In the West Bank, the IDF conducts arrest raids, house searches in and around Hebron, nr. Bethlehem, and in Aida r.c., Jenin (detaining a senior Islamic Jihad cmdr.), Nablus; begins work on a new segment of the separation wall s. of Bethlehem nr. Um Salamuna; fences off areas along a settler bypass road through Jinata village nr. Bethlehem, declaring the areas closed military zones. (In response to the Jenin arrest, Islamic Jihad fires 7 rockets fr. Gaza into Israel, seriously wounding 2 13-yr.-old Israeli boys in Sederot.) Israel announces approval for a new Jewish settlement, Maskiyot, in the n. Jordan Valley, where construction work to house 23 settler families evacuated fr. Shirat Hayam in the Gaza disengagement began several mos. ago, though 100 families are expected to move there in the near future; the approval violates pledges to the U.S. to halt settlement expansion and marking the government’s 1st official announcement of a new settlement since 1992 (though more than 100 unauthorized settlements have been built since 3/01); Israel claims the settlement is not new but the revival of a settlement approved in 1981; the site has been in use as an IDF base. As Operation Autumn Clouds continues, a female Palestinian suicide bomber, claiming retaliation for a 6/9/06 IDF attack on the Bayt Lahiya beach that killed 8 Palestinians, detonates a device nr. IDF troops in Bayt Hanun nr. the site of a mosque where the IDF killed 2 Palestinian women on 11/3, lightly wounding 2 IDF soldiers. The IDF conducts at least 2 air strikes on Jabaliya, killing at least 2 armed Palestinians, 1 Palestinian schoolboy, wounding several students on their way to school; fatally shoots 1 armed Palestinian in clashes in Bayt Lahiya. Late in the evening, the IDF begins withdrawing troops fr. Bayt Hanun but does not say whether it is ending operations there; Olmert vowed on 11/5 not to halt operations until Palestinian rocket fire, which has increased since the troops entered, is significantly reduced. In the West Bank, the IDF conducts arrest raids, house searches in and around Hebron, nr. Ramallah, and in Aida r.c. nr. Bethlehem, ‘Ayn Bayt al-Ma’ nr. Nablus, Bayt Jala. The IDF withdraws troops fr. n. Gaza, leaving 60–130 Palestinian homes and a UNRWA clinic completely destroyed or uninhabitable; sends troops into al-Shuka village nr. Rafah, cutting electricity, bulldozing large areas of agricultural land, forcing 97 families (703 Palestinians) to flee their homes (UNRWA sets up 3 tent shelters in Jabaliya r.c. to house them); fires across the border into residential areas of Nussayrat r.c., wounding 1 Palestinian; shells and fires missiles fr. helicopters at areas in and around Abasan and nr. Khan Yunis; allows EU monitors to reopen the Rafah crossing for entry to Gaza; resumes shelling of n. Gaza late in the evening. Palestinians fire 2 rockets fr. Gaza into Israel, causing no damage or injuries. The IDF strikes at least 110 targets across Lebanon, hitting a Lebanese army base (killing 11 soldiers, wounding 35), a home in s. Lebanon (killing 9 Lebanese civilians), targets in Baalbek; targets trucks in what is seen as a new campaign aimed at preventing Hizballah from relocating rockets, though most trucks hit are civilian ones bearing essential goods to Lebanese towns, including destroying a convoy in the Biqa‘ Valley carrying medical supplies fr. the UAE; continuing to destroy roads and bridges. At least 20 Lebanese are killed during the day. The IDF confirms that small special forces teams have been conducting “pinpoint operations” in s. Lebanon, searching for arms caches and tunnels, withdrawing quickly; today some teams clash with Hizballah mbrs. reportedly leaving 2 IDF soldiers dead, 3 injured. Hizballah fires up to 130 rockets at some 10 cities in n. Israel, killing 1 Israeli, wounding around 20 in Nahariya, also hitting Haifa, Kiryat Shimona, Safad, Tiberias. The UN estimates that 500,000 Lebanese (out of a population of 4 million) have fled their homes to escape the violence. Lebanese begin