The IDF also sends bulldozers into the Khan Yunis area to level land. In the West Bank, the IDF sends troops into ‘Askar r.c., fires on stone-throwing Palestinian youths who confront them, wounding 2 with live ammunition; patrols in Salfit, firing on stonethrowing Palestinian youths who confront them, wounding 1 with live ammunition; conducts arrest raids, house searches in and around Nablus, Tulkarm and nr. In Gaza, the IDF fires on residential areas of Khan Yunis, wounding 1 Palestinian. In the West Bank, the IDF conducts arrest raids, house searches in Askar r.c. and Jenin town and r.c., in and around Tulkarm (raiding the offices of the Palestinian Center for Media and Studies, vandalizing them, confiscating computers and electronic equipment, and sealing the offices), nr. Bethlehem. Jewish settlers in Hebron attack a group of 40 Palestinian children on their way to school, injuring several, stealing some of their school bags. Separately, Jewish settlers fr. In Lebanon, 5 Hizballah and Amal cabinet mbrs. quit the cabinet over the failure of the national dialogue over 4 days to reach a new power sharing agmt. PM Siniora says he will not accept their resignations, though he may not be able to enforce his decision. The 4 days of talks broke down over Hizballah’s demands that it, with its allies, be allocated a third of cabinet seats, so it would have veto power over cabinet decisions. The governing coalition is willing to allow Hizballah’s ally, the Free Patriotic Movement led by Christian leader Michel Aoun, to enter the cabinet, but not with enough seats to have automatic veto power. (Eight ministers would need to resign to collapse the Siniora government.) The governing coalition portrays Hizballah’s attempts to obtain a veto as an effort to block creation of an international tribunal on the Hariri assassination (see 11/10). In Gaza, the IDF continues operations in n. Gaza, fatally shooting 2 Palestinian militants, 1 PA security officer in Bayt Hanun; expanding operations in Jabaliya r.c., firing on residential areas. Palestinians fire some 10 rockets fr. Gaza into Israel, causing no serious damage or injuries. In the West Bank, the IDF searches homes in Askar r.c. nr. Overnight, the IDF sends troops into Khan Yunis, searching and occupying several homes, rounding up 53 Palestinians for 18 hrs. of interrogation, bulldozing 3 d. of olive trees; closes the Rafah crossing. A Palestinian is killed when a smugglers tunnel on the Rafah border collapses. The IDF also seals the West Bank until 10/10 for the Sukkoth holidays; sends troops into Bil‘in nr. Ramallah, raiding and searching homes, firing on stone-throwing youths who confront them (wounding 1), arresting a Palestinian journalist; conducts arrest raids, house searches in Askar r.c., villages nr. The IDF sends troops, tanks, bulldozers into n. Gaza to occupy border areas nr. Bayt Hanun (the Shurrab Farm area), Bayt Lahiya to deter Palestinian rocket fire. In the West Bank, the IDF patrols in, fires on residential areas of Tubas. In Gaza City, Fatah-led protests demanding that the Hamas-led government pay back salaries owed civil servants escalate dramatically, with some 3,000 Fatah-affiliated security forces attacking members of the predominantly Hamas ESF, sparking clashes that leave 6 Palestinians dead (3 bystanders, 1 Force 17 officer, 1 PSF officer, 1 ESF officer), around 61 wounded; the ESF reportedly uses grenades, antitank weapons, rifles to break up the demonstration and arrests 25 protesters. During the day, demonstrations spread to Khan Yunis (where Fatah-affiliated security officers clash with the ESF, leaving 26 wounded), al-Bureij r.c. (where Fatah, Hamas mbrs. exchange fire, killing 2 Palestinians), Ramallah (where AMB mbrs. demonstrate for the removal of the Hamasled government and vandalize, partially burn the empty PC building and adjacent building, vandalizing a Hamas newspaper office, temporarily occupying the PA Education Min.), as well as in Askar r.c. The IDF completes its withdrawal fr. Lebanon at 2:30 A.M. local time (8:30 P.M. 9/30 ET) but vows to continue surveillance overflights of Lebanon until UN Res. 1701 is implemented in full, including the release of 2 captured IDF soldiers and disarmament of Hizballah. In the West Bank, the IDF sends undercover units in a car with Palestinian license plates into Jenin to assassinate Islamic Jihad cmdr. Mujahid alSabi‘, also firing on stone-throwing youths who confront them, wounding 1; raids Kafr Dan, firing on residential areas, wounding 1 Palestinian; conducts arrest raids, house searches in Askar r.c. and nr. Israel announces that, in a deal brokered by the UN, it will remove its air and naval blockade on Lebanon as of 6:00 P.M. local time on 9/7 as British, French, German, Greek, Italian forces take over naval patrols and assist the Lebanese army in border patrol, but says it will reserve the right to attack any smugglers it detects crossing the Syrian border. In Gaza, the IDF fatally shoots a deaf Palestinian working a field nr. the Gaza border e. of al-Bureij r.c.; shells residential areas of Bayt Hanun; conducts air strikes on a workshop in Gaza City, destroying it, damaging 2 nearby homes, wounding 2 bystanders. In the West Bank, the IDF issues military orders confiscating 10s of dunams (d.; 4 d. = 1 acre) of Palestinian land s. of Tulkarm. Late in the evening in the West Bank, the IDF closes all crossings to Jerusalem; raids al-Ubidiyya nr. Bethlehem, fatally shoots wanted Islamic Jihad mbrs. ‘Uqla Shanayta,Khalid Shanayta in an apparent assassination; conducts arrest raids, house