During separate raids, Israeli soldiers shoot at residents in al-Fara‘a r.c. nr. Tubas, wounding 2, and shoot 1 in Balata r.c. nr. Nablus. IDF troops also demolish a house nr. Hebron because it was built without a permit. Also, IDF troops raid and confiscate property from 5 Hamas-linked charities. The IDF conducts house searches and arrest raids in Hebron in the afternoon, and in Hebron and 8 nearby villages, Jenin and 6 nearby villages, Tulkarm and 4 nearby villages, Nablus and 8 villages, ‘Askar r.c. and Balata r.c. nearby, Salfit and 1 nearby village, 1 village nr. Israeli PM Netanyahu meets with Quartet Rep. Blair in Tel Aviv and tells him that the 6/12 kidnapping “exposes the real face of Hamas.” Blair says that Hamas “cannot choose the political path on one hand and violence on the other.” Meanwhile, reps. from a number of factions, including Fatah and Hamas, hold a press conference in Gaza City. No group claims responsibility for the kidnapping of the teenage settlers. The reps. say they are prepared to confront any Israeli “aggression.” EU foreign affairs chief Ashton issues a statement condemning the abduction and urges “close cooperation between the Israeli and Palestinian security services.” (HA, JP, MNA 6/17)

Talks between reps. of Iran and the P5+1 powers on the disputed Iranian nuclear program continue in Vienna. Discussions last an hour and a half and cover “elements of the text that could be part of an agreement,” according to Michael Mann, an EU spokesperson. (AA, REU 6/17)

In the Gaza Strip, armed Palestinians fire 4 rockets into s. Israel, causing no damage or injuries. The IDF responds with 8 air strikes in the Gaza Strip, targeting military training sites belonging to Hamas’s Izzeddin al-Qassam Brigades, Islamic Jihad’s al-Quds Brigades, and the Popular Resistance Comms. (PRC) in the c. Gaza Strip, Rafah, and Khan Yunis. Damage is sustained, and 2 civilians are wounded when they are hit by shrapnel in separate attacks. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishermen, causing no damage or injuries. Meanwhile, a 10-year-old boy dies, succumbing to injuries sustained in an Israeli air strike on 6/11. In the West Bank, the IDF conducts house searches and arrest raids in Ramallah and 8 villages nearby, Nablus and 4 villages and ‘Askar r.c. nearby, Tulkarm and 3 villages and Nur Shams r.c. nearby, Tubas and 1 village and al-Fara‘a r.c. nearby, Jenin and 1 nearby village, Jericho and ‘Ayn al-Sultan r.c. nearby, 1 village each nr. Israeli PM Netanyahu announces that the Israeli govt. holds the PA responsible for the fate of the 3 missing Israeli teenagers, since “the terrorists originated from Palestinian territory.” Anonymous PA officials tell the media that Abbas has instructed his security services to help in the manhunt. Meanwhile, the IDF continues intensive sweeps of the s. West Bank, and wideranging arrest raids, which pick up 80 Palestinians, including 4 mbrs. of the Palestinian Legislative Council (PLC). The IDF also imposes a closure on the s. West Bank, from Bethlehem to the Hebron region. IDF sources tell the media that the working assumption is that the youth are alive. (HA, JP, MNA, YA 6/15)

In the Gaza Strip, Israeli forces open fire on a Palestinian close to the border fence nr. Bayt Lahiya, seriously wounding him. The military claims that it targeted a suspect planting an explosive device. In the West Bank, the IDF conducts house searches and arrest raids in 3 villages nr. Hebron and in Nablus and Askar r.c. at night; patrols in 1 village nr. Hebron at night. Meanwhile, a Palestinian stabs an Israeli policemen at Jab’a junction nr. Ramallah, wounding him. Palestinian chief negotiator Erakat rules out extending peace talks beyond the 9-mo. deadline, claiming that contradictory statements attributed to him had been misunderstood. Erakat also says that there had been no direct peace talks in several weeks, with the sides meeting separately with the Americans to advance the process. (AP, JP, ToI 12/23)

