Overnight, the IDF sends another 15–20 tanks and armored personnel carriers (APCs) into Bayt Hanun and into the Erez industrial zone, leveling land to clear lines of sight, searching for roadside bombs and tunnels that could obstruct a large-scale military incursion into Gaza (as PA security forces pull out of their border positions at Erez, Palestinians stream into the industrial zone to scavenge fr. closed businesses there); continues to break the sound barrier over Gaza and to make air and artillery strikes on n. Gaza, killing 1 PA security officer, wounding several Palestinians, and destroying an empty building on Islamic University campus. During the day, the IDF continues the n. Gaza build-up, reoccupying the fmr. Nisanit settlement site, occupying 2 more Palestinian homes as operational bases, bulldozing a PA security force base in Bayt Hanun; fires on residential areas around Erez (wounding a Palestinian child) and on a Palestinian Energy Authority repair crew attempting to fix a transformer in the area. The IDF also allows Qarni crossing to reopen for several hrs. to import humanitarian supplies from the World Food Program (WFP) and UNRWA (UN Relief and Works Agency for Palestine Refugees in the Near East); WFP reports that there are only 2 days left of sugar and 8 days left of animal feed in Gaza and that milk and dairy products are only available in small quantities. Meanwhile, the Izzeddin al-Qassam Brigades fire a 2-engine Qassam rocket fr. Gaza into Israel, hitting an empty school nr. Ashqelon, 7.5 mi inside Israel (the longest-range rocket to date). In the West Bank, the IDF raids Jenin, ambushes and fires on a car, assassinating wanted AMB Jenin cmdr. Fida’i Qandil, wounding a passenger; raids a PA police station in Ramallah, detaining 3 Palestinians captured by the PA in connection with the murder of a Jewish settler on 6/29; arrests Hamas spokesman Farhat Asad nr. Ramallah; patrols in, fires on residential areas of al-Fara‘a r.c. nr. Jenin, wounding 2 Palestinians; conducts arrest raids, house searches in and around Ramallah, in Nablus and Qalqilya, and nr. The IDF sends undercover units into Tulkarm in a car with Palestinian license plates to arrest a wanted Palestinian; later sends a 2d undercover unit into Tulkarm that is intercepted by PA security forces, withdraws after an exchange of fire, causing no injuries; sends undercover units into Jenin, who exchange fire with local gunmen, withdraw under IDF support, without making any arrests; demolishes a Palestinian home nr. Jenin next to the separation wall; patrols in Tubas, firing on residential areas; conducts arrest raids, house searches in and around Nablus, Tulkarm and in Aida r.c., al-Fara‘a r.c. (firing on stone-throwing youths who confront the troops). In Rafah, at least 100 Fatah, Hamas gunmen clash, leaving 1 Hamas mbr. and 1 Palestinian bystander dead and 15 Palestinians wounded, with Hamas firing antitank weapons and rocket-propelled grenades (RPGs) at the local PSF headquarters. (Hamas says that Fatah gunmen fired on a Hamas funeral procession, precipitating the clash, while Fatah says that Hamas mbrs. in the procession fired first on the PSF headquarters along the route.) Soon after, 100s of Fatah-dominated PA security forces and AMB mbrs. reacting to the Gaza violence rampage through Ramallah, raiding, firing on, vandalizing, setting fire to the PC building and the cabinet headquarters in a show of force against Hamas. Later, Fatah gunmen kidnap Change and Reform PC mbr. Khalil Rabei, set fire to his Ramallah office; Rabei is freed hrs. later at Abbas’s intervention; 7 other Change and Reform PC mbrs. take refuge in the Muqata‘a under Abbas’s protection. Abbas declares a state of emergency and curfew. Inside Israel, Israeli police arrest 7 Palestinians in Shafa ‘Amr suspected in the 8/4/05 killing of an IDF soldier who boarded a bus in the town and opened fire, killing 4 Palestinians before being beaten to death. In addition, unknown assailants vandalize the Orthodox Christian Church in Majdal nr. Nazareth; the recently refurbished church, which tends to a growing Russian Orthodox population, has been threatened on several occasions by local right-wing Jews. (MM, NYT, WP, WT 6/13; PCHR 6/15)

