In the West Bank, Israeli settlers graze their sheep on Palestinian land in al-‘Awja, damaging wheat and barley crops. Israeli settlers also throw stones at Palestinian vehicles and block the road leading to the Huwwara checkpoint. Elsewhere, Israeli settlers throw stones at Palestinian vehicles traveling near al-Lubban ash-Sharqiya, causing damage. Israeli settlers also attack a Palestinian home in Khalayl al-Louz. Israeli forces violently disperse Palestinians in Huwwara, causing tear-gas related injuries. Israeli forces also demolish 6 commercial structures in al-‘Awja and issue a stop-work notice for a home in Deir Balut. Elsewhere, Israeli forces seize a tractor in Qarawat Bani Hassan. Israeli forces also close the entrance to Husan. Meanwhile, Israeli forces arrest 25 Palestinians during late-night raids in and around Ramallah, Jenin, Tubas, Tulkarm, Aqraba, Hebron, and Bethlehem. In Gaza, Israeli forces bomb Dayr al-Balah, Rafah, Khan Yunis, and Nuseirat refugee camp, killing at least 63 people, including 7 aid workers of Palestinian, Polish, American, British, and Australian nationality from World Central Kitchen in Dayr al-Balah. Israeli forces also withdraw from al-Shifa Hospital after a 14-day siege, leaving it completely destroyed; witnesses say that hundreds of bodies are found in and around the hospital. The Gaza Media Office says that 400 Palestinians were killed during the attack on al-Shifa. In the Naqab, Israeli police arrest the sister of Hamas political leader Ismail Haniyeh, who is an Israeli citizen, in Tel as-Sabi. A drone launched from Iraq damages an Israeli military building in Eliat; no injuries are reported. The Islamic Resistance in Iraq takes responsibility. In Lebanon, Israeli forces bomb Rachaya Al Foukhar. In Jordan, protesters demonstrate near the Israeli embassy in Amman for the ninth day in a row. In Syria, Israeli forces target an Iranian consulate building in Damascus with airstrikes, assassinating Islamic Revolutionary Guard Corp senior commander Mohammad Reza Zahedi and killing 11 others. More than 32,845 Palestinians have been killed by Israeli forces in Gaza, including at least 13,750 children and 8,900 women, and around 75,392 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 445 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 112 children. More than 4,700 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 254 Israeli soldiers have been killed and 1,520 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 190 trucks carrying aid enter Gaza. World Central Kitchen (WCK) suspends all operations in Gaza after 7 of its workers are killed in an Israeli airstrike (see above), returning 3 ships docked off the coast of Gaza carrying 240 tons of aid to Cyprus. The organization runs 68 community kitchens in Gaza and has sent some 1,700 truckloads of aid into Gaza. Several investigations into the Israeli bombing of the WCK aid convoy reveal that the 3 vehicles the aid workers were in were targeted in 3 strikes 1.5 miles apart. The 3 vehicles were clearly marked with WCK’s logo on the top of the cars. The Israeli narrative changes several times during the period after the attack, from saying an armed person was traveling with the vehicles to saying the clearly marked vehicles were misidentified. Prime Minister Benjamin Netanyahu calls the attack “unintended” and “tragic” and says “[t]hese things happen in wartime.” UN special rapporteur on the occupied Palestinian territories Francesca Albanese says the Israeli attack was a deliberate effort to starve the population of Gaza. Australian prime minister Anthony Albanese calls Netanyahu, expressing “anger and concern” at the killing of the Australian aid worker. U.S. president Joe Biden says he is “outraged and heartbroken,” adding Israel is not doing enough to protect aid workers. The White House claims that there is no evidence that the aid workers were killed deliberately. UN secretary-general Antonio Guterres says 196 aid workers have been killed in Gaza since 10/7/2023. Refugees International president Jeremy Konyndyk calls the attack “a clear war crime.” Hamas labels the attack terrorism. The Israeli Civil Administration announces that it will seize 206.3 dunams (51 acres) of land in Jiftlik, adding it to the settlement council in the Jordan Valley and declare 170 dunams (42 acres) of Palestinian land south of Furaydis near the Etzion