In the West Bank, 1 Israeli settler was injured in a stabbing incident near Hizma; Israeli forces later arrested 1 Palestinian man for the stabbing and for a similar stabbing against an Israeli settler on 3/2. Israeli forces also violently dispersed Palestinians protesting a raid in Nablus, injuring 2 with rubber-coated bullets. Elsewhere, Israeli forces demolished 1 agricultural structure in Kardala. 21 Palestinians were arrested during late-night raids in Kobar, Ramallah, Nablus, Bayt Dajan, Jenin, Aqabat Jaber refugee camp, Harmala, Hebron, and Yatta. The Jerusalem district court froze registration of ownership of the Alexander Nevsky Church in the Old City of Jerusalem, saying that the decision of ownership of the church was for the Israeli government to decide. The Russian government has tried to register the ownership of the church for itself rather than the Imperial Orthodox Palestine Society. The Israeli justice ministry said in January 2020 that the church would be registered as owned by the state of Russia as part of a deal between Israel and Russia over the release of an Israeli citizen who was arrested in Moscow for drug trafficking. The Saudi Arabian state news agency SPA reported that Saudi crown prince Mohammed bin Salman said Israel could become an ally of Saudi Arabia if Israel “solve[s] its problems with the Palestinians.” Crown Prince bin Salman also said Saudi Arabia will continue talks with Iran to solve the 2 countries’ conflict. The Israeli company American Quality Products (AQP), which is licensed to manufacture and distribute Ben & Jerry’s ice cream in Israel, filed a lawsuit against Ben & Jerry’s and its parent company Unilever in a U.S. court. The lawsuit claims that Ben & Jerry’s decision to end its licensing agreement as part of a disengagement from Israeli settlements is unlawful. AQP is using U.S. state and federal anti-BDS laws as its premise for suing Ben & Jerry’s. (CNN, HA, JP, MEMO, REU, TOI, WSJ 3/3)

In the West Bank, an Israeli settler vandalized 10 mature olive trees in Burin. Israeli forces leveled 30 dunams (7.5 acres) of land in the villages of Qusra, Jayyus, and Aqraba. Israeli forces also razed land in Kardala. Elsewhere, Israeli forces raided Sabastia, closing off areas of the village to Palestinians. Israeli forces also violently dispersed Palestinian protesters in Deir al-Hatab, injuring 1 journalist with a rubber-coated bullet while others suffered tear-gas related injuries. 2 Palestinians were arrested during late-night raids in Jalazun refugee camp and Jericho. In East Jerusalem, more than 500 Israeli Jewish people toured the Haram al-Sharif compound. Israeli forces injured 1 Palestinian student with a rubber-coated bullet during a confrontation in al-Tur. 4 Palestinians were arrested during late-night raids in Shu‘fat refugee camp. At the UN Human Rights Council, Bahrain, on behalf of Israel, Morocco, and the UAE—2 other countries Israel normalized relations with—presented a joint statement calling on women to have a more prominent role in diplomacy and peace processes. No women were present during the normalization signing ceremony between Israel, the U.S., Bahrain, and the UAE. (HA 9/22)

33 countries chose not to attend the UN Durban IV conference against racism in New York, according to Israel, at its behest. Israel and the U.S. claim that the 1st Durban conference, held in 2001 in South Africa, was racist because it singled out Israeli treatment of Palestinians and labeled Zionism racist. In the West Bank, Israeli settlers uprooted some 60 olive saplings in Jalud. Israeli settlers also attacked Palestinian vehicles traveling on the Nablus-Qalqilya road, leading to 1 injury and damage. Israeli forces shot and injured 7 Palestinians trying to enter Israel for work through the separation barrier near Far‘un. Israeli forces also seized heavy machinery used to rehabilitate a road in Kardala. 10 Palestinians were arrested during raids in and around Bayt Umar, Sabastiyya, Qabatiya, Jalazun refugee camp, and Nahalin. In East Jerusalem, 6 Palestinians were arrested during raids in Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen 3 nautical miles west of al-Sudaniyya; no injuries were reported. Israeli prime minister Benjamin Netanyahu said that the Israeli defense ministry and the civil administration’s higher planning committee will approve 800 new settlement units in the Itamar, Beit El, Shavei Shomron, Oranit, Givat Ze’ev, Tal Menashe, and Nofei Nehemia settlements and settlement outposts. Prime Minister Netanyahu also said on Facebook that “[w]e’re here [in the West Bank] to stay. We’re continuing to build the Land of Israel.” Leader of the Israeli opposition Yair Lapid of the Yesh Atid party called the announcement of the new settlement units “irresponsible,” citing the U.S. presidential transition on 1/20. France’s foreign ministry, the Organisation of Islamic Cooperation, Egypt, Saudi Arabia, and the PA denounced the settlement expansion. Israeli defense minister Benny Gantz also approved a small number Palestinian construction projects in al-Walaja, Hizma, Bethlehem, and Bayt Jala. All the projects need secondary approval. PA prime minister Mohammed Shtayyeh and a member of the PLO executive committee condemned the UAE for allowing Israeli settler products to be imported to its market after the 1st shipment of Israeli settler goods arrived in the UAE. (WAFA 1/11; REU 1/14)

