Israeli and Palestinian negotiating teams meet in Jerusalem to continue discussions taking place following the resumption of official peace talks. U.S. envoy to the peace process Martin Indyk joins the teams, following the previous session that lacked a U.S. presence. The Israeli delegation is headed by Tzipi Livni and Yitzhak Molcho, while the Palestinian side is led by Saeb Erakat and Mohammed Shtayyeh. Livni tells Israeli media that both sides have agreed on not sharing details of their discussions to build trust. (AFP, AP, HA 8/20)

Iranian Foreign Ministry spokesperson Abbas Araqchi hints that Tehran’s FM Mohammad Javad Zarif is poised to take over as negotiator in talks over the country’s nuclear program. Turkish PM Recep Tayyip Erdogan accuses Israel of being involved in the military coup that removed Pres. An Egyptian court orders the release of former pres. Husni Mubarak after he was cleared by a prosecutor in a corruption case. However, there is an outstanding retrial on charges of complicity in the murder of protesters during the 2011 revolution that deposed him. Meanwhile, Egyptian security forces arrest Muslim Brotherhood head Mohamed Badie, who was charged in 7/2013 with inciting the murder of protesters. UN Secy.-Gen. Unnamed diplomats accredited to the UN’s International Atomic Energy Agency (IAEA) say that Iran seems to be continuing to convert quantities of uranium gas into reactor fuel, thus holding back growth of the stockpile deemed most sensitive by the international community. (REU 9/18)

The PLO Executive Cmte. meets in Ramallah, speaking out against recent Israeli settlement construction announcements and threatening to go to international bodies in search of redress. The cmte. also says it holds the U.S. administration responsible for failing to stop Israel’s settlement activity during the renewed peace talks. Meanwhile, Palestinian Authority (PA) PM Rami Hamdallah signs an agreement with U.S. Consul General in Jerusalem Michael Ratney in which the U.S. will pay $148 million to support the PA’s budget. A meeting takes place in the Gaza Strip between Hamas and Fatah leaders to discuss the possibility of holding presidential and legislative elections. The U.S. State Dept. puts financing for economic programs directly involving the Egyptian govt. on hold, in the 1st real indication that the Obama administration will cut or curtail aid to the country in response to the military coup. Meanwhile, clashes continue in Egypt, with security forces killing at least 36 prisoners through suffocation after firing tear gas into a prison truck. Israeli and Palestinian officials hold their 1st direct peace talks in 3 years in Jerusalem, a meeting that last for several hours, but the proceedings and details are kept secret. Five suspected Islamic militants are killed in a drone strike nr. Rafah in Egypt, in what the group in question, Ansar Beit al-Maqdis, as well as anonymous Egyptian officials say was carried out by the Israeli military. Israel does not confirm or deny the report, and DM Moshe Ya’alon says that Israel “respects full Egyptian sovereignty.” The strike also destroyed a rocket launcher directed at Israel. White House spokesperson Jay Carney says that the Obama administration is working to bring together Israeli and Palestinian officials in the coming weeks to discuss how to commence direct negotiations. Palestinian official Nabil Abu Rudeineh says that Israel is still blocking the path to formal talks, claiming that Pres. Abbas had agreed to send a delegation to Washington to continue lower-level preliminary discussions. Chairman of the House of Representatives Intelligence Cmte. Mike Rogers says that the U.S. administration can move forward with plans to arm Syrian rebels, after some concerns were eased. Members of the Senate Intelligence Cmte. had previously voiced worries that arms could end up in the hands of radical Islamist groups, but according to a statement issued by Rogers the White House has since offered reassurances about the proposed supplying of rebels. The EU designates the armed wing of Hizballah as a foreign terrorist organization, a decision welcomed by Israel but condemned by both the Lebanese group themselves, as well as Lebanese caretaker FM Adnan Mansour. The resulting sanctions will restrict Hizballah’s ability to use Europe as a financial conduit. (REU 7/22)

