In the West Bank, a Palestinian man succumbed to injuries sustained from Israeli forces in Jenin on 11/9. Israeli settlers shot and injured a Palestinian with live ammunition in Khirbet Tana. Israeli settlers also assaulted Al Jazeera journalist Joseph Handal and vandalized his vehicle near Abu Dis. Israeli forces raided Jenin refugee camp, killing 5 Palestinians in a drone strike and injuring 14 others. The soldiers raided the Ibn Sina Hospital, detaining medical staff for interrogation, uprooted streets with bulldozers, and cut the power to several neighborhoods in Jenin during the attack. Israeli forces also shot and killed 2 Palestinians, claiming they had opened fire on them in Hebron. Meanwhile, Israeli forces shot and injured 5 Palestinians during raids in Kafr Dan and Dahariya. 36 Palestinians were arrested during late-night raids in and around Ni’lin, Hebron, Jalqamus, and Tulkarm. In East Jerusalem, Israeli forces prevented Palestinian worshippers from reaching the Haram al-Sharif compound, including by attacking Palestinians and a Turkish news crew in Wadi al-Juz. Israeli forces also arrested journalist Marwat al-Azza, claiming her social media posts encourage terrorism. In Gaza, the internet was partially restored at the end of the day due to a delivery of fuel. Israeli airstrikes killed at least 40 people in Jabalia refugee camp, Khan Yunis, and Nuseirat refugee camp. Israeli airstrikes also killed several at al-Wafa Hospital, including its director. The number of fatalities was likely much higher since the Gaza Ministry of Health was unable to communicate with hospitals and civil defense members in northern Gaza. Elsewhere, Israeli forces attacked bakeries and wheat mills in the south, leaving only 1 company able to produce flour in Gaza. Al-Shifa Hospital remained under Israeli siege; the number of premature babies that had died at the hospital rose to 4 with a total 40 patients having died at the hospital since 11/16. The Gaza Ministry of Health was not able to update the casualty figures due to a collapse in services and communications at hospitals in northern Gaza, leaving the death toll at 11,479, including 4,630 children and 3,130 women, and around 32,000 injured in Israeli airstrikes on Gaza since 10/7. At least 3,250 people were missing in rubble, including 1,700 children. 198 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 53 children. More than 2,730 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have injured since 10/7. 56 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting 45% of all housing units. 73 injured Palestinians and their family members were evacuated to Egypt for treatment. Around 700 foreign nationals were also evacuated. Aid deliveries to Gaza were suspended due to the blackout of communications. Al-Amal Hospital and the headquarters of the Palestinian Red Crescent said the 2 facilities had not had water or electricity for the past 5 days. The BBC said 1 of its reporters was allowed to tour parts al-Shifa Hospital with the Israeli military, filming some of the same areas that the Israeli military had published footage of previously. The BBC said that it was evident from comparing the 2 sets of footage that by the time their journalist arrived alleged Hamas weaponry had been moved around. For example, an area behind an MRI machine had a bag with 2 rifles in the BBC footage but only 1 in the Israeli military footage. The BBC also pointed out that the Israeli claim that its video was unedited was false and that the purported evidence presented by Israel did not validate the Israeli claim that al-Shifa was a Hamas command center. The Israeli war cabinet approved a U.S. request to allow 2 tanker trucks to enter Gaza each day with fuel, amounting to about 13,000 gallons. UNRWA said that covers about 37% of its daily needs. National Security Adviser Tzachi Hanegbi said the fuel allowed to enter constituted “roughly 2-4% of the normal quantities of fuel that enter Gaza.” Finance Minister Bezalel Smotrich called the decision illegal because it had not been approved by the security cabinet and demanded that Prime Minister Benjamin Netanyahu change the war cabinet. The war cabinet reportedly rejected the latest proposal for a prisoner exchange. In response to the IDF’s Operation Northern Shield, Lebanese prime minister Sa‘d Hariri tweets, “The developments in the southern Lebanon border are no reason for escalation. Vehicles bearing $15 million in Qatari money enter Gaza via the Erez border crossing. This marks the 2d shipment of Qatari funds into Gaza with the purpose of paying the salaries of civil servants of the Hamas-run government and supporting families not able to cover basic needs in Gaza. The first shipment of Qatari money into Gaza occurred on 11/8. Israeli security officials say that the shipments have opened a window of opportunity for Israel to propose humanitarian solutions for Gaza and possibly to secure a long-term cease-fire. A boat carrying 25 injured or ill Gazans, as well as a number of activists, sets sail from Gaza for Turkey in a symbolic challenge to the Israeli blockade. Approximately 30 more