Israeli forces also shoot and injure a Palestinian man with a baton round in Beita; others suffer tear-gas related injuries. Elsewhere, Israeli forces punitively demolish the family home of a Palestinian prisoner in ‘Urif, displacing 5 people. Israeli forces also seize the roof of a building in Ya’bad, turning it to a military post. Israeli forces arrest 35 Palestinians during late-night raids in and around Awarta, ‘Urif, Sabastia, Bani Na’im, Dura, Bruqin, and Kafl Haris. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. In Gaza, mobile phone services are partially restored in southern Gaza, internet services remain out throughout the entire strip. Israeli forces bomb Khan Yunis, Jabalia refugee camp, al-Bureij refugee camp, Maghazi, Nuseirat, and Beit Lahiya, killing at least 210 people, including 13 from tank shells fired at a UN shelter and 3 at a Red Crescent shelter in Khan Yunis. More than 25,700 Palestinians have been killed by Israeli forces in Gaza, including at least 10,600 children and 7,200 women, and around 63,740 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 364 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 92 children. More than 4,348 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 219 Israeli soldiers have been killed and 1,250 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 153 trucks carrying aid enter Gaza via the Rafah crossing. The Qatari Foreign Ministry says the country is “appalled” by statements by Prime Minister Benjamin Netanyahu, who reportedly called Qatari mediations between Israel and Hamas “problematic.” The foreign ministry says “[t]hese remarks if validated, are irresponsible and destructive to the efforts to save innocent lives, but are not surprising.” Israeli finance minister Bezalel Smotrich claims in response that Qatar supports and funds terrorism. The Wall Street Journal reports that Israel is demolishing buildings within 0.6 miles of the Gaza fence to expend the buffer zone, citing a study from Hebrew University. According to the study, 40% of buildings located within 0.6 miles of the fence have been demolished. (AJ 1/25)

In the West Bank, Israeli settlers with a military escort raided Duma, setting cars on fire and attacking Palestinians. Israeli forces shot and injured a Palestinian with live ammunition who was trying to fend off the settlers. Israeli settlers also set fire to a tent near Kisan; the Palestinian couple who owned the tent were later reported missing. Elsewhere, an Israeli settler attempted to ram Palestinians on a street in Tuqu’. Israeli settlers also threw stones at Palestinian vehicles traveling west of Jericho, causing damage. Israeli forces also shot and killed a Palestinian who allegedly attempted to ram soldiers at a checkpoint in Hebron using a tractor. Israeli forces also violently dispersed Palestinian protesters in al-Arroub refugee camp, killing a Palestinian and injuring 1 other with live ammunition. Elsewhere, Israeli forces violently dispersed a funeral procession in Beit Umar, killing 1 person and injuring 5 with live ammunition and others with baton rounds and tear gas. Israeli forces also shot and injured 2 people with live ammunition and injured 12 others with tear gas in ‘Ayn Bus. Meanwhile, Israeli forces violently dispersed Palestinian protesters in Huwwara, injuring 3 with live ammunition and others with tear gas. Israeli forces also violently dispersed Palestinian protesters at the Jalamah checkpoint, injuring 2 with live ammunition. Separately, Israeli forces violently dispersed Palestinian protesters in al-Bireh, injuring 1 with live ammunition and 3 with baton rounds. Israeli forces also violently dispersed Palestinian protesters at a checkpoint near Beit Furik, causing tear-gas related injuries. 40 Palestinians were arrested during late-night raids in and around Ramallah, Hebron, Tulkarm, Nablus, Salfit, Tubas, Qalqilya, and Bethlehem. In East Jerusalem, Israeli forces violently dispersed Palestinians protesting in Isawiya, injuring 1 with live ammunition. In Gaza, Israeli airstrikes killed nearly 200 Palestinians and caused widespread destruction. Near Gaza, Palestinian militants attacked Kibbutz Sa’ad and Kibbutz Be’eri; no injuries were reported. Hamas fired rockets at Jerusalem, hitting targets around the city and in the Gush Etzion settlement bloc, saying it was retaliation for Israeli attacks on civilian targets. Near the Blue Line, mortar shells were fired from Lebanon toward Israel; no injuries were reported. Israel also said it had 3 killed gunmen entering Israel from Lebanon; Hezbollah denied having an active operation into Israel. Islamic Jihad later claimed responsibility. The Gaza Ministry of Health reported that as of 9:30 p.m. at least 687 Palestinians had been killed and 3,800 injured in Gaza, while 17 Palestinians, including 4 children, had been killed and 295 injured in the West Bank and East Jerusalem since 10/7. Israeli media reported more than 900 Israelis and foreign nationals have been killed and 2,616 injured. Israel said it had hit 500 targets in Gaza overnight and 1,100 since 10/7. Hamas said Israeli airstrikes have killed 4 Israeli captives in Gaza. The UN reported that more than 187,518 Palestinians were displaced, including 137,427 sheltering in UNRWA facilities. 790 housing units were destroyed and 5,330 were damaged since 10/7. The Israeli emergency rescue organization Zaka said that the bodies of 108 Israelis were found in Kibbutz Be’eri as were the bodies of Palestinian militants. Military spokesperson Daniel Hagari said the bodies of 70 militants were found in the town. (HA 10/10; AP 10/11)