As the quarter opens, the Israel Defense Forces (IDF) continue Operation Southern Arrow, with heavy shelling and air strikes on Gaza in response to Palestinian rocket fire (at a rate of 10 Israeli strikes per 1 Palestinian rocket attack) and tight restrictions on Gaza’s crossings (see Quarterly Update for details). The IDF also continues to separate the n. and s. West Bank by closing (since 4/21) the Zatara checkpoint s. of Nablus and to restrict movement into and out of the n. Jordan Valley. Meanwhile, Palestinians in the West Bank and Gaza continue to suffer severe economic shortages due to the U.S.- and Israeli-led economic sanctions on the Hamas-led Palestinian Authority (PA) that have prevented the PA from paying government workers’ salaries for 2 mos. Today, the IDF patrols in ‘Araba nr. Jenin, firing on residential areas; conducts arrest raids, house searches nr. Bethlehem, Nablus. Islamic Jihad fires its 2d Grad rocket fr. Gaza toward Ashqelon, damaging a poultry farm but causing no injuries (see 3/28, 4/21). A Hamas mbr. is killed in a driveby shooting in Gaza City; no group claims responsibility. The IDF closes the Zatara checkpoint linking the n. and s. West Bank (closed almost continually through the end of the quarter); patrols in, fires on residential areas of Bethlehem (seriously wounding 1 Palestinian stone-thrower), Nablus (wounding 3 Palestinians); conducts arrest raids, house searches in Jenin (targeting the AMB) and nr. Hebron, Qalqilya. Islamic Jihad claims to fire a 2d Grad rocket fr. Gaza towards Ashkelon (see 3/28), but the IDF reports no rocket fire. A Palestinian stabs, lightly wounds an Israeli border policeman at alRam checkpoint into Jerusalem, is arrested. Some 15 Jewish settlers fr. Tal Rumayda attack a group of Palestinian girls on their way to school and 5 international peace activists escorting them, causing minor injuries. (HA 4/23; PCHR 4/27)

Abbas vetoes Siyam’s 4/20 appointment of Abu Samhadana as Interior Min. inspector gen. and vows to block his plan to set up a new security force (the ESF). In Damascus, Hamas head Khalid Mishal accuses Abbas and Fatah of seeking to form a parallel government, conspiring against Haniyeh’s new government, committing treason, surrendering to Israel. Israel closes all Gaza crossing into Israel, reimposing the full seal on the territories (set on 3/11) for parliamentary elections; sends troops into al-Fawwar r.c. to conduct arrest raids and house searches, fires on stone-throwing youths who confront the troops, wounding 6; also conducts arrest raids, house searches in and around Hebron and in Bethlehem, Nablus, Tubas. Israeli security contractors guarding the separation wall nr. Jerusalem shoot, wound a Palestinian who strays too close to the wall. Islamic Jihad fires a Grad missile (an Eastern European rocket with a range greater than a Qassam but less than a Katyusha) fr. Gaza towards Ashkelon, which lands unexploded causing no damage or injuries. Jewish settlers fr. Kiryat Arba attack Palestinians, vandalize property in Hebron. Separately, Jewish settlers fr. Hebron attack Palestinian children on their way to school by a Palestinian road that passes near a settleronly bypass road. Inside Israel, 2 bedouin are killed in the Negev when they accidentally detonate an unexploded Palestinian rocket. Israel holds parliamentary elections, with voter turnout at a relatively low 63%. The Kadima party, founded by Ariel Sharon and led by Ehud Olmert, wins 29 of the 120 Knesset seats (less than expected) compared to Labor with 19 seats, Likud (the biggest loser compared with its 38 seats last election) with 12, Shas with 12, Yisrael Beiteinu with 11, National Union–National Religious Party with 9, Pensioners’ Party with 7, United Torah Judaism with 6, Meretz with 5, and 3 Arab parties with a total of 10. Palestinians fire 2 rockets fr. Gaza towards Ashkelon, damaging a building; in response, IDF artillery shells n. Gaza, hitting an apartment building, causing damage but no injuries; the IDF closes the Sufa commercial crossing into Gaza for the day. The IDF demolishes 2 Palestinian homes in and just southeast of Jerusalem; conducts arrest raids nr. Bethlehem, Qalqilya and in Askar r.c., Bayt Jala, Qabatya (occupying 2 homes as observation posts), Tulkarm. Nr. al-Arub r.c., IDF soldiers stop and search a Palestinian school bus; when a student on the bus allegedly opens a window without permission, a soldier shoots him in the face, seriously wounding him. Jewish settlers fr. Elon Moreh nr. Nablus vandalize Palestinian homes in nearby Bayt Furik; the IDF intervenes, removes the settlers. AMB Nablus cmdr. Nasir Abu Aziz says the Nablus faction will take steps to foil the success of the Hamas-led government, saying “we would continue opening fire until they [Hamas] fail in their cabinet as they foiled Fatah.” (IMEMC, XIN 2/14; HA, PCHR 2/16)