PA president Mahmoud Abbas issued 3 presidential decrees, 2 of which critiques say serves to bolster the power of the PA presidency ahead of potential elections later this year. 1 decree allows the PA president to select judges instead of approving judges, who would be selected based on seniority. The decree also allows the president to force Palestinian judges to retire 5 years before the set retirement age of 70. A 2d decree establishes administrative courts, which can hear petitions against officials and institutions, previously a duty of the High Court of Justice. The president of the administrative court is appointed by the PA president. (HA 1/28)

An Israeli court in Lod ruled that screening or distributing the movie Jenin Jenin from 2002 by Mohammad Bakri should be banned and copies of the movie destroyed. Bakri was also ruled to pay $55,000 to an Israeli soldier who appears in archival footage used for the movie and $16,000 for the cost of the trial. The Israeli judge said that Bakri did not do enough research to label the movie a documentary. The PA ministry of culture condemned the ruling. (HA 1/11; AJ, TOI, WAFA 1/12; WAFA 1/13)

Defense Minister Benny Gantz said that he regretted forming a coalition with Prime Minister Netanyahu, saying that Netanyahu “cheated me and cheated you [the Israeli public].” He then called on all opposition leaders, including the Joint Arab List’s Ayman Odeh, to join him in sending “Bibi [Netanyahu] home” in the upcoming election. The foreign ministers of Germany, France, Jordan, and Egypt met in Cairo to discuss reviving peace talks between Israel and Palestine. The quartet expressed willingness to work closely with the U.S. to map steps toward peace. In a statement, the 4 called for a Palestinian state with East Jerusalem as its capital. According to the Jerusalem Post, the 4 countries had tried to invite the Israeli and PA foreign ministers to the meeting, but both were unable or unwilling to travel for the meeting. U.S. billionaire and mega-donor to Benjamin Netanyahu, Donald Trump, and Israeli settlements Sheldon Adelson died. Adelson had recently flown the convicted Israeli spy Jonathan Pollard to Israel from the U.S. so he could immigrate after being released from parole, and he bought the U.S. ambassador’s house in Tel Aviv from the U.S. state department earlier in 2020. Adelson was known to have had a large influence on U.S. president Donald Trump’s aggressively pro-Israel policies during his presidency. (AJ, AJ, HA, HA, HA, NYT, REU, REU 1/12)

In the West Bank, Israeli forces delivered a stop-work order for a mosque under construction in Kardala in the northern part of the Jordan Valley, 1 demolition notice for an agricultural structure south of Bethlehem, demolished 1 shack in Burqa, demolished parts of a structure at a tourist site in Sabastiyya, and razed 2 dunams (.5 acres) of land south of Bethlehem. Elsewhere, Israeli forces clashed with Palestinians near Taqqua; 2 Palestinians were hospitalized with wounds from rubber-coated bullets and live ammunition. 5 Palestinians were arrested during late-night raids in and around Hebron and Bethlehem. Israeli settlers planted trees in Palestinian-owned land near Artas. In Gaza, Israeli forces opened fire on agricultural lands east of Bayt Hanun no injuries were reported. Israeli prime minister Benjamin Netanyahu and coalition partner Benny Gantz of Israel Resilience agreed to terms of a unity government, including splitting the 4-year term as prime minister with Netanyahu serving the first half and Gantz serving as deputy prime minister and defense minister; decisions on annexation of the entirety or parts of the West Bank to start after 7/1, and Gantz will not have a veto in the decision; and Netanyahu can veto appointments for attorney general and state prosecutor, both positions involved in Netanyahu’s upcoming trial. Syrian state media reported that the country’s military had intercepted several Israeli missiles over the Palmyra area. According to the London-based Syrian Observatory for Human Rights, 9 people were killed by the Israeli missiles, including 3 Syrian nationals. The Iranian foreign minister Mohammad Javad Zarif was in Damascus earlier in the day meeting with Syrian president Bashar al-Asad. (HA 4/20; AJ, JP 4/21)

In the West Bank, Israeli forces arrested 33 Palestinians during daytime and late-night raids in and around Hebron, Ramallah, Bethlehem, Qalqilya, Jenin, and Nablus. Israeli forces also stopped work on a water tank in Kardala in the Jordan Valley. Israeli forces demolished a house in Bayt Umar In East Jerusalem, Israeli forces detained 2 Palestinian children and separately arrested 5 in Issawiyya. Elsewhere in East Jerusalem, Israeli settlers took over a Palestinian-owned building with 4 separate apartments in al-Suwana. The settlers were escorted by Israeli police. The Israeli military claimed to have found a tunnel from Gaza to Israel during construction of a barrier that is said to prevent more tunnels from being dug. The Israeli military also claimed to have shot down a drone near the Gaza fence; it did not report whether the drone was privately-owned, Israeli, or Palestinian, nor the type of drone. (HA, HA 7/8)