Hamas’ Izzeddin al-Qassam Brigades spokesperson Abu Obaida said the Qassem Brigades would not negotiate the release of captives while Gaza was being bombarded. Earlier in the day Abu Obaida said Qassam Brigades would begin executing 1 Israeli captive each time Israel bombs a civilian target. There was no indication that the threat was carried out as civilian buildings were being bombed by Israel. Hamas official Moussa Abu Marzouk told Al Jazeera that Hamas is open to discussing a truce and all political dialogue. Hamas leader Ali Barakeh said only half a dozen members of Hamas planned the attack on Israel on 10/7 and none of its allies were informed but Hezbollah and Iran would join the battle if “Gaza is subject to a war of annihilation.” (AJ, REU, REU, REU 10/9; AJ, AP, HA 10/10)

PA president Mahmoud Abbas spoke to Turkish president Recep Tayyip Erdoğan, UN secretary-general Antonio Guterres, and Saudi crown prince Mohammed bin Salman about the Hamas-Israel war. In a statement, bin Salman’s office said Saudi Arabia “continues to stand with the Palestinian people in their pursuit for their legitimate rights, striving for a dignified life, realizing their hopes and aspirations, and achieving a just and lasting peace.” (AJ, WAFA, WAFA, WAFA 10/9)

Israeli military spokesperson Hagari said Israel had regained control in all communities surrounding Gaza but that Palestinian militants still could be in the area. (HA 10/9)

Reuters reported that Qatar was mediating a prisoner exchange that will see Israeli women and children released by Hamas in exchange for the release of 36 Palestinian women and children from Israeli prisons. Egyptian sources also said that Egypt was in close contact with Israel and Hamas to prevent further escalation, calling on Israel to exercise restraint and Hamas to keep the captives in good condition. Israeli defense minister Yoav Gallant said that he had ordered that no power, water, food, or gas enters Gaza, saying “[w]e are fighting human animals and we act accordingly.” His office later said Gallant had ordered the intensity of the Gaza bombings to increase. Several Israeli politicians called for the formation of an emergency unity government, including Finance Minister Bezalel Smotrich, who said the emergency government should “bring about the complete elimination of Hamas and the terrorist organizations in Gaza.” Benny Gantz’s National Unity party demanded that Smotrich and National Security Minister Itamar Ben-Gvir not be part of the war cabinet and that no legislation unrelated to the war would be promoted. Axios reported that Israeli prime minister Netanyahu told U.S. president Joe Biden that Israel will invade Gaza. The Washington Post reported that the U.S. is preparing for a prolonged war in Gaza and is assessing Israeli diplomatic, political, and military needs. The White House briefed members of Congress that Israel will need replenishment for the Iron Dome, ammunition rounds, precision-guided missiles, and small-diameter bombs. Biden said in a briefing that 11 U.S. citizens have been killed by Hamas and that there likely are U.S. captives being held in Gaza. The U.S. also said Iran was complicit in the Hamas attack and warned Iran about getting involved in the fighting. Iran denied any involvement or knowledge. Egyptian officials said they had warned Israel about an imminent attack from Gaza. Prime Minister Netanyahu’s office denied having received warnings. (HA 10/9)

