Thousands of Palestinians participate in Nakba Day protests across the West Bank and Gaza Strip, including rallies jointly organized by different political factions. In Hebron, IDF troops injure 11 demonstrators with rubber-coated metal bullets. In Gaza City, a large crowd gathers to support of the right of return and to protest continued negotiations with Israel. In East Jerusalem, Israeli police violently disperse a rally, injuring 6. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. The OPCW meets a deadline for reaching a detailed plan and timetable for the destruction of Syria’s chemical weapons arsenal, publishing a statement saying that the mission will be completed no later than 6/30/14. The “most critical” chemicals will be removed by 12/21/13, according to the plan. (BBC, REU 11/15)

In the Gaza Strip, Palestinians fire 1 rocket into s. Israel which causes no damage or injuries. In addition, Israeli troops fire upon a demonstration that approaches the border fence, as part of protests in solidarity with Palestinians facing restricted access to al-Aqsa mosque, injuring 5. In the West Bank, hundreds of Palestinians clash with Israeli troops as part of demonstrations marking the 13th anniversary of the 2d intifada. In al-Fawar r.c. nr. Hebron, the IDF opens fire with rubber-coated metal bullets, hitting a child and blinding her in 1 eye. In c. Hebron, more than 200 Palestinians throw stones at Israeli soldiers, who injure 23 Palestinians with live ammunition and rubber-coated metal bullets. There is also a protest outside Ofer prison nr. Diplomats from the Quartet meet on the sidelines of the UNGA in New York and issue a statement calling on both sides to take “every possible step” to make the current negotiations a success. Envoy Tony Blair says that the meeting heard of initiatives accompanying peace talks to boost the Palestinian economy. The Quartet reps. were also joined by Tzipi Livni and Saeb Erakat in their capacities as lead negotiators for their respective sides. (AP, JP 9/28)

The UNSC votes unanimously for a res. that will see Syria’s chemical weapons stockpile secured and destroyed. Kerry says that the res. shows diplomacy is able to “peacefully defuse the worst weapons of war,” adding that destruction of the arsenal will begin in 11/2013 and run through to mid-2014. The council also backs a road map for political transition in Syria, and calls for an international conference to be convened “as soon as possible.” (AP, ToI, REU 9/27)

U.S. Pres. Obama and Iranian pres. Ruhani speak on the telephone, the highest-level contact between the 2 countries since 1979. Obama, in comments at the White House, and Ruhani, via a Twitter account, said that both are committed to solving the nuclear issue. (REU 9/27)

IDF forces and Palestinians clash across the West Bank and East Jerusalem on Nakba Day, with 25 Palestinians arrested and 6 Israeli security forces injured in and around Jerusalem’s Old City. In al-‘Aqba village nr. Hebron, unidentifed Palestinians throw a Molotov cocktail at an IDF jeep, destroying it and injuring 4 soldiers. U.S. State Dept. spokesperson Victoria Nuland says that the Obama admin. has unblocked almost $500 million in aid—including $200 million in direct budget support—to the PA, previously frozen by Congress in October 2011 as a response to the UN statehood bid (see QU 162). According to Nuland, the White House also notified Congress in late 2/2013 that it seeks a further $200 million to fund USAID projects for the Palestinians. Hamas authorities complain to Egypt about Israel’s 3/21 decision to restrict Palestinian fishermen off the coast of Gaza. The government in Gaza also reportedly arrests 2 members of the Mujahidin Shura Council, which claimed responsibility for the 3/21 rocket attack on Israel. (ToI 3/22)

Under pressure from Pres. Obama to restore normal ties with Turkey, Israeli PM Benjamin Netanyahu phones Turkish PM Recep Tayyip Erdogan to apologize for ‘‘mistakes made’’ during the IDF’s attack on a Gaza-bound flotilla in 2010, when 9 Turks (including one U.S. dual national) were killed aboard the Mavi Marmara (see QU 157). They agree to dispatch envoys to each other’s countries. After coordinating this diplomatic breakthrough, Pres. Obama leaves for Jordan. (NYT 3/23)

U.S. Pres. Barack Obama meets with Jordan’s King Abdullah II in Amman for talks primarily on the Syrian civil war and the refugee crisis. Pres. Across the West Bank, clashes continue between the IDF and Palestinians protesting in solidarity with prisoners in Israeli jails.

