The International Atomic Energy Agency (IAEA) delivers a report on Iran’s nuclear program, concluding that the Iranian govt. is still not fully cooperating though it has largely upheld its obligations under the Joint Plan of Action (JPOA), which governs its negotiations with the P5+1. The EU announces a €52 million assistance package to help PA development schemes, such as municipal infrastructure projects and private sector-led economic initiatives. Russian FM Sergey Lavrov makes a statement calling for military action against Syria to be averted through a plan for the internationally coordinated destruction of Damascus’s chemical weapons’ arsenal. The dramatic intervention is welcomed as a possible breakthrough by Pres. Obama, who faces opposition in Congress and among the public to any U.S. military intervention. Democratic Senate leader Harry Reid postpones a scheduled test vote for lawmakers to assess the Russian plan. The Egyptian military’s offensive in the Sinai continues, with security forces killing a further 9 militants and arresting 10 nr. Rafah. In 2 separate incidents in c. Sinai, gunmen open fire and wound 3 soldiers. In addition, Egyptian forces destroy 6 smuggling tunnels under the Egypt-Gaza border located n. of Rafah, with an Egyptian official claiming that more than 90% of the smuggling tunnels have now been destroyed. The U.S. meanwhile has not announced that a new NIE has been written. U.S. officials refuse to comment except to say that U.S. intelligence continues to believe: (1) that Iran has not made a decision on whether to develop a nuclear weapon and (2) that Iran’s is years away from being able to produce a nuclear bomb. Meanwhile, Israel’s dep. FM Danny Ayalon calls on the international community to issue a declaration that diplomacy toward Iran has failed, raising fears that Israel is preparing a military strike. A Palestinian court convicts Muhammad Rashid, the former economic adviser to late PA pres. Yasir Arafat and political ally to Abbas adversary Muhammad Dahlan, of embezzling millions of dollars in public funds during Arafat’s rule. Rashid had been charged in 4/2012 by an independent Palestinian anticorruption commission created in 2010. While few if any Palestinians thought that Rashid (who has lived abroad for years and was convicted in absentia) was innocent, many saw the case against him as, in the words of Palestinian analyst Hani al-Masri (WP 6/21), ‘‘a reaction to a political dispute [with Abbas], not a continuous fight against corruption.’’ Other critics noted (WP 6/21) that the commission had been selective about the cases it chose to investigate, and that of the more than 80 cases it had investigated, few had led to charges against senior officials. At the close of 2 days of talks in Tehran with Iranian nuclear negotiator Saeed Jalili, IAEA head Yukiya Amano announces that Iran has agreed in principle to provide the IAEA with access to Iran’s nuclear scientists and facilities, but it has not yet signed a formal statement to this effect. P5+1 nations (the 5 permanent UNSC members plus Germany) call the deal ‘‘a step in the right direction,’’ but say they will judge Iran by its actions. Israeli DM Ehud Barak comments: ‘‘It looks like the Iranians are trying to reach a technical agreement that will create a deception of progress in talks in order to reduce the pressure ahead of talks tomorrow in Baghdad and postpone harshening of sanctions.’’ (WP 5/23)

The IDF issues an eviction order to several Jewish settler families who moved into a house in Hebron, near the al-Ibrahimi Mosque/Tomb of the Patriarchs, several days ago that they claim to have purchased fr. the Palestinian owner (who claims the deeds were forged). The IDF cites the settlers for failing to secure the proper permits from the Israeli military to reside in the West Bank, calling their presence “a risk to public order,” and ordering them to vacate the building by 3:00 p.m. local time on 4/3. As fighting between Syrian government and opposition forces intensifies, Hizballah endorses a Hamas’s plan to reach out to Syrian opposition contacts inside Syria and offer to mediate a cease-fire with the regime, but does not offer to participate itself. In Amman, Palestinian and Israeli negotiators meet for the 4th time. Molcho and Erakat clash, when Molcho, without advanced notice, brings a military expert to the talks to lay out security concerns that Israel wants the Palestinians to address in amending their initial security and borders proposals. Erakat balks, stating that the sides are not at the stage of negotiating and Israel was attempting to ambush the Palestinian side. The Palestinian team for the 1st time complains publicly that Israel has not offered its comprehensive position papers on borders and security as requested by the Quartet. Israeli officials say the 3-mo. period for them to produce detailed papers only began running with the 1st meeting on 1/3, and they therefore have until 4/3. The Quartet does not comment. Hamas issues an official statement confirming rumors (see 1/17) that Mishal is not seeking another term as head of Hamas’s politburo in upcoming internal elections, though some officials suggest that he may be asked to stay on and might agree if this would be seen as an endorsement of his more pragmatic style of leadership. Anonymous Israeli officials say that 2 wks. ago, Abbas, under heavy Quartet pressure (especially fr. the U.S.), submitted a proposal for restarting talks that dropped demands that Israel halt settlement construction but demanded that Israel release in exchange 100 Palestinian prisoners jailed since before the Oslo process began. Israel rejected this on the grounds that (1) it would replace 1 precondition with another, and (2) it was vague about whether the talks that would result would be preparatory talks or direct negotiations between Abbas and Netanyahu. There is no official Palestinian, U.S., or Quartet comment on this. Another Israeli official says that Israel is concerned that if talks do not resume by 1/26/12, Abbas would resume Palestinian statehood efforts at the UN, including seeking membership in various UN organizations. As of this date, Congress has freed up only $40 m. of the $192 m. in humanitarian aid to the Palestinians that was frozen in light of the UN bid (see QU in JPS 162). USAID and the White House are pressuring Congress to release the rest of the money, calling it “in the interest of the Palestinians, Israel and the United States” to ensure continued development “vital to the establishing and strengthening the foundations necessary for a future Palestinian state.” (WP 12/29)
