killed by tank fire in Jabaliya during the day. Heavy IDF tank and artillery fire are reported in Jabaliya (where 8 family mbrs. are killed by an IDF tank shell that lands outside their home), Khuza (possibly involving white phosphorus, burning 15 homes and 100s of individuals), Nussayrat, and Tal al-Hawa in Gaza City. The IDF claims to kill 16 armed Palestinians, including Hamas’s “leading authority on Grad rockets,” IQB cmdr. Amir Mansi, during a strike on a rocket-launching site. The estimated Palestinian toll reaches 820–840 dead.

Palestinians fire 9 rockets and 10 mortars into Israel, the fewest since OCL began on 12/27; 3 Grad rockets strike Ashqelon (each causing damage and light injuries, including shock), others land in open areas nr. Ashdod and in the Negev (causing no damage or injuries). The IDF reports 7 ground troops lightly wounded in various exchanges.

Humanitarian notes: The IDF observes a 3-hr. humanitarian lull to allow relief agencies to recover casualties and distribute food but does not allow new aid through Gaza’s crossings on the Sabbath.

Of note: The IDF reports that ground troops have been facing extensive tunnel networks inside the Strip, especially in Gaza City, which the Palestinian factions are using to try to ambush soldiers. IDF sources and Israeli journalists embedded with IDF troops report recent incidents in which Palestinian fighters tried to lure troops into a boobytrapped building in al-Zaytun; left a weapons cache rigged with explosives where the IDF would find it (the booby trap did not detonate); and sent a suicide bomber on a failed attempt to attack a group of soldiers. The IDF also acknowledges that it has rounded up and interrogated scores of Palestinians to gain knowledge of local Hamas positions and tactics. Israeli intelligence officers acknowledge phoning Gazans, sometimes overtly and sometimes pretending to be sympathetic Arabs fr. abroad, to gain information about conditions and locations of Palestinian forces on the ground. As OCL enters day 10, IDF ground forces tighten the circle around Gaza City and continue to operate against Palestinian rocketlaunching units across n. Gaza, still avoiding entering densely populated areas. Troops deploy to segment the Strip into 3 main operational zones: a northern zone running fr. the n. Gaza border south to Netzarim Junction (the Qarni Crossing–Netzarim settlement line drawn on 1/4); a central zone fr. Netzarim Junction to Khan Yunis; and a southern zone fr. Khan Yunis to the Rafah border. While IDF troops are still entering Gaza, IDF reservists have not yet been sent in.

Meanwhile, French pres. Nicholas Sarkozy begins a regional tour to press for a 48-hr. humanitarian cease-fire, meeting with Mubarak in Cairo and Olmert in Israel).

Combat notes: In Gaza City, residents and medical workers report that IDF troops are concentrated in the al-Shuja‘iyya, al-Tuffah, and al-Zaytun neighborhoods (al-Zaytun is a strategic high point, providing a view over the breadth of the Strip) and that fighting is so intense (involving heavy Israeli tank and helicopter fire) that bodies of the dead have been left lying in the street and ambulances are unable to reach the area. IDF troops occupy at least 3 high-rise buildings in eastern areas of Gaza City as observation posts, expelling the residents and exchanging heavy gunfire with Palestinian gunmen. Israeli aircraft drop leaflets over Gaza City warning residents to evacuate their neighborhood; 1,000s of Gazans report receiving automated phone messages form the IDF saying “We are getting rid of Hamas.”