The UN Security Council convened a meeting on the situation in Gaza without releasing a statement. Secretary-General Guterres called for an immediate ceasefire and said 137,000 Palestinians were sheltering in UNRWA facilities. U.S. secretary of state Antony Blinken deleted a tweet on X in which he said he “encouraged Turkey’s advocacy for a cease-fire.” The tweet was replaced by language that supported Israel’s “right to defend itself.” (HA 10/9)

Hungary, Bulgaria, and Poland evacuated hundreds of their own citizens and European and Israeli nationals from Israel. (HA, HA 10/9)

The U.S., Germany, the UK, France, and Italy issued a joint statement of support for Israel, saying the countries are coordinating to “ensure Israel is able to defend itself, and to ultimately set the conditions for a peaceful and integrated Middle East region.” (AP, REU 10/9; HA, HA 10/10)

Russian foreign minister Sergey Lavrov condemned violence against Palestinians and Israelis and criticized the U.S. for its “destructive policy” of undermining the Quartet by monopolizing Israeli-Palestinian dialogue during a press conference with Arab League secretary-general Ahmed Aboul Gheit. The EU, Germany, and Austria said they suspended all aid to Palestinians in response to Hamas’ operation in Israel. None of the aid in question is delivered to Hamas. Later EU countries, including Ireland, France, Spain, and Luxembourg, objected to the EU Commission's decision and EU Crisis Management commissioner Janez Lanercic said the EU aid would continue. The Bank of Israel said it will sell $30 billion of foreign currency to maintain the shekel’s stability in light of the war with Hamas. The shekel had lost 10% of its value compared to the dollar in 2023 before the war. (AJ, ALM, HA, REU 10/9)

In the West Bank, Israeli settlers and Israeli forces prevented Palestinian farmers from working their lands in at-Tabaqa. Israeli forces fired tear gas at Palestinian pupils heading to a school in al-Lubban ash-Sharqiya, for the 3d day in a row, injuring dozens with tear gas. 11 Palestinians were arrested during late-night raids in Bethlehem and Ya‘bad. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters in Isawiya, causing tear-gas related injuries and arresting 1 minor. 1 Palestinian prisoner ended his hunger strike to protest his administrative detention after 103 days as Israel and his attorney entered an agreement to end his detention. (WAFA 11/18)

Israeli sources said that Israel retroactively edited an intelligence file about al-Jalaa high rise in Gaza, that Israel bombed in May, before handing the file to the U.S. The edited file was given to the U.S. after it demanded a justification for the bombing of the building that housed media offices for the AP and Al Jazeera. Israel’s defense minister Benny Gantz said, during a meeting, that settler violence against Palestinians is “a grave phenomenon” and must be “uproot[ed].” Defense Minister Gantz was speaking after being presented with data of recent settler attacks on Palestinians during the olive harvest season. The data showed an increase of around 150% in settler violence against Palestinians compared to 2 years ago. (HA 11/19; GDN 11/28 WP 11/29)

Israel’s prime minister Naftali Bennett spoke with Turkish president Recep Tayyip Erdoğan after Turkey released 2 Israelis it had detained for 1 week for taking pictures of the presidential palace. The call between the 2 was the 1st between President Erdoğan and an Israeli prime minister since 2013. Erdoğan also spoke with Israel’s president Isaac Herzog. (AJ, TOI 11/18)

The Middle East Quartet released a statement after an in-person meeting in Oslo, calling for alleviating the PA fiscal crisis, easing access of people and goods coming in and out of Gaza, and curbing Israeli settlements in the occupied Palestinian territories. The Quartet envoys also urged respect for civil society groups, hinting criticism at Israel’s decision to designate 6 Palestinian rights groups as terrorist organizations. The 2d committee of the UNGA passed a draft resolution reaffirming the rights of the Palestinian people over their natural resources in the occupied Palestinian territories, including East Jerusalem and the Arab population in the occupied Golan Heights. 157 voted in favor, 14 abstained, and 7 voted against, including Canada, Israel, and the U.S. (WAFA 11/18; MEMO, MEMO 11/19; WAFA 11/20)