settlement bloc as state land. The Knesset passes a law allowing the Israeli government to ban Al Jazeera in Israel in a 71-10 vote. Al Jazeera says Prime Minister Netanyahu, who called it a “terror channel,” is lying about the news organization to justify the killing of its employees. PA president Mahmoud Abbas speaks with U.S. secretary of state Antony Blinken in a phone call, calling on the U.S. to stop the Israeli attacks on Gaza. The 2 also discuss the new PA government. PA ambassador to the UN Riyad Mansour calls on the UN Security Council to schedule a vote on full Palestinian membership of the UN in April. U.S. national security advisor Jake Sullivan and Secretary Blinken hold a virtual meeting with Israeli national security advisor Tzachi Hanegbi and Minister for Strategic Affairs Ron Dermer, discussing Israel’s planned invasion of Rafah. A joint statement says Israel has agreed to take U.S. concerns into account. Reuters reports that the U.S. considering approving an arms transfer to Israel worth $18 billion, including 25 F-15 fighter jets. White House spokesperson Karine Jean-Pierre says the Biden administration is seeking more information from Israel about footage of executions at al-Shifa Hospital. Iranian foreign minister Hossein Amir-Abdollahian says Israeli failures in Gaza have led to Israel targeting the Iranian consulate in Damascus, calling for a serious international response. Iranian president Ebrahim Raisi says the attack will not go unanswered. Pakistan and Syria condemn Israel’s attack. Russia requests that the UN Security Council convene on 4/2 to discuss the attack. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, leading to tear-gas related injuries. Israel held general elections for the 5th time since 2019. The right-wing bloc led by Benjamin Netanyahu won a majority of the seats and is expected to form a government in the coming weeks. The Likud Party won the most seats with 32. Yair Lapid’s Yesh Atid gained 24 seats while the third largest party was the Religious Zionism alliance, made up of the Zionist National Union-Tkuma and the Otzma Yehudit party and led by Bezalel Smotrich and Itamar Ben-Gvir, which won 14 seats. The Palestinian parties Hadash-Ta‘al and the United Arab List each gained 5 seats. Balad, Meretz and the Ayelet Shaked-led Habayit Hayehudi did not make the electoral threshold. It was reported that the U.S. was considering a “no-contact” policy in dealing with a potential minister Ben-Gvir given his extremist ideology and actions. The voter turnout among Palestinian citizens of Israel was 55%. Algeria hosted the 1st summit of the Arab League since 2019. The leaders of the UAE, Saudi Arabia, and Morocco did not attend the summit. In the West Bank, Israeli settlers attacked Palestinians harvesting olives in Jibiya, injuring 1 and vandalizing nearby vehicles. Israeli forces shot and killed 2 Palestinians and injured 1 other, saying it had fired at 2 vehicles that looked suspicious near the Huwwara checkpoint. The 2 killed were members of the Palestinian civil defense. The PA condemned the killings. Israeli forces also violently dispersed Palestinian protests in Kafr Qaddum, injuring 1 with a baton round and others with tear gas. PA president Mahmoud Abbas issued a decree to form a supreme judicial council with himself as the head. The decree received criticism from rights organizations and Hamas, who said the move further erases the separation of the executive and judicial branches. The UN Middle East envoy Tor Wennesland told the UN security council that 2022 will likely be the deadliest for Palestinians in the West Bank, since the UN started tracking fatalities in 2005. Video footage of the incident released by Yesh Din shows Israeli soldiers directly aiding the settlers in the attack by handing them smoke grenades. The settlers also threw stones at homes nearby, smashing solar panels. Israeli settlers also threw stones at Palestinian vehicles traveling near Duma, causing damage. In the West Bank, 1 Israeli settler attempted ramming 1 Palestinian photojournalist working for Agency France Presse with their car at the Huwwara checkpoint. Israeli forces shot and injured 1 Palestinian man who had allegedly attempted to stab Israeli soldiers near the Shomron Regional Brigade military base by Nablus; the Palestinian man was taken to a hospital while none of the Israeli soldiers were injured. Israeli forces also notified Palestinians in Wadi Fukin that Israel is seizing 40 dunams (10 acres) of Palestinian-owned land near the village. 