Israel’s Minister for International Relations Yuval Steinitz announces that Israel will release some Palestinian prisoners as part of the deal for the resumption of direct talks. The releases will be in stages, but no precise numbers are given at this time. Steinitz also says that Israel has not agreed to resume talks on the basis of any territorial framework. Yet, at the same time, anonymous Palestinians officials brief the media that the U.S. had offered a guarantee that negotiations would be conducted on the basis of the 1967 borders. Israeli PM Netanyahu welcomes the resumption of peace talks, which he calls“an essential strategic interest for Israel.” Meanwhile, Hamas spokesperson Fawzi Barhoum says that the return to talks is a “disaster” and endangers the prospects for Palestinian national reconciliation. Egyptian interim pres. Adly Mansour picks a 10-member committee of judges and law professors to propose amendments to the constitution drafted by the ousted Muslim Brotherhood-dominated govt. The team of experts has 30 days to make their proposals, after which a 2d committee of 50 public figures will review the amendments. Following the review, the new constitution will be put to a referendum. Meanwhile, Jordan’s King Abdallah II visits Cairo, the 1st head of state to visit Egypt since the army took power. U.S. Secy. of State John Kerry announces at a press conference in Amman that direct Israeli-Palestinian negotiations will begin as early as the following week in Washington. Kerry says details are still being finalized, but that Israeli justice minister Tzipi Livni and Palestinian chief negotiator Saeb Erakat will travel to the U.S. to hold preliminary talks. Kerry made no mention of any conditions or framework for the talks. UN Secy.-Gen. Ban Ki-moon welcomes the news and commends Kerry for his efforts, as does EU foreign affairs chief Catherine Ashton. Gulf states approve $8 billion in aid for Egypt, as interim pres. Adly Mansour appoints economist Hazem el-Beblawi as prime minister. Saudi Arabia will give $5 billion in aid, and the United Arab Emirates a further $3 billion ($2 billion of the latter come in the form of an interest-free loan). In the Sinai, unidentified assailants set off an explosion on a pipeline taking gas to Jordan. Meanwhile, the Rafah crossing on the Gaza border remains closed. U.S. Defense Secy. Chuck Hagel continues telephone conversations with the Egyptian military leadership, holding a 2-hour long discussion with Egyptian armed forces chief al-Sisi. Few details are revealed about the contents of the talk, though Pentagon spokesperson George Little says in a statement that Hagel emphasized the need for a peaceful civilian transition. The Israeli air force strikes a site nr. Damascus, in a new air strike on what unnamed Western intelligence sources say was a shipment of advanced, Iranianmade missiles heading to Hizballah in Lebanon. Israeli officials later stress that the airstrikes are aimed at Hizballah rather than destabilizing or undermining Pres. Bashar al-Asad’s regime. The Syrian government accuses Israel of ‘‘gross aggression’’ and says that the strike ‘‘opens a door to all options.’’ The opposition Syrian National Coalition also condemns the strike, saying that Israel is ‘‘taking advantage’’ of the conflict. A U.S. intelligence official says that Washington was not given any forewarning of the air raid. Iran’s Foreign Min. states that countries in the region should oppose the ‘‘assault,’’ while the Iran’s army ground forces commander Ahmad Reza Pourdastan says Tehran is ready to support its ally. Egypt condemns the airstrikes, as does the Lebanese pres. Michel Suleiman. U.S. Secy. of State John Kerry welcomes the Arab League’s expression of support for reviving peace talks made the previous day, describing it as a ‘‘very big step forward.’’ An Israeli official welcomes the development, but says that the framework will not be a starting point for talks. Justice Minister Tzipi Livni says that the Arab League proposal represents encouragement for the Palestinians that they have regional support for a negotiated agreement. PLO Chief Negotiator Saeb Erekat says that the Arab League’s support for land swaps is nothing new. Meanwhile, Israel’s Construction and Housing Minister Uri Ariel says that his party, Bayit Yehudi, will not back a 2013 budget that does not include full funding for West Bank settlement construction projects. In the Gaza Strip, the IDF makes an air strike nr. Rafah assassinating Hitham al-Mishal, whom Israel accuses of being a Salafist militant responsible for arms manufacturing. In response, Hamas urges Egypt to ensure that Israel stays committed to the truce deal signed at the end of Operation Pillar of Defense in 11/2012 (see QU 167). Israeli naval vessels open fire on Palestinian fishermen twice, once off the central Gaza coast nr. Dayr al-Balah and once off the south Gaza coast nr. Rafah, in the latter case causing damage and 1 injury. IDF forces also make a brief incursion into central Gaza nr. Juhr al-Dikto level land and clear lines of sight along the border fence. In the West Bank, a Palestinian fatally stabs a Jewish settler from Yitzhar at a Tapuach junction bus stop. In retaliation, Jewish settlers riot and attack Palestinians across the West Bank, including blocking roads and throwing stones at passing vehicles. Overall, the Palestinian civil defense report 57 fires across the West Bank caused by settlers, with damage to hundreds of olive and almond trees. In the most serious incident, Jewish settlers from Yitzhar settlement attack a mosque in Urif village and try to set it on fire; and stone a bus carrying Palestinian schoolchildren, injuring 2. Qatari PM Shaykh Hamad Bin Jassem al-Thani, speaking on behalf of the Arab League delegation, cites the possibility of a border agreement that includes mutually agree and minor land swaps between the Israelis and the Palestinians. U.S. Secy. of State John Kerry meets Palestinian pres. Mahmud Abbas in Istanbul to continue discussions about restarting negotiations, particularly a proposal to focus on boosting the Palestinian economy. Palestinian amb. to Turkey Nabil Maarouf says that the meeting fails to make any substantial progress with regards to Palestinian conditions for resuming negotiations. Secy. Kerry says that restored ties between Turkey and Israel can allow both countries to work with Washington on Iran and Syria. Kerry asks Turkish PM Recep Tayyip Erdogan to delay his planned trip to the Gaza Strip in order not to disrupt efforts to improve Turkish-Israeli relations. Secy. Kerry also attends a major meeting between the Syrian opposition and its main 11 foreign supporters. After the meeting, Secy.
