In the West Bank, IDF troops patrol nr. Nablus, sparking clashes with stone-throwing Palestinian youths; 1 Palestinian is injured. They conduct further patrols nr. Hebron and Ramallah; and arrest 9 Palestinians during late-night raids nr. Hebron, Ramallah, and Nablus. In East Jerusalem, Palestinian schools go on strike to protest the closure of al-Nukhba School on 2/23 and the Jerusalem Municipality’s 12/2016 decision to align its vacation calendar with the Israeli school calendar. Israeli forces demolish a Palestinian home under construction in Issawiyya as well as 2 rooms in a Palestinian home in Silwan; arrest 7 Palestinians during raids in Hizma and Issawiyya; and shut down a dept. of the Arab Studies Society in Bayt Hanina because of alleged affiliation with the PA (it will be reopened on 3/16). Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. In West Jerusalem, Israeli forces violently disperse Palestinians protesting Israeli demolitions of Palestinian property outside the finance ministry’s headquarters; there are no serious injuries. The Israeli Knesset approves amendments to the Basic Law barring politicians from running for office if they are known to “support terrorism,” if they do not recognize Israel as a Jewish and democratic state, or if they incite racism or support armed resistance against Israel. In response, Joint List MK Ahmad Tibi says “there is a tendency in recent Knessets in which MKs from the right wing compete with themselves over which bill they can present to exclude authentic representatives of the Arab population.” (KNE, WAFA 3/15)

PA pres. Abbas meets with U.S. special representative for international negotiations Greenblatt in Ramallah. Abbas tells him that “under [U.S.] pres. Trump’s leadership a historic peace deal is possible,” according to a U.S. statement. Meanwhile, Israeli PM Netanyahu comments on his 3/13 meeting with Greenblatt, saying that “we’re in a process, but it’s a process of mutual dialogue, authentic and honest in the positive sense.” The process is “not yet visible to the media,” he adds. In the West Bank, a Palestinian hitchhiker stabs and injures an Israeli settler driver who picked him up nr. Bethlehem. IDF troops violently disperse Palestinians outside the Ofer Prison nr. Ramallah protesting the 3/6 killing of Basel al-Araj and PA security coordination with Israel; 8 Palestinians are arrested. IDF troops also set up mobile checkpoints around the Bethlehem area in the evening, confiscate personal property, and arrest 8 Palestinians during raids in and around Hebron and Nablus; and patrol nr. Nablus and Hebron. Along Gaza’s border, Israeli forces dismantle an explosive device nr. Jabaliya r.c. Around the same time, Israeli forces shell an Islamic Jihad in Palestine (PIJ) post nearby, injuring 1 Palestinian, according to PIJ. The IDF says it will look into a connection between the incidents. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. During the U.S. State Dept.’s first press briefing under the Trump admin., a spokesperson says that the dept. is “working closely” with Trump on his new Middle East policy and that the admin. is working with Israel to figure out “what exactly it would look like” for Israel to restrict settlement growth. Less than 24 hours after unidentified fighters fired a rocket from Gaza into Israel, Hamas fighters open fire on an IDF patrol nr. Bayt Lahiya, causing minor damage to 1 vehicle, according to the IDF. The IDF then launches a retaliatory air strike and several artillery salvos at Hamas positions along the border. The amount of damage caused is unclear. In the West Bank, IDF troops conduct raids in Zabbuba village nr. Jenin overnight, sparking clashes with stone-throwing Palestinians; there are no serious injuries. IDF troops conduct more raids nr. Qalqilya, confiscating 32 water pipes from a construction site; and patrol nr. Hebron and Salfit throughout the day. In East Jerusalem, Israeli forces arrest 1 Palestinian during a raid in Silwan. In Israel, Israeli forces demolish a Palestinian home under construction in Kafr Kassim. They also conduct raids in Umm al-Hiran nr. IDF troops evacuate 9 homes slated for demolition in the West Bank settlement of Ofra and disperse hundreds of settler youths gathering to protest the move; 11 soldiers sustain light injuries and 2 settlers are arrested. Elsewhere in the West Bank, IDF troops shoot and injure a Palestinian at Huwwara checkpoint nr. Nablus overnight, accusing him of ignoring their commands. They also violently disperse Palestinian students from Birzeit University gathering outside Ofer Prison nr. Ramallah in solidarity with Palestinian prisoners; 6 youths are arrested. The IDF arrests 2 Palestinians during raids nr. Nablus, Ramallah, and Hebron; and patrols nr. Jenin, Nablus, Ramallah, and Hebron. Israeli settlers block a major road nr. Nablus and throw stones at any Palestinian vehicle that approaches. Armed Palestinians open fire on an IDF patrol nr. Bethlehem overnight, lightly injuring 1 soldier. The PA cabinet decides to hold the municipal elections scheduled for 5/13 in the West Bank only, indefinitely postponing elections in Gaza. A Hamas spokesperson calls the decision a “recipe for division.” Today’s decision follows a meeting between PA PM Rami Hamdallah and the head of the Central Elections Commission (CEC), in which they agreed that Hamas’s reticence to participate in the elections would make it difficult to prepare for balloting in Gaza. Israel’s State Comptroller Joseph Shapira releases his report on the Israeli govt.’s decisionmaking during Operation Protective Edge (OPE), the IDF’s codename for its summer 2014 assault on Gaza (see JPS 44 [1, 2]). The report concludes that PM Netanyahu and thenDM Moshe Ya’alon concealed key information about the war from ministers in the lead-up to the assault; they did not fully explore diplomatic means of de-escalating tension with Hamas and the other armed groups in Gaza. Additionally, the report said that the Israeli govt. had no set policies or strategies for dealing with Gaza; Israel’s cabinet had not held a single meaningful conversation about the humanitarian crisis in Gaza for 16 mos. prior to the assault; the IDF failed to destroy all of Hamas’s tunnels (only around half were destroyed); and that the IDF did not have specific orders or techniques for dealing with tunnels. The IDF rejects the accusation that it failed to collect sufficient intelligence, but acknowledges that there was room for improvement. Netanyahu criticizes the report, calling OPE a “great success.” (HA, JP, TOI 2/28)