In the West Bank, Israeli settlers from the Yitzhar settlement threw stones at 1 house and 2 vehicles in Burin, breaking the windshields of the cars. 1 Israeli settler also rammed 1 Palestinian child with his car near the Kiryat Arba settlement. Israeli forces raided Aqabat Jaber refugee camp, leading to a confrontation with Palestinians; tear-gas related injuries were reported. 4 Palestinians were arrested during late-night raids in Fahma, Jaba‘, and Tubas. In Gaza, Israeli forces violently dispersed Palestinian protesters east of Jabalia refugee camp, killing 1 Palestinian and injuring 5 others with live ammunition; Israeli forces claimed Palestinians threw explosives at them. In Syria, Israel conducted air strikes near Damascus, causing damage. Syrian state TV said the country’s missile defense system had intercepted most of the Israeli missiles. During the attack, 1 surface-to-surface missile was fired at Israel but landed in the sea. (AJ, HA, JP, TOI 9/3)

Israel released 1 pregnant Palestinian woman from prison after international and Palestinian pressure. The woman was released to house arrest and on $12,000 bail. Hamas said it rejected the framework agreement between the U.S. and the UNRWA signed on 7/15, calling it “dangerous and humiliating.” Hamas said that the framework threatens the refugee issue and is an obstacle to UNRWA employees. (MEMO 9/3; ALM 9/23)

PA president Mahmoud Abbas met with Egyptian president Abdel Fattah al-Sisi and Jordanian king Abdullah II in Cairo. The 3 leaders were said to have been coordinating their stance on Israel for the upcoming UN general assembly meeting in October. President al-Sisi’s spokesperson said after the meeting that al-Sisi emphasized that the creation of a Palestinian state depends of reconciliation between the PA and Hamas. President Abbas called for renewed peace negations under the auspices of the International Quartet for Middle East Peace. An unnamed PA source said, according to Haaretz, that the Biden administration has conveyed to the PA that it will not exert pressure on the Israeli government to engage diplomatically with the PA while Israel is in budget negotiations. The Jewish National Fund (JNF) approved a project that will seek to obtain from Palestinians 530 properties in the West Bank and 2,050 properties in East Jerusalem by reviewing documents only registered by the JNF to see if they can be used to evict Palestinians using Israeli courts. The JNF has set aside $31 million for the settler project. (HA 9/2)

In the West Bank, Israeli forces shot and killed 1 11-year-old boy near Beit Umar who was sitting in his father’s car; according to the family, the child’s father decided to turn his car around after seeing a flying checkpoint near the city, when the Israeli forces fired 13 bullets at the car. Israeli forces also violently dispersed Palestinian protesters near the Evyatar settlement outpost, injuring 8 with rubber-coated bullets and others with tear gas. Elsewhere, Israeli forces delivered demolition orders against 1 water well and 1 agricultural structure in al-Fakheit in the Masafer Yatta area. 11 Palestinians were arrested during late-night raids in and around Bethlehem, Hebron, and Jenin refugee camp. In East Jerusalem, Israeli forces razed land and demolished 1 agricultural structure in al-Tur. 1 Palestinian was arrested during a late-night raid in Silwan. The Israeli ministry of defense said it had informed the PA that it would increase the number of work permits for Palestinians by 16,000. 15,000 of the permits would be for construction work and 1,000 would be for work in hospitality. The Israeli government would still need a final approval for the increase. (MEMO, TOI 7/28)

PA prime minister Mohammed Shtayyeh met with EU envoy for the Middle East peace process Sven Koopmans in Ramallah, where he called for a revival of the peace process under the auspices of the Quartet on the Middle East. Envoy Koopmans also met with PA foreign minister Riyad Maliki and head of the civil affairs authority Hussein al-Sheikh. (WAFA 7/28; MEMO 7/29)

