Israeli national security minister Itamar Ben-Gvir told Israeli Channel 12 News’ Mohammad Magadli during a panel discussion that “my right, the right of my wife and my children to move around Judea and Samaria [the West Bank] is more important than freedom of movement for the Arabs [Palestinians]. The right to life comes before freedom of movement. Sorry, Mohammad, but that is the reality.” Ben-Gvir also said that he “is handing out arms to anyone who can defend themselves,” referring to settlers. The new Israeli-imposed restrictions for entry into the West Bank, outside of Israeli settlements, took effect. The heavily criticized restrictions were 1st published earlier this year in the policy paper “Procedure for entry and residence of foreigners in the Judea and Samaria area,” issued by Israel’s Coordinator of Government Activities in the Territories and have been slightly amended after criticism by U.S. and EU lawmakers. Haaretz reported that Israel will approve the purchase of 2 helicopters by the PA for usage of PA officials. The helicopters, which will be stationed in Jordan, are reportedly funded by Gulf state donations. The PA will need permission from Israel to use the helicopters in the West Bank. The ACLU filed an appeal with the U.S. supreme court asking it to review the appeals court decision to uphold an Arkansas state law that penalizes companies boycotting Israel. Israel said its probe into the death of journalist Shireen Abu Akleh found that an Israeli soldier “highly probably” shot and killed Abu Akleh in Jenin on 5/11. The Israeli army claimed that Abu Akleh likely was shot by a soldier using a telescopic scope, misidentifying Abu Akleh as a Palestinian militant during crossfire. Abu Akleh was wearing a vest and helmet clearly marking her as a journalist and eyewitnesses and several independent investigations have concluded that no crossfire happened during the killing of Abu Akleh. The Israeli military advocate general’s office said that it will not open an investigation into any potential wrongdoing by any of the soldiers involved. Haaretz reported that the Israeli civil administration was seeking to legalize 30 of 35 agricultural settlement outposts using a new regulation that allows legalizing outposts on “state land.” The move will need the approval of the defense minister and justice ministry. (HA, HA, MEE 9/5)

The Jerusalem municipality planning and building committee approved construction of 700 new settlement units in East Jerusalem in the Givat HaShaked settlement adjacent to Beit Safafa. Israel delayed the implementation of new regulations for foreigners visiting the West Bank outside of Israeli settlements after criticism from the U.S. and others. The coordinator of government activities in the territories (COGAT) also updated the new regulations called “Procedure for entry and residence of foreigners in the Judea and Samaria area,” scrapping some of the most controversial new rules, such as forcing foreign spouses of Palestinians to leave the West Bank for a minimum of 6 months for a “cooling off” period and requiring foreigners to tell the Israeli government if they have started a relationship with a Palestinian resident of the West Bank. U.S. ambassador to Israel Tom Nides expressed concerns regarding Israeli limitations to who can study and teach at Palestinian academic institutions. The regulations were originally released by COGAT in April. PA prime minister Mohammed Shtayyeh called the regulations racist and said they were aimed at Palestinians with foreign passports. In Palestine, prices on flour, sugar, and cooking oil have risen up to 30% in the last quarter. 1 Israeli settler opened fire at Palestinians, claiming they had thrown stones at him; no injuries were reported. Israeli forces delivered a demolition notice for part of a Palestinian home in al-Rakiz in the Masafer Yatta area. Israeli forces also raided Nabi Salih, firing tear gas at Palestinians protesting the incursion; no injuries were reported. Elsewhere, Israeli forces violently dispersed a Palestinian protest in Tubas, causing tear-gas related injuries. Israeli forces also delivered notices to Palestinians in Tarqumiyah informing them that 600 dunams (148 acres) of agricultural land will be seized by Israel to expand the settlements of Telem and Adora. The Israeli Knesset failed to pass the 1st vote on extending the Emergency Regulations – Judea and Samaria, Jurisdiction and Legal Aid, extending Israeli law to Israeli settlers living in the West Bank. 58 voted against and 52 voted for, as the Israeli right-wing opposition voted against the measure to trigger the dissolution of the coalition government. The emergency regulation expires at the end of June. 2 party members in the Israeli coalition, Mazen Ghanaim from the United Arab List and Ghaida Rinawie Zoabi from Meretz, voted against the bill, as did the members of the Joint Arab List. Amnesty International (AI) called on Israel to “immediately release” Salah Hammouri, a Palestinian-French human rights lawyer who works for Addameer and who has been held in administrative detention since 3/7. A survey conducted by the Israeli Democracy Institute found that 60% of Israeli Jews favored segregation from the country’s Palestinian community, up from 45% in last year’s survey. In comparison, about 20% of Palestinian citizens of Israel favored segregation. (HA 6/6)