An Israeli stabs and injures 2 Palestinian street cleaners in Beersheba in the morning. The police say the motive behind the attack was “criminal” and do not offer further details. In the West Bank, IDF troops deliver stop-work orders to 16 Palestinian buildings under construction in the n. Jordan Valley. They also arrest 7 Palestinians during arrest raids in and around Qalqilya and Hebron, and patrol nr. Nablus, Ramallah, and Hebron. In East Jerusalem, right-wing Jewish activists tour Haram al-Sharif in the morning. Israeli forces arrest 9 Palestinians during late-night raids in Jabal Mukabir, the Old City, and Issawiyya. A Palestinian family demolishes their own store in the Old City to avoid paying Israeli demolition fees. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya and later nr. Rafah, causing no injuries or damage. Along Gaza’s border, a fighter with the Democratic Front for the Liberation of Palestine (DFLP) is injured by shrapnel from an Israeli artillery shell, according to the DFLP. Israeli forces conduct raids in the bedouin village of Umm al-Hiran nr. Beersheba overnight to prepare for demolitions during the day. The raids spark clashes with residents and solidarity activists, including Joint List MKs; 1 bedouin and 1 Israeli police officer are killed. (The Israeli police shoot and kill the bedouin after his vehicle strikes the police officer, killing him. An autopsy of the driver will reveal that he was struck in the leg by a police bullet, causing him to depress the accelerator pedal and strike the officer.) Later, Israeli forces demolish 8 homes and 7 agricultural buildings in the village, leading to renewed clashes throughout the day; a number of Palestinians are injured, including Joint List chair Odeh. Dozens of Israeli settlers visit Joseph’s Tomb nr. Nablus, sparking clashes between their IDF escort and stone-throwing Palestinians; 1 Palestinian is injured. Israeli settlers also damage 12 olive trees outside Turmus ‘Ayya village nr. Ramallah, leaving racist graffiti at the site. IDF troops arrest 8 Palestinians during late-night raids nr. Tulkarm, Hebron, Nablus, and Qalqilya. Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Gaza City and agricultural lands nr. Khan Yunis. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Gaza City. There are no injuries reported in any of the day’s incidents. Late at night, they conduct raids in Shu‘fat r.c., sparking minor clashes with stone-throwing residents; there are no serious injuries. In Israel, Israeli forces demolish 2 homes in a bedouin village nr. Beersheba. A Jerusalem Municipality planning comm. approves the construction of 770 settler residences in the Gilo settlement in East Jerusalem. City officials say that the plans, initially approved in 2013, were “undergoing routine processes of allocation regarding roads and public spaces.” (MNA 12/9)

Israel’s Knesset passes a 1st reading of the new draft of the so-called regulations bill, which passed a preliminary reading on 12/5 and would retroactively authorize illegal settlement outposts in the West Bank. (HA, JP, MNA, TOI, YA 12/7; MNA 12/8)

A senior Israeli official says that Israeli PM Netanyahu has rejected French pres. François Hollande’s invitation to a mediated meeting with PA pres. Abbas after the next French-organized peace summit, which is set for 12/21. Later, Netanyahu calls Hollande personally to discuss the invitation. He tells the French pres. that he would be happy to meet with Abbas, but only if the conference is canceled. (HA, JP, YA 12/7)