26 Palestinians were arrested during late-night raids in Dura al-Qari, Husan, Misilyah, Barta‘a, Silat al-Harithiya, al-Fara‘a refugee camp, Qalqilya, Qarawat Bani Hassan, Dheisheh refugee camp, Halhul, Beit Umar, and Qabatiya. In Jerusalem, Israeli forces assaulted the family of 1 Palestinian who was seriously injured on 5/16 during a funeral procession in East Jerusalem at a hospital while trying to arrest their seriously injured relative. 1 of the family members was beaten unconscious by the Israeli police and treated at the hospital. Later, Israeli police informed the family that the seriously injured man was not under arrest and they were still allowed to visit him. Israeli forces also razed 1 dunam (0.25 acres) of Palestinian land and demolished 1 fence in Shu‘fat refugee camp. 1 Palestinian was arrested at the Damascus Gate plaza. In Israel, Israel said it had shot down a drone entering Israeli air space from Lebanon, claiming it was operated by Hezbollah. Israel’s prime minister Naftali Bennett visited the Elkana settlement in the West Bank a week after his government approved 500 new settlement units there. It was Prime Minister Bennett’s 1st visit to an Israeli settlement outside of East Jerusalem since he took office. The PA denounced Bennett’s trip. (HA 5/17)

PA civil affairs minister Hussein al-Sheikh met with Russian foreign minister Sergei Lavrov and deputy foreign minister Mikhail Bogdanov in Moscow. Deputy Foreign Minister Bogdanov met with a Hamas delegation in Moscow earlier this month. (WAFA 5/18)

Israel’s public security minister Omer Bar-Lev decided to allow Israeli settlers and right-wing activists to march through the Damascus Gate plaza and the Muslim quarter of the Old City on “Jerusalem Day” on 5/29. Prime Minister Bennett spoke to French president Emmanuel Macron. According to the official French readout of the conversation, President Macron expressed concern about Israel’s decision to advance 4,000 settlement units and urged Israel to swiftly investigate the killing of Al Jazeera journalist Shireen Abu Akleh on 5/11. In Gaza, for the 2d day in a row, 1 rocket was fired at Israel and was intercepted, and Israel conducted air strikes, hitting 4 different targets in Khan Yunis and Rafah, causing damage. The 4 Palestinian prisoners who were caught by Israeli forces after escaping Gilboa prison on 9/6 were at a court in Nazareth for a closed-off remand hearing. The Shin Bet asked the court to extend the prisoner’s detention with the Shin Bet for 13 days. The 4 have not been allowed to meet with a lawyer. 1 of the prisoners, Zakaria Zubeida, was later admitted to a hospital after receiving heavy beatings by Israeli interrogators. In the West Bank, Israeli settlers attacked 2 Palestinians near Nablus by throwing stones and physically assaulting them, causing their hospitalization. Israeli forces shot and killed 1 Palestinian at a checkpoint in Za’atra and injured 1 other; Israeli forces claimed that 2 were in a car and refused to stop at the checkpoint. Israeli forces also violently dispersed protesters at a checkpoint north of Ramallah, injuring 9 Palestinians with rubber-coated bullets. Elsewhere, Israeli forces violently dispersed protesters at the Qalandia checkpoint, injuring 37 Palestinians using rubber-coated bullets. Israeli forces also violently dispersed Palestinian protesters in Jenin, injuring 1 with live ammunition while others suffered tear-gas related injuries. Meanwhile, Israeli forces violently dispersed Palestinian protesters, injuring 2 using live ammunition. Israeli forces also violently dispersed Palestinian protesters in Tulkarm, injuring 1 with live ammunition; others suffered tear-gas related injuries. Separately, Israeli forces violently dispersed Palestinian protesters in Hebron, injuring 7 with live ammunition and 10 with rubber-coated bullets. In East Jerusalem, Israeli forces violently dispersed a sit-in protest against evictions in Shaykh Jarrah, spraying skunk water at protesters and arresting 3 residents. 