In the West bank, Israeli settlers plowed 10 dunams (2.5 acres) of Palestinian farmland in al-Kharouba. Israeli forces punitively demolished the family home of a Palestinian prisoner in Aqraba. Israeli forces also shot and injured a Palestinian using a baton round and seized a vehicle in Ramallah. Elsewhere, Israeli forces shot and injured 2 Palestinians, including a child, in Deir Nizam. Israeli forces also raided Carmel, assaulting a Palestinian and seizing vehicles. Meanwhile, Israeli forces made 15 Palestinians close their shops in ‘Azzun. Israeli forces also seized a tractor in Qaryut. Separately, Israeli forces demolished a well and issued stop-work notices for 3 homes in Beit Umar. 23 Palestinians were arrested during late-night raids in and around Hebron, Ramallah, Qalqilya, Salfit, Nablus, and Jericho. In Gaza, Israeli forces bombed Rafah, Khan Yunis, Nuseirat refugee camp, Gaza City, al-Bureij, Jabalia refugee camp, and Dayr al-Balah; it was unclear how many casualties there were. Israeli forces also raided al-Awda Hospital, arresting all boys and men over the age of 16 and stripping them to their underwear, including 6 Doctors Without Borders staffers, and bombed the UNRWA headquarters in northern Gaza. More than 19,667 Palestinians had been killed by Israeli forces in Gaza, including at least 7,729 children and 5,153 women, and around 54,000 had been injured since 10/7. At least 8,000 people were missing in rubble, including 1,700 children. 294 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 74 children. More than 3,387 people have been injured. A survey conducted by the Euro-Mediterranean Monitor said 71% of Palestinians in Gaza suffer from extreme hunger. 98% said they were not able to eat enough food. 64% said they had eaten grass and expired food. (AJ 12/19)

UN Security Council members negotiated for the second day in a row over the wording of a resolution. The U.S. opposed language calling for a ceasefire and putting the UN in charge of inspecting aid deliveries to Gaza instead of Israel. The vote was postponed until 12/20. Israeli forces also notified residents of Husan, Wadi Fukin, and al-Jaba’ that it will seize 1,500 dunams (370 acres) of land to construct a settler-only road. In Gaza, Israeli forces shot and injured 4 Palestinians trying to reach their homes in northern Gaza. Israel claimed that several Israel soldiers had been injured in 2 separate attacks involving explosives and live ammunition. 30 Palestinians were released from Israeli prisons, 15 women and 15 children, on the fifth day of the prisoner exchange. 12 captives held in Gaza were released to Israel, including 10 Israeli women and 2 Thai nationals. Hundreds of Palestinians cheered the release of the captives, and members of both Hamas and Islamic Jihad were present during the handover to the Red Cross. Israel added 46 Palestinian prisoners to the list of people it is willing to exchange for Hamas-held captives, including 20 Palestinian citizens of Israel who had been arrested after 10/7 on charges of incitement. The Hadash party condemned the Israeli decision, saying it could serve as a justification for the Israeli government to revoke their citizenship. Hamas leader in Gaza Yahya Sinwar reportedly visited some of the Hamas-held captives on 10/8, telling them they would not be harmed. The Palestinian Prisoners’ Society said Israel had arrested 168 Palestinians in the West Bank, while it had released 150 as part of the prisoner exchange. U.S. secretary of state Antony Blinken spoke with Qatari prime minister Mohammed bin Abdulrahman Al Thani, thanking him for “Qatar’s partnership and critical efforts to secure the release of hostages held by Hamas.” National Security Advisor Jake Sullivan said the U.S. had airlifted 54,000 pounds of humanitarian aid to Egypt for Gaza. U.S. officials said that the Biden administration had told Israel it had to avoid “significant further displacement” in its planned invasion of southern Gaza. In the West Bank, Israeli forces raided Tulkarm refugee camp, killing 6 Palestinians and injuring 3 in a drone strike, uprooted streets, and put 2 hospitals under siege. Israeli forces also shot and killed 2 Palestinians, including a child, during raids in ‘Azzun and Burin. Elsewhere, Israeli forces shot and injured a Palestinian in Beitunia. Israeli forces also notified a Palestinian landowner that it will seize 2.5 dunams (.62 acres) of his land in Beit Dajan to construct a settler road. Meanwhile, Israeli forces demolished 6 residential structures and 1 agricultural structure in Shaab al-Butum in the Masafer Yatta area, displacing 20 people. 