Joint List members of the Knesset (MKs) Basel Ghattas and Ayman Odeh join hundreds of Palestinians in the bedouin village of Umm al-Hiran nr. Beersheba, protesting the Israeli authorities’ order to evacuate and demolish the village. The Israeli police ultimately delay the day’s demolitions, but do not offer a new date (demolitions will take place on 1/18). (HA 11/22; EI 11/23)

IDF troops shoot and kill a Palestinian at Qalandia checkpoint after he allegedly attempts to stab them. Elsewhere in the West Bank, Israeli settlers throw Molotov cocktails at a Palestinian home s. of Hebron, causing moderate damage. IDF troops arrest 8 Palestinians during late-night raids in and around Tulkarm, Hebron, and nr. Nablus; and patrol nr. Hebron and Ramallah. In East Jerusalem, Israeli forces complete the demolition of a Palestinian home under construction in al-Tur. They had begun the demolition on 11/10, but stopped when their bulldozer broke down. Israeli police shoot and kill a Palestinian in Sheikh Jarrah, East Jerusalem, after he injures 6 Israelis in a drive-by shooting nr. an Israeli police headquarters (2 succumb to their injuries later in the day). The Palestinian was reportedly supposed to turn himself into the Israeli authorities today to begin serving a 4-mo. sentence for attacking a police officer in 2013. Israeli forces later conduct a series of raids in Silwan and al-Ram, interrogate the attacker’s family, and spark clashes with stone-throwing Palestinians; 7 Palestinians are detained, and 1 Associated Press photographer and 2 Israeli soldiers are injured (1 seriously). Israeli troops return to al-Ram late at night, arrest the attacker’s teenage daughter, and threaten punitive demolition of the attacker’s home. Palestinian Authority security forces (PASF) conduct raids in Nablus, sparking a firefight with wanted men; 2 PASF mbrs. are killed and 2 are injured. Late at night, the PASF returns to Nablus to arrest the men responsible for the killings earlier in the day. They shoot and kill 2 of the wanted men in the ensuing clashes. Meanwhile, dozens of Gazans gather in front of UNRWA’s offices in Rafah to protest a perceived lack of support. In s. Israel, Israeli police raid a slaughterhouse in a village nr. Beersheba, arresting more than 100 Palestinians from the West Bank working without proper permits. In the West Bank, Israeli forces deliver a stop-work order to a workshop under construction nr. Hebron. IDF troops conduct late-night house searches and raids in and around Ramallah, Qalqilya, Hebron, Nablus, and Jenin, arresting 19 Palestinians and issuing arrest summons to 2; patrol nr. Israeli PM Netanyahu instructs Defense Minister (DM) Moshe Ya’alon to stop returning to the PA or their families bodies of Palestinians killed after committing serious crimes against Israelis. Sources in Netanyahu’s office refuse to comment on his motivation. (ALM, JP 3/28; HA, TOI 3/29)

A senior Fatah official reported on the Hamas and Fatah national reconciliation efforts following 2 days of talks in Doha on 3/26–27. He says they agreed to form a national unity govt. comprising Hamas, Fatah, and other factions, and to hold legislative and presidential elections within 6 mos. In addition, they agreed that a new unity govt. would work according to the Palestine Liberation Organization’s (PLO) guidelines (i.e., pursuing a 2-state solution by way of negotiations). Other reports say that the talks produced only 1 agreement: to not discuss the talks with the media. (TOI 3/28; JP 3/29)

In Gaza, a Hamas mbr. is killed in a tunnel collapse nr. Khan Yunis. Meanwhile, the Jerusalem Post reports that some Hamas mbrs. fear that Israel is responsible for the recent tunnel collapses. Meanwhile, Israeli forces arrest a Palestinian soccer player as he attempts to cross through the Erez border crossing. In the West Bank, Israeli forces arrest a Palestinian youth nr. Jericho after he allegedly stabs and lightly injures an Israeli officer; demolish a fuel station in a village nr. Jerusalem. They also patrol nr. Ramallah, Tulkarm, and Hebron. Israeli settlers smash the windshield of a Palestinian car nr. Nablus. In East Jerusalem, Israeli forces seal off Issawiyya for 3 hours after some police officers on patrol in the neighborhood come under gunfire. They also conduct raids in the neighborhood, sparking clashes with stone-throwing Palestinians; there are no injuries and 2 Palestinians are arrested. In Israel, around 300 residents of 2 bedouin villages slated for destruction—Atir and Umm al-Hiran—demonstrate in Beersheba, calling for the govt. to avert its plan to displace them and build a new Jewish Israeli town on their land. In Israel, a suspected Palestinian stabs and injures a Jewish Israeli in Rahat nr. Beersheba, then flees the scene. Later in Ashqelon, Israeli forces shoot and kill a Sudanese national after he allegedly stabs and injures an Israeli soldier. Meanwhile in the West Bank, IDF troops confiscate the work permits of a number of Palestinians trying to cross into Israel nr. Jenin (a PLO spokesperson says 10 permits have been revoked so far, and that the Israelis decided to do so hours after lifting the closure of nearby Qabatiya on 2/6). IDF troops conduct raids and house searches in 1 village and Tulkarm r.c. nr. Tulkarm, 1 village each nr. Nablus and Jenin, and 2 nr. Salfit, as well as Aida r.c. and 1 village nr.  On the 75th day of his hunger strike, Palestinian prisoner al-Qiq rejects an Israeli military court offer to be released on 5/1, demanding an immediate end to his administrative detention and treatment in a Palestinian medical facility upon release. (MNA 2/7; SAM 2/8)