to report shortages and rising costs of essential items, such as food and gas; begin withdrawing cash from banks and converting money into dollars in preparation for long-term deflation and economic hardship. The IDF sends undercover units into Tulkarm in a car with Palestinian license plates to arrest a wanted Palestinian; later sends a 2d undercover unit into Tulkarm that is intercepted by PA security forces, withdraws after an exchange of fire, causing no injuries; sends undercover units into Jenin, who exchange fire with local gunmen, withdraw under IDF support, without making any arrests; demolishes a Palestinian home nr. Jenin next to the separation wall; patrols in Tubas, firing on residential areas; conducts arrest raids, house searches in and around Nablus, Tulkarm and in Aida r.c., al-Fara‘a r.c. (firing on stone-throwing youths who confront the troops). In Rafah, at least 100 Fatah, Hamas gunmen clash, leaving 1 Hamas mbr. and 1 Palestinian bystander dead and 15 Palestinians wounded, with Hamas firing antitank weapons and rocket-propelled grenades (RPGs) at the local PSF headquarters. (Hamas says that Fatah gunmen fired on a Hamas funeral procession, precipitating the clash, while Fatah says that Hamas mbrs. in the procession fired first on the PSF headquarters along the route.) Soon after, 100s of Fatah-dominated PA security forces and AMB mbrs. reacting to the Gaza violence rampage through Ramallah, raiding, firing on, vandalizing, setting fire to the PC building and the cabinet headquarters in a show of force against Hamas. Later, Fatah gunmen kidnap Change and Reform PC mbr. Khalil Rabei, set fire to his Ramallah office; Rabei is freed hrs. later at Abbas’s intervention; 7 other Change and Reform PC mbrs. take refuge in the Muqata‘a under Abbas’s protection. Abbas declares a state of emergency and curfew. Inside Israel, Israeli police arrest 7 Palestinians in Shafa ‘Amr suspected in the 8/4/05 killing of an IDF soldier who boarded a bus in the town and opened fire, killing 4 Palestinians before being beaten to death. In addition, unknown assailants vandalize the Orthodox Christian Church in Majdal nr. Nazareth; the recently refurbished church, which tends to a growing Russian Orthodox population, has been threatened on several occasions by local right-wing Jews. (MM, NYT, WP, WT 6/13; PCHR 6/15)

During the day, the IDF sends undercover units in a car with Palestinian license plates into Qalqilya to arrest 3 Palestinians; patrols in Aida r.c. nr. Bethlehem; issues military orders seizing 30 d. of Palestinian agricultural land nr. Hebron. Late in the evening, the IDF for the 1st time since the Gaza disengagement makes a major ground incursion into n. Gaza to prevent rocket fire, sending undercover troops to ambush and kill 3 Islamic Jihad mbrs. nr. the fmr. settlement of Dugit, immediately withdrawing to Israel afterward; minutes after the withdrawal an IDF helicopter fires missiles on the same area, wounding 4 Palestinian medics, 2 journalists covering the incident; soon after, helicopters fire on the area a 2d time, killing a PA security officer checking the area, wounding a bystander. The IDF also conducts late night arrest raids, house searches in al-Bireh (searching the home of Change and Reform mbr. and PC dep. secy. ‘Aziz Kayid, confiscating computer disks) and nr. Bethlehem, Qalqilya; sends undercover units into Balata r.c. (exchanging fire with wanted Palestinians, killing 1 Palestinian, wounding 4) and Qabatya (firing on 4 wanted Palestinians without warning, assassinating Islamic Jihad mbr. The IDF raids Qabatya, surrounds the home of senior Islamic Jihad military leader Elias al-Ashkar, killing Ashkar and 4 Islamic Jihad mbrs. in an exchange of fire, sparking massive protests in Qabatya in which soldiers kill a 6th Palestinian, wound 16 (including a journalist); sends undercover units into Jenin in car with Palestinian license plates, willfully shooting and killing a PA General Intelligence Service (GIS) officer guarding the GIS headquarters in Jenin, besieging a house nearby, arresting 1 wanted Palestinian; shoots, wounds senior Islamic Jihad political leader Shaykh Mahmud al-Sadi outside Jenin in an apparent assassination attempt; conducts additional arrest raids, house searches in and around Nablus, in Tulkarm, nr. Hebron; raids Aida r.c., chasing and firing on Palestinian children who allegedly threw stones at IDF soldiers, wounding an 11- and a 12-yr.