38 Palestinians were arrested during late-night raids in Bethlehem, Ramallah, Qalqilya, and Tubas. In Gaza, Israeli forces attacked Khan Yunis, Gaza City, Nuseirat refugee camp, Jabalia refugee camp, and the Indonesian and Kamal Adwan hospitals, killing at least 80 people. The number of fatalities was likely much higher given the lack of communication with hospitals and civil defense members in northern Gaza. 3 premature babies died at the Kamal Adwan Hospital due to the incubators failing as a result of a lack of fuel. The administration at the Indonesian Hospital said it had been ordered by Israel to evacuate the hospital. 14 ambulances arrived at al-Shifa Hospital to start evacuating the 250 remaining patients. The Red Crescent said 3 paramedics and a companion of a wounded Palestinian were detained by Israeli forces, with 1 of the paramedics being arrested, and that Israel obstructed the evacuation efforts. 190 patients were evacuated from the hospital over a 20-hour period. 2 Israeli soldiers were killed. Rockets were fired from Gaza at Israel; no injuries were reported. In Lebanon, Israeli airstrikes killed 5 people in Beit Yahoun, including the son of Hezbollah MP Mohammed Raad. The bodies were initially seized by Israel at al-Shifa Hospital and in Beit Hanun and handed over to Palestinian authorities prior to arriving in Khan Yunis in a shipping container. UN under-secretary-general for humanitarian affairs and emergency relief coordinator Martin Griffiths called the humanitarian crisis in Gaza the “worst ever,” adding “I do not say that lightly. I started off in my twenties dealing with the Khmer Rouge and the Killing Fields.” (HA 11/22)

Israel and Hamas agreed to the terms of a 4-day ceasefire that would see 50 women and children held in Gaza released in exchange for 150 Palestinian women and children being released from Israeli prisons. The start of the ceasefire would be announced within 24 hours, awaiting the Israeli High Court of Justice’s consideration of Israeli public appeals against the deal. The ceasefire could be extended for one additional day for every 10 additional captives released from Gaza. There are about 240 captives held by Hamas and Islamic Jihad. Israel agreed to stop military movement and allow people to travel from the north of Gaza to the south on Salah al-Din road, but said it would not allow movement to the north. 300 trucks carrying aid, including fuel, would be allowed into Gaza every day. Furthermore, Hamas said Israel had agreed to stop drone flights over southern Gaza during the period of the ceasefire and not fly over northern Gaza for 6 hours a day and that Israel could not attack or arrest anyone during the 4-day period. Israel published a list of 300 Palestinian prisoners, including 123 children, that it deemed eligible for release. Most of the prisoners on the list were arrested in the past 2 years for minor offenses. Islamic Jihad said the Israeli soldiers it is holding captive will not be released until all its members are released from Israeli prisons. PA president Mahmoud Abbas welcomed the agreement and thanked Qatar and Egypt for their mediation efforts. The Israeli cabinet approved deal in the early hours of the day after a 6-hour meeting. 3 ministers from the Otzma Yehudit party voted against it while 35 ministers voted in favor. Hamas deputy political leader Khalil al-Hayya and Hamas representative in Lebanon Osama Hamdan met with Hezbollah secretary-general Hassan Nasrallah in Lebanon, discussing the ceasefire. It was reported that Hezbollah would enter the ceasefire if Israel did not attack Lebanon during the 4-day period. (HA 11/22)