Hamas and Fatah officials meet in Doha to start a new round of mediated talks on Palestinian national reconciliation. They discuss the possible formation of a new unity PA govt., elections, and the civil servants Hamas has hired in Gaza since 2007, who have not been paid a full salary since the current PA consensus govt. was sworn in on 6/2/2014. Nr. Beersheba, Israeli forces demolish bedouin homes in al-‘Araqib for the 91st time since 7/27/2010. The Israeli authorities continue demolishing al-‘Araqib as part of their ongoing effort to make room for Jewish Israeli settlement of the Negev. Around 400 residents remain in the village, using generators and solar panels to subsist without any Israeli infrastructural support. (MNA 11/26)

As Israel continues its crackdown in the oPt, IDF troops kill a total of 3 Palestinians throughout the day. IDF troops shoot and kill a Palestinian youth during clashes sparked by an overnight raid in Qatanna n. of Jerusalem. After the funeral for the Palestinian victim, IDF troops violently disperse stone-throwers and protesters, injuring 5 Palestinians. IDF troops shoot and seriously injure a Palestinian at Tapuach Junction s. of Nablus after he allegedly attempts to stab Israeli settlers. The Palestinian succumbs to his injuries while the IDF is delaying a crew of Palestinian medical technicians access to him, according to witnesses. A 3d Palestinian is killed when stone-throwers clash with Israeli soldiers at an entrance to al-‘Arub r.c. nr. Hebron. Nr. Ramallah, IDF vehicles ram a Palestinian car suspected of avoiding a checkpoint, sparking clashes with stone-throwers; a number of Palestinians are injured and the 3 Palestinians in the car are assaulted and arrested. IDF troops violently clash with Palestinian protesters s. of Hebron, w. of Qalqilya, and at Palestine Technical University in Tulkarm; at least 13 Palestinians are injured. Nr. The Israeli crackdown on the ongoing wave of violence continues across the oPt. IDF troops clash with and violently disperse Palestinians protesting and throwing stones along Gaza’s border nr. al-Bureij r.c., w. of Tulkarm, in Bethlehem, in 3 villages nr. Hebron, ‘Askar r.c. nr. Nablus, and outside a settlement nr. Ramallah; 10 Palestinians are injured and 2 are arrested. The IDF also conducts late-night raids and house searches in al-Fawar r.c. and 3 villages nr. Hebron, ‘Askar r.c. nr. Nablus, and 2 villages each nr. Ramallah and Nablus, arresting 12 Palestinians and issuing an arrest summons to 1. Israeli forces arrest a Palestinian man armed with a knife and a pipe bomb at a gas station across the street from a checkpoint nr. Jenin. They indefinitely close the checkpoint after the arrest (they will reopen it on 11/5). IDF troops fire tear gas canisters into Palestinian homes in Aida r.c. nr. The Israeli Civil Admin.’s Higher Planning Council gives preliminary approval of a 2014 master plan for a settlement bloc nr. Ramallah, which would include the construction of 2,200 new residences and the retroactive authorization of 2 settlement outposts. In Israel, an Israeli youth stabs and injures 4 Palestinians, including 1 bedouin employee of the municipal govt., in Dimona. Relatedly, Israeli forces shoot and injure a Palestinian woman claiming that she stabbed an Israeli security guard in Afula. Elsewhere, an Israeli soldier shoots and kills a Palestinian in Kiryat Gat nr. Beersheba after he allegedly attempts to stab the soldier and steal his gun. Meanwhile, dozens of Palestinians gather in Jaffa, Umm al-Fahm, and Lydda to protest the Israeli occupation for the 2d day in a row. Meanwhile in the Nafha and Ramon Prisons, where 180 Palestinians ended a 5-day hunger strike on 8/9, around 560 prisoners declare a campaign of “complete disobedience” in protest of poor conditions in the prisons.