PA health minister and head of the PA environmental quality authority Mai al-Kaila and Jamil Matour met with the Israeli health and environmental protection ministers Nitzan Horowitz and Tamar Zandberg, both of the Meretz (Vigor) party, in Jerusalem to discuss cooperation on health and environmental issues. The agreements reached included direct ambulance service from Gaza to the West Bank via the Beit Hanun crossing, easing restrictions on Palestinian medical teams accessing East Jerusalem and Area C, and for Israel to accept vaccination certificates produced by the PA. The meeting was arranged by Israel’s minister of regional cooperation Issawi Frej upon the request of the U.S. The last time PA and Israeli ministers met was in 2018 when PA prime minister Rami Hamdallah met with Israeli finance minister Moshe Kahlon. Israel’s defense minister Benny Gantz visited the French defense minister Florence Parly in Paris to relay Israeli findings in regards to the news that the Israeli company NSO Group’s spyware Pegasus had been used to spy on French President Emmanuel Macron’s phone. In a briefing at the UN security council, the deputy special coordinator for the Middle East peace process Lynn Hastings said that the UNRWA was facing “an imminent cash flow crisis” amounting to $100 million. In the West Bank, Israeli settlers raided Khirbet Zanuta, assaulting Palestinians and causing damage to houses. Israeli settlers also seized an old Jordanian army building in Arab al-Rashayida near Bethlehem. Israeli forces raided the headquarters of the Palestinian Red Crescent in Tubas, firing 29 tear gas canisters at the building, causing tear-gas related injuries and starting a fire. Israeli forces also violently dispersed an anti-settlement protest in Beita, injuring 1 Palestinian with a rubber-coated bullet to his head, and others suffered tear-gas related injuries. 2 Palestinians were arrested, including 1 during a late-night raid in Anata, and 1 at a checkpoint in Halhul. In East Jerusalem, Israeli forces demolished 1 house in Shu‘fat refugee camp. A poll conducted by the Palestinian Center for Policy and Survey Research found that a single Fatah list would get 43% of the votes for the parliamentary elections while Hamas would win 30%; 18% were undecided. Israelis voted in the general elections for the 4th time in 2 years. This time, there was not an obvious coalition to formed either, as many right-wing parties had promised not to support a government with Benjamin Netanyahu as its prime minister. Netanyahu, who had convinced the Palestinian-Israeli party Ra’am (United Arab List) to break with the Joint Arab List, also relied on religious Zionist parties, to the right of his Likud party, to be able to form a government. Those parties, including a significant majority of Likud, were vocally opposed to being in a governing coalition with Palestinian-Israelis. Ra’am leader Mansour Abbas said after the election that he was not wedded to either the right wing or left wing at that point. Meretz (Vigor) and Labor both had a better election than anticipated and went over the electoral threshold. So did the terrorist-supporting Otzma Yehudit (Jewish Power), made up by followers of Meir Kahane. The Joint Arab List ended up with 6 mandates, down from 15, partially a result of lower Palestinian-Israeli voter turnout and because Ra’am received 4 mandates that previously would have gone to the Joint Arab List. Israeli prime minister Benjamin Netanyahu said that the Israeli defense ministry and the civil administration’s higher planning committee will approve 800 new settlement units in the Itamar, Beit El, Shavei Shomron, Oranit, Givat Ze’ev, Tal Menashe, and Nofei Nehemia settlements and settlement outposts. Prime Minister Netanyahu also said on Facebook that “[w]e’re here [in the West Bank] to stay. We’re continuing to build the Land of Israel.” Leader of the Israeli opposition Yair Lapid of the Yesh Atid party called the announcement of the new settlement units “irresponsible,” citing the U.S. presidential transition on 1/20. France’s foreign ministry, the Organisation of Islamic Cooperation, Egypt, Saudi Arabia, and the PA denounced the settlement expansion. Israeli defense minister Benny Gantz also approved a small number Palestinian construction projects in al-Walaja, Hizma, Bethlehem, and Bayt Jala. All the projects need secondary approval. PA president Mahmoud Abbas issued 3 presidential decrees, 2 of which critiques say serves to bolster the power of the PA presidency ahead of potential elections later this year. 1 decree allows the PA president to select judges instead of approving judges, who would be selected based on seniority. The decree also allows the president to force Palestinian judges to retire 5 years before the set retirement age of 70. A 2d decree establishes administrative courts, which can hear petitions against officials and institutions, previously a duty of the High Court of Justice. The president of the administrative court is appointed by the PA president. (HA 1/28)