The PA cabinet held an emergency session on the situation in Gaza and the PA’s financial situation given the Israeli decision to withhold more funds from the PA tax revenue and the PA’s refusal to accept the reduced sums. The cabinet decided to allow each ministry to find ways to reduce their expenses and indicated that civil servants will not be paid their salaries or will receive reduced salaries due to the financial crisis. Israel claimed to have found a 525-foot-long tunnels underneath al-Shifa Hospital, saying it was used by Hamas. Videos of the tunnels released by Israel showed the tunnels were completely empty, aside from an air-conditioning unit. Former Israeli prime minister Ehud Barak said earlier this week that Israel constructed tunnels under al-Shifa in the 1980s. U.S. president Joe Biden released a statement welcoming the temporary ceasefire, thanking the leaders of Qatar and Egypt. Biden told President Abdel Fattah el-Sisi that the U.S. opposes forced deportation of Palestinians in Gaza to Egypt and the redrawing of the Gaza borders. Biden also spoke with Prime Minister Netanyahu, emphasizing the “importance of maintaining calm along the Lebanese border as well as in the West Bank,” according to the U.S. readout of their conversation. Secretary of State Antony Blinken spoke with the foreign ministers of Saudi Arabia, the UAE, and Qatar. Politico reported that the Biden administration was worried that an unintended consequence of the ceasefire would be journalists being able to “illuminate the devastation” in Gaza since they would have more access. (AJ 11/22)

Palestinians who met Pope Francis at the Vatican said he described the situation in Gaza as genocide. A Vatican spokesperson later said that he was not aware that the pope used the word. Pope Francis also met with Israeli relatives of people held captive in Gaza by Hamas. (AJ, HA, WAFA 11/22)

Hamas said it had agreed to the terms of the first prisoner exchange and temporary ceasefire. Islamic Jihad said it was coordinating with Hamas on the prisoner exchange deal. The Israeli war, security, and government cabinets convened in separate meetings in the evening to discuss the deal. During the raid Israeli forces opened fire at ambulances, used drones to attack buildings with airstrikes, and used 4 bulldozers to raze paved streets. Israeli forces also shot and killed 4 Palestinians during raids in al-Am’ari refugee camp, Balata refugee camp, Hebron, and Bethlehem. Meanwhile, Israeli forces shot and injured 69 Palestinians during raids in Bethlehem, Beit Furik, Aqraba, Ni’lin, Jenin, Balata refugee camp, and al-Bireh. Israeli forces also displaced 20 Palestinian families from their homes in Khirbet Tana, demolishing homes and destroying beehives. 50 Palestinians, mostly people from Gaza working in Israel before 10/7, were arrested in Barta’a. In Gaza, Israeli airstrikes killed 243 Palestinians and injured around 430 others. Israeli airstrikes targeted the vicinity of al-Nasr Hospital, al-Awda Hospital, the Indonesian Hospital, and al-Shifa Hospital, killing at least 3 people and causing significant damage to the hospitals and 2 ambulances.  Israeli said it assassinated Hamas member Ibrahim Abu-Ma’asiv in an airstrike. 2 Israeli soldiers were killed in Gaza. French president Emmanuel Macron, who hosted the conference, said civilians in Gaza must be protected, calling for humanitarian pauses and for countries to work on a ceasefire. Egyptian foreign minister Sameh Shoukry complained that the international community has an “imbalance” in its conscience when it ignores Israeli violations of international law. Separately, PA presidential spokesperson Nabil Abu Rudeineh said Israel’s aim is to kill as many Palestinians as possible, referring to the many killed in the West Bank as Israel attacks Gaza. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. The bodies of 62 unidentified Palestinians were buried in a mass grave near al-Shifa Hospital. It was the third time Palestinians in Gaza had to resort to burying Palestinians killed by Israel in a mass grave since 10/7. 