boats set sail alongside it, forming a protest flotilla. Organizers describe the flotilla as part of the ongoing Great March of Return. Today, Great March of Return demonstrations see tens of thousands of Palestinians in Gaza gathering along the border fence to commemorate the 70th anniversary of the Nakba, to protest the opening of the U.S. embassy in Jerusalem today, and to call for the Palestinian refugees’ right to return to their homes. IDF troops violently disperse demonstrations near Khan Yunis, Rafah, Gaza City, al-Bureij refugee camp, and Jabaliya refugee camp; 58 Palestinians are killed, including 3 who allegedly attempted to plant an explosive along the border near Rafah, and more than 1,300 are injured. Hours after Israeli troops open fire on peaceful Palestinian protesters along the border fence in Gaza, senior U.S. and Israeli officials gather for a ribbon-cutting ceremony at the new U.S. embassy in Jerusalem. In a recorded video, U.S. president Trump celebrates the opening and says the U.S. “remains fully committed to facilitating a lasting peace agreement” between Israel and the Palestinians. Outside the ceremony, Israeli police violently disperse approximately 200 protesters, including Joint List MKs Ahmad Tibi, Dov Khenin, Jamal Zahalka, Yousef Jabareen, and Masud Ganaim; 12 Palestinians are arrested. In the evening, the Palestinian leadership convenes in Ramallah to discuss the opening of the U.S. embassy in Jerusalem and the violence in Gaza. PA president Abbas calls the new U.S. embassy in Jerusalem a “settlement outpost” and reiterates that he has no plans to engage in any U.S.-mediated peace talks “in any way, shape, or form.” The assembled officials decide to file a war crimes complaint against Israel to the International Criminal Court (ICC) at The Hague over settlement construction in the West Bank. The South African government recalls its ambassador to Israel and Turkey recalls its ambassadors from Israel and the U.S. in protest of the killings in Gaza today. “The victims were taking part in peaceful protests against the provocative inauguration of the U.S. Embassy in Jerusalem,” a South African statement reads. Meanwhile, the U.S. blocks the UNSC from adopting a Kuwait-backed statement condemning the deadly violence in Gaza and calling for an “independent and transparent investigation” into Israel’s actions. U.S. president Trump announces his decision to pull the U.S. out of the 7/14/15 Iran nuclear deal, the Joint Comprehensive Plan of Action (JCPOA), calling it “disastrous.” Trump reportedly plans to reimpose all sanctions waived in the context of the deal, and to impose new ones. Hours after Trump’s announcement, the IAF conducts air strikes on a military base near Damascus used by Iranian forces, killing at least 15 people, including 8 Iranian soldiers, according to the Syrian Observatory for Human Rights. U.S. pres. Trump announces that he is formally extending the waivers on U.S. sanctions on Iran, upholding the U.S. obligations under the 7/14/2015 nuclear agreement one last time. This last extension, he says, will give the U.S. time to negotiate a “follow on” agreement with its European allies before the next deadline for extending sanctions relief, 120 days hence. “In the absence of such an agreement, the U.S. will not again waive sanctions to stay in the Iran nuclear deal,” he says. “And if at any time I judge that such an agreement is not within reach, I will withdraw from the deal immediately,” At the same time, the U.S. Treasury imposes sanctions on 14 Iranian individuals, including the head of Iran’s judiciary, Sadeq Larijani. U.S. pres. Trump announces that his administration will not be certifying the 7/14/2015 Iran nuclear deal, triggering a 60-day period for the U.S. Congress to either reinstate sanctions, do nothing, or pass new legislation outside the context of the deal that could change the U.S. position toward Iran. Trump also announces “tough” new sanctions on Iran’s Revolutionary Guards Corps and promises to “work closely with Congress and our allies to address the deal’s many serious flaws so that the Iranian regime can never threaten the world with nuclear weapons.” In response, Iranian pres. Hassan Rouhani says that Tehran will expand its ballistic missile program, yet continue to honor its obligations under the deal. The PA informs the Israeli govt. that it will no longer be paying for the electricity that Israel supplies to the Gaza Strip, marking a major change in the PA’s policy toward Hamas’s control over Gaza. The move comes amid an escalating electricity shortage in Gaza, and also follows reports that PA pres. Abbas has been planning to increase pressure on Hamas to give up control of the Gaza Strip. The PA generally pays Israel about NIS 40 m. (approx. $11 m.) per mo. to provide Gaza with around 30% of the electricity it requires. Israel takes the electricity fees out of the taxes it collects on behalf of the PA. Meanwhile, UN coordinator for humanitarian aid and development activities Robert Piper approves the release of $500,000 to buy emergency power for hospitals in the Gaza Strip. Representatives from