Haaretz reported on recently released documents at the Israeli State Archive, which details conversations between Israeli and U.S. officials during the 1st Israeli Invasion of Lebanon. In the trove of released documents are conversations between then Israeli prime minister Menachem Begin and U.S. president Ronald Reagan, where President Reagan suggests that Palestinian refugees in Lebanon become Lebanese citizens. Prime Minister Begin responds by suggesting that Palestinians in Lebanon be deported to Libya, Iraq, Syria, or Saudi Arabia. (HA 6/6)

Meretz MK Michal Rozin said at an event that her party will support Emergency Regulations – Judea and Samaria, Jurisdiction and Legal Aid, extending Israeli law to Israeli settlers living in the West Bank. Rozin explained that her party is doing so to ensure that the government coalition does not dissolve. The regulation is set to expire at the end of June and Israeli justice minister Gideon Sa’ar is seeking to extend it for 5 years. A UK-based Iranian opposition group, Iran International, reported that an Iranian engineer, Ayoob Entezari, was assassinated by poison at a dinner in Yazd. Iran denied the reporting, saying Entezari died of a disease. It was reported that Entezari was working on drone and missile technology. 1 Palestinian citizen of Israel was sentenced to 14 years in prison for allegedly planning an attack in Jerusalem in November 2020. According to the Israeli prosecutor, the man admitted that he wanted to harm Israeli soldiers but not civilians. (HA 4/27)

A 97-page Israeli document called “Procedure for Entry and Residence for Foreigners in Judea and Samaria Area,” originally published in February, surfaced in the media. The document, which will replace a 4-page ordinance on entry to the West Bank on 5/22, further complicates travel to the West Bank, especially for Palestinians. Palestinians holding foreign citizenship must, according to the new ordinance, include names and ID numbers of all relatives and people they might stay with while traveling to the West Bank. Palestinians must also declare if they own property in the West Bank or stand to inherit. Foreigners visiting Palestinians in the West Bank must also be given prior permission while those visiting settlers do not have to. PA prime minister Mohammad Shtayyeh told journalists that if Israel moves forward with annexing West Bank territory, the PA would declare an independent state along the 1967 borders with East Jerusalem as the capital. Following the rocket fire from Gaza on 12/29, PM Netanyahu reiterates that Israel holds Hamas accountable for any rockets fired toward Israel, and says that Israeli forces have struck Hamas sites 40 times in recent weeks. The Likud Central Committee unanimously approves a resolution calling on the party’s leaders, including PM Netanyahu, to extend Israeli sovereignty to West Bank settlements: “On the 50th anniversary of the liberation of the regions of Judea and Samaria [the West Bank], including Jerusalem our eternal capital, the Likud Central Committee calls on the Likud’s elected officials to act to allow free construction and to apply the laws of Israel and its sovereignty to all liberated areas of Jewish settlement in Judea and Samaria.” (TOI 12/31; HA, NYT 1/1)

