In the West Bank, 1 Israeli settler shot and killed 1 Palestinian man after he allegedly shot and wounded 6 settlers in the Ma’ale Adumim settlement. Israeli settlers also erected barbed wire fencing on Palestinian-owned land in al-Maleh. Israeli forces shot and killed 1 Palestinian minor after he allegedly tried to stab 2 Israeli soldiers that stopped to interrogate him near as-Samu. Israeli forces also demolished a commercial structure in Deir Balut. Elsewhere, Israeli forces raided Sabastia, surveying the town’s Roman amphitheater. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces prevented a Palestinian ambulance from entering East Jerusalem at al-Zaim checkpoint, resulting in the death of a 40-year-old Palestinian man who had suffered a stroke. The Ghaith-Sub Laban family, who were evicted from their home in the Old City of East Jerusalem, received a letter ordering them to pay for their own eviction by paying $4,613 to the Israeli police and $4,500 to the company that carried out the eviction. The Israeli National Planning and Building Council approved the establishment of 5 new communities in the Naqab, including 4 Jewish communities and 1 for Bedouins. A memorandum discussed in the Southern District Planning and Building Committee last month said the goal of the Jewish communities is to prevent the expansion of Bedouin communities along Routh 25 and to bolster the Jewish presence in the area. U.S. assistant to the president and special representative for international negotiations Avi Berkowitz and U.S. ambassador to Israel David Friedman met with Israeli defense minister Benny Gantz to discuss annexation of parts of the West Bank. According to Haaretz sources, Defense Minister Gantz told the 2 that 7/1 “is not a sacred date” for moving forward with annexation. Shortly after those details were reported, Israeli prime minister Benjamin Netanyahu said “The issue [annexation] is not up to Kahol Lavan [Gantz’s Blue and White party]. A letter by 4 progressives in the U.S. House, Alexandria Ocasio-Cortez (D-NY), Rashida Tlaib (D-MI), Pramila Jayapal (D-WA), and Betty McCollum (D-MN), to Secretary of State Mike Pompeo being circulated among other representatives was obtained by the Jewish Insider. They also arrest 3 Palestinians during raids in and around Tulkarm and patrol near Hebron. Israeli forces deliver stop-work orders to several Bedouin homes and barns under construction near Jericho. In East Jerusalem, Israeli forces shoot and injure 11 Palestinians during clashes sparked by an arrest raid in Abu Dis. Israeli defense minister Avigdor Lieberman says that Egypt and the UN have requested that Israel give them one more chance to de-escalate the situation in the context of the ongoing talks on a potential Israel-Hamas cease-fire agreement. He says that they are asking Israel to ease restrictions on Gaza in exchange for Hamas imposing limitations on resistance activities along the border fence. (JP, MNA 10/25)

The Israeli government approves the construction of more than 20,000 new housing units for Israeli settlers in Ma’ale Adumim, a settlement east of Jerusalem. The move comes in the context of a new agreement signed by Israel’s Construction and Housing Ministry and the Ma’ale Adumim Municipality. Also in that context, the government permits the immediate construction of 470 previously approved housing units. “In addition to the new housing units, public and educational institutions will also be established, and will include synagogues, schools, parks, community centers and sports arenas,” says Construction and Housing Minister Yoav Gallant. “We must continue to establish [our] hold on the Jerusalem area.” (IHY, MNA 10/28; FMEP 11/2)

Jordan’s Foreign Minister Ayman Safadi insists that the Jordanian government is still committed to its 1994 peace treaty with Israel, despite King Abdullah’s 10/21 decision not to renew 2 annexes therein “We acted within the provisions of the peace treaty,” he says. “This is an indication of our commitment to the peace treaty. Israeli prime minister Benjamin Netanyahu and his wife Sara fly to Oman to meet with Sultan Qaboos bin Said. Because Oman and Israel have no formal diplomatic ties, the visit is seen as an indication of a growing relationship between Israel and Oman. The IDF orders approximately 300 Palestinian Bedouins to evacuate their homes near the Ma’ale Adumim settlement ahead of the planned demolition of their village, Jabal al-Baba.