-old with live ammunition; confiscates goods from, demolishes 13 shops in a farmers market in the Jordan Valley; captures a Palestinian boat smuggling explosives fr. Egypt to Gaza. A small bomb explodes at a hitchhiking post outside Shiloh settlement nr. Ramallah, lightly wounding 1 Jewish settler; no group takes responsibility. Unidentified gunmen shoot, wound a bodyguard outside the home of PA GIS Gaza chief Maj. Gen. Tariq Abu Rajab; no group claims responsibility. The Israeli High Court upholds (6–5) a 2002 law that sharply restricts family reunification for West Bank and Gaza Palestinians married to Israeli Palestinians living in Israel to women over age 25 and men over age 35. (AP, B’Tselem press release, HA 5/14; HA, MM, NYT, WP, WT 5/15)

The IDF continues to shell n. Gaza (wounding a Palestinian in Jabaliya r.c.), sends armored bulldozers several dozen yards inside Gaza for a 2d day to search for buried explosives, as IDF Dep. Chief of Staff Maj. Gen. Moshe Kaplinsky warns that the IDF could launch ground operations into Gaza if rocket fire fr. Gaza into Israel keeps up. The IDF also opens the Kerem Shalom (closed 4/13) to allow in basic foodstuffs and gas (most trucks entering are for the UN); raids a girls elementary school in Far‘un in the West Bank; patrols in, fire on residential areas of Aida r.c.; conducts arrest raids, house searches in and around Nablus, nr. Hebron. In Jabaliya r.c., 1,000s of Palestinians rally to denounce the cut off in some international aid, continued Israeli shelling and overflights of Gaza. (HA, NYT, WT 4/15; PCHR 4/20)

Early in the morning, the British and U.S. monitors guarding 6 political prisoners in the PA’s Jericho jail pull out of the city, citing security concerns. Within 20 minutes, the IDF encircles and imposes a curfew on Jericho, sends 80 tanks and armored vehicles, backed by helicopters, into the city, launching Operation Bring the Goods Home to take custody of the 6 prisoners (including PFLP head Ahmad Saadat). IDF troops surround the jail, order the 280 prisoners and PA guards to surrender, begin demolishing the jail and attached PA barracks, clashing with some prisoners, guards, and local Palestinians. (Although the U.S., Britain deny coordinating with Israel, Israeli DM Shaul Mofaz says Israel knew of the monitors pending departure and had been plotting the attack for 1 wk.). After 12 hrs., the remaining prisoners, including the 6 targeted men, surrender. At least 1 PA prison guard and 1 Palestinian prisoner are killed, more than 50 guards and prisoners are wounded, 10s of local Palestinians are injured. In response to the raid, Palestinian gunmen across Gaza and the West Bank (reportedly PFLP and AMB mbrs.) raid hotels, news outlets, and foreign offices, kidnapping at least 9 foreigners, vandalizing foreign-owned offices. Most foreigners kidnapped are quickly released. PA police fire on PFLP mbrs. breaking into the French Cultural Center in Gaza, killing 1 PFLP mbr., wounding 9. Some 15,000 Palestinians demonstrate in Gaza City. As a result of the violence, the UN suspends operations in Gaza; the EU withdraws observers from the Rafah crossing, forcing it to close. Meanwhile, the IDF also closes the Qarni crossing; bars a pregnant Palestinian woman fr. crossing a checkpoint to reach a Ramallah hospital, forcing her to give birth at the checkpoint; conducts arrest raids, house searches in and around Bethlehem, nr. Hebron and Qalqilya, and in ‘Aida r.c., Jenin town and r.c., Qabatya; begins work on a new segment of the separation wall nr. Dahiyat al-Barid n. of Jerusalem. The IDF tightens restrictions on Palestinian movement around Ramallah in the morning, coinciding with the convening of the new Palestinian Council (PC) session (see below); sends troops back into al-Khadir (see 2/17), sets up roadblocks, conducts ID checks looking for youths who threw stones at Israeli cars on Route 60, arresting 2; raids, searches a Palestinian home in Hebron, severely beating but not arresting 1 resident; conducts arrest raids, house searches in Aida r.c., arresting 2 15- yr.