In Jerusalem’s Old City, Palestinian youths and Israeli police clash after Friday prayers, with Israeli security forces briefly entering the al-Aqsa Mosque compound.

Palestinians protest outside Ofer detention center nr. Ramallah, at Huwara checkpoint nr. Nablus, in Abud village nr. Ramallah (where 4 are wounded including one seriously), at Jalama checkpoint nr. Jenin, and in Tulkarm and nearby ‘Anabta village. In all cases, the IDF violently disperses the protests with tear gas, rubber-coated metal bullets and live ammunition, though no serious injuries are reported. The largest protest is in Hebron, where around 1,500 Palestinians clash with IDF forces and 1 Palestinian man is shot in the foot. In addition, Palestinian and international activists demonstrate in the center of Hebron for the opening of Shuhada Street. The IDF violently disperses the demonstrators, causing 3 moderate injuries with rubber-coated metal bullets. Israeli soldiers also attack regular demonstrations by Palestinians, Israelis and international activists against Israel’s separation wall, settlements, and the occupation in 4 villages nr. Ramallah (Bil‘in, al-Nabi Salih, Budrus, Ni‘lin), 2 villages nr. Qalqilya (Kafr Qaddum, Jayyous) and 1 village nr. Bethlehem (al-Ma’sara). Israel’s Channel 2 television station reports that Israel and Hamas are conducting indirect negotiations through Egyptian mediators on issues pertaining to easing the blockade of the Gaza Strip, including the possible opening of the Rafah crossing to construction materials and other staple items. A Gaza cease-fire comes into effect at 9 P.M. local time, officially bringing an end to Israel’s Operation Pillar of Defense after 8 days of attacks, which saw the IDF hit around 1,500 targets and Palestinian armed groups fire around 1,500 projectiles (420 intercepted by Iron Dome). One hundred and fifty-eight Palestinians are dead, an estimated 60% of whom were civilians, while 6 Israelis were killed—4 civilians and 2 soldiers. The cease-fire deal is jointly announced by Egyptian FM Mohamed Kamel Amr and U.S. secy. of state Clinton at a press conference in Cairo. U.S. pres. Barack Obama speaks with Israeli PM Netanyahu to commend him on accepting the deal, stating that the U.S. will use the cease-fire to help Israel tackle issues such as weapons smuggling into Gaza. Obama also personally thanks Egyptian pres. Morsi for his efforts to secure a truce, comments Clinton echoes at the Cairo press conference, saying Morsi showed responsible leadership. Netanyahu tells the Israeli public that he hopes for an extended cease-fire but that tougher action might be necessary in the future. The cease-fire is not a signed agreement between Israel and Hamas, but includes pledges transmitted via Egypt to end Palestinian rocket and mortar fire and other cross-border attacks into Israel, and Israeli incursions into Gaza and assassinations. The sides also agree to further negotiations mediated by Egypt toward easing the Gaza blockade. Hamas chief Khalid Mishal says that Hamas will respect the truce but respond to any Israeli violations, and thanks Egypt for its role in securing the cease-fire. Mishal and Hamas leaders in the Gaza Strip mark the cease-fire as a victory for the resistance. The UNSC issues a statement urging both Israel and Hamas to respect the cease-fire, and deploring the loss of civilian lives during the 8-day exchange. (AFP, Guardian, HA, MNA, REU 11/21)