In the West Bank, the IDF imposes heightened precautions at checkpoints in the Ramallah area, causing traffic jams across the region. It’s unclear why security is tightened. IDF troops also weld shut the door to a home and arrest 9 Palestinians during late-night raids nr. Nablus, Hebron, Ramallah, and in Qalqilya; and patrol nr. Hebron during the day. Israeli forces demolish a water pipeline nr. Tubas and a residential structure in Khan al-Ahmar village nr. Jerusalem. In East Jerusalem, 74 right-wing Jewish activists tour Haram al-Sharif in the morning. Israeli forces arrest 7 Palestinians during raids in Issawiyya and Shu‘fat refugee camp (r.c.). Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya and again nr. Rafah, causing no damage or injuries. (MNA, WAFA 2/20; PCHR 2/23)

Israel’s Knesset passes a new law requiring private businesses that choose not to sell products or services to Israel’s settlements in the West Bank or East Jerusalem to display signage indicating that on their premises. Businesses that fail to display proper signage will be fined. Member of the Knesset (MK) Shuli Moalem-Refaeli (Jewish Home), who proposed the legislation, says, “businesses that choose to discriminate against consumers who live in Judea and Samaria, in outlying areas or in Arab communities will be obligated to inform their customers in advance. If they fear being put on customers’ blacklists, they should them treat all equally.” (HA 2/20; MNA, TOI 2/21)

In the West Bank, the IDF conducts house searches and arrest raids in 2 villages nr. Hebron and 1 village nr. Bethlehem at night; patrols in Tulkarm and 1 village nr. Salfit in the morning, in 1 village nr. Hebron in the afternoon, and in 4 villages nr. Hebron, Nablus and 1 village and Balata r.c. nearby, 2 villages nr. Qalqilya and Tulkarm at night. Jewish settlers from Yitzhar chop down an estimated 60 olive trees nr. Nablus. In East Jerusalem, Israeli forces violently disperse Palestinian demonstrators in al-‘Izzariya, a protest in support of defending al-Aqsa mosque from Jewish extremists. There are no serious injuries. The PLO Central Council in Ramallah adopts a plan to pursue efforts to join 63 UN bodies and international treaties, according to a public statement issued on the final day of a 2-day meeting. Separately, PA Pres. Abbas issues a statement to mark Holocaust Day, denouncing the Nazi genocide. Israeli PM Netanyahu dismisses the comments during an interview with U.S. television network CBS, and says that Israel will not negotiate with a Palestinian govt. backed by Hamas. Meanwhile, IDF Maj.-Gen. Yoav Mordechai tells a meeting of the Knesset’s Foreign Affairs and Defense Subcmte. on Judea and Samaria that construction plans for 19 Palestinian villages in Area C of the West Bank have been frozen in response to the reconciliation deal. In addition, U.S. Dep. National Security Adviser Tony Blinken tells CNN that the U.S. is ready to suspend aid to the PA if a unity govt. backed by Hamas fails to recognize Israel. U.S. Special Envoy Indyk leaves Israel for consultations in Washington. EU foreign affairs chief Ashton releases a statement expressing concern over the latest developments in the peace process, and reiterates EU support for the U.S.-led peace talks. She also welcomes the Palestinian unity govt., affirming that it must abide by the principles of nonviolence, recognition of Israel, and commitment to previous agreements. Remarks made by U.S. Secy. of State Kerry on 4/25 at a private meeting in Washington are published by the Daily Beast, in which he says that without a 2-state solution soon, Israel risks becoming an “apartheid state.” In response, pro-Israel lobby group AIPAC says it is “deeply troubled” by the comments. The "Judea and Samaria" Settlement Council, dominated by Gush Emunim, announces boycott of Kiryat Arba because of its discrimination against Palestinians [JP 8/11]. Kiryat Arba town council cancels clause in its coalition agreement. Move opens the way for town council to receive funds blocked by the Knesset finance committee on grounds the clause violated the law [JP 8/11]. Jerusalem Magistrates Court imposes three-month suspended sentence and IS 200,000 fine on Rabbi Moshe Levinger for striking a 6-year-old boy in Hebron last year [JWP 8/11].