An Israeli court in Lod ruled that screening or distributing the movie Jenin Jenin from 2002 by Mohammad Bakri should be banned and copies of the movie destroyed. Bakri was also ruled to pay $55,000 to an Israeli soldier who appears in archival footage used for the movie and $16,000 for the cost of the trial. The Israeli judge said that Bakri did not do enough research to label the movie a documentary. The PA ministry of culture condemned the ruling. (HA 1/11; AJ, TOI, WAFA 1/12; WAFA 1/13)

Defense Minister Benny Gantz said that he regretted forming a coalition with Prime Minister Netanyahu, saying that Netanyahu “cheated me and cheated you [the Israeli public].” He then called on all opposition leaders, including the Joint Arab List’s Ayman Odeh, to join him in sending “Bibi [Netanyahu] home” in the upcoming election. The foreign ministers of Germany, France, Jordan, and Egypt met in Cairo to discuss reviving peace talks between Israel and Palestine. The quartet expressed willingness to work closely with the U.S. to map steps toward peace. In a statement, the 4 called for a Palestinian state with East Jerusalem as its capital. According to the Jerusalem Post, the 4 countries had tried to invite the Israeli and PA foreign ministers to the meeting, but both were unable or unwilling to travel for the meeting. U.S. billionaire and mega-donor to Benjamin Netanyahu, Donald Trump, and Israeli settlements Sheldon Adelson died. Adelson had recently flown the convicted Israeli spy Jonathan Pollard to Israel from the U.S. so he could immigrate after being released from parole, and he bought the U.S. ambassador’s house in Tel Aviv from the U.S. state department earlier in 2020. In Israel, Israeli forces violently dispersed hundreds of Palestinian citizens of Israel protesting against the planned demolition of an 18th-century Muslim burial ground in Jaffa. PA prime minister Mohammad Shtayyeh told journalists that if Israel moves forward with annexing West Bank territory, the PA would declare an independent state along the 1967 borders with East Jerusalem as the capital. The Israeli high court of justice ruled the “Law for the Regularization of Settlement in Judea and Samaria [the West Bank]” unconstitutional. The law was approved in 2017 and allowed use of Palestinian-owned land to build settlements and legalize settlement outposts. (HA, NYT, REU 6/9; WAFA 6/10)

In the West Bank, the IDF continues its crackdown on Bayt Surik, the Jerusalem-area hometown of the alleged perpetrator of the deadly 9/26 attack in Har Hadar. Israeli soldiers confiscate dozens of cars, conduct raids, and issue stop-work orders to various sites of unpermitted construction in the village. They also maintain the closure of 8 other Jerusalem-area villages for a 3d day. Elsewhere, IDF troops patrol in al-Thaher near Hebron and Ya‘bad village near Jenin, sparking clashes with stone-throwing Palestinians in both places; there are no serious injuries and 4 Palestinians are arrested. The IDF announces that the border crossings in and out of the West Bank and Gaza will be closed from midnight on 9/29 until midnight on 9/30, as Israel marks Yom Kippur. In an unusual addendum to the closure, the IDF says that Palestinian workers will be barred from entering Israel’s settlements in the West Bank on 9/30. Meanwhile, Palestinians across the city largely observe a commercial strike to commemorate the 3 Palestinians killed on 7/21. In the West Bank, a Palestinian youth is killed when he accidentally triggers a piece of unexploded Israeli ordnance nr. Tubas. IDF troops conduct raids in Kobar, the Ramallaharea village of the Palestinian who allegedly stabbed 4 Israeli settlers at the Halamish settlement on 7/21, threatening punitive demolition of his home and sparking minor clashes (there are no serious injuries). Hundreds of settlers from Halamish set up a new outpost nr. their settlement to protest the 7/21 attack. Settlers protest and throw stones at Palestinian vehicles across the West Bank in response to the attack, damaging several cars and causing no serious injuries. Representatives from more than 70 countries, including U.S. secy. of state Kerry, gather in Paris for a conference aimed at restarting Israeli-Palestinian peace talks. After reportedly intense negotiations, the conferees unanimously agree to a joint declaration calling on both the Palestinians and Israelis to officially restate their commitments to a 2-state solution and to demonstrate that commitment through policies and actions. Israel’s security cabinet grants Israeli banks dealing with Palestinian banks immunity from terrorism-related lawsuits in Israel and indemnity from similar suits filed abroad. Two Israeli banks have threatened to end partnerships with Palestinian banks because of the prospect of litigation in the U.S. (HA, TOI 1/22)