Sharon suffers a massive stroke. Sharon, who was expected to win a 3d term in the 3/06 elections at the head of his new Kadima party, is not expected to return to politics, throwing the elections into question. The IDF seals the West Bank, Gaza for the 4-day Muslim holiday of Id al-Adha; conducts predawn mock air raids over Gaza, breaking the sound barrier; raids a house in East Jerusalem, breaks up a mtg. being held by Change and Reform candidate Ahmad Attoun; bulldozes a Palestinian home nr. Bethlehem; conducts arrest raids, house searches in Jenin town and r.c. (firing on stone-throwing Palestinians who confront the troops, wounding 9), in and around Bethlehem, Ramallah, Tulkarm. In continued retaliation for the 1/2 killings (see 1/3), Islamic Jihad, the AMB fire 8 rockets fr. Gaza towards Ashkelon, Sederot, and the IDF base at the Erez crossing, causing no damage or injuries. IDF soldiers, Israeli police scuffle with Jewish settlers when serving them with notices that they must evacuate by 1/15 Palestinian-owned buildings they have occupied in the Hebron central market; 4 policemen are injured. Jewish settlers fr. Kiryat Arba vandalize Palestinian homes in Hebron, bar Palestinians fr. using a road linking the settlement to the Ibrahimi Mosque/Tomb of the Patriarchs; the IDF observes but does not intervene. About 40 armed AMB mbrs. occupy 4 PA government buildings in Gaza, fire on a police station to protest the 1/3 arrest of AMB leader Hams; other AMB mbrs. set burning barricades on the road to the Rafah crossing (barring all but medical cases fr. reaching the border), detonate an explosive device under the Rafah border wall (causing only minor damage). AMB mbrs. later steal 2 bulldozers, tear down a 15-ft stretch of the concrete Gaza border wall; as many as 1,000 Palestinians, some armed, overrun the Egyptian border guards, who fire in the air, call in reinforcements, declare the area a closed military zone, arrest around 100 Palestinians and injure 3; during the skirmish, some Palestinians set fire to an Egyptian armored vehicle, throw hand grenades and fire at the Egyptian contingent, leaving 2 Egyptian border guards dead and around 30 injured; Egypt closes the Rafah border until further notice. The PA says it will release Hams on 1/5 in response to the protests. PA police in Gaza City, fatally shoot a Hamas mbr. hanging campaign posters. Meanwhile, 5 armed Palestinians raid a Gaza house, attempt to kidnap the parents of Rachel Corrie, an American college student who was killed by the IDF in Gaza in 2003; the gunmen back off when the owners of the home explain who the Corries are. The IDF conducts arrest raids, house searches in and around Nablus and in Aida r.c., Ramallah (surrounding 2 mosques and stopping Palestinians for ID checks as they head to morning prayers); occupies a house under construction nr. Tulkarm as an IDF post; fires on residential areas of Nablus, wounding 2 Palestinians. Palestinians fire 2 rockets fr. Gaza towards Ashkelon (causing damage but no injuries), 2 towards Sederot (causing no damage or injuries); the IDF responds with artillery fire on n. Gaza. The AMB,Islamic Jihad, PRCs issue a statement that they plan to carry out joint attacks on Israeli targets if Israel goes ahead with plans to enforce a no-go area in n. Gaza. Islamic Jihad mbrs. fire 2 rockets fr. n. Gaza towards an IDF base nr. Ashkelon, injuring 5 IDF soldiers; the IDF retaliates with artillery fire on the launch site, killing 1 Palestinian bystander in adjacent Jabaliya r.c.; Israel warns that it could send ground forces back into Gaza. The IDF also raids Nablus, assassinates local PFLP cmdr. Bashar Hanani (also reported as Bashar Khalani), AMB mbrs. Ahmad Jayyusi and Anas Hamad; shells areas northwest of Bayt Lahiya, wounding a farmer working his land; sends troops into Qabatya, fires on stone-throwing youths who confront them, wounding 5 Palestinians; raids, searches a building in Qiffin nr. Gaza