Two days after Israel’s security cabinet imposed new conditions on Israel’s participation in a new round of peace talks with the Palestinians, U.S. special representative Greenblatt issues the first official U.S. response to the 10/12 Palestinian national reconciliation agreement: “All parties agree that it is essential that the PA be able to assume full, genuine, and unhindered civil and security responsibilities in Gaza and that we work together to improve the humanitarian situation for Palestinians living there,” he says, in a statement. “The U.S. reiterates the importance of adherence to the Quartet principles: any Palestinian government must unambiguously and explicitly commit to nonviolence, recognize the State of Israel, accept previous agreements and obligations between the parties—including to disarm terrorists—and commit to peaceful negotiations. If Hamas is to play any role in a Palestinian government, it must accept these basic requirements.” In response, a senior Hamas official accuses the U.S. of “blatant interference” in the reconciliation process. Later, Israeli PM Netanyahu takes the podium and echoes Trump’s comments on Iran, criticizing the “sunset” clause in the JCPOA, and calling on the international community to stop Iran from obtaining nuclear weapons. Hamas announces that it is constructing a new security barrier along Gaza’s border with Egypt, including new guard posts, lighting, and cameras. A Hamas official says that the barrier was specifically provided for in a recent Hamas-Egypt agreement. “These continuing measures are for the sake of achieving control of the s. border and to completely prevent infiltration and smuggling,” he adds. Hamas accuses Israel of fabricating claims of rocket fire on 6/26 to justify air strikes on the group’s military sites. “The Israeli claim of a rocket being fired from Gaza . . . justify[ing] the escalation and an attack of resistance positions are part of a dangerous and transparent Israeli game,” a statement reads. After 3 days of cross-border violence in the Golan Heights, the IDF declares an area along the border a closed military zone, barring most civilians from entering (farm workers are allowed to continue their work). A West Bank Palestinian stabs and injures 4 people in Tel Aviv before the Israeli police arrest him. Hours after the attack, COGAT suspends single-day work permits granted to various organizations and groups to allow Palestinians to enter Israel and begins an investigation into the matter. The alleged attacker hailed from Nablus and obtained one such permit from a group called Natural Peace Tours, which facilitates relationships between individual Israelis and Palestinians. Later, a Palestinian stabs and injures 4 Israelis in the same city. Several Jewish Israelis assault and detain him as he attempts to flee, including 1 Israeli driver who rams the man with his vehicle. An Israeli man attacks a Palestinian citizen of Israel in Netanya, lightly injuring him. In Kiryat Ata nr. Haifa, a Jewish Israeli stabs and moderately injures another Jewish Israeli, mistakenly identifying him as a Palestinian. Following the morning’s attacks, Israel’s security cabinet meets and decides not to return the bodies of Palestinians shot and killed by Israeli forces after carrying out attacks on Israeli citizens. Instead of returning the bodies to their families, they will bury them secretly. The cabinet also decides to revoke the residency status of Palestinian attackers, bar any homes punitively demolished from being rebuilt, and allow the police to “impose a closure on, or to surround, centers of friction and incitement in Jerusalem, in accordance with security considerations”.