A court in Jerusalem found that the PA was liable for damages for 17 incidents where Palestinians killed Israelis during the 2d Intifada in the early 2000s. Several incidents were not committed by PA personnel, nor did the PA have knowledge that they would be carried out. The judge ruled that the PA was retroactively responsible for the incidents because they explicitly or implicitly endorsed them after they happened. The judge ordered the PLO, PA, and Yasir Arafat’s estate to pay $1.6 million for the cost of the trial. A different judge will determine how much the 3 entities must pay in damages. (HA 7/9)

Israeli aircraft conduct an air strike on Palestinians allegedly attempting to breach Gaza’s border fence near Rafah late at night, killing 2. The IDF reports that the Palestinians were placing a “suspicious object” near the fence. Earlier, IDF troops stationed along the border fence near Khan Yunis open fire on Palestinian farmers, causing no damage or injuries. Israeli forces also conduct a limited incursion to level land near Rafah. Off Gaza’s coast, Israeli naval forces open fire on 15 Palestinian boats sailing from Gaza in a symbolic challenge to the Israeli blockade. Meanwhile, IDF troops violently disperse thousands of Palestinians gathering along the coast near Jabaliya refugee camp and Khan Yunis to cheer on the boats and continue the Great March or Return for a 4th day in a row; at least 30 Palestinians are injured. In the West Bank, hundreds of right-wing Jewish activists visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinian residents of the area; 8 Palestinians are injured. Elsewhere, IDF troops conduct raids in ‘Azun village near Qalqilya, sparking clashes with Palestinian students on their way to school; there are no reported injuries. One Palestinian is injured and another is arrested in similar clashes sparked by an IDF raid near Nablus. IDF troops also arrest 7 Palestinians during late-night raids near Qalqilya, Jenin, and Hebron; and patrol near Hebron and Qalqilya. Israeli forces deliver stop-work orders to a Palestinian building under construction in Kardala village near Tubas. In East Jerusalem, dozens of right-wing Jewish activists tour Haram al-Sharif. UN Humanitarian Coordinator Jamie McGoldrick announces a $1 million transfer to prevent the “collapse of services and a potential outbreak of disease” in Gaza. “Unfortunately, it comes in the absence of action from the relevant authorities, who have responsibility for the well-being of Gaza's citizens, or predictable donor support.” McGoldrick says that $2 million more is still needed to pay for essential health, water, and sanitation services through the end of 2018. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya and later nr. Khan Yunis. Along Gaza’s border, IDF troops open fire on agricultural lands nr. Bayt Hanun and Dayr al-Balah. There are no injuries reported in any of these incidents. In the West Bank, Israeli forces demolish 5 Palestinian agricultural structures in Kardala village in the Jordan Valley. IDF troops raid a community center in Aida r.c. nr. Bethlehem, confiscating computers and security footage. They also arrest 2 Palestinians during raids nr. Ramallah and Tulkarm, and patrol nr. Qalqilya, Nablus, Ramallah, and Hebron. Israeli settlers assault a Palestinian photojournalist with rocks nr. Ramallah. They also damage his car. In East Jerusalem, Israeli forces demolish a Palestinian building in Bayt Hanina. The PA cabinet announces that municipal elections will be held in the West Bank and Gaza on 5/13 (they were originally set for 10/8/16; see JPS 46 [2]). A Hamas spokesperson criticizes the announcement, saying that “elections should take place after disagreements are ended, reconciliation is achieved, and Palestinian institutions in Gaza and the West Bank are united.” (AP, JP, MNA, TOI 1/31)

The IDF delivers a notice to the illegal Amona settlement outpost overnight, ordering residents to evacuate within 48 hours (midnight on 2/1 is the deadline). Israel’s High Court of Justice previously ordered the outpost demolished by 2/8. During the day, hundreds of settler youths flock to Amona to demonstrate in solidarity with its residents. Many of Amona’s residents are planning to resist the IDF’s order because the govt. has failed to implement its side of their 12/22 deal trading a pledge to peacefully evacuate for sanctioned relocation to a nearby plot of land. Israeli PM Netanyahu and DM Lieberman approve the construction of 3,000 residences in Israel’s West Bank settlements. The IDF delays passage of an ambulance through the separation wall gate at Kafr Qadim to a hospital in Qalqilya, allowing a Palestinian heart attack victim to die; imposes curfews on ‘Ayn al-Bayda, Bardala, Kardala in the n. Jordan Valley; conducts arrest raids, house searches in and around Hebron, nr. Bethlehem, and in ‘Azun, Khan Yunis, Nur al-Shams r.c.; searches a home in Azariyya; patrols in villages around Jenin, in Nablus. Palestinian factions meeting in Cairo pledge to extend the unofficial truce until the end of 2005, provided that the lull in violence continues and that Israel follows through on its Sharm al-Shaykh pledges to turn over security control of West Bank cities and release a significant number of Palestinian prisoners.Abbas and the factions agree to form a comm. to study rebuilding the PLO on new foundations that would allow Hamas, Islamic Jihad to join.