more than 70 countries, including U.S. secy. of state Kerry, gather in Paris for a conference aimed at restarting Israeli-Palestinian peace talks. After reportedly intense negotiations, the conferees unanimously agree to a joint declaration calling on both the Palestinians and Israelis to officially restate their commitments to a 2-state solution and to demonstrate that commitment through policies and actions. Conferees also welcome the prospect of closer cooperation between the Middle East Quartet and the Arab League; and agree to meet again within a year; inter alia. The Israeli govt. and the PA agree to restart the Joint Water Comm. after 6 years of inactivity. Israel’s security cabinet grants Israeli banks dealing with Palestinian banks immunity from terrorism-related lawsuits in Israel and indemnity from similar suits filed abroad. Two Israeli banks have threatened to end partnerships with Palestinian banks because of the prospect of litigation in the U.S. (HA, TOI 1/22)

In the West Bank, the IDF closes the 2d major entrance to Shuqba village nr. Ramallah, having closed the first one in the wake of the killing in nearby Bayt Rima on 12/18. U.S. secy. of state Kerry gives a speech in Washington outlining his principles for resolving the Israeli-Palestinian conflict, as he pledged to do in the wake of the UNSC’s adoption of anti-settlement Res. 2334 on 12/23. Citing the so-called regulations bill that is percolating through the Knesset, Kerry says that current trends on the ground, particularly settlement growth and the legalization of settlement outposts, are eliminating the possibility of a 2-state solution, that Jerusalem must be the shared capital of Israel and a future state of Palestine, and that a final agreement must be based on negotiated land swaps, inter alia. Israeli PM Netanyahu calls Kerry’s speech a “big disappointment” and reiterates his desire for the U.S.-Israel relationship to improve under Pres.-elect Trump. Trump himself tweets, “Stay strong, Israel, JANUARY 20 is approaching fast.” PA pres. Abbas says that he would be open to restarting peace talks with Israel as long as the Israeli govt. freezes settlement growth and upholds previous agreements. A senior PLO official says that the Palestinian leadership wants the ICC to “expedite” its preliminary examination of alleged war crimes committed during Israel’s assault on Gaza in 2014 and “proceed to opening a full investigation” into Israeli settlements in the wake of the 12/23 UNSC res. condemning them. IDF troops shoot and kill a Palestinian nr. Ramallah after he and other youths throw stones and Molotov cocktails at Israeli settlers in the area, lightly injuring 3 settlers (4 of the other Palestinian youths are injured). Some witnesses say there was no stone throwing and that the youths were just walking home. The PA describes the killing as “extrajudicial.” Elsewhere in the West Bank, Israeli forces carry out the punitive demolition of the Qalqilya-area home of a Palestinian who was killed on 3/8 after he attacked a group of Israelis and U.S. tourists (see JPS 45 [4]). National elections are held in Israel to determine the makeup of the 20th Knesset. Despite early exit polls predicting a close result, the Likud Party wins 30 seats, making it the largest bloc. During the day, Israeli PM Netanyahu attempts to increase voter turnout among his supporters by saying that Palestinian citizens are voting in “droves” and that their participation will lead to a victory for the left-wing factions. The Palestinian leadership has decided to postpone its submission of a UNSC res. calling for a timetable to end the Israeli occupation, originally planned for late 11/2014. The decision is reportedly caused by a combination of strong U.S. opposition, threats of sanctions, and bad timing, with the UNSC largely focused on the negotiations over Iran’s disputed nuclear program. The OPCW meets a deadline for reaching a detailed plan and timetable for the destruction of Syria’s chemical weapons arsenal, publishing a statement saying that the mission will be completed no later than 6/30/14. The Israeli govt. publishes a list of 26 Palestinian prisoners to be freed in the 1st stage of a planned release of 104 total prisoners in the context of renewed negotiations. Fourteen of the 26 will be deported or sent to the Gaza Strip, and 12 to the West Bank, with most having been jailed between 1985 and 1994. Meanwhile, Israel approves nearly 1,200 more settlement homes in East Jerusalem and the West Bank, an announcement that prompts Palestinian negotiator Mohammed Shtayyeh to accuse Israel of trying to destroy the viability of a two-state solution. Israel’s Jerusalem District Planning and Building Comm. approves 1,200 new apartments in Gilo settlement in East Jerusalem. Meanwhile, Israel’s attorney general Yehuda Weinstein rules that there is no reason to prevent the Ariel University Center in the West Bank settlement of the same name from being recognized as an accredited university. In response, DM Barak orders the IDF command to approve the recommendations made by the Council for Higher Education in Judea and Samaria.