-old Palestinian boys. The new Palestinian Council (the second elected since the PC was formed in 1995) is sworn in in Ramallah, with Gazan reps. participating by video link, since Israel barred their passage to the West Bank. The IDF conducts mock air raids over the Gaza Strip, breaking the sound barrier; imposes a curfew on, sends troops into al-Shayukh and Sa’ir nr. An IDF undercover unit driving a car with Palestinian plates enters Aida r.c., arrests 2 Palestinians. A Palestinian bystander wounded in the 2/4 IDF assassination of 3 AMB mbrs. in Gaza City dies. The Israel Lands Authority (ILA) bulldozes 2,500 d. of bedouin crops (classified as state lands) nr. Beersheba to dissuade the bedouin fr. staying in the area. In previous years, the ILA sprayed the land with pesticides but the Israeli High Court ruled against that practice in 2004. The ILA has offered to rent the land back to the bedouin for the duration of the growing season at a nominal fee, but the bedouin have refused, saying a lease would give legal backing to Israel’s claim that the land does not belong to the bedouin. IDF undercover units raid Jenin, assassinate West Bank head of Islamic Jihad’s al-Quds Brigades Nidal al-Sadi, his aide Ahmad Tubasi in a shootout that leaves 1 IDF soldier wounded; also open fire on angry Palestinians who gather to throw stones at the troops, wounding 11. The IDF reinforces troops in Hebron’s old city; demolishes 2 Palestinian homes nr. Bethlehem for being built without permits and being too close to the separation wall; bulldozes 2 d. of agricultural land adjacent to a settler bypass road nr. al-Khadir; conducts arrest raids, house searches in Aida r.c. and nr. Hebron (occupying a home as an observation post), Nablus, Tulkarm. Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries. Jewish settlers angry over the plans to evacuate Amona outpost bar Palestinians fr. traveling a stretch of the Nablus–Ramallah road nr. Shilo settlement. Also in protest of the Amona evacuation, 100s of Jewish settlers storm an IDF base at the nearby Ofra settlement. Meanwhile, Jewish settler families who have been squatting in Palestinian stores in the Hebron market leave voluntarily in exchange for the Israeli government’s promise to look into speeding up legal proceedings to expropriate the market and allow Jewish settlers to rent it. The IDF halts and blows up a Palestinian vehicle nr. Qalqilya, without giving a reason; conducts arrest raids in and around Hebron (occupying 1 home as an observation post), nr. Bethlehem, Jenin, and Ramallah, and in Aida r.c., Nur al-Shams r.c. (firing on residential areas), Tulkarm (firing on residential areas). Some 20,000 Fatah mbrs. angry over their election defeat stage marches, rallies across Gaza; Fatah mbrs. also temporarily take over the PC buildings in Gaza City, Ramallah calling for the Fatah leadership to resign; some 2,000 Fatah mbrs., some armed, march through Nablus, 500 march in Hebron, and 100s rally outside the Muqata in Ramallah, making the same demand. Hamas gunmen ambush, wound 2 PA policemen in Khan Yunis, apparently in retaliation for a clash that left a Hamas mbr. wounded on 1/27. Palestinian farmers in Gaza dump rotting produce at the Qarni crossing to protest Israel’s closing of the export point despite its pledge to the U.S. to keep it open on “an urgent basis.” (Israel sealed the crossing on 1/14 citing intelligence reports that a tunnel was being dug nearby; PA security forces have been looking for a tunnel without success, and Israel won’t say where intelligence indicates the tunnel may be.)