searches in Askar r.c., neighboring Nablus, Yatta nr. Early in the morning, the IDF begins withdrawing fr. areas of s. Lebanon, giving UN Interim Force in Lebanon (UNIFIL) control. (The IDF does not confirm how many troops are in Lebanon, though at the peak, observers estimated there were as many as 30,000.) Soon after, the Lebanese army begins deploying troops s. of the Litani. In Naqura, 2 Lebanese children are killed when they accidentally detonate unexploded bomblets fr. an Israeli cluster bomb; UN deminers say they have identified 10 locations in s. Lebanon where the IDF used cluster bombs and may pose similar hazards for civilians, saying the 10 sites could be the “tip of the iceberg.” Beirut airport received its 1st commercial flight since it was bombed on 7/13; hopes to be able to resume normal service within a wk. Overnight, the IDF sends troops into ‘Askar r.c. in search of a wanted Palestinian, demolishing his family home and 3 nearby homes of relatives, wounding his sister, arresting 4 relatives, firing on stone-throwing Palestinians who confront the troops, wounding 9; a Palestinian woman dies of a heart attack during the raid; the wanted man is not found. Also in the West Bank, the IDF patrols in Zababda nr. Jenin, firing on stone-throwing youths who confront them; conducts arrest raids, house searches in and around Hebron, and nr. Bethlehem, Jenin. In Gaza, IDF closes the Qarni crossing; exchanges fire with Islamic Jihad mbrs. nr. The Israel-Lebanon front remains relatively quiet, with UNIFIL confirming no breaches of the cease-fire, though the IDF fatally shoots 3 Hizballah mbrs. in s. Lebanon in incidents deemed defensive. UNIFIL reports no significant Israeli withdrawals fr. Lebanon, though the IDF does pull several 100 reservists and tanks into Israel. Tens of thousands of Lebanese civilians continue to return to their homes in s. Lebanon, though the IDF drops leaflets warning them to stay away. Hizballah begins disbursing financial aid to displaced families to aid them in their return (reportedly allocating $150 m. to the task); begins recording and assessing damage to personal property and infrastructure, with the aim of executing a long-term reconstruction effort. In Gaza, the IDF drops leaflets on and makes automated phone calls to residents in n. Gaza warning them to evacuate areas around rocket launch sites, buildings used by militants; shells Bayt Lahiya, killing 3 Palestinian civilians, wounding 11 others (the IDF says a shell may have misfired); repeatedly shells Bayt Hanun and perimeter, killing 3 Palestinian civilians, wounding 8; shells a shed on a farm nr. Gaza City, allegedly serving as a weapons depot. IDF troops stationed at the Dahaniyya airport fire on residential areas of nearby al-Shuka, wounding 1 Palestinian woman outside her home. Palestinians fire 8 rockets fr. Gaza into Israel, causing no damage or injuries. Late in the evening, the IDF conducts air strikes destroying 2 Palestinian homes in Gaza City and Khan Yunis (belonging to an Islamic Jihad mbr.), damaging surrounding stores and residences, wounding 3 bystanders; in both cases, the IDF phoned the homes 20 min. before the attack to warn residents to evacuate. The IDF also makes an air strike destroying a house of a Hamas mbr. under construction in Brazil r.c., also destroying 2 neighboring homes, damaging several others, wounding 15 bystanders (including 7 children). In the West Bank, the IDF patrols in Beitunia nr. Ramallah; conducts arrest raids, house searches nr. As Operation Summer Rains continues, the IDF pushes deeper into populated areas of n. Gaza. During the day, the IDF engages in heavy clashes (including air strikes) with the AMB, Hamas around Bayt Lahiya, killing at least 7 Palestinians (mostly AMB mbrs. but including a 6-yr.-old girl). Palestinians fire 13 rockets fr. Gaza into Israel, hitting an empty schoolyard and factory in Sederot, lightly injuring 3 Israelis; a 14th rocket lands inside Gaza, causing no damage or injuries. The Palestinian groups holding Shalit issue a statement confirming that he is in good condition, calling for negotiations to end the fighting and release him; Olmert rejects any bargaining. In the West Bank, the IDF surrounds, raids a Palestinian home in ‘Askar r.c., fatally shooting wanted AMB mbr. Tamir Kandil in an apparent assassination, firing on stone-throwing youths who confront the troops, wounding 5; fires on residential areas nr. Rachel’s Tomb in Bethlehem, causing no injuries; patrols in Qabatya; conducts arrest raids, house searches in Hebron. Unknown gunmen kidnap, kill a PSF officer nr. Gaza City. Overnight, the IDF escalates its military operations in Gaza, making air strikes on Haniyeh’s empty Gaza City offices (destroying them, but causing no casualties), an Interior Min. office used by the ESF (killing 1 Hamas volunteer with the ESF, wounding a 2d) in Jabaliya r.c., 2 ESF training sites in Gaza City (no casualties), a Gaza City school (causing damage but no injuries); shells the s. Gaza coast fr. the sea, causing no injuries; continues to shell open areas in n. Gaza (setting fire to a Palestinian home), break the sound barrier over the Strip. Egyptian security envoy Omar Sulayman cancels plans to visit Gaza as Egyptian mediation efforts to free Cpl. Shalit will not result in a deal, though lower-level efforts continue. Gaza and 4 West Bank settlements slated to begin in mid-8/05, some 1,500 right-wing Israeli disengagement protesters, mostly young Jewish settlers, try to block around 100 intersections across Israel in one of the largest demonstrations to date.