In the Gaza Strip, Israeli forces open fire on Palestinian farmers close to the border fence nr. Bayt Hanun, causing no injuries. Off the coast nr. Bayt Lahiya, Israeli naval vessels open fire on Palestinian fishermen, causing no damage or injuries. In the West Bank, the IDF conducts house searches and arrest raids in Nablus and the nearby Askar r.c. and ‘Ayn Bayt al-Ma’ r.c. at night; patrols in 2 villages nr. Tulkarm in the morning and in 1 village nr. Tulkarm in the afternoon. Meanwhile, Israeli forces confiscate 10 dunams and restrict access to a further 500 dunams of private land in Qusra village nr. Nablus. The land in question lies between the village and illegal settlement outpost Esh Kodesh. In the West Bank, the IDF conducts house searches and arrest raids in Nablus and Balata r.c., ‘Askar r.c. and 1 village nearby, 1 village each nr. Hebron, Qalqilya and Ramallah, and in Bethlehem at night; patrols in 1 village nr. Hebron in the afternoon, and in 1 village and al-‘Arub r.c. nr. Hebron, and 1 village each nr. Egyptian FM Nabil Fahmy says that the interim stage of the post-coup govt. should end by spring 2014, with parliamentary and presidential elections due to take place. There is also a new constitution to be voted on. Meanwhile, Egyptian authorities reopen the Rafah crossing for 4 hours, with 370 people going in and out. Thirty-five trucks of construction materials from Qatar also entered. (MNA, REU 9/28) 

Hizballah fighters clash with residents in Baalbek, with at least 3 killed and 6 wounded, with fighting beginning at a checkpoint manned by the group. Security forces are deployed to restore calm, and the next day, Hizballah hands over control of 2 checkpoints to the army. (AP 9/28, 9/29)

In the West Bank, IDF troops conducted a number of incursions in Hebron and villages in the surrounding area, provoking clashes in a number of locations. The IDF fires rubbercoated metal bullets and tear gas canisters at stone-throwing Palestinians in al-Fawar r.c., the center of Hebron, al-‘Arub r.c. nr. Hebron, an area e. of al-‘Arub r.c., and the Hawara area. In the Hawara area nr. Hebron, live ammunition is used, and IDF troops shoot and wound a Palestinian youth. Separately, the IDF conducts house searches and arrest raids in 1 village nr. Hebron at night and patrols in 1 village nr. Ramallah at night. In East Jerusalem, Jewish extremists vandalize 10 cars in Bayt Safafa, also leaving “price-tag” graffiti on walls nearby. (HA 8/27; PCHR 8/29)

A Palestinian is killed in disputed circumstances in ‘Askar r.c. nr. Nablus, as Palestinian security forces conduct a raid to apprehend a different, wanted man. Local residents insist that Amjad Odeh was shot in the head by a gunshot from a Preventive Security Force mbr., but Nablus governor Jibrin al-Bakri suggests that the victim may have been shot by the wanted gunmen in an example of accidental crossfire. Following Odeh’s death, many Palestinians attack security forces, and residents of al-Fara‘a r.c. shut the main Nablus-Tubas road with burning tires. In Nablus itself, youth target PA vehicles and property. (MNA 8/2)

The U.S. and French governments say they are in a position for a strike on Syria, while the Arab League adds its support for punitive action and blames the Asad regime for the recent chemical weapons attack. However, the Arab League does not back a retaliatory military strike. With a divided UNSC, the U.S. and its allies face the prospect of going it alone with regard to military action. (AP, NYT 27/8)

After unidentified Palestinians fire 1 rocket fr. Gaza into Israel (causing no damage or injuries), the IDF carries out air strikes on smuggling tunnels along the Rafah border and on a warehouse in Gaza City; no casualties are reported. (OCHA, PCHR 10/29)

In the West Bank, the IDF conducts late-night raids, house searches in and around Nablus and nearby ‘Askar r.c., in and around Tubas, nr. Jenin and Ramallah, arresting 8 Palestinians (including 4 teenagers). (PCHR 10/29)