In addition to carrying out air strikes in support of advancing ground troops, the IDF reports making 40 air strikes targeting tunnels on the Rafah border, weapons caches, homes of senior Hamas and PFLP mbrs. (most of whom are in hiding), the Gaza airport site. Target areas include Abasan, Bayt Hanun, Bani Suhayla, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (the center city, al-Tuffah, al-Shuja‘iyya, Tal al-Hawa, alZaytun), Jabaliya, Khan Yunis, Khuza, the al-Mawasi area (w. of Khan Yunis), Nussayrat, Rafah, al-Shabura r.c. Of particular note: A home in Gaza City’s al-Zaytun neighborhood, where the IDF placed 110 Palestinians it had rounded up on 1/4, is hit by an air strike and repeatedly shelled, killing at least 30 mbrs. of an extended family (including 5 children age 4 and younger) and wounding scores; the IDF bars relief workers fr. reaching the scene until 1/7. A shell fired from an Israeli naval vessel hits a Palestinian home in Shati’ r.c., killing a family of 7 asleep in their beds. A late-night air strike hits an UNRWA school in Shati’ r.c. being used as a shelter, killing 3 members of a single family. The IDF also makes air strikes hitting the offices of the Hamas-affiliated al-Risala for a 2d time (see 1/3). Photographs and live footage of the ongoing operations clearly show IDF artillery firing white phosphorus shells on densely populated areas, though Israel denies using the munitions. The IDF fires flechette shells on residential areas nr. Bayt Hanun, killing at least 1 Palestinian, wounding at least 3.

Palestinians fire 28 rockets, 5 mortars into Israel, hitting Ashdod, Ashqelon, Beersheba, Sederot, and Shaar Hanegev, damaging an empty kindergarten in Ashdod, injuring 2 Israelis in Shaar Hanegev.

More than 40 Palestinians are killed today (almost half of them children), bringing the estimated Palestinian toll to 550 dead, 2,500 injured. The Israeli toll reaches 9–10 dead, more than 70 wounded: 3 IDF soldiers are killed, 24 wounded (4 seriously) by friendly fire when their unit is hit by an Israeli tank shell outside Gaza City; an IDF officer is killed during an exchange of fire in n. Gaza, possibly by an IDF tank shell; 6 IDF soldiers are wounded in clashes with Palestinians nr. the e. Gaza border.

Humanitarian notes: Israel allows 80 truckloads of food, medicine, and medical equipment into Gaza, but the UN says much more is needed. Relief agencies (including the ICRC, UNRWA, and UNSCO) warn that two-thirds of the Strip is still without power, suffering freezing winter temperatures; 250,000 Gazans are without any running water; and water supplies for another 500,000 Gazans are expected to run out within days because of lack of fuel for pumps and backup generators. Shifa hospital, which has been running fully on generators for 3 days, warns that it has only a 2-day supply of generator fuel. IDF ground forces backed by naval and air support continue to enter Gaza overnight, with troops taking up positions across n. Gaza (from which most Palestinian rockets have been fired), surrounding Gaza City, retaking the former Netzarim settlement site nr. the Gaza coast south of Gaza City, and bifurcating the Strip into e. and w. (cutting a swath roughly from the Qarni and Nahal Oz crossings to Netzarim on the coast, driving 1,000s of residents from Juhur al-Dik, al-Mughraqa, and al-Zahra’ with heavy artillery and tank fire), but not entering dense urban areas.

Combat notes: IDF-Palestinian ground fighting is described as “fierce,” characterized by heavy IDF artillery fire and heavy Palestinian sniping and mortar fire. Because the IDF stays out of built-up areas, there are few reports of close-quarter combat or heavy exchanges of gunfire. While ground troops concentrate in the north, Israeli air strikes and naval bombardment focus equally on the north and south, hitting more tunnels on the Rafah border and targeting Hamas leaders for assassination. (The IDF claims to assassinate Hamas rocket cmdr. Hussam Hamdan and IQB and long-range rocket cmdr. Muhammad Hilu in Khan Yunis, senior IQB mbr. Muhammad Shalbush in Jabaliya, but there is no independent confirmation.)