During the day, before the cease-fire is implemented, the IDF attacks numerous targets in the Gaza Strip, killing around 20 Palestinians. A Palestinian-fired rocket wounds 4 Israeli soldiers. Unidentified Palestinians plant a bomb on a Tel Aviv bus, which injures two dozen Israelis, mostly lightly or moderately. Numerous groups claim responsibility for the attack, which is praised by Hamas as a natural response to Israeli aggression. In the West Bank, the IDF opens fire on Palestinian protesters in numerous locations, as demonstrations in solidarity with Gaza continue. In clashes by Ofer prison nr. Unidentified gunmen fire on the home of Jenin governor Qaddura Moussa in apparent effort to assassinate him; the shots miss, but within hours Moussa dies of a heart attack. By 5/9, the PASF detains 10s of Palestinians in connection to the shooting but does not made a formal arrest. Those detained include a number of PASF officers, raising concerns of fissuring and infighting within the PASF. Others worry (see NYT 5/10) that gangs might be attempting to assert local authority. Jenin residents say that instability in Jenin has been growing since the 4/4/11 murder of Jenin’s Freedom Theater director, Juliano Mer-Khamis. The decline in Jenin worries Israel and the Quartet, which have considered Jenin a model for transition from Israeli to Palestinian security control. (NYT 5/10)

Israel’s Jerusalem municipality submits maps for plans for the massive housing construction (4,010 units, first announced in 10/2011) in Givat Hamatos settlement in s. Jerusalem. The drawings show new ideas for construction of 9 hotels (1,100 rooms) in the area, intended to make the area a major tourist center that would compete with Bethlehem by capitalizing on its close proximity to Bethlehem’s religious sites. Meanwhile, Israeli authorities seize a Palestinian home in Bayt Hanina, East Jerusalem, and turn it over to a Jewish settler family that claims to own the land on which the house sits. Palestinian chief negotiator Saeb Erakat and PA intelligence chief Majid Faraj deliver the long-anticipated letter fr. Pres. Abbas to Israeli PM Netanyahu and his chief negotiator Yitzhak Molcho at a meeting in Jerusalem. Netanyahu pledges to respond in writing within 2 wks. While the letter is not released publicly, a draft version was leaked to the press by a Palestinian source on 4/15, with the disclaimer that that the text might change before it was given to Netanyahu. Of note: PA PM Fayyad had planned to deliver the letter, but pulled out at the last minute. While there is no official comment as to why, various Palestinian sources say (WP 4/18) that Fayyad either (1) disagreed with the content of the letter or (2) thought it would be inappropriate for him to hold a high-level meeting with Netanyahu on the same day as an annual rally in support of Palestinian prisoners in Israeli jails. Fayyad had opposed early drafts that threatened to dissolve the PA if there was no significant progress toward peace. The 4/15 draft includes an implied threat, stating: “The PA is no longer as was agreed and this situation cannot continue.” (Times of Israel 4/15; NYT, WP 4/18)

About 1,200 Palestinian prisoners declare a hunger strike to protest their conditions and detentions without trial. (According to B’Tselem, there are currently about 320 administrative detainees, down from about 800 in 2007.) Weekly Palestinian protests against the separation wall, land confiscations, and settlement expansion this week coincide with Land Day, the annual event to protest Israel’s discriminatory land policies. Israel seals the Erez crossing for 2 days (3/30–31), citing security concerns. Palestinians (accompanied by Israeli and international activists) hold their weekly nonviolent demonstrations in Bil’in, Kafr Qaddum, Nabi Salih, and Ni’lin (with protests in Bil’in and Ni’lin also calling for reconciliation between Fatah and Hamas). IDF soldiers fire live ammunition (Nabi Salih only), rubber-coated steel bullets, tear gas, and stun grenades at these protesters, injuring 11 Palestinians (including a child) and 1 international (4 Palestinians are wounded by live fire in Nabi Salih; the rest are hit by tear-gas canisters in Kafr Qaddum). Palestinians hold at least 5 other Land Day rallies in the West Bank (outside Rachel’s Tomb in Bethlehem, outside Ofer Prison and at 2 points along the separation wall nr. Ramallah, and at the Qalandia crossing n. of Jerusalem). IDF soldiers fire live ammunition (Ofer and Qalandia only), rubber-coated steel bullets, tear gas, and stun grenades at these protesters, injuring 19 (including 2 children; at least 7 are hit by live fire and 1 is seriously injured by a tear-gas canister to the head). In Gaza, Hamas authorities allow 1,000s of Palestinians to conduct a nonviolent demonstration nearly a mile from the Erez crossing, deploying police to prevent the protesters from marching to the border. Nonetheless, IDF troops on the Gaza border fire on the demonstration, killing 1 Palestinian and wounding 37 (1 seriously; including 16 children). Nonviolent Land Day protests are also held in Jordan and Lebanon. In Lebanon, 100s of Palestinians and Lebanese gather at Beaufort castle, 9 miles fr. the Israeli border, where Lebanese military forces deploy to prevent them fr. marching to the border. In Jordan, some 20,000 Palestinians march toward the West Bank border but stop 4 miles. No violence is reported in either case. (NYT, WP 3/31)