6 other Palestinians were arrested, including 4 at a checkpoint in Issawiyya and 2 during late-night raids in Silwan and al-Tur. In Gaza, 10 Palestinians, including 1 child, were killed in Israeli air strikes, raising the comprehensive death toll since 5/10 from 20 to 30, including 10 children. The casualties included: 2, and 2 injured in an air strike on a 7-story building in al-Shati camp; 6, and at least 8 injured in 3 air strikes on apartment buildings in Gaza City; and 2 in an air strike near a chicken farm southwest of Dayr al-Balah. Additionally, Israeli air strikes damaged or destroyed dozens of buildings, including 1 14-story residential and commercial building, the Hanadi Tower west of Gaza City, 1 ice cream factory south of Gaza City, 1 health clinic and police station in Bayt Lahiya, 1 large school in Dayr al-Balah. Hamas reported that Israeli air strikes had destroyed all police buildings in Gaza. In Israel, 5 were killed by rockets from Gaza, including 2 Palestinian citizens of Israel, who were killed by a rocket fired from Gaza near Lydda, and 2 Jewish-Israelis and 1 Indian national in Ashkelon and Tel Aviv. 1 rocket fired from Gaza also damaged an Israeli pipeline in Ashkelon, igniting a large oil fire. A state of emergency was also declared in Lydda after a synagogue and some 30 cars were set on fire as Jewish-Israelis and Palestinian citizens of Israel clashed. Israeli forces also violently dispersed Palestinian-Israelis in Lydda after a protest erupted following a funeral of 1 Palestinian citizen of Israel who was killed by a Jewish-Israeli on 5/10; 12 Palestinian-Israelis were injured by stun grenades and rubber-coated bullets. Haaretz reported that Palestinian and Egyptian sources said that talks to end the escalation between Hamas and Israel had ended due to opposition from Islamic Jihad and Israel. Leader of Hamas Ismail Haniyeh said that the escalation was started by Israel and that Hamas is ready for “an escalation and ready for calm, on the condition that they end the aggression against al-Quds.” Israeli prime minister Benjamin Netanyahu said, “Hamas and Islamic Jihad have paid—and will pay—a heavy price for their aggression . . . Charges against a Palestinian man accused of raping a 7-year-old girl in an Israeli settlement in the West Bank was dropped after an Israeli court found that there was not enough evidence tying the man to the rape. The U.S.-sponsored Bahrain workshop on Middle East economic development, dubbed the Peace to Prosperity, began for the 1st of 2 days. The U.S. peace team intends to raise $50 billion in contributions for economy development in Palestine and for its neighbors. A spokesperson for PA president Mahmoud Abbas said that the Arab Peace Initiative from 2002 was a red line that could not be redrafted if a peace plan was to be executed. Separately, several Palestinian hikers were injured and 7 were arrested when Israeli forces attacked them while hiking a trail near ‘Ayn al-Hilwa in the West Bank. At night, hundreds of Israeli settlers and their military escort harassed residents of the West Bank village of Awarta. In Gaza, Israeli forces fired a missile at Palestinian teens for the 2d day. The IDF announces that it recently demolished a tunnel leading from the Khan Yunis area of Gaza into southern Israel. Hamas and Fatah officials resume talks on a possible national reconciliation agreement under the oversight of Egyptian intelligence officials in Cairo. They discuss ways that the PA can effectively administrate in Gaza, including the operation of the border crossings and issues related to the economy and security. In the evening, the 2 sides issue a joint statement: “We thank Egypt for its sponsorship in achieving reconciliation and ending division and we look forward to continuing talks [. . .] in the same high spirits.” Talks are expected to continue all week. An Israeli settler shoots and kills 1 Palestinian and injures another outside Huwwara village nr. Nablus. A video of the incident shows that he drove his car into a group of Palestinians who then surrounded him, brandishing stones, and he opened fire. The shooting occurs amid clashes between IDF troops and Palestinians marching in solidarity with the 1,500-plus hunger-striking Palestinian prisoners observing the Dignity Strike. The IDF decides not to investigate the ramming and shooting as a criminal incident. Later in the day, the IDF shuts down the nearby Huwwara checkpoint while dozens of settlers gather to “show their presence” to Palestinians in the area. IDF troops violently disperse Palestinians protesting the Huwwara killing