Israeli chief negotiator with the Palestinians Elyakim Rubinstein gives letter to Palestinian delegation head Haydar 'Abd al-Shafi focusing on recent wave of violence in o.t. 'Abd al-Shafi responds with comments about Israel's handling of the Palestinian prisoner hunger strike.