33 trucks carrying aid entered Gaza. In Gaza, an Israeli airstrike killed 471 Palestinians in al-Ahli Arab Hospital in Gaza City. The hospital, which was filled with patients and Palestinians seeking shelter from Israeli bombardment, had received evacuation warnings from Israel on 10/14, 10/15, and 10/16. Israel claimed it was an errant rocket fired by Hamas that caused the mass casualties, however all evidence presented by Israel was debunked in subsequent investigations. Other Israeli airstrikes killed around 200 Palestinians, mostly in Rafah and Khan Yunis. Israel also assassinated the head of Hamas’ Shura Council Osama Mazini, who led negotiations on the prisoner exchange that saw Gilad Shalit transferred to Israel in exchange for 1,000 Palestinian prisoners in 2011, and Hamas commanders Muhammad Alwadia, Ayman Nofal, and Akram Hijaz. Israeli airstrikes also reportedly killed 3 members of Hamas political leader Ismail Haniyeh’s family. 6 were killed in an airstrike on an UNRWA school sheltering Palestinians in al-Maghazi. In the West Bank, there were large demonstrations against the PA and the Israeli bombing of the al-Ahli Arab Hospital throughout the West Bank, with PA forces violently dispersing Palestinian protesters, killing a 12-year-old girl in Jenin with live ammunition, and injuring many others with tear gas. Israeli forces shot and killed 2 Palestinians, including a minor, during raids in Halhul and Nabi Salih. An elderly Palestinian succumbed to injuries sustained from Israeli forces on 10/13 in Nablus. The UN reported that over 1 million Palestinians have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 11,887 housing units have been destroyed in Israeli airstrikes since 10/7. The number is likely much higher as the latest data is from 10/14. The Palestinian civil defense team said that more than 1,000 Palestinians were under the rubble of buildings in Gaza. Israel attempted to deny that it killed hundreds of Palestinian civilians in an airstrike on al-Ahli Arab Hospital in Gaza, presenting a range of questionable evidence to put the blame on Islamic Jihad. Israeli government social media accounts published what it claimed to be evidence that it was a rocket misfire not an airstrike, but later deleted the videos when a New York Times journalist questioned the timing of the videos. Military spokesperson Daniel Hagari said “[a]ccording to our intelligence, Hamas checked reports and understood it was a Palestinian Islamic Jihad misfire, then launched a global media campaign to inflate numbers of casualties.” Israel has previously employed misinformation campaigns to deflect blame for atrocities, on occasion then taking responsibility long after the event, as in the case of the killing of Shireen Abu Akleh. A UK Channel 4 investigation said evidence presented by Israel was both likely fabricated and contradictory, but did not reach a conclusion regarding the origin of the blast. Israeli president Isaac Herzog called reports that Israel conducted the airstrike “21st century blood libel.” Many Western leaders called for an investigation or referred to the loss of life without condemning the perpetrators. Leaders in the Middle East were unequivocal in their condemnation of the Israeli airstrike. PA president Mahmoud Abbas met with Israeli defense minister Benny Gantz in Ramallah. According to the Israeli defense ministry, the 2 talked about security policy, civilian and economic issues, and measures Israel will take to strengthen the PA economy. According to Gantz’s office, among the agreements made were granting residency rights to Palestinians living in the West Bank without legal status and Israel’s providing the PA with an advance of its tax income of $155 million. Gantz also said after the meeting, “the stronger the Palestinian Authority is, the weaker Hamas will be.” Sources close to Israeli prime minister Naftali Bennett said that there was no diplomatic process between Israel and the PA and that there would not be 1 during his time as prime minister. A Palestinian official said that Abbas asked Israel to stop conducting operations in Area A and allow family reunifications as part of efforts to improve the PA-Israel relations. Later at a PLO executive committee meeting, President Abbas said that he had told Defense Minister Gantz that the PA position on peace is based on the Arab peace initiative, and that PA wants Israel to release long-term Palestinian prisoners, return the bodies of Palestinians killed by Israel, end settlement construction, and curb settler attacks. Hamas spokesperson Sami Abu Zuhri called the meeting dangerous and disrespectful. Islamic Jihad also condemned the meeting. The meeting was the 1st between President Abbas and an Israeli government official since 2010. Israeli settlers also uprooted some 50 olive trees near al-Twana. Elsewhere, Israeli settlers and military escort raided Kafr Ni‘ma, leading to confrontations; no injuries were reported. Israeli forces shot and injured 1 Palestinian man trying to enter Israel for work at the separation barrier near Barta‘a. Israeli forces also clashed with Palestinians during a raid in Tuqu‘, injuring 1 child who was hit by a tear gas canister, others suffered tear-gas related injuries. 