buffer zone; more stringent monitoring of the Gaza Strip by air; “other steps we have not taken until now,” but does not immediately give orders for the IDF to implement the plan. The IDF conducts 11 air strikes and 6 mock air raids on n. Gaza (destroying a bridge nr. Bayt Hanun; hitting several main roads in Bayt Hanun, Bayt Lahiya, and Um al-Nasser; damaging several homes and injuring 6 Palestinian bystanders, including 3 children). Later, Palestinians fire a rocket fr. Gaza towards Ashkelon, causing no damage or injuries; the IDF threatens to cut off electricity to the Gaza Strip if rocket attacks continue. The IDF also tightens restrictions on Palestinian movement into and out of Qalqilya; bars a Palestinian heart attack victim fr. crossing a checkpoint into Tulkarm (still under closure; see 12/15) to reach a hospital, allowing him to die; conducts arrest raids in Balata r.c. (an IDF dog bites a 12-yr.-old and a 19-yr.-old Palestinian), Bayt Umar nr. Hebron, al-Bireh, Tulkarm (targeting the AMB). In Alar nr. Tulkarm, 2 Palestinian construction workers surprise an IDF undercover unit inside an unfinished house; the soldiers detain and beat the men, fire on other Palestinians who arrive on the scene, call in reinforcements to extract them. An IDF jeep hits, injures a 10-yr.-old Palestinian nr. Qalqilya. Israel issues tenders for the construction of 137 new housing units in Ariel and Karnei Shomron settlements. Jewish settlers fr. Sharon is hospitalized after suffering a mild stroke. Doctors say there will be no permanent damage; he will not be at any greater risk of another stroke, will stay in the hospital for “a few days” of observation. (JTA, NYT, WP, WT 12/19; NYT, WP, YA 12/20)

The IDF seals the West Bank; closes the Sufa, Qarni crossings into Gaza; imposes a closure on Tulkarm, barring most travel into and out of the area; raids the offices of Future Studies and Media in Hebron, confiscating computers; bulldozes 500 sq. m. of Palestinian land nr. Kiryat Arba settlement; conducts late night arrest raids, house searches nr. Hebron, Jenin, Tulkarm. Palestinians fire 4 rockets towards Ashkelon, causing no damage or injuries; the IDF responds with 10 air strikes, 21 artillery rounds on the n. Gaza no-go zone, wounding 3 Palestinians. The IDF tightens restrictions on Palestinian movement inside Gaza, declares the n. West Bank a closed military zone in preparation for disengagement; begins going door to door in the Gaza settlements, asking residents to leave within 48 hrs. In Aley Sinai, 56 of 59 families who had agreed to leave rescind their decision, vowing to resist evacuation until the Israeli government finds permanent living solutions for the community as a whole; the government had promised them space together in an Ashkelon hotel, but only today learned that not enough space was available. During the day, some 1,000 right-wing settlers in various locations in s. Gaza simultaneously begin marching toward Gush Katif to block troops, but are prevented fr. reaching the settlement bloc by IDF troops and border police. Other settler youths slash the tires of several army jeeps, spray liquid soap on windshields to limit visibility, spread nails on roads to delay convoys of movers. Jewish settlers fr. Neve Dekalim vandalize, attempt to set fire to several Palestinian homes in al-Mawasi. In Gan Or, local settlers who want the IDF’s help to evacuate scuffle with settler youths blocking soldiers fr. entering the settlement. In the West Bank, the last residents of Ganim (est. 1983, pop. 172) and Qadim (est. 1983, pop. 169) evacuate voluntarily by evening, while settlers in the other 2 West Bank settlement slated for removal, the hard-line enclaves of Homesh (est. 1980, pop. 228) and Sanur (est. 1982, pop. 105), refuse to accept their notices. The major Palestinian factions, including Hamas, agree to oversee jointly how the PA uses land evacuated by settlers and the IDF; the PA expects 5% of the land to revert to individual Palestinian owners, with the rest being state land that will fall under PA jurisdiction. In a signal to reassure Palestinians about how it will handle land use, the PA security forces demolish a house, cabana, pool built illegally on Gaza public land by 2 senior PA security officials; when a neighbor of one of the officials tells journalists that the demolitions were good because his neighbors “were criminals . . . a gang,” several PA security officers beat him, threaten to shoot him, before he retreats into his house. Meanwhile, the IDF continues arrest raids, house searches in villages around Tulkarm; launches arrest raids, house searches nr. Bethlehem and in Birzeit, alMawasi; searches homes in Kafr Qadim; occupies 5 Palestinian houses (2 nr. Gaza’s Dugit settlement, 1 in Mughraqa, 1 nr. Tulkarm, 1 in Wadi al-Silqa) as observation posts; fires on residential areas of Rafah. Jewish settlers vandalize Palestinian homes in Hebron. The ICRC resumes field activities in Gaza, which were suspended on 8/7 after shots were fired at its Khan Yunis offices. (IMEMC 8/15; NYT 8/16)

The IDF enters, fires on residential areas of Askar r.c., Balata r.c., Nablus. Palestinians fire a mortar at Gush Katif, damaging 1 house. While Palestinians across the territories observe a day of solidarity with hungerstriking Palestinian prisoners by fasting, staging sit-ins, and demonstrating, some 800 Palestinian prisoners at Israel’s Ashkelon prison, 350 administrative detainees in Shiqma prison temporarily suspend their strike after Israeli officials agree to halt strip searches, allow some physical contact during family visits. The IDF fires on stone-throwing youths in Bayt Hanun (killing an 18-yr.-old Palestinian), Rafah (killing a 2d Palestinian, wounding a woman in her home), Ramallah; rockets 2 metal foundries (allegedly Hamas weapons factories) in Gaza City, wounding 6 Palestinians, cutting electricity to parts of the city; demolishes a Palestinian home nr. Nablus; fires on residential areas of Ramallah; conducts arrest raids, house searches in Hebron. In Jerusalem, Israeli police fatally shoot a Palestinian who attempts to flee on foot after allegedly trying to run down an officer with his van. Prominent Jewish residents of Ashkelon ask Mayor Roni Mahatzri to ban Israeli Arabs, bedouin fr. staying overnight in the city, attending the city’s entertainment venues, complaining that “bedouin and Israeli Arabs from the north of the country employed in the city’s construction sites hang out with local [Jewish] girls” in the evenings. The IDF assassinates wanted Hamas mbr. Hamdi Kalakh, firing a missile at his donkey cart as he rides through Gaza City, injuring 3 bystanders. Palestinians fire 4 Qassam rockets at Israel, none of which cause damage or injuries but 1 of which lands 8 mi. n. of Gaza in the industrial zone of Ashkelon, marking the farthest a Palestinian rocket has traveled. The PSF rushes to the scene, fires on a vehicle leaving the area, possibly wounding 1, but fails to capture the assailants. The PA also freezes the bank accounts of 12 Muslim charities, prompting protests by 1,000s of Palestinians in s. Gaza. Retaliating for the rocket fire, the IDF bulldozes 98 dunams of land in Bayt Hanun. The IDF also fires on Palestinians in Jenin (wounding 1 seriously), Khan Yunis, Nablus (injuring 7), Qalqilya (wounding 1). The IDF continues operations in Nablus for the 4th day, blowing up a building in the Old City suspected of being a Qassam missile factory, the 1st found in the West Bank, and clashing with Palestinian protesters, leaving 12 injured; confiscates 360 dunams of land in Nazlat Issa, 300 dunams of land in Baqa‘ al-Sharqiyya; fires on residential areas of Khan Yunis; shells areas of Rafah. The PSF seals 5 more tunnels on the Rafah border; Israel says the PA’s actions are not serious. Palestinians fire a Qassam-2 rocket fr. Gaza toward Ashkelon, causing no damage or injuries. In response, the IDF assassinates senior Hamas mbr. Ahmad Aishtawi, firing rockets at his car in Gaza City, also killing senior Hamas mbr. Wahid Hamad, 2 aides, wounding more than 12 bystanders (HA, PM 8/24; NYT, WP, WT 8/25; WT 8/26; PCHR 8/28)

A Palestinian suicide bomber detonates a device in a Jerusalem restaurant, lightly wounding 5 Israelis. AMB gunmen lure 2 Jewish settlers (diesel fuel salesmen) to Jamayn village, fatally shoot them; 1 of the assailants is later arrested. 1,000s of Nablus residents defy the 24-hr. curfew for a 3d day. The IDF removes the curfew on Qalqilya; bulldozes 3 Palestinian apartment buildings in Jenin allegedly housing bomb-making labs; directs heavy machine gun fire at residential areas of Khan Yunis, injuring 2 women, 2 children sleeping in their homes.