in Qalandia refugee camp (r.c.), al-Bireh, and Qalqilya; 5 Palestinians are injured by live ammunition and 1 is arrested. They also arrest 3 Palestinians during raids nr. Ramallah and Nablus, and patrol during the day nr. Hebron and Salfit. Elsewhere in the West Bank, IDF troops set up mobile checkpoints and fire stun grenades in Kifl Haris village nr. Salfit to clear the way for Israeli settlers to visit a Jewish holy site in the area. They also arrest a Palestinian at a checkpoint in c. Hebron when she is allegedly found to be carrying a knife, arrest 11 Palestinians during late-night raids in and around Nablus, Tubas, Hebron, Bethlehem, and Qalqilya; and patrol nr. Nablus and Hebron during the day. In East Jerusalem, Israeli forces patrol in Shu‘fat r.c., sparking clashes with stone-throwing Palestinians; 3 Palestinians are injured. The Israeli authorities shut down an event entitled “Palestine under the Israeli Culture of Incitement,” because to the planned participation of some low-level PA officials. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. Along Gaza’s border, IDF troops open fire on Palestinian farmers and shepherds working nr. Bayt Hanun, causing no injuries. After closing it on 3/26, the Hamas-run Ministry of Interior in Gaza conditionally re-opens the Erez border crossing this morning. Meanwhile, Hamas’s Atty. Gen. Ismail Jaber issues a gag order on the publication of any information relating to the investigation into the killing of senior military cmdr. Fuqaha on 3/24. Israeli PM Netanyahu has decided to reassess his ban on Israeli MKs and ministers visiting Haram al-Sharif, according to reports in the Israeli press today. Any change in the current policy would come after a 3-mo. assessment period. They also violently disperse Palestinian students from Birzeit University gathering outside Ofer Prison nr. Ramallah in solidarity with Palestinian prisoners; 6 youths are arrested. The IDF arrests 2 Palestinians during raids nr. Nablus, Ramallah, and Hebron; and patrols nr. Jenin, Nablus, Ramallah, and Hebron. Israeli settlers block a major road nr. The PA cabinet decides to hold the municipal elections scheduled for 5/13 in the West Bank only, indefinitely postponing elections in Gaza. A Hamas spokesperson calls the decision a “recipe for division.” Today’s decision follows a meeting between PA PM Rami Hamdallah and the head of the Central Elections Commission (CEC), in which they agreed that Hamas’s reticence to participate in the elections would make it difficult to prepare for balloting in Gaza. Israel’s State Comptroller Joseph Shapira releases his report on the Israeli govt.’s decisionmaking during Operation Protective Edge (OPE), the IDF’s codename for its summer 2014 assault on Gaza (see JPS 44 [1, 2]). The report concludes that PM Netanyahu and thenDM Moshe Ya’alon concealed key information about the war from ministers in the lead-up to the assault; they did not fully explore diplomatic means of de-escalating tension with Hamas and the other armed groups in Gaza. Additionally, the report said that the Israeli govt. had no set policies or strategies for dealing with Gaza; Israel’s cabinet had not held a single meaningful conversation about the humanitarian crisis in Gaza for 16 mos. prior to the assault; the IDF failed to destroy all of Hamas’s tunnels (only around half were destroyed); and that the IDF did not have specific orders or techniques for dealing with tunnels. The IDF rejects the accusation that it failed to collect sufficient intelligence, but acknowledges that there was room for improvement. Meanwhile, the IDF conducts raids in 1 village and Qalandia r.c. nr. Ramallah, arresting 2 Palestinians and sparking clashes in each with stone-throwing Palestinian youths; at least 3 Palestinians are injured. IDF troops violently disperse Palestinians protesting and throwing stones in 1 village each nr. Ramallah and Nablus, and along Gaza’s border nr. al-Bureij r.c.; 5 Palestinians are injured and 1 is arrested. Israeli forces deliver stop-work orders to 5 residential structures under construction nr. Hebron. For the 2d day in a row, IDF troops shoot and kill a 16-year-old Palestinian at Huwwara checkpoint nr. Nablus. The IDF claims that the youth attempted to stab 2 settlers at a bus stop, but a PCHR investigation refutes the allegation; a Palestinian bystander is critically injured by a stray