7 Palestinians were arrested during raids in and around Kaubar, Dura, Hebron, Dheisheh refugee camp, and al-Khadir; during the raid in Dheisheh refugee camp, 1 Palestinian was injured by Israeli forces using live ammunition and others suffered tear-gas related injuries. In East Jerusalem, Israeli forces demolished 1 Palestinian-owned home in Shaykh Jarrah. Palestinians protested the pending eviction of 4 Palestinian families in Shaykh Jarrah whose homes are expected to be taken over by Israeli settlers. Israeli authorities also banned the Old City’s caretaker of Islamic cemeteries from entering the city for 15 days. 5 Palestinians were arrested, including 4 during late-night raids in al-Tur and 1 at the Haram al-Sharif compound. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 6 nautical miles west of Gaza City, causing damage to 3 boats. In Gaza, Israeli forces made incursions and leveled farmland north of Bayt Lahiya. In Israel, 1 Palestinian from the West Bank was arrested at his workplace in Umm al-Fahm. 14 Palestinian factions, including Fatah and Hamas, released a joint statement following 2 days of meetings in Cairo confirming the Palestinian elections to be held in May, July, and August. German foreign minister Heiko Maas tweeted that Germany does not agree with the ICC on the issue of the ICC’s territorial jurisdiction in the West Bank, East Jerusalem, and Gaza, saying that the State of Palestine is not recognized in international law. Foreign Minister Maas’s tweet came 1 day after he spoke with Israeli foreign minister Gabi Ashkenazi, who has been reaching out to allies to have them publicly side with Israel in the matter of the ICC investigation. Unlike the U.S. and Israel, Germany is part of the ICC. The EU has said it supports the independence of the ICC. Canada and Australia, also members of the ICC, have also expressed dismay about the territorial jurisdiction ruling. The PA foreign ministry said it regretted that Israel had been successful in convincing Germany, Canada, Australia, Austria, Brazil, and others in opposing the ICC investigation. Israeli and Palestinian negotiators return to Cairo and reports appear in the press of a potential breakthrough. Senior Islamic Jihad officials Khalid al-Batsh and Ziad Nakhleh are quoted saying they believe an agreement will be made within hours. Lebanon-based Hamas official Usama Hamdan says “there has been positive and fast progress.” An anonymous Palestinian official says that the Palestinian delegation would accept the new Egyptian proposal that would open the crossings into Gaza for aid and construction material, and defer disputed points to further negotiations to be held in 1 mo. Notably, Egypt requires the Rafah crossing to be negotiated with the Palestinians directly, separate from the indirect negotiations with the Israelis. In closed meetings at the UN headquarters in New York, U.S. diplomats present principles for a UNSC res. that would call for a cease-fire in Gaza and conduct meetings with their German, French, and British counterparts, as well as Jordanians, in the hope of reconciling the 3 different proposals. Benny Gantz announces that in light of the dramatically increasing number of covert foreign operations Israel has undertaken in the past year, the Israeli DMin. has formed a new operational branch called the Depth Corps specifically to handle special operations “deep in enemy territory.” The new branch (separate fr. the existing Northern, Southern, and Central Commands) will be headed by former special operations commander Maj. Gen. Shai Avital and will pull and coordinate resources fr. the military’s various elite commando units on an ad hoc basis, depending on the mission. Israel confirms that it is building a 