The IDF reports hitting 45 sites and carrying out 40 air strikes during the day, striking a produce market in Gaza City, several mosques, a medical building and 3 mobile clinics in Shati’ r.c. run by a Danish charity, homes of at least 4 Hamas mbrs. (most of whom have gone into hiding), and suspected weapons depots across Gaza. Target areas include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (al-Daraj, Tal al-Hawa, al-Tuffah, al-Yarmuk, al-Zaytun), Jabaliya, Juhur al-Dik, Khan Yunis, al-Mughraqa, al-Nasser (n. of Rafah), Rafah, Shati’ r.c., al-Shuka, al-Zahra’. After dark, IDF troops conduct door-to-door searches on the outskirts of Gaza City.

Palestinians fire 29 rockets (including at least 12 Grads) and 5 mortars into Israel, hitting Ashdod, Ashqelon, Netivot, Ofakim, and Sederot; 1 house in Sederot is damaged and 1 Israeli woman lightly injured. 

At least 47 Palestinians (including 4 paramedics) are killed and 400 wounded (including 3 paramedics) during the day; 1 IDF soldier is killed, 1 is seriously wounded in a heavy exchange of gunfire nr. Jabaliya; 15 IDF soldiers are wounded (3 seriously) by Palestinian mortar fire inside Gaza. The UN and Palestinian medical workers estimate the Palestinian toll to have reached at least 507 dead, 2,400 injured. The Israeli toll stands at 5–6 killed, more than 40 injured.