The IDF also demolishes a Palestinian home and animal farm in Qalqilya; uproots olive and almond trees on 30 d. of confiscated Palestinian agricultural land nr. Hamra settlement (nr. After Syrian pres. Asad issues a statement reiterating his position that opposition forces must first halt their fire before his forces would cease fire, Hizballah chief Nasrallah issues a statement saying that both sides should cease fire simultaneously. The statement is seen as Hizballah’s 1st cautious attempt to tone down its support for the Asad regime since Arab Spring protests in Syria began in 1/2011. Days after this, Nasrallah calls on Asad to undertake “serious and genuine” reform efforts, stating that it is the duty of all “whose hearts are throbbing with sympathy for the Syrian people” to seek a political solution to the problem (a statement seen as a rebuke to Qatar, Saudi Arabia, and the UAE, which wanted to arm the Syrian opposition forces to overthrow Asad). West Bank Islamic Jihad spokesman Khader Adnan, held in Israeli administrative detention and observing a hunger strike since 12/17, ends his fast after reaching a deal with the Israeli Justice Min. under which authorities agree to not renew his detention order and to release him 3 weeks early (on 4/17/12) provided no new information on his case comes to light. As a result, a meeting of Israel’s High Court, set later for the day, is canceled. That hearing could have ordered a broader review of Israeli military courts and the policy of administrative detention, which Israeli PM Benjamin Netanyahu sought to avoid. Israel is currently holding around 320 Palestinian administrative detainees, down from 800 in 1/2008. Meanwhile, Palestinians demonstrate in solidarity with Adnan outside Ofer prison nr. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that Egypt is brokering talks in Cairo between Israel and Hamas authorities in Gaza to increase the amount of fuel Israel allows into Gaza to run Gaza’s electricity plan so as to ease rolling blackouts across the Strip. OCHA reports that Israel allowed in more fuel this week, but blackouts are still averaging 8–16 hours/day, compared to 12–18 hrs./ day in recent weeks. In 1/2012, Egypt tightened its restrictions on fuel trucks traveling toward the Gaza border area to limit smuggling of fuel through the tunnels under the Rafah border (see Quarterly Update in JPS 163). The IDF bulldozes 63 shops, market stalls in Nazlat Issa, 1 of the only thriving Palestinian commercial centers, located very close to the West Bank border with Israel; maps of Israel’s planned security fence show the fence running e. of Nazlat Issa, which would cut off the village fr. the rest of the West Bank. The IDF also beats 2 Palestinian photographers for international agencies as they try to photograph an IDF jeep driving through Nablus with 2 Palestinian youths clinging to the hood, threaten to kill the journalists if they see the photo published; fires on residential areas of Bayt Lahia; conducts arrest raids (targeting Hamas, Islamic Jihad) in Hebron, Jenin r.c., Jericho, Nablus, Ramallah; demolishes a Palestinian home in Yatta, nr. Hebron. Islamic Jihad says that 2 of its low-ranking mbrs. have escaped fr. the IDF’s Ofer detention center in the West Bank. Israeli border police halt a suspicious van nr. Reversing an 8/18/02 decision, the Israeli High Court rules that the IDF’s "neighborhood procedure" (i.e., sending a Palestinian to warn a wanted individual to surrender to IDF troops waiting nearby) is legal, saying the IDF may not force Palestinians to act as human shields, but it may use them if they “volunteer.” (HA, WT 1/22)