In the West Bank, the IDF opens a major road fr. Hebron to Bayt ‘Awwa that passes by Kiryat Arba settlement to Palestinian traffic for the 1st time in 8 yrs. after the High Court rules that closing the road is not necessary to protect the safety of local Jewish settlers; however, 2 road blocks at either end of the road are replaced with permanently staffed IDF checkpoints, and Palestinians wishing to use the road must apply for special IDF permits (as of 8/31 only 22 vehicles and 44 drivers were on the list). The IDF also conducts late-night arrest raids, house searches nr. Bethlehem and in ‘Askar r.c., Balata r.c., and Bil‘in. Israeli police carry out a predawn eviction of 2 Palestinian families (52 people, including 20 children) fr. the Ghawi and Hanun residences in Shaykh Jarrah (see 7/28), where they have lived for more than 50 yrs., after the High Court rules that the Jewish settlers who claim ownership can move in even while the authenticity of their deeds remains disputed; Jewish settlers move in immediately; Britain, the U.S. State Dept., and UN special coordinator for the Middle East Robert Serry issue statements denouncing the action, which in Serry’s words, “heighten[s] tensions and undermine[s] international efforts to create conditions for . . . achiev[ing] peace.” Jewish settlers fr. Harsina settlement nr. Hebron set fire to 10 d. of Palestinian agricultural land nearby in an effort to create territorial linkage btwn. the settlement and a 200 d. plot of land nearby fenced off by the IDF as a closed military zone. In the West Bank, the IDF conducts arrest raids, house searches in ‘Askar r.c. and Nablus. Jewish settlers fr. Yitzhar vandalize nearby Palestinian homes; the IDF intervenes to fire tear gas to disperse Palestinians who gather to defend their homes, also severely beating a 10-yr.-old Palestinian boy. Israeli developers report that the first occupants have moved into the new, upscale East Jerusalem settlement Nof Zion, which straddles the Palestinian neighborhood of Jabal Mukabir. The settlement has 91 units, selling for $400,000 to $580,000, a bloc of which has been sold to a group of American Jews fr. Miami. (WJW 7/23; OCHA, PCHR 7/30)

IDF troops briefly enter s. Gaza to bulldoze land along the border fence e. of Abasan, firing on nearby residential areas, wounding 1 Palestinian. Israeli naval vessels detain a Palestinian fishing boat off the Bayt Lahiya coast, interrogating and releasing the fishermen. The UN reports that 2 Palestinians were killed and 6 were injured in tunnel collapses on the Rafah border in the previous wk.; in addition, the body of a Palestinian missing since 7/1 has been found in a collapsed smuggling tunnel. In the West Bank, IDF undercover units enter Yatta village in a vehicle with Palestinian license plates, raid an auto mechanics shop, arresting 1 Palestinian. The IDF also conducts late-night arrest raids, house searches in and around Nablus and neighboring ‘Askar r.c., and nr. Hebron, Jenin. Jewish settlers fr. Yitzhar cut down 24 Palestinian olive trees in nearby Burin village. Jewish settlers fr. Gilad settlement stone Palestinian cars on the Qalqilya–Nablus road. The IDF imposes a general closure on the West Bank through 4/18 for the Passover holiday, barring all West Bank Palestinian access to East Jerusalem and Israel. Israeli police fatally shoot East Jerusalem Palestinian Iyad Awaysat when he allegedly attempts to run over 3 officers guarding workers partially demolishing the East Jerusalem home of a Palestinian who killed 3 Israelis with a bulldozer in West Jerusalem in 7/08; the shooting (protested by Palestinian witnesses who say Awaysat was only speeding) and demolition spark stone-throwing by some 50 Palestinians against Israeli border police who fire tear gas to disperse them, causing no serious injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches in ‘Askar r.c., Balata r.c., al-Fara‘a r.c., and Nablus for a 2d night, as well as nr. Tulkarm. Israeli naval vessels fire on and chase 30 Palestinian fishing boats (69 fishermen) off the n. Gaza coast to force them back to shore, seizing 3 boats, demanding that the 8 crew mbrs. of 1 boat strip naked and jump into the water, then detaining them and taking them to the Ashdod port. In the West Bank, the IDF lifts the closure on Khirbat Safa imposed on 4/2 and withdraws fr. the area, but reenters the vicinity later in the day after Jewish settlers fr. Bet Ayn fire toward the village, causing no injuries; fires on stone-throwing Palestinian youths nr. Israeli naval vessels intercept a Palestinian fishing boat off the Rafah coast, arresting 4 Palestinians (including 2 teenagers). Late at night, the IDF enters Abasan in s. Gaza, arresting 1 Palestinian man. In the West Bank, the IDF makes a rare daytime incursion into Araba village nr. Jenin, searching several homes but making no arrests; conducts late-night arrest raids, house searches in and around Jenin town and r.c., in ‘Askar r.c. and Balata r.c., and nr. Hebron and Salfit. Palestinian sources report that in the previous wk., the IDF has leveled large tracts of land s. of Qalqilya (including uprooting 400 olive trees) in preparation for separation wall construction. The IDF informs residents of the Palestinian village of Azun Atma, nr. the separation wall s. of Qalqilya, that they must obtain special permits fr. the Civil Admin. to be able to travel in the area; informs residents of 4 villages s. of Tulkarm that as of 4/1, the IDF will close the sole gate in the separation wall that gives them access to village farmlands located between the wall and the Green Line. In the West Bank, the IDF demolishes the top floor of an apartment building in Bayt Safafa nr. East Jerusalem for being built without a permit, displacing 7 Palestinians; conducts late-night arrest raids, house searches in ‘Askar r.c., and nr. Hebron, Jenin, Qalqilya, Tulkarm. The IDF sends troops into s. Gaza around midday to patrol inside al-Shuka village nr. Rafah, firing on residential areas, wounding a 13-yr.-old boy. In the West Bank, the IDF fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, and international activists taking part in a nonviolent protest against the separation wall in Ni‘lin, hitting American protester Tristan Anderson in the head with a tear gas canister, critically injuring him; he is left on a ventilator in an Israeli hospital in “life-threatening” condition; 8 Palestinians are also injured. The IDF also fires live ammunition, rubber-coated steel bullets, tear gas, and percussion grenades at Palestinian, Israeli, and international activists taking part in nonviolent protests against the separation wall in Bil‘in, Burin nr. Nablus, and al-Ma‘sara nr. Bethlehem; makes a rare daytime raid into Nazlat Issa nr. Tulkarm, raiding and searching homes, arresting 3 Palestinians; conducts late-night arrest raids, house searches in and around ‘Askar r.c. and Balata r.c. nr. Nablus, and nr. Jenin and Salfit. Palestinians fire at least 4 rockets and several mortars fr. Gaza into Israel, lightly injuring 2 IDF soldiers and 1 Israeli civilian nr. Nahal Oz. For a 3d day, the IDF relays automated phone messages to Rafah residents ordering them to evacuate houses nr. the border. The Israeli cabinet discusses the recent rocket fire at its regular weekly session, stating afterward that while Israel believes small Palestinian factions (including the AMB) are responsible for the fire, Israel would hold Hamas responsible and would respond “disproportionately” to each attack. After the cabinet session, Israeli warplanes fly over Gaza, setting off sonic bombs as a warning. Soon after, the IDF makes massive air strikes (apparently using GBU-39 bunker-busting munitions) on 6 smuggling tunnels on the Rafah border, and a smaller air strike on a Hamas-affiliated police station in c. Gaza (targeted previously); no injuries were reported. During the day, Israel allows 193 truckloads of goods (much of it seed and fodder) and 45 tons of medicine and medical equipment into Gaza during the day. In the West Bank, the IDF conducts late-night house searches in ‘Askar r.c. nr. Nablus, Bayt Sahur, Tulkarm r.c. and nr. Jenin, making no arrests. Israel warns of an expanded ground war in Gaza and begins moving more tanks and reservists to the Gaza border. The IDF drops leaflets and sends out automated phone messages across Gaza, warning of an escalation in fighting.

Combat notes: IDF tanks and artillery pound Gaza throughout the day. The IDF reports making air strikes on about 120 targets, including the home of IQB head Ahmad Jabari (presumed to be in hiding), at least 15 rocket-launching sites, 21 suspected weapons depots (including a mosque and school in Rafah, the homes of several Hamas mbrs.), 16 tunnels, 3 Hamas outposts, 1 police station, and 2 vehicles allegedly transporting weapons. In Khan Yunis, an air strike destroys Gaza European Hospital’s fuel depot, electricity generator, and water supply system. Target areas include Bani Suhayla, Bayt Lahiya, al-Bureij r.c., Gaza City (al-Nasser, Shaykh Ridwan, al-Shuja‘iyya), Jabaliya, Khan Yunis, al-Maghazi, Nussayrat, Rafah. IDF ground forces engage in heavy exchanges with Palestinians in and nr. Bayt Lahiya. Heavy IDF tank and artillery fire are reported in Jabaliya (where 8 family mbrs. are killed by an IDF tank shell that lands outside their home), Khuza (possibly involving white phosphorus, burning 15 homes and 100s of individuals), Nussayrat, and Tal al-Hawa in Gaza City. The IDF claims to kill 16 armed Palestinians, including Hamas’s “leading authority on Grad rockets,” IQB cmdr. Amir Mansi, during a strike on a rocket-launching site. The estimated Palestinian toll reaches 820–840 dead.

Palestinians fire 9 rockets and 10 mortars into Israel, the fewest since OCL began on 12/27; 3 Grad rockets strike Ashqelon (each causing damage and light injuries, including shock), others land in open areas nr. Ashdod and in the Negev (causing no damage or injuries). The IDF reports 7 ground troops lightly wounded in various exchanges.

Humanitarian notes: The IDF observes a 3-hr. humanitarian lull to allow relief agencies to recover casualties and distribute food but does not allow new aid through Gaza’s crossings on the Sabbath.

Of note: The IDF reports that ground troops have been facing extensive tunnel networks inside the Strip, especially in Gaza City, which the Palestinian factions are using to try to ambush soldiers. IDF sources and Israeli journalists embedded with IDF troops report recent incidents in which Palestinian fighters tried to lure troops into a boobytrapped building in al-Zaytun; left a weapons cache rigged with explosives where the IDF would find it (the booby trap did not detonate); and sent a suicide bomber on a failed attempt to attack a group of soldiers. The IDF also acknowledges that it has rounded up and interrogated scores of Palestinians to gain knowledge of local Hamas positions and tactics. Israeli intelligence officers acknowledge phoning Gazans, sometimes overtly and sometimes pretending to be sympathetic Arabs fr. abroad, to gain information about conditions and locations of Palestinian forces on the ground. In Gaza, the IDF makes an air strike on a suspected rocket-launching site nr. Bayt Hanun, causing no injuries. The UNRWA appeals to Israel to allow 5 truckloads of paper into Gaza so that textbooks may be printed for students, who resume classes on 9/1, arguing that the paper constitutes humanitarian aid; Israel refuses, saying the paper might be used to print books “with Hamas ideology . . . or for other propagandist endeavors.” UNRWA also argues that Israel should resume imports of construction materials to Gaza for homes, schools, other infrastructure projects, the deterioration of which constitutes a public health concern. In the West Bank, the IDF conducts house searches in Nablus and neighboring Askar r.c. A Jewish settler in Hebron injures a Palestinian woman in a deliberate hit-and-run incident. The Palestinian Union of Medical Professions in Gaza announces a work slowdown, with mbrs. working only btwn. 8:00 A.M. and 11:00 A.M., to protest the Hamas acting government’s replacement of senior health officials at several clinics and hospitals (see Quarterly Update in JPS 145). For a 2d day, the Israeli navy fires on Palestinian fishing boats off the Rafah coast, forcing them to return to shore. In the West Bank, the IDF conducts arrest raids, house searches in ‘Askar r.c., Nablus, Tulkarm r.c. In Hebron, AMB mbrs. force the closure of a club for fmr. prisoners and an office of the PA Prisoners Affairs Min. to protest the PA’s failure to pay pensions to the prisoners and their families. A Jewish settler fr. the Bethlehem area fires on a group of Palestinian children working in an almond grove, seriously injuring a 13-yr.-old boy with a gunshot to the head.
