In the West Bank, Israeli forces shot and killed 2 Palestinians during raids in Beit ‘Anan and Sa’ir. Israeli forces also shot and injured 10 Palestinians during raids in Tulkarm refugee camp, Arrabah, and Sa’ir. Elsewhere, Israeli forces shot and injured 1 Palestinian girl at the Qalandia crossing, claiming she was carrying a knife. Israeli forces also seized 1 vehicle and vandalized 2 others during a raid in Shaab al-Butum in the Masafer Yatta area. 56 Palestinians were arrested during late-night raids in and around Hebron, Jericho, Jenin, and Bethlehem. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israeli airstrikes killed 306 Palestinians, including mass casualties in strikes on residential buildings and UNRWA schools in Rafah and Khan Yunis. Israel also killed WAFA journalist Mohammad Abu Hasira and 42 members of his family in an airstrike in Gaza City. 450 people were injured in the Israeli airstrikes. The Red Cross said 5 trucks carrying aid to health facilities in Gaza City came under fire, damaging 2 of the trucks and lightly injuring a driver. The Red Cross did not say who attacked the convoy. The Ministry of Health in Gaza said at least 10,328 Palestinians have been killed, including 4,100 children and 2,550 women, and 25,956 have been injured in Israeli airstrikes on Gaza since 10/7. At least 2,450 people were buried in rubble, including 1,350 children. 153 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 44 children. More than 2,386 people have been injured. Around 1,400 Israelis and foreign nationals have been killed and 5,431 injured since 10/7. 30 Israeli soldiers have been killed in Gaza since the ground invasion began. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. At least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7. 93 aid trucks entered Gaza. 19 Palestinians, including 12 children suffering from cancer, and around 600 foreign nationals were evacuated to Egypt. The WHO said 160 health care workers have been killed while on duty in Gaza and that in some hospitals operations are performed without anesthesia due to lack of supplies. The Israeli military released a video showing thousands of Palestinians fleeing south from the northern part of Gaza. The UN said that 15,000 people fled from the north to the south today, 5,000 on 11/6, and 2,000 on 11/5. The Israeli human rights organizations ACRI, HaMoked, and Ir Amim petitioned the Israeli High Court of Justice to lift restrictions on Kafr ‘Aqab in East Jerusalem, which has been under a strict closure since 10/7, including being completely shut off from 5 p.m. to the next morning. Only private vehicles can leave and enter the neighborhood in the period that the checkpoint is open. (HA 11/7)

United Arab List leader MK Mansour Abbas told Radio al-Nas that he denounced the Hamas operation on 10/7, saying innocent civilians were killed and that Islam is against taking women, children, and elderly as captives. U.S. vice president Kamala Harris urged Israel to hold Israeli settlers accountable for the many attacks they commit against Palestinians in the West Bank during a conversation with Israeli president Isaac Herzog. The U.S. House of Representatives voted 234-188 to censor Palestinian American representative Rashida Tlaib (D-MI) for defending the pro-Palestinian phrase “from the river to the sea.” 22 Democrats joined Republicans in voting to censor Tlaib. Senator Chris Murphy (D-CT) blocked the fast-tracking of a bill that would provide Israel $14 billion in aid and cut the same amount from the budget of the Internal Revenue Service. In the West Bank, Israeli settlers with a military escort marched near Fawwar refugee camp and Dura, throwing stones at Palestinian vehicles. Israeli forces closed the entrances to the camp and village to facilitate the march. Israeli settlers also attacked Palestinian shepherds in Khirbet Makhul. 40 Palestinians were arrested during late-night raids in Fawwar refugee camp, Hebron, Bethlehem, Shu’fat, Biddu, Aqabat Jaber refugee camp, Jenin, Tulkarm, and Qalqilya. In East Jerusalem, 1 Palestinian family was forced to demolish their own home in Sur Baher. In Gaza, an explosion at a Hamas military site in Dayr al-Balah killed 1 member of the Qassem Brigades and injured 1 other. Hamas called the explosion an accident. The Israeli High Court of Justice approved the punitive demolition of the family home of a 13-year-old Palestinian who allegedly stabbed an Israeli police officer at the Shu’fat checkpoint on 2/13. The Palestinian child, whose trial is ongoing, was charged with murder as an Israeli settler opened fire at the child but instead shot and killed the police officer. The court rejected the argument that the family’s home should not be demolished due to the child’s age, saying the punitive demolition would deter other children from attacking Israeli forces. PA finance minister Shukri Bishara said that the Levine case against the PA and PLO had been dropped in a U.S. court. The plaintiff sought damages from the PA and PLO for $1 billion, claiming the PA and PLO were responsible for an attack that took place in Jerusalem in 2014. (WAFA 8/24)

