Sinai Province of the Islamic State (SPIS) fighters launch rockets into Israel from n. Sinai late at night. Israel’s Iron Dome missile defense batteries intercept 3 of them; others land in open areas nr. Eilat. No Israelis are injured. SPIS last launched rockets into Israel in 7/2015 (see JPS 45 [1]). Later, 2 Palestinians are killed and at least 5 are injured in an air strike targeting the smuggling tunnel they are working in nr. Rafah. The IDF denies carrying out the strike. Palestinian eyewitnesses say they saw an Israeli aircraft launch it, and Palestinian security sources say it was a retaliation for the rocket barrage. (HA, JP 2/8; HA, MNA, WAFA 2/9)

An Israeli settler driver rams an elderly Palestinian nr. Bethlehem, causing fatal injuries. The Palestinian dies later in the day. Israeli settlers raze a swath of Palestinianowned land nr. Nablus overnight. Meanwhile, IDF troops arrest 5 Palestinians during raids nr. Hebron and Ramallah, and patrol nr. Hebron. In East Jerusalem, Israeli forces demolish a 2d Palestinian building in Bayt Hanina in as many days. They also assault and arrest 4 Palestinian youths in Silwan. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. the Erez border crossing. IDF troops also open fire on Palestinian agricultural lands nr. Rafah and Bayt Hanun, causing no serious damage or injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Jabaliya r.c., causing no damage or injuries. In Washington, PA intelligence chief Majid Faraj leads a Palestinian delegation in their first face-to-face talks with Trump admin. officials. According to a Palestinian source, they discuss diplomatic issues, particularly Trump’s pledge to move the U.S. embassy in Israel to Jerusalem. (AP 2/9; HA, TOI 2/10)

Off the coast of the Gaza Strip nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishermen on 3 separate occasions, causing no damage or injuries. In the West Bank, the IDF conducts house searches and arrest raids in Nablus and 1 nearby village and 1 village nr. Hebron; patrols in 3 villages nr. Hebron, 2 villages nr. Jericho, and 1 village nr. Ramallah. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 2 villages nr. Ramallah (Bil‘in and Nabi Salih) and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries, except in Nabi Salih, where 1 person is struck by a tear gas canister. Meanwhile, Israeli settlers set fire to around 100 trees nr. Salfit. (MNA 10/10; PCHR 10/16)

PM Hamdallah and other ministers from the Palestinian unity govt. head from Gaza to Cairo ahead of the Gaza reconstruction conference on 10/12. Separately, the PA releases its plan for the recovery and reconstruction of the Gaza Strip. It estimates that the whole process will cost $4 b., along with an additional $500 m. for the PA to administer the efforts. (MNA 10/10) (See Doc. B4 in JPS 174 for more on the plan.)