Amid a 2d day of deadly violence in the West Bank, unidentified assailants open fire on an Israeli settler vehicle nr. Hebron, killing 1 settler and injuring 3 (1 critically). Meanwhile, IDF troops shoot and kill a Palestinian in c. Hebron after she allegedly attempts to stab Israeli officers at a security checkpoint. The alleged attacker was from Bani Na‘im, the home village of the Palestinian killed nr. Hebron on 6/30. The IDF then locks down Bani Na‘im village completely. Earlier, the IDF locks down Shwayka village nr. Tulkarm, the hometown of the Palestinian killed in Netanya on 6/30. Israeli troops conduct raids in Shwayka overnight, threatening punitive demolition of the attacker’s home. Elsewhere in the West Bank, IDF troops fire tear gas at Palestinians throwing stones in frustration over long wait times at the Qalandia checkpoint; 27 Palestinians are lightly injured. Palestinian paramedics are temporarily prevented from treating those affected, and 1 Palestinian suffers a heart attack and dies. The Israeli authorities say 3 Israeli soldiers are injured as well. In response to the day’s violence in and around Hebron, the IDF places the region under a general closure (the closure will be in place in some form through most of 7/2016): All crossings in and out of the city are closed, except for humanitarian cases, and the entrances to at least 9 nearby villages are also blocked off. Furthermore, a news leak, quoting senior Israeli sources, says that Israeli PM Netanyahu and DM Lieberman approve the construction of 42 new housing units in the Kiryat Arba settlement nr. Hebron, where a settler youth was killed on 6/30. The same Israeli sources that leak this also say that the political leadership has decided to establish a special graveyard for Palestinians killed during or after committing serious crimes against Israelis, which they think can end the conflict over withholding these Palestinian bodies. Late at night, Palestinian fighters fire a rocket from Gaza into Israel. It lands in Sderot, causing minor damage to 1 building and lightly damaging several others. In a speech to the UNGA in New York, PA pres. The PA warns that unless Israel releases VAT taxes (suspended on 11/1/11 in violation of the 1994 Oslo Accord), it will be unable to pay civil servants salaries on 12/1 (affecting around one-third of Palestinians) and PA services would likely be disrupted. U.S. special envoy Mitchell ends a 2-day visit to the region aimed at securing Israeli and Palestinian agreement to resume direct peace talks by 9/1 based on a letter of assurances fr. the Quartet. After separate talks with Abbas in Ramallah and Netanyahu in Jerusalem he is unusually upbeat and says he is optimistic that direct talks will resume soon, but gives no details. He leaves Dep. Asst. The IDF announces that for the month of Ramadan (8/10–9/10) it is extending operating hours at some checkpoints along the separation wall in the Bethlehem, Jenin, and Ramallah to facilitate travel to Jerusalem; removing earthen mounds along 3 routes in Nablus, Ramallah, Hebron to improve traffic flow; and issuing an additional 200 visitor permits for nationals of select Arab countries to enter the West Bank. Israel has also, however, limited Palestinian access to Jerusalem during Ramadan to men over 50 and women over 45 years of age. Meanwhile, the IDF conducts late-night arrest raids, house searches in Hebron, nr. Ramallah.