Israeli bullet during the incident (she succumbs to her injuries on 12/16). Shortly afterward, Israeli forces shoot and kill another Palestinian after he attacks a group of Israelis with a knife at a gas station w. of Ramallah, killing an IDF soldier and injuring an Israeli settler (a 2d settler is lightly injured by errant fire). In West Jerusalem, Israeli police open fire on 2 Palestinian youths, killing 1 and injuring the other, after they stab an elderly Palestinian man with scissors nr. a central market (they reportedly mistook him for an Israeli); 1 Israeli bystander is lightly injured. After the incident, Palestinian gunmen affiliated with Fatah’s military wing open fire on Qalandia checkpoint nr. Ramallah, reportedly targeting the area because the Palestinian youth killed in West Jersualem was from Qalandia r.c.; there are no injuries. Jabaliya r.c., Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. IDF troops violently clash with Palestinian protesters and stone-throwers in 2 incidents: along Gaza’s border nr. al-Bureij r.c. and at a university in Tulkarm, w. of Qalqilya; 7 Palestinians are injured (1 seriously). The IDF conducts raids in Aida r.c. nr. Bethlehem and in a village nr. Ramallah, sparking small clashes with stonethrowing Palestinian youths in both; 2 Palestinians are moderately injured. IDF troops conduct further raids and house searches nr. Bethlehem; in 1 village nr. Jericho; 3 villages, al-‘Arub r.c., and al-Fawar r.c. nr. Hebron; 1 village nr. A total of 3 Palestinians and 1 Israeli settler are killed across the West Bank. In a contested incident, an Israeli settler and former Samaria Regional Council head rams a Palestinian youth with his car after she allegedly attempts to stab another settler at a checkpoint nr. Nablus; the girl is shot and killed at the scene. There are conflicting reports around the shooting, with some outlets alleging the driver shot the girl and others claiming it was either another settler or IDF soldiers stationed at the nearby Huwwara checkpoint. A Palestinian taxi driver is shot and killed hours later nr. Kefar Adumim settlement by an Israeli settler, who claims that the driver attempted to ram a group of settlers on a main road nr. Bethlehem. According to the IDF, the settler opened fire after he saw the Palestinian taxi driver exit his car with a knife. However, Palestinian eyewitnesses report that Israeli settlers threw stones at the taxi, causing the driver to swerve into another car. In the final of such incidents, IDF troops shoot and kill a Palestinian after he stabs and seriously injures an Israeli settler at the Gush Etzion junction nr. Bethlehem (the settler succumbs to her injuries later in the day). The IDF then raids a village nearby, arresting the Palestinian attacker’s 4 brothers and sparking clashes with stone-throwers; there are no serious injuries. (HA, JP, MNA, WAFA 11/22; PCHR 11/26)

Nablus, causing clashes between Palestinians and Israeli forces after settlers throw stones at a Palestinian secondary school. In East Jerusalem, Israeli forces conduct late-night raids in Ras al-Amud and Shu‘fat, arresting 6 Palestinians. In 2 separate incidents off Gaza’s coast nr. In the Gaza Strip, Egyptian authorities open the Rafah border crossing, which has been closed since 10/25, the day after 30 Egyptian security troops were killed by Sinai Province of the Islamic State (then known as Ansar Bayt al-Maqdis). In the West Bank, the IDF conducts house searches and raids in and around Hebron; closes the Hawara checkpoint at the s. entrance to Nablus; patrols nr. Hebron. In East Jerusalem, a mentally disabled Palestinian woman is detained and taken to the Russian compound detention center for questioning during a court hearing for her daughter, who was arrested for defending her mother from Israeli security forces on 11/25. Israeli forces conduct raids in Shu‘fat r.c. and Issawiyya. At a prison nr. Beersheba, Israeli security forces detain a Palestinian mother and her 2 infant children while they are visiting their incarcerated father. Senior Hamas official Musa Abu Marzuq criticizes the UN’s Gaza reconstruction mechanism, saying that its architect, UN Special Coordinator Robert Serry, did not reach out to confer with Hamas and that the group rejects the mechanism. Abu Marzuq also describes the mechanism as a way for PA Pres. Abbas to sidestep Hamas. (MEMO 11/26)

Israeli interior minister Gilad Erdan cancels the residency of the widow of 1 of the 2 Palestinians who attacked a West Jerusalem synagogue on 11/18, effectively deporting her and her 3 children back to the West Bank. Soon after the planned 72-hour cease-fire takes effect, it breaks down and the IDF continues its assault on the Gaza Strip, killing 160 Palestinians. Armed Palestinian groups resume rocket fire, launching 38 into Israel. IDF troops are primarily active in Shuja‘iya in e. Gaza City, Bayt Hanun in the n. Gaza Strip, and Khan Yunis in the s. Gaza Strip. The cease-fire breaks down after both sides accuse the other of violating it during an incident in s. Gaza. According to the IDF, 2 hours after the ceasefire began, al-Qassam Brigades fighters attacked IDF troops demolishing a tunnel, killing 2 and capturing 1. The Hamas armed wing denies reports of the capture, saying that the soldier might have been killed in clashes before the cease-fire began. In the West Bank, IDF troops shoot and kill 2 Palestinians in separate incidents. The 1st dies in clashes nr. Tulkarm during protests against the assault on Gaza, and the 2d dies in Safa nr. Ramallah in similar circumstances. In the clashes in Safa, 5 are injured by live ammunition and 10 by rubber-coated metal bullets. At Hawara checkpoint nr. Nablus, IDF troops shoot and injure 6 Palestinians with live ammunition during protests. In Hebron, meanwhile, around 50,000 residents protest the assault on Gaza, leading to clashes with IDF troops in which 90 Palestinians are injured with live fire and rubber-coated metal bullets. The IDF conducts house searches and arrest raids in 1 village nr. Salfit and al-Jalazun r.c.nr. Ramallah at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum). In Ni‘lin, 1 is seriously injured by a rubber-coated metal bullet; in Nabi Salih, 2 are seriously injured by rubber-coated metal bullets; and in Kafr Qaddum, 4 are wounded by rubber-coated metal bullets. In East Jerusalem, Palestinians clash with Israeli security forces in ongoing demonstrations against the Gaza offensive, causing dozens of injuries. U.S. officials express outrage and disappointment at the breakdown of the ceasefire. U.S. Pres. Obama calls for the release of the soldier that was reported kidnapped and says it will be “very hard to put a cease-fire back together again if Israelis and the international community can’t feel confident that Hamas can follow through on a cease-fire commitment.” White House spokesperson Earnest says that the U.S. “would encourage those who have influence with Hamas to get them back on to the terms of the cease-fire and to get them to abide by the agreements that they struck just yesterday.” Meanwhile, Kerry calls Qatari FM Khalid bin Mohammed al-Attiyah and Turkish FM Ahmet Davutoğlu and urges them to use their influence with Hamas to release the soldier. Davutoğlu tells reporters that Turkey would do what it can. Kerry also speaks with PM Netanyahu and Pres. Abbas. Talks planned in Cairo are postponed until further notice. Armed Palestinian groups fire more than 80 rockets into Israel, with 16 intercepted by Iron Dome batteries. Palestinian fighters kill 2 Israeli soldiers in Gaza. Across the West Bank, there are large demonstrations against the attack on Gaza in Bethlehem, Jenin, Nablus, Ramallah, Salfit, Tulkarm, and other locations. IDF troops kill 7 Palestinians as clashes break out during the protests. In one of the clashes, at Hawara checkpoint, an Israeli settler kills a Palestinian, bringing the day’s total to 8. In addition, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries, except in Bil‘in, where 1 is injured by a bullet, and Ni‘lin, where 2 are injured by bullets. In addition, Jewish settlers attack 2 Palestinians in Bayt Hanina, seriously injuring 1. In East Jerusalem, Israeli security forces clash with Palestinians after worshippers under the age of 50 are banned from entering Haram al-Sharif, injuring around 40. Meanwhile, in the early afternoon the Israeli cabinet rejects a draft of cease-fire principles proposed by U.S. Secy. of State Kerry, which he based partly on consultations with reps. of Qatar and Turkey. A senior Israeli official reportedly later described the proposal as a “strategic terrorist attack.” Later, Secy. In the evening, the UN, U.S., Egypt, and the Arab League call for an extendable 12-hour humanitarian cease-fire.