10-mi. Palestinian-only road around Ma’ale Adumim settlement, linking Jericho and Bethlehem and bypassing Jerusalem, to create “transportational contiguity” btwn. Palestinian communities that would otherwise be cut off by the separation wall; critics note that 56 acres of privately owned Palestinian land and 352 acres of “state land” have been appropriated for the construction, which will also allow for the expansion and linkage of Ma’ale Adumim, Mishor Adumim, and Kedar settlements. In Gaza, the IDF raids and searches homes in al-Shuka, occupying several houses as observation posts (troops are still in the village at the end of the day); sends troops into al-Fakhari nr. Khan Yunis, raiding several homes, leveling lands, firing on residential areas, causing no reported injuries; sends troops into Bayt Hanun, bulldozing at least 100 d. of citrus trees and fences around a college and cemetery, withdrawing in the evening. In an agmt. reached between Hamas and Egypt, apparently without Israeli knowledge, 85 Palestinians fr. Hamas, Islamic Jihad, and the PRCs stranded in Egypt since the Gaza border was closed on 6/12 are transported in Egyptian busses to the Rafah crossing and allowed entry into Gaza before dawn. The 80 include 2 Reform and Change legislators, a number of suspected Hamas and Islamic Jihad militants, and Palestinian civilians with suspected ties to Hamas whom the PA did not grant permission to return to Gaza with the 6,000 Palestinians allowed reentry last quarter (see Chronology in JPS 145). In Gaza, the IDF sends troops into areas e. of Jabaliya r.c., exchanging fire with Palestinian gunmen who confront them, killing 2 armed Palestinians. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus and nr. Bethlehem, Jenin. Some 500 Jewish settlers occupy a hill overlooking Road 60 nr. Hebron, barring Palestinian farmers fr. reaching their land. Jewish settlers also occupy sites nr. al-Nabi Yunis Junction in Hebron and nr. Efrat settlement (nr. In the West Bank, the IDF demolishes a Palestinian house, 2 mobile homes, a water reservoir nr. Bethlehem; demolishes 1 home, part of a 2d nr. Nablus; conducts arrest raids, house searches in Jenin, nr. Tulkarm. Jewish settlers fr. Beni Hefer nr. Hebron burn 75 d. of Palestinian olive groves (255 trees) nr. the settlement. In Gaza City, 100 Palestinian vendors stage a nonviolent march to Haniyeh’s office to protest the ESF’s removal of their stalls along a main Gaza City street to ease traffic congestion. Some 4,500 Democratic Front for the Liberation of Palestine (DFLP), Hamas, Islamic Jihad, PFLP supporters (nearly half of them children) stage a nonviolent demonstration at the Rafah crossing, calling on Israel to open the checkpoint to allow entry to Palestinians stranded on the Egyptian side. A new Hamas-affiliated mayor is appointed to the al-Bureij r.c. municipality (no details are reported). A Hamas mbr. dies of injuries received during the 6/27 IDF raid on Gaza City. In Gaza, Fatah-Hamas fighting that erupted in Rafah on 6/9 escalates sharply, spreading across the Strip (Dayr al-Balah, Gaza City, Jabaliya r.c., Rafah), with 100s of gunmen exchanging RPG and machine gun fire, and sides kidnapping rival mbrs. and setting up security checkpoints, leaving at least 4 Palestinians dead, 36 wounded (mostly civilians). Incidents include a PA presidential guard mbr. being shot and thrown off an 18-story Gaza City building, the retaliatory abduction and killing of a Hamas cleric, and the murder of an ESF officer by throwing him off a high-rise building. Late in the evening, Fatah, Hamas officials call on their fighters to leave the streets and observe a cease-fire. Meanwhile, in response to the 6/9 Islamic Jihad–AMB attack, the IDF makes 3 predawn air strikes on Gaza City, destroying a study center and charitable association run by Islamic Jihad and an alleged AMB weapons depot, wounding 7 bystanders. The IDF ends operations in Shuka, releasing all but 6 Palestinians detained at the start of the incursion on 6/8. Citing intraPalestinian fighting, Israel forces the closure of Rafah crossing, barring EU monitors fr. reaching the site. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, nr. Hebron. Jewish settlers burn 200 d. of Palestinian agricultural land nr. Tulkarm.