Humanitarian notes: The Israeli FMin. announced a new joint office of the FMin. and Israel’s Coordinator of Government Activities in the Territories, called the Humanitarian Affairs Coordination Center (HACC), to coordinate humanitarian organizations operating on aid transfers to the Strip. The UN reports that shortages of fuel, electricity, and water are worsening. Gazan hospitals report drastic shortages of anesthesia, surgical equipment, heaters, spare parts. In the West Bank, the IDF fatally shoots 1 Palestinian demonstrator who attempts to climb the separation wall nr. Qalqilya; conducts late-night arrest raids, house searches in al-Arub r.c. nr. Hebron, nr. Jenin. Israel’s High Court rules that the IDF may seal 2 floors of the home of the East Jerusalem Palestinian who killed 8 students at the Mercaz HaRava yeshiva in Jerusalem in 3/6/08, even though the gunman was killed during the attack and sealing the home would serve only to punish his extended family; another floor of the home will not be sealed because it is being rented to an unrelated family. Overnight in Gaza, the IDF sends troops, bulldozers into Shuka to raid and search homes, arresting 1 Palestinian and remanding him to Israel, bulldozing 31 d. of almond and olive trees before withdrawing in the morning. During the day, the IDF fires an artillery shell at a rocket-launching site outside Gaza City, killing 3 Hamas mbrs., wounding 2; sends tanks, bulldozers into Gaza to bulldoze 10 d. of olive trees nr. Rafah. Islamic Jihad mbrs. fire several mortars fr. Gaza into Israel, causing no damage or injuries; the IDF responds with artillery fire, causing no injuries. In the West Bank, the IDF makes an overnight raid into Dayr Abu Mash‘al nr. Four Islamic Jihad and AMB gunmen in an armored jeep marked “TV” and “press, carrying RPGs and supported by mortar fire, break through the Gaza border fence nr. the Kissufim crossing, engage IDF troops for 2 hrs. in what Islamic Jihad describes as an attempt to capture a 2d IDF soldier (Cpl. Gilad Shalit was captured in 6/06 and is still being held); 1 Palestinian is killed. The IDF continues operations in Shuka, bulldozing 33 d. of Palestinian land, exchanging fire with local Hamas mbrs., leaving 1 Hamas mbr. dead. Palestinians detonate a roadside bomb nr. an IDF tank n. of Bayt Hanun, causing no injuries. In the West Bank, the IDF conducts arrest raids, house searches nr. The Lebanese army escalates attacks on FI, sending special forces and armored personnel carriers into areas around Nahr al-Barid r.c. to root out FI mbrs., increasing tank, artillery shelling of FI positions inside the camp to the highest level to date. FI replies with mortar and sniper fire. The army reports 6 soldiers killed, more than 40 wounded during the day. FI reports 4 mbrs. killed, 6 wounded. The IDF continues operations al-Shuka, making air and artillery strikes on buildings allegedly housing Hamas and Islamic Jihad weapons caches, exchanging fire with Palestinian gunmen, conducting house-tohouse searches, prompting residents to flee, leaving 2 Palestinian civilians, 1 Palestinian militant dead, at least 1 Palestinian wounded. Late in the evening, the IDF expands operations deeper into Rafah, making air strikes on militant targets in heavily residential areas, killing 1 Islamic Jihad mbr., 2 other armed Palestinians, a Palestinian woman and her 2 children, wounding at least 3 Palestinians; also destroys the remaining parts of a PA security barracks. Also in Gaza, the IDF makes an air strike destroying a home in Shatti r.c. nr. Gaza City after warning residents to evacuate. In the West Bank, the IDF conducts arrest raids in Tulkarm town; patrols in Tulkarm r.c.; conducts random ID checks in Hebron. The IDF calls up more reservists (no details reported), moves additional artillery to the border with Lebanon; escalates air strikes on s. Beirut (killing at least 1 Lebanese soldier, wounding 2 soldiers, 4 civilians), hitting bridges and roads in Christian areas n. of the capital along the coast for the 1st time (killing a least 5 Lebanese civilians, wounding 19; hitting an 8-truck UN convoy, preventing the movement of other aid convoys south); also strikes targets in s. The IDF also continues air strikes across Lebanon, including in s. Gaza to search for a reported tunnel on the Gaza-Egypt border, cuts power to Rafah, makes an air strike on a building in Gaza City that allegedly holds a weapons cache; makes air strikes destroying 2 Palestinian homes in n. Gaza after phoning residents (at least 1 of them an AMB mbr.) to warn them to evacuate, also destroying 1 home nearby; shells residential areas of n. Gaza without warning (hitting 4 Palestinian homes, injuring 3 Palestinians), al-Shuka (wounding 2 Palestinians); temporarily occupies the Erez industrial zone, withdrawing after nightfall; sends bulldozers into southeastern Khan Yunis to raze 100 d. of agricultural land. The IDF keeps up intensive air and artillery strikes across Lebanon, targeting the Beirut–Damascus highway (closing the Syrian border crossing for the 1st time since 7/12; though the road is used primarily by civilians trying to flee the country and aid workers bringing in humanitarian assistance, Israel claims it targeted the road to prevent arms smuggling), killing at least 6 Lebanese civilians, wounding 2 UNIFIL monitors. During the day, the IDF withdraws troops fr. Bint Jubayl, claiming to have destroyed Hizballah’s elaborate network of tunnels and storage areas, but continues air and artillery strikes and keeps troops in the area, saying they could be sent back in at any time. Hizballah fires at least 90 rockets into Israel. Israel allows military planes delivering aid fr. Egypt, Jordan, the UAE to land at Beirut airport; a warship fr. Turkey brings medical supplies into Beirut port; a U.S. naval catamaran brings blankets, tarps, medical kits; aid workers in Lebanon complain that it is still too dangerous to transport aid supplies, that the IDF still requires convoy-by-convoy approval to move the aid to hard-hit areas. The IDF carries out at least 8 predawn air strikes on the n. Gaza no-go zone (causing no casualties) and a predawn air strike on al-Mughraqa s. of Gaza City (tearing up a main street, damaging water and phone networks, but causing no casualties). Early in the day, the IDF warns of the imminent launch of Operation Blue Skies, dropping leaflets on n. Gaza that warn residents to stay away fr. the border area and the sites of vacated n. Gaza settlements, saying that anyone in the zone after 6:00 P.M. local time risks being shot; maps on the leaflets show the no-go zone as roughly corresponding to the n. Gaza settlement areas evacuated under disengagement, though also including areas 1.5 miles into Gaza housing some 100,000 Palestinians, whom the IDF recommends evacuate for “a limited period of time”; reportedly no Palestinians leave.