The Guardian reported that in a 43-page amicus brief sent to the International Court of Justice (ICJ) in July the UK government opposed the ICJ review of the legality of the Israeli occupation. The UK opinion raised 4 main arguments against the review, saying that the issue is a “bilateral dispute,” that the court is not equipped to examine the issue, that the review would conflict with existing agreements, and that the review is not appropriate as it asks the court to “assume unlawful conduct on part of Israel.” (AN, GDN 8/24)

The Syrian Observatory for Human Rights said in a report that Israel had carried out 25 attacks on Syria in 2023, including 18 air attacks and 7 ground-to-ground attacks, hitting 60 targets and killing 61 people. (HA 8/24)

The U.S., UK, and EU criticized the Israel decision to allow Israeli settlers to build a new structure at the Homesh settlement outpost and to allow settlers a permanent presence there. At a cabinet meeting, Israeli justice minister Yariv Levin defended his position that the government needs more control over the appointment of judges to the Supreme Court, saying “Arabs buy apartments in Jewish communities in the Galilee and this is causing Jews to leave these areas because they don’t want to live with Arabs,” noting that judges should understand that. Palestinians from the West Bank who work in Israel protested at Israeli checkpoints against an agreement between the PA and Israel to deposit workers’ wages in Palestinian banks rather than paying them in cash. Israel’s high court of justice rejected an appeal to have Khalil Awawdeh released from administrative detention, saying it has no room to intervene despite his medical condition, which is categorized as serious. Israel dropped charges against 2 Palestinian men from East Jerusalem after video evidence showed that the 2 of them were attacked by Israeli police, and not the opposite as the Israeli police had claimed. The incident happened in Isawiya in 2019 during a raid in the neighborhood, in which the 2 Palestinians asked the police not to park in a private parking spot and were attacked by Israeli police. The directors of Al Haq and Defense for Children International – Palestine received calls from the Shin Bet separately ordering the 2 to show up at Shin Bet facilities in the West Bank. Al Haq director Shawan Jabarin told the Shin Bet representative that he would not show up unless he receives a letter to his lawyer or the Shin Bet shows up at his home. Defense for Children International – Palestine general director Khaled Quzmar showed up at a Shin Bet facility at the Ofer settlement and was told to cease work for his organization immediately during a 2-hour interrogation. The offices of the 2 rights organizations, along with 5 others, were raided by Israeli forces on 8/18. The organizations have been categorized by Israel as terrorist organizations. The international community has largely condemned the raids and the terrorist designations. The PLO also announced that it had opened its offices in Ramallah to the 7 rights organizations to provide them a space to carry out their work. Israel denied a Palestinian citizen of Israel, who had been released after 6 years in Ramon prison, entry into Gaza where her husband and 7 children live. Israel said it denied her entry because she is an Israeli citizen and is therefore not allowed to enter Gaza. The woman was charged with spying on Israel. An Israeli court in Jerusalem upheld the Israeli municipality’s decision to demolish al-Yusufiya Muslim cemetery in East Jerusalem to make space for a settler Bible park project. Palestinians clashed with Israeli forces last week over the demolition as human remains were found in the rubble of the demolition. (MEMO 10/18)

The Israeli high court of justice postponed the evacuation of settlers cultivating Palestinian land in the Shiloh Valley near Turmus ‘Ayya upon request by Israel’s defense minister Benny Gantz. The settlers will be allowed to work the land until 9/25/2022, when they will receive a plot of land within the Green Line. The justices said the settlers would not be allowed to work the land “except for essential agricultural work to preserve the existing situation.” The high court of justice accepted Defense Minister Gantz’s request, citing the Jewish sabbatical year shmita prohibiting agricultural labor in the ‘Land of Israel’ every 7 years. The Popular Front for the Liberation of Palestine (PFLP), the Democratic Front for the Liberation of Palestine (DFLP), and the Palestinian People’s Party (PPP) said in a joint statement that the PA had stopped paying the 3 parties their monthly stipends to stifle their criticism of the PA. the PFLP, DFLP, and PPP are all members of the PLO. The 3 parties have all publicly criticized the PA’s increase in dialogue with Israel and repression of dissent. (MEMO 10/18)

The U.S. State Department announces that the PLO is no longer allowed to operate an office in Washington because the Palestinians “have not taken steps to advance the start of direct and meaningful negotiations with Israel.” In the same statement, the State Department also denounces the PLO for criticizing a “peace plan they have not yet seen” and refusing to engage with the Trump administration’s peace initiative. The decision to shutter the office was “also consistent with [Trump administration] and Congressional concerns with Palestinian attempts to prompt an investigation of Israel by the International Criminal Court,” according to the statement. Human rights organization Middle East Watch issues report on condition of 18,000-20,000 stateless Palestinians in Kuwait. The Palestinians, who were either born in Gaza during the British Mandate, during the period of Egyptian administration of Gaza (1948-67), or who are descendants of those born there, have lived in Kuwait for decades but do not hold citizenship in any country. They do not carry Israeli Gaza identity cards but merely hold Egyptian travel documents, and are thus unable to legally live anywhere.