An Israeli government-appointed commission headed by former Israeli supreme court justice Ephraim Levy issues a nonbinding legal judgment that Israel’s presence in the West Bank is not occupation and that the government should grant retroactive approval to unauthorized settlement outposts. The commission states that unauthorized outposts were established with the knowledge and encouragement of senior government officials that amounted to ‘‘implied agreement’’ by the government. During the day, unidentified Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In the evening, Palestinian gunmen inside Gaza fire into Israel, hitting a parked civilian vehicle, but causing no injuries. Late at night, Israeli warplanes and helicopters carry out 3 air strikes on Khan Yunis and Rafah in s. Gaza, causing no reported casualties. The targets include a training site used by the al-Ansar Brigades (military wing of a small faction called al-Ahrar Movement, which was formed shortly after Hamas’s 2007 takeover of Gaza by disaffected Fatah members who aligned themselves with Hamas), and 2 open areas used by rocket-launching teams. In the West Bank, the IDF patrols in 2 villages nr. Ramallah in the morning; in Tulkarm in the afternoon; and in Qalqilya, 1 nearby village, and 1 village nr. Jenin late at night. The IDF also bulldozes a plot of Palestinian agricultural land outside Qalqilya and conducts late-night arrest raids, house searches in Bayt Umar. Jewish settlers stone Palestinian cars driving nr. Hebron. Jewish settlers also enter a Palestinian area (exact location not reported) to pray at a local religious site without proper coordination with the IDF; the IDF intervenes to remove the settlers. Unidentified Palestinians fire 2 homemade Qassam rockets fr. Gaza into Israel, causing no damage or injuries. In response, Israeli warplanes make 2 late-night air strikes on a suspected weapons factory in Gaza City, lightly injuring 1 Palestinian. Later, unidentified Palestinians fire a 3d rocket into Israel, causing no damage or injuries. A Palestinian child is killed in a smuggling tunnel collapse on the Rafah border. In the West Bank, the Israel Defense Force (IDF) patrols in Tulkarm, 3 villages nr. Qalqilya, 2 villages nr. Ramallah, and 1 nr. Jericho in the morning; patrols in 1 village nr. Jenin (firing tear gas and percussion grenades at stone-throwing youths who confront them, causing no injuries), 1 nr. Jericho, 1 nr. Qalqilya in the afternoon; patrols in 2 villages nr. Qalqilya, 1 nr. Jenin, 1 nr. Jericho, and 1 nr. Ramallah late at night; conducts arrest raids, house searches nr. Qalqilya in the afternoon and nr. Hebron late at night. One of those detained in the West Bank arrest raids is Hana Shalabi, an Islamic Jihad mbr. who was released after 2 years in administrative detention in the 10/2011 Hamas-Israel prisoner swap that freed captured IDF soldier Gilad Shalit (see QU in JPS 163); she immediately begins a hunger strike to protest her renewed detention without charge. IDF spokesman Maj. Guy Inbar acknowledges that Israel plans to relocate some 2,000 Bedouin fr. 20 encampments in the hills e. of Jerusalem (in area C) to clear the way for the expansion of Ma’ale Adumim settlement into the E1 zone to link it with Jerusalem. Officially, the government says the relocation plans are part of its broader initiative to “provide the bedouin across the West Bank with sites where they can build legally with access to water, electricity, and government services.” Construction in the E1 zone and settlers’ preparations for expansion of Ma’ale Adumim into the area have been planned since 2009, but this marks the 1st admission that the government has started logistical planning to remove the Bedouin population fr. the area. Meanwhile, Israeli DM Ehud Barak approves establishment of a new 40-unit settlement neighborhood and farm nr. Efrat settlement to expand the Gush Etzion settlement block s. of Bethlehem; the new settlement, to be called Givat Hadagan, was approved for development in the 1990s, with plans to build 500 housing units. Israel closes the old wooden Mughrabi footbridge (deemed unsafe) used by non-Muslims to reach the Haram al-Sharif/Temple Mount; the PA and Waqf officials protest, saying Israel plans to build a larger permanent structure to assert its control over the site, which is holy to both Muslims and Jews. Also in East Jerusalem, the IDF demolishes a Palestinian home in Bayt Hanina. In the West Bank, the IDF conducts arrest raids, house searches in Qalqilya twice in the afternoon; conducts late-night arrest raids, house searches nr. Bethlehem and Jenin. Jewish settlers fr. Yitzhar settlement nr. Nablus vandalize nearby Palestinian homes and cars twice during the day, including throwing a Molotov cocktail at a home. Jewish settlers fr. Karnei Shomron nr. Israel’s new amb. to Egypt, Ya’akov Amitai, arrives in Cairo. Israel withdrew its former ambassador for safety reasons on 9/9/11, when Egyptian protesters ransacked the Israeli embassy (see QU in JPS 162). (WP 12/13)

The West Bank and Gaza remain effectively severed from each other following Hamas’s takeover of Gaza in 6/07, with Hamas controlling Gaza and Fatah the West Bank (see Quarterly Update in JPS 145). Tight Israeli restrictions on Gaza’s borders dating from 8/07 remain in place, including reduced fuel imports, a near-total ban on exports, and limited imports of basic goods. Israel Defense Forces (IDF) roadblocks in the West Bank divide the territory into 3 cantons, and Palestinian access to the Jordan Valley is limited. In Gaza, 30,000 Palestinians attend a Hamas-organized rally in Gaza City to protest ongoing Israeli archaeological excavations nr. al-Aqsa Mosque. Some 1,500 Palestinians attend a similar Hamas rally in al-Maghazi refugee camp (r.c.), also denouncing the upcoming U.S.-sponsored Annapolis peace summit, tentatively set for 11/26–27. In the West Bank, the IDF conducts arrest raids, house searches in and around Jenin, and in ‘Ayn Bayt al-Ma’ r.c. nr. Nablus, Salfit; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in nr. Ramallah (injuring 5). Jewish settlers fr. Elon Moreh nr. Nablus set fire to 50 nearby Palestinian olive trees. Hamas releases almost all of the approximately 450 Fatah mbrs. detained during demonstrations in Gaza City on 11/12. (NYT 11/16; OCHA 11/21; PCHR 11/22)

Occupied Palestine/Israel: Hadashot reports that MK Moshe Amirav recently met with PLO officials in Paris; meeting was arranged by Israeli officials wanting to establish ties with the PLO [JPS 6/22]. One-day strike is observed in the occupied territories [FJ 6/26]. Minister of Trade and Industry Ariel Sharon tells 'Al Hamishmar the situation in the occupied territories cannot continue; if Rabin is unable to control the occupied territories he should be replaced; and if Sharon had been D. M. in December the uprising would have never occurred [JPS 6/22].

Other Countries: Amnesty International asks Israel to investigate the use of tear gas to see if it caused the deaths of up to 40 people [NYT 6/23].

Military

Occupied Palestine/Israel: In Rafah refugee camp a 17-year-old Palestinian is killed by soldiers [FJ 6/26]. Soldiers shoot, wound 2 Palestinians; Israeli civilian shoots, wounds one Palestinian in clashes in the occupied territories [WT 6/22]. IDF reports the death of a 20-year-old Palestinian in a Gaza hospital [